글로벌 창의모델학교 운영 및 개선방안에대한 관련집단의 인식 분석

본 연구의 목적은 대구광역시교육청에서 운영하고 있는 글로벌 창의모델학교 운영 및 개선방안에 대해 관련집단의 인식을 조사·분석하여 글로벌 창의모델학교 운영의 내실화를 모색해보는 것이다. 교육국제화특구로 지정된 달서구와 북구의 1,658명(초·중학교 교원 861명, 학부모 396명, 학생 401명)을 대상으로 조사·분석하여 나타난 주요결과는 다음과 같다. 첫째, 영어중심의 글로벌 창의모델학교 운영에 대해 관련집단은 긍정적인 인식을 가지고 있는 것으로 나타났다. 둘째, 글로벌 창의모델학교의 영어프로그램, 교육과정 편성·운영, 예산 등에 대해 관련집단은 비교적 긍정적인 인식을 보이는 것으로 나타났다. 셋째, 글로벌 창의모델학교 영어프로그램의 효과에 대해 관련집단은 비교적 긍정적인 인식을 보이는 것으로 나타났다. 넷째, 글로벌 창의모델학교 개선방안가운데 교원의 수업시수 감축, 교육과정 운영의 자율성, 지원인력 확보, 글로벌교육(교류)센터, 영어체험기회 확대 등에 대해 긍정적인 인식을 보이나, 승진 가산점 부여에 대해서는 다소 낮은 긍정적 인식을 보이는 것으로 나타났다. 이를 토대로 글로벌 창의모델학교 운영 내실화를 위한 시사점 및 제언이 논의되었다. The purpose of the study is explore the substantiality of global creation model school surveying and analyzing relevant group's perception on the operation and improvement way of global creation model school being operated by Daegu Metropolitan Office of Education. Using data from 1,658(861 elementary and middle school teachers, 396 parents, 401 students) cases, the study shows that relevant group has positive perception about operation centering English. And it shows that relevant group has positive perception relatively about English program, curriculum development and operation, and budget. Also it indicates that relevant group has positive perception relatively about the effect of global creation model school English program. And it indicates that relevant group has positive perception about reduction of teacher's teaching time, autonomy of curriculum operation, increase of supporting staff, global education (exchange) center, and enlargement of English experience opportunity among improvement ways of global creation model school, but the group has a little low positive perception about provision of promotion weight. Based on the results, suggestions and recommendations for the substantiality of global creation model school operation are discussed.

고교평준화 적용 적합성에 관한 연구 : 경상북도를 중심으로

농어촌 소규모학교 교원 자격기준 개발 연구

본 연구는 우수교원 확보차원에서 우리나라 농어촌 소규모 중등학교에 적합한 교원자격 기준을 개발하는 데 목적을 두고 있다. 이를 위하여 농어촌 지역여건과 학교특성 실태와 관련된 문헌, 자료 및 선행연구를 검토하였고, 설문조사, 전문가 협의회, 연구진들의 지속적인 브레인스토밍 등을 통해 농어촌 소규모중등학교의 교원자격 영역, 준거 및 기준안을 개발하였다(5개 영역, 18개 준거, 58개 기준). 그리고 일선 학교 구성원들로부터 인식조사를 하여 만족스러운 반응을 얻었다. 구체적으로 본 연구에서 개발한 농어촌 소규모 중등학교 교원 자격 다섯 가지 영역과 18개 준거는, 1) 농어촌 지역의 특성 및 학교이해(지역특성에 대한 이해, 지역문화에 대한 일체감, 지역사회 발전에 대한 주체의식, 학교교육 여건 및 상황에 대한 이해), 2) 농어촌 학교의 학습자 이해(학습자 특성 파악 능력, 학습자의 발달과정 이해, 학습자의 학습과정 이해, 학습자의 교육결과 활용능력), 3) 수업의 질제고 노력(수업운영 능력, 교육내용의 이해, 교육방법의 활용능력, 교육평가의 시행 및 활용능력), 4) 지역사회와 연계된 학급경영(학생문화이해, 소규모 학급경영 능력, 소규모 학교에서의 행정업무 수행능력), 5) 교직사명감 및 전문성 개발(모범적인 생활인으로서 자세, 교육에 대한 열정과 헌신, 교직 전문성 개발) 등이다.

현대사회의 특징 혹은 미래사회의 변화는 과학기술의 발달, 정보화 사회, 학습사회, 국제화, 분권화, 자율화 등으로 요약될 수 있다. 이와 같은 사회의 변화는 형식적인 학교교육으로는 폭발하는 지식의 양과 질을 도저히 감당할 수 없으며, 따라서 학교 외 교육에서 담당해야 할 교육의 폭과 깊이가 넓어졌음을 의미하며, 동시에 학교교육에서도 ‘교육의 적절성’ 을 심각히 고려해야 함을 지적하게 된다.

