농기계임대사업소 근무인력의 역량 함양을 위한 교육 주제 탐색 : 농기계임대사업 직무분석을 중심으로

본 연구는 농기계임대사업 운영의 효율화를 위해 농기계임대사업소 근무인력에 대한 직무의 표준화를 제시하고, 직무와 과업수행에 필요한 교육 주제를 탐색하기 위한 목적으로 수행되었다. 농기계임대사업의 직무를 분석하기 위해 12명의 현업 종사자를 대상으로 2018년 10월 19일부터 11월 15일까지 인터뷰 및 관찰을 실시하여, 농기계임대사업 직무로 5개 책무(Duty), 22개 과업(Task)을 도출하였다. 그리고 농기계임대사업의 직무특성을 파악하기 위해 2018년 12월 1일부터 12월 30일까지 141명의 근무인력을 대상으로 22개 직무에 대한 우선순위 파악을 위한 설문조사를 실시하였다. 농기계임대사업 직무 중 가장 중요한 직무는 농기계 이용 수리에 관한 것으로써, 구체적으로는 ‘기계수리’, ‘기계이상 유·무 확인’, ‘대민업무(상담, 안내)’, ‘임대사업 운영장비 및 부품관리’가 가장 중요한 것으로 조사 분석되었다. 이상의 22개 과업을 효과적으로 수행하는데 필요한 교육 주제로 ‘의사소통교육’, ‘기계 작동 및 수리에 관한 교육’, ‘법률적 지식 교육’, ‘문서작업 교육’, ‘사업 기획 교육’을 도출하였다. This study proposed the standardization of job competency for the workers employed by agricultural machinery rental offices to operate agricultural machinery rental service efficiently and suggested the training program necessary for the job and task performance. In-depth Interviews and direct observations were conducted with 12 workers in the field to set the direction of the job analysis of the agricultural machinery rental service. The structured competency model of the agricultural machinery rental service were drawn into 5 duties and 22 tasks. In order to grasp the job characteristics of the agricultural machinery rental service, the priority for 22 jobs was identified from the survey with the 141 respondents. The most important job in the agricultural machinery rental service was to master operation skills of agricultural machinery and their repairment. Specifically, the following were investigated and analyzed as the most important: Repair the machine, check for abnormality of machinery, the civil service(consultation, guidance), rental business operation equipment, and mechanical parts management. The training contents necessary to effectively perform the job tasks assigned to the workers employed by the agricultural machinery rental office are communication training , machine operation and repair training , legal knowledge education , paperwork education , and business-planning training .
농기계 안전사고 시 자동상황전파를 위한 ICT기반 시스템 개발

Recently, the aging of agricultural society has caused a rapid increase in safety accidents from agricultural machinery. Sometimes, the wounded may be left unattended resulting serious situation. In order to solve these problems, ICT technology is used to detect and inform the accident quickly when a safety accident such as overturning, collision or other accidents occurs during operation or moving the agricultural machinery, such as cultivator, rearing machine, and tractor. A system capable of minimizing the amount of data is required. In this paper, an ICT - based automatic accident detection & propagation system is proposed for the agricultural machinery accident such as colliding crashes or overturning of agricultural machinery. The proposed system enables quick rescue by sending a text message automatically to family, acquaintances, hospitals and 119 in the event of an agricultural accident. 최근 농업 사회의 고령화로 인해 농기계로 인한 안전사고가 급증하고 있다. 어떤 경우에는 부상자가 사고를 주위에 알리지 못한 채 홀로 방치되어 심각한 상황에 이를 수 있다. 경운기, 이앙기, 트랙터, 콤바인 등 농기계를 대상으로 작업 및 이동 중에 전복, 충돌, 기타 사고 등의 안전사고 발생 시 ICT 기술을 이용하여 신속하게 사고 상황을 외부에서 감지하고 전달함으로써 인명 피해를 최소화 할 수 있는 시스템이 요구되고 있다. 본 연구에서는 농기계의 충돌 및 전복 사고를 감지하고, 위험상황을 전송하는 ICT 기반의 농기계 안전사고 자동상황전파시스템을 제안한다. 제안된 시스템은 농기계 사고 발생 시 자동으로 가족, 지인, 병원 및 119로 문자 메시지를 보냄으로써 빠른 사후 조치를 통한 인명구조를 가능하게 한다.
우리나라 농기계산업의 무역경쟁력에 관한 연구: 한국, 미국, 일본을 비교대상으로

