일본을 위시한 선진국의 자동화 기술은 컴퓨터 종합 생산 기술을 토대로 무인 자동화 공장을 점 진적으로 실현해 나가는 고도의 기술로 빠르게 움직이고 있다. 이에 비해 우리나라의 자동화 기 술수준은 간이 자동화 기술 수준을 막 벗어난 단위 기계 자동화 수준에 머무르고 있다고 해도 과언은 아닌 것 같다. 이와 같은 기술수준의 격차를 빨리 극복하고 우리 나라 고유상표의 기술 모델을 개발하려면 로봇 응용기술, 자동화 요소 기술, 마이크로 프로세서 활용 기술, 컴퓨터를 이용한 제어 기술, 계측 기술에 대한 꾸준한 연구가 이루어 져야한다. 이를 위해서는 우선 자동 화의 필요성을 느껴 자동화를 달성하려는 의지가 무엇보다도 선행되어야 할 것으로 판단된다.

본 연구는 감사원 감사를 통한 분쟁해결사례 분석을 통해 대체적 분쟁해결기구로서의 기능 및 특성을 탐색하였다. 분석결과, 분쟁해결을 목적으로 하는 감사활동은 타 분쟁해결방식에 비해 갈등해소 기간이 짧고 해결수준이 높게 나타나는 것으로 확인되었다. 특히 분쟁 당사자의 경우 관-관의 분쟁에서, 강도에서는 비교적 적은 수의 참여자가 관련될 경우, 유형에서는 비용과 권한 및 개발·환경 분쟁 부문에서, 성격으로는 분쟁 당사자들 간의 이해관계(이익)에 관한 분쟁 부문에서 감사원이 효과적으로 기능하고 있는 것으로 나타났다. 그러나 감사원의 분쟁해결방식은 특정 영역에서는 매우 효과적이나 포괄성은 다소 미흡한 측면이 나타났으며 이에 따라 보다 바람직한 형태의 대체적 분쟁해결기구로서의 모습을 갖추기 위해서는 폭넓은 개입과 적극적인 운영이 요구된다.

유연하고 감지성있는 조립전용 로봇 손목 의 개발 에 대한 연구

본 연구에서는 Fig.1과 같은 조립용 손목을 개발하였는데, 유연성의 구조는 RCC의 원리를 이용하고, 감지성은 Hi-Thand에서 채택한 스트레인 게이지 방식을 적용 하였다. 이 조립용 손목의 성능실험은 조립될 부품간의 틈새율, 부품의 길이 그리고 오차의 크기에 따라 수행하였으며, 조립시 스트레인 게이지로부터 측정되는 반력들은 D.E.Whitney의 조립이론식을 적용하여 구한 이론치와 비교하여 보았다. 반력을 측정 하는 궁극적인 목적은 이 측정치를 이용하여 귀환제어함으로써 초기오차를 수정하는 것이기 때문에 귀환제어를 어떻게 하느냐에 따라 조립시 생기는 반력이나 조립시간이 달라진다. 따라서 귀환제어를 위한 제어 알고리즘을 개발하였고 조립시 발생하는 반 력을 컴퓨터 시뮬레이션을 통하여 구해서 귀환제어 시키지 않을시 즉 수정적 방법에 의해서 조립할때에 발생하는 힘과를 비교 분석하였다. In the assembling process by industrial robots, many difficulties stem from the fact that the assembly operation is impossible or the parts to be assembled can be damaged by reaction forces due to even little misalignment in part mating. In this paper a flexible and sensible robot wrist is developed to make possible the precision insertion operation. The flexibility of the developed wrist were evaluated both analytically and experimentally in actual insertion process. The results show that without the use of feedback control the wrist is capable of doing insertion operations with a small clearance at a low inserting force. For smaller clearance the assembly process was devised involving insertion force feedback and a control algorithm for this active accommodation was developed. The simulation results show that if the active feedback control is used the insertion action can be performed with much less force, as compared with a passive accommodation method.

지방계약의 책임성 제고를 위한 부패 유형과 개선방안 연구

It is necessary to enhance accountability of local government contracts due to the high risk of corruption. In previous studies, local government contracts have been continuously mentioned as one of the major fields of corruption in local governments. However, there are few studies that have specifically reviewed the corruption of local government contracts. Therefore, this study reviewed the corruption types of local government contract and improvement measures through analyzing the audit results of the Board of Audit and Inspection(BAI). As a result of the analysis, corruption in local government contracts occurred most frequently in the preparation stage as a procedure and in the field of construction as the object of the contract. Unfair private contracts were most common corruption types, followed by contract with the unqualified contract partners, improper cost calculation and payment and split contracts of single contracts. Characteristically, local government contract corruption are mainly caused by the actions of local public officials. And favorable treatment due to unfair contracts and contracts according to unfair instructions were also occurring. The lack of expertise of local public officials in charge caused corruption. Poor guidance and supervision of managers was also acting as a cause of corruption. Therefore, in order to prevent corruption in local government contracts, this study suggest necessity strengthening the internal control system, enhancing transparency, clarifying related laws and regulations, educating local public officials in charge and strengthening the roles of internal and external audits. 지방계약은 부패의 발생 위험이 높아 책임성 제고가 매우 필요한 분야이다. 기존 연구에서도 자치단체의 주요 부패 분야 중 하나로 지방계약이 지속적으로 언급되어 왔다. 그러나 지방계약의 부패에 대해 구체적으로 살펴본 연구는 많지 않다. 이에 본 연구에서는 감사원의 감사결과를 통해 지방계약에서 발생하는 부패 유형과 개선방안을 검토하였다. 분석결과, 지방계약에서의 부패는 업무절차로는 계약준비 단계에서, 계약의 목적물로는 공사에서 가장 많이 발생하였다. 그리고 부패 유형별로는 부당한 수의계약이 가장 많았고, 부적격자와의 계약체결이나 부적정한 대가 산정 및 지급, 단일계약 사항의 분할 계약 등의 순으로 많았다. 그리고 이러한 지방계약 부패의 특징은 주로 공무원의 행위로 인해 발생하며, 부당한 계약으로 인한 특혜제공이나 부당한 지시에 의한 계약체결도 발생하고 있었다. 계약업무 공무원의 전문성 부족이 부패를 유발하며, 상급자 등의 지도․감독 부실도 부패 발생의 한 원인으로 작용하고 있었다. 따라서 지방계약 부패를 방지하기 위해서는 내부통제시스템의 강화, 투명성 제고, 관련 법령 등의 명확화, 계약업무 공무원에 대한 교육 강화, 그리고 자체감사와 외부감사의 역할 강화가 필요함을 제시하였다.

This study is aimed to grasp the driver's condition in the yellow signal dilemma situation occurring in the existing signal system, and propose a new signal system. In particular, a driver-centered coping model is proposed through bio_signal analysis. To this end, by implementing an intersection road driving situation through a car graphic simulator, it is to observe and identify the driver's physiological response in the existing signal system and the signal system proposed in this study. Therefore, the subjects were divided into the control group (existing signal system) and the experimental group for new yellow signal system (new signal system), and the experiment was conducted mainly for novice drivers in their 20s. As a result, the emergence of parasympathetic nerves was higher in the experimental group than in the control group, where a statistically significant difference was recognized (p<0.05). In conclusion, if the coping signal system proposed in this study is applied to the traffic system, it seems that it will be possible for the driver to drive more stably.