Despite a great concern with various education policies on the part of people, educational groups, and educational policy makers, there has been rarely a study to systematically illuminate how the adopted education policies have been implemented in reality. For this reason, the present study aimed i) to delineate and design a theoretical model for educational policy implementation, and ii) with this, to seek means for successful implementation of education policies. For this purpose, various concepts, types, and systems concerning educational policy implementation, affecting factors, and practical educational policies were analyzed. As for the analytical framework, Ripley and Franklin's classification of distributive policy, competitive regulatory policy, protective regulatory policy, redistributive policy and Nakamura and Smallwood's classification of classical technocrats, instructed delegates, bargainers, discretionary experimenters, bureaucratic entrepreneur were consulted. And for the judgment of success or failure of implementation, policies such as high school equalization, self-governing system of education, and college accreditation system were, as cases, analyzed along the two criteria of contents and procedures. The result is as following. As for the policies of high school equalization and self-governing system of education, it can be said that it is not easy to conclude their success or failure in implementation, for the abstractness of their objectives, the subjectivity of satisfaction on the part of the affected, and their long-term effects. However, as for the college accreditation policy, it can be judged that successful policy implementation is under way, since its implementation can be evaluated according to both the qualitative and the quantitative criteria which were determined by Korean Council University Education. As conclusion, it is suggested that we need to look at carefully the changes in rank and file units of education, and that for more adaptable implementation, we need to elevate the abilities of those agencies in the uttermost front, above all. For this, trainings for these implementing agencies personnel need to be intensified.

미국의 교육제도와 교육개혁 동향

The purpose fo this article was to investigate main features of educational structure and reform trends of recent years in America. For this purpose, American eductional ladder system(including pre-school education, primary, secondary, and higher education, and nonformal education), teacher training, educational administration, and main currents of recent educational reform were scrutinized. The result is as following : American educational structure is characterized with great diversity, some measure of autonomy, and much internal differentiation in general. Americans are continuously moderating their educational programs to the changing conditions of American life and accompanied social necessities, which are apt to incorporate creativity and excellence in education. Moreover, the efforts and cooperations expressed on the part of federal government, non-government organizations, communities and schools, for educational reforms, are very remarkable, especially in their efforts to foster more qualified future American citizens. In their policy to keep the first country status in the world, Americans tend to remphasize 'competency and excellency' in education.

협동적 학교조직 문화형성에 관한 연구 : 특성과 요인 분석

학교조직문화는 조직 구성원들이 공유하고 있는 가치, 신념, 기대, 규범, 가정, 행동, 의식, 상징, 의미 체제 및 구조를 말한다. 학교조직문화에 대한 이해는 학교개선을 위한 것으로, 효과적인 유형으로 최근에 많은 연구들은 협동적 학교조직문화를 지향할 것을 지지하고 있다. 따라서 이 논문에서는 협동적 학교조직문화의 특성과 요인이 무엇인가를 이론적ㆍ실증적으로 규명하는 데 그 목적이 있다. 자료를 분석하기 위한 주요 통계기법으로는 SPSS/PC+를 활용하여 기술통계 및 신뢰도 분석, 요인분석 등이 사용되었다. 특히, 협동적 학교조직문화를 측정하기 위해 선별된 문항의 신뢰도와 타당도를 검증하기 위해 협동적 학교조직문화 41문항에 대해서 요인분석을 실시하였으며, 요인의 theta(θ) 계수를 측정하여 신뢰도(.95)를 추정하였다. 국내외 관련 선행연구 검토와 관련 집단을 대상으로 설문지 조사(교원 733명) 및 심층면담을 통해 규명된 협동적 학교조직문화의 요인으로는 협동적 지도성, 교사협동, 전문성 개발, 목적의 일치성, 동료적 지원, 학습동반자 등의 여섯 가지로 나타났다. 요인분석에 따르면, 각 변인의 초기 값과 주성분 분석에 의한 각 변인의 공통성은 .414에서 .718정도로 약 41%에서 72%정도 추출된 요인에 의해 협동적 학교조직문화를 설명하는 것으로 나타났다. 이론적ㆍ실증적으로 검증된 협동적 학교조직문화의 여섯 가지 요인은 바람직한 우리나라 초ㆍ중등학교의 문화를 정립하는 데 중요한 자료로 활용될 수 있을 것이다. 이러한 협동적 학교조직문화의 특성과 요인 규명은 향후 우리나라 일선 초ㆍ중등학교에서의 협동적 문화형성 정도를 실증적으로 파악하는 데 기여하게 될 것이다. 또한, 학교관련 구성원들의 가치, 행태 및 학교조직운영, 그리고 구성원간의 심층적인 관계를 이해하고, 학교현장 교육활동의 활성화에 기여하게 될 것이다.
