In the Republic of Korea, which has adopted a strong president-centered system as a political system, comprehensive personnel verification of work ability, reputation, and misconduct for positions where the president has personnel rights is not only fundamental to the administration of the country, but is also very important for maintaining the democratic system. As the records containing the personnel verification process produced during this process also has a wide range of data on important people in the country, they themselves are very important national-level information, and there is a great possibility that they will be used as useful materials for studying current national management in future generations. Therefore, it is assumed that after the enactment of the "Act on the Management of Presidential Records" in 2007, Senior Secretary for Civil Affairs of the Office of the President, which were responsible for the personnel verification, designated a wide range of personnel verification records as presidential designated records and transferred them to the Presidential Archives. However, with the launch of the 20th government, the agency responsible for personnel verification changed from Senior Secretary for Civil Affairs of the Office of the President to the "Personnel Information Management Team" of the Ministry of Justice from June 2022, a major change occurred in the personnel verification process that had been maintained and the preservation of related records. This paper examined what personnel verification records are and how they have been preserved and managed, and proposed what issues have arisen at the record management level due to this change in the agency in charge of personnel verification, and how those issues should be resolved on a practical and institutional level.

For the most of lower limb amputees, prosthetic foot is essential part in artificial lower limb. The ideal role of prosthetic foot is to mimic the mechanical features of sound foot. Two important features of prosthetic foot are negative power property in Initial Contact and spring property in Terminal Stance. To achieve these features, various materials and mechanisms have been attempted. In this study, new developed composite material of the cellulose fiber reinforced composite was applied to keel of prosthetic foot. It is expected to be strong and tough enough to be utilized for human weight level applications and exhibit normal gait characteristics. 2 subjects participated in gait capture. They wore 3 kinds of prosthetic foot by turns including theirs, developed cellulose fiber reinforced foot, and typical energy storing foot. In the results, the cellulose-applied foot followed almost mechanical characteristics of typical energy storing sample. Eco-friendly cellulose material showed possibility of application to lower limb prostheses.

To maintain parts using 3D printing technology, a part library management system is required which provides users with information about part function, manufacturing method, and inspection method as well as 3D CAD models used as an input file for 3D printing work. The part information and related files managed in the part library management system are described according to a predefined part classification scheme. In this paper, we propose a classification scheme data structure for the maintenance of parts using 3D printing technology. Then we develop a classification scheme for gaskets and o-rings according to the data structure. Finally, we construct part catalog data according to the classification scheme in the prototype part library management system and then perform experiments of retrieving part information and files from the system.

4차 산업혁명시대가 도래함으로써 수많은 영역에 다양한 소프트웨어(SW)가 필요할 것이며, 특히 비전공자 및 기초 전공자들의 창의적 사고 기반 SW에 대한 이해가 요구된다. 하지만 문제는 창의적 사고 기반의 SW에 대한 정의 및 아이디어가 부족하다. 우리는 교육 영역에서의 창의적 사고 방법 및 주요 쟁점들을 비전공자들에게 강의한 경험이 있지만 실질적으로 창의적 사고기법을 통해서 소프트웨어로 구현하는 것에 큰 어려움을 겪고 있다. 따라서 이러한 점을 개선하는 창의적 사고 기법과 소프트웨어 공학기법을 접목인 디자인 씽킹 메카니즘과 소프트웨어공학 접목을 제안한다.
영상의 화질 개선과 열화측정 시간을 최소화하는 스테가노그라피 방법

In this paper, we propose a optimized steganography how to improve the image degradation of the existing data hiding techniques. This method operates in the compressed domain(JPEG) of an image. Most of the current information concealment methods generally change the coefficients to hide information. And several methods have tried to improve the performance of a typical steganography method such as F5 including a matrix encoding. Those papers achieved the object of reducing the distortion which is generated as hiding data in coefficients of compressed domain. In the proposed paper we analyzed the effect of the quantization table for hiding the data in the compressed domain. As a result, it found that can decrease the distortion that occur in the application of steganography techniques. This paper provides a little (Maximum: approximately 6.5%) further improved results in terms of image quality in a data hiding on compressed domain. Developed algorithm help improve the data hiding performance of compressed image other than the JPEG.
