The main purpose of this paper is to identify the enlargement measures of private sector involvement in the urban land development. To delve into the realities of private land development, this paper is organized into five chapters. To alleviate the problems of the public regulation and monopoly, the private sector should be encouraged to participate the urban land development process. In reality, the enlargement measures of private sector involvement in the pubic sector development can be considered in the present three development systems as follows; the collaboration system between the private and the public sector, the third-sector system and the co-development system among landowners. The former two can be applied to the larger scale development projects while the latter to the smaller ones. In conclusion, the private sector involvement in the urban land development should be enlarged in order not only to combine the vigour of private sector with the public development system but also to meet the diverse needs of the people through the collaboration work between the private and the public sector.

Among zero-suppression (AS) algorithms proposed for synchronous stream cipher system, ZS-1 has the difficulty on the implementation of the stream cipher system, ZS-2 has a weakness of channel error propagation, and ZS-3 has the complexity on the hardware. Because each algorithm must be chosen carefully to the application system, in this paper, we propose a criterion of the system adapted from the simulated results on the parameter changed.

The objective of paper is to study the reinforcing effects of fiber volume fraction and aspect ratio in short-fiber filled ceramic matrix composites. The parameters of fracture mechanics, K and J are applied to assess fracture toughness and bridging effect. It is found that fracture toughness is greatly influenced by the fiber bridging, Also, the nonlinear fracture analysis such as J-integral is more effective than LEFM for short-fiber reinforced ceramic matrix composites. For the reinforcing effects as functions of fiber volume fraction and aspect ratio, fracture toughness is increased rapidly with fiber volume fraction and aspect ratio as expected.

The effects of ozone treatment on the dewaterability of activated sludge wasted from a sewage treatment plant were investigated in this study. Following ozone treatment, sludge was dewatered using a pressure fitter. The sludge filterability evaluated by SRF deteriorated with ozone dosage at relatively low ozone doses due to sludge solubilization and particle size decrease. However, at ozone doses higher than 0.6gO_3/gSS, the SRF of the ozone treated sludge became comparable with the value for the sludge without ozone treatment. It is suggested that the oxidation of the viscous, high molecule organics attached at cell surface reduces the surface charge of sludge particle and promotes flocculation at relatively high ozone doses. Ozone treatment also cause the release of bound water trapped inside cells or flocs, resulting in significant reduction of cake water content after dewatering. In terms of cake volume, more than 70% reduction was obtained at 0.6gO_3/gSS. These observations suggest that ozone treatment has potential to significantly enhance sludge dewaterability and to produce a more compact cake without severe deterioration of its filterability.

This study investigated the effect of the tempering before aging on the precipitation of Laves phase and mechanical properties of 10Cr-6W and 10Cr-6W-3Co ferritic heat-resistant steels. Laves phase was precipitated by aging, which increase tensile strength but decreased elongation and impact value. Toughness was rapidly decreased by the presence of the very fine disk-like Laves phase precipitated at early aging stage. Strength and impact value were decreased by tempering treatment and that is due to the increase of the particle number per unite area and to larger particle size of Laves phase. Laves phase increased by adding Co, and consequently strength was increased and elongation and toughness were decreased. (Received February 26, 2004)

Background: Thoracoscopic pleural biopsy is often required for rapid and confirmative diagnosis in patients with suspected pleural tuberculosis (PL-TB). However, this method is more invasive and costly than its alternatives. Therefore, we evaluated the clinical utility of the chest computed tomography (CT)-based bronchial aspirate (BA) TB-polymerase chain reaction (PCR) test in such patients. Methods: Bronchoscopic evaluation was performed in 54 patients with presumptive PL-TB through diagnostic thoracentesis but without a positive result of sputum acid-fast bacilli (AFB) smear, pleural fluid AFB smear, or pleural fluid TB-PCR test. Diagnostic yields of BA were evaluated according to the characteristics of parenchymal lesions on chest CT. Results: Chest radiograph and CT revealed parenchymal lesions in 25 (46%) and 40 (74%) of 54 patients, respectively. In cases with an absence of parenchymal lesions on chest CT, the bronchoscopic approach had no diagnostic benefit. BA TB-PCR test was positive in 21 out of 22 (95%) patients with early-positive results. Among BA results from 20 (37%) patients with patchy consolidative CT findings, eight (40%) were AFB smear-positive, 18 (90%) were TB-PCR-positive, and 19 (95%) were culture-positive. Conclusion: The BA TB-PCR test seems to be a satisfactory diagnostic modality in patients with suspected PL-TB and patchy consolidative CT findings. For rapid and confirmative diagnosis in these patients, the bronchoscopic approach with TB-PCR may be preferable to the thoracoscopy.