본 연구는 한국 농업기계산업의 무역경쟁력을 분석하고 주요 경쟁국인 미국, 일본과의 비교를 통해 한국 농기계산업의 현황과 발전 방향을 모색하고자 하였다. 이를 위해 HS 코드 8701(트랙터), 8432(농업・원예・임업용 기계), 8433(수확기 및 탈곡기) 품목을 중심으로 2019년부터 2023년까지의 UN Comtrade 데이터를 활용하여 무역특화지수(TSI)와 현시비교우위지수(RCA) 분석을 실시하였다. 분석 결과, 한국은 HS 8701(트랙터) 품목에서 상대적으로 높은 경쟁력을 보이고 있는 것으로 확인되었지만 최근 하락세를 나타내고 있으며 다른 품목들은 비교열위 상태에 있는 것으로 나타났다. 미국은 HS 8701(트랙터)와 HS 8433(수확기 및 탈곡기) 품목에서 강한 경쟁력을 보유하고 있으며 일본은 HS 8701(트랙터) 품목에서 높은 경쟁력을 보였으나 최근 급격한 하락세를 보이고 있다. 이러한 분석 결과를 바탕으로 한국 농기계산업의 무역경쟁력 강화를 위해 R&D 투자 확대 및 산학협력 강화, 수출국가의 다변화, 맞춤형 제품 개발과 같은 전략적 접근이 필요함을 제시하였다. 본 연구는 한국 농업기계산업의 현 위치를 객관적으로 평가하고 향후 발전 방향을 제시함으로써 농기계산업 관련 정책 및 산업 전략 수립에 기여할 수 있을 것으로 기대한다. This study aims to analyze the international competitiveness of the Korean agricultural machinery industry and explore its current status and future development directions through comparison with major competitors, the United States and Japan. To this end, we conducted Trade Specialization Index (TSI) and Revealed Comparative Advantage (RCA) analyses using UN Comtrade data from 2019 to 2023, focusing on HS code 8701 (tractors), 8432 (agricultural, horticultural, or forestry machinery), and 8433 (harvesting and threshing machinery). The analysis results show that Korea has relatively high competitiveness in HS 8701 (tractors), but it has been showing a recent downward trend, while other items are in a comparative disadvantage. The United States maintains strong competitiveness in both HS 8701 (tractors) and HS 8433 (harvesting and threshing machinery), while Japan showed high competitiveness in HS 8701 (tractors) but has recently experienced a sharp decline. Based on these findings, we suggest that strategic approaches such as expanding R&D investment, strengthening industry-academia cooperation, diversifying export countries, and developing customized products are necessary to enhance the international competitiveness of the Korean agricultural machinery industry. This study is expected to contribute to the formulation of policies and industrial strategies related to the agricultural machinery industry by objectively assessing the current position of the Korean agricultural machinery industry and suggesting future development directions.

이 연구는 한국의 농업기계화정책과 사업의 추진 실태 및 효과, 그리고 향후 농업 및 농촌전망 등을 분석·검토하여, 농업기계화사업의 전망과 정책과제를 제시하고자 하였다. 연구결과를 요약하면 다음과 같다. 농업기계화사업의 문제점은 1998년 이후 농업기계화사업에 대한 정부 지원이 감소로 야기된 농기계 수요 정체, 농기계 기업 및 대리점의 경영 악화, 사후 봉사 미흡 등이다. 농업기계화사업의 목표는 고능률 저비용 농업기계화, 농기계의 효율적 이용, 농기계산업의 성장 발전에 있다. 이러한 목표를 달성하기 위한 농업기계화의 정책과제는 첫째로, 정부는 고품질 농산물을 생산하기 위한 농업기계화의 지속적인 지원과 농기계 유통체계를 개선하여야 하고, 둘째로, 농가는 농기계이용 면적과 이용시간을 확대하고, 셋째로, 농기계산업은 농기계 품질을 고급화하고, 농기계의 수출을 확대하는 것이다. This study attempts to make an outlook on farm mechanization projects in Korea and policy directions. Main issues of farm mechanization projects in Korea are a low cost mechanization, an efficient use of farm machinery, the development of the agricultural machinery industry and an export of agricultural machineries. Therefore, (1) the government subsidies for farm-mechanization is still necessary, in a while, (2) the marketing system should be improved, (3) annual working days and working area per agricultural machinery has to be extended, (4) the quality improvement of farm machinery is required.

The objective of this study is to estimate the social cost of agricultural machinery accidents by using the Gross Lost Output Approach, considered to be well-suited method. The number of 118 accidents were used for the estimation of the social cost of agricultural machinery accidents. Agricultural machinery accidents on this study includes only the accidents of power-tiller, tractor, transplanter, combine and small-managerial power-tiller. First of all, the social cost of one accident in agricultural machinery was estimated as 97.7~97.8 million won that is 4 fold of farm household income. Direct cost(future income loss + medical cost + vehicles repairing cost) of the agricultural machinery accidents was over 1.7 fold of farm household income. The largest cost of accident was happened in tractor accident, was estimated 128.6 million won.

The domestic agricultural machinery industry has consistently sought to expand into overseas markets due to the limitations of the domestic market. The global agricultural machinery market is evolving in new directions, driven by the integration of cutting-edge technology with agricultural equipment, leading to innovations such as unmanned tractors and drones. When entering overseas markets, both the competitiveness of a company’s products and its efficiency and productivity play crucial roles. This is because these factors determine a company’s ability to compete and sustain itself in the market over the long term. Against this backdrop, this study analyzed the efficiency and productivity of 22 domestic and international agricultural machinery companies over a five-year period from 2018 to 2022. The efficiency analysis revealed that technical efficiency declined from 0.620 in 2018 to 0.535 in 2022. During the same period, pure technical efficiency increased from 0.809 to 0.852. This suggests that while overall efficiency levels decreased, particularly during the COVID-19 pandemic, the combination of inputs has become more effective. However, with scale efficiency dropping from 0.779 in 2018 to 0.646 in 2022, it is evident that improvements are needed in the efficiency of the analyzed scales. Next, the productivity analysis revealed that, on average, productivity increased during the third period (2020–2021). However, productivity declined during the first, second, and fourth periods. The analysis also found that the frontier shift index had a relatively greater impact on productivity improvement compared to the catch-up index.
2010 대한민국 국제농기계 자재박람회(KIEMSTA) 개최에 따른 지역경제 파급효과 분석연구

The purpose of this study is to analyze the ripple effect of the Korea International Exhibition of Machinery, Equipment, Science & Technology for Agriculture 2010 held in Cheonan on its local economy on the basis of the Input-Output Table issued by Bank of Korea in 2005. Much research has been conducted on the analysis of the economic ripple effect of the industrial exhibitions held in special exhibition places like KINTEX. Not many studies other than this study have been conducted to analyze the economic ripple effect of outdoor exhibitions, not indoor ones. This researcher conducted a survey with the organizers, participant firms, and attendees of the Korea International Exhibition of Machinery, Equipment, Science & Technology for Agriculture. Based on the direct spending data of organizers and on the questionnaire survey with participant firms and attendees, the expenditure was calculated. According to the analysis on the economic ripple effect on Cheonan, production inducement effect amounted to KRW 31.8 billion, value added inducement effect KRW 12.6 billion, and employment inducement effect 466 people. Therefore, it was proved that such an exhibition was a higher-value added business.

Garlic is one of the major seasoned vegetables in Korea along with peppers and onions. Although it is a major cash crop, the aging population of farmers and rising labor and production costs are cited as the reasons for the decreasing production. Accordingly, it is necessary to introduce and spread garlic cultivation mechanization technology to reduce the input labor demand. In this study, conducted a field demonstration in Jeollanam-do using garlic harvesting machinery. In addition, it was intended to improve the mechanization rate of garlic harvesting by deriving factors that can apply to garlic harvesting machines in Jeollanam-do and investigating regional adaptability. As a result of the analysis, it was found that the harvesting performance of the garlic harvester and garlic collector in Jeollanam-do met the agricultural machine test standards. In addition, as a result of calculating the input effect of the mechanized work system compared to the conventional garlic harvesting work system, it was found that there was a labor-saving effect of 96.02%.
전남 지역 농기계 탑승자 인적피해 교통사고의 유형별 특성 및 저감 대책

본 연구에서는 농기계 교통사고 예방대책 수립의 기초자료를 제공하고자, 2014~2018년까지의 전남 경찰청의 경찰접수 교통사고 자료 중 “농기계 탑승자의 인적피해가 발생한 교통사고” 원자 료를 기반으로, 사고 유형별‧농기계 종류별 상세한 사고발생 현황 및 사망사고 발생 현황을 분 석하였다. 농기계 탑승자의 인적 피해가 발생한 총 760건의 사고 중 제2당사자(차대차), 농기계 단독사고, 제1당사자(차대차) 사고가 각각 52.9%, 25.9%, 21.2%를 차지하였다. 사고 농기계 운전 자의 95.8%가 남성이었으며, 45.9%가 70대였고, 주요 사고 농기계 종류는 경운기(61.6%), 트랙터 (11.3%), 종류 미상(22.0%)이었다. 다변수 로지스틱 회귀분석 결과, 농기계 운전자의 사망 위험은 고령자일수록 높았고, 농기계 단독사고가 제1당사자(차대차) 사고에 비해 10.0배 높았으며, 경운 기 사고가 트랙터 사고의 1.7배, 내리막길 사고가 평지 및 기타도로 사고에 비해 1.7배 높았다. 본 연구결과, 사고 당사자 종류 및 단독사고 여부에 따라 각기 다른 사고 발생 특성이 나타났으 며, 각 유형별 사고 특성 및 대표적인 사고 형태(경운기의 단독 전도/전복/도로이탈 사고, 경운기 와 트랙터의 타차량으로부터의 야간 추돌사고, 경운기와 타차량과의 측면충돌사고)를 고려한 구 체적인 예방대책 수립이 필요함을 제시하였다 This study aimed to provide foundational data for establishing measures to prevent agricultural machinery traffic accidents by analyzing Jeonnam Police Agency's data on traffic injuries to agricultural machinery occupants between 2014 and 2018. Out of 760 accidents, 52.9% were vehicle-to-vehicle collision where agricultural machinery operators involved as a secondary party(less responsible to accidents), 25.9% were single agricultural machinery accidents, and 21.2% were vehicle-to-vehicle collision where agricultural machinery operators involved as a primary party(more responsible to accidents). 95.8% of the accident-involved agricultural machinery operators were male, 45.9% were in their 70s, and the main types of agricultural machinery involved in the accidents were power tillers (61.6%), tractors (11.3%), and unidentified types (22.0%). Results of the multivariable logistic regression showed higher death risks for elderly drivers, single machinery accidents (10.0 times higher than primary party accidents), power tiller accidents (1.7 times higher than tractor accidents), and accidents on downhill roads (1.7 times higher than flat or other roads). Different accident characteristics appeared based on involved parties, suggesting the need for specific preventive measures considering each type's accident characteristics and representative accident forms.
