공공지원 민간임대주택 커뮤니티 공간의 물리적 · 사회적 서비스스케이프가 장소애착과 공동체의식에 미치는 영향 : 감정 반응의 매개효과를 중심으로

연구배경 현재 우리나라의 주거에 대한 인식은 소유 중심의 자산 가치에서 주거 중심의 거주 가치 개념으로 전환되고 있다. 이러한 주거 인식 변화에 대응하고, 중산층의 주거 안정을 위해 정부는 공공지원 민간임대주택 정책을 추진하고 있다. 공공지원 민간임대주택은 차별화된 주거 환경을 위해 커뮤니티 공간과 다양한 주거 서비스를 제공하고 있지만, 형식적인 공급에 그치고 있다는 지적이 있다. 커뮤니티 공간은 공동체의식을 형성하고 삶의 질을 높이기 위한 곳으로 그 중요성이 커지고 있다. 이에 본 연구에서는 공동체의식에 영향을 미치는 요인을 분석하고, 주거 환경에서 커뮤니티 공간 디자인 시 공동체의식을 높이기 위해 고려되어야 할 사항을 제안하고자 한다. 연구방법 공공지원 민간임대주택 ‘동탄 행복마을 푸르지오’ 입주민을 대상으로 총 186부의 설문 자료를 수집하여 실증분석을 진행하였다. 독립변수로 커뮤니티 공간인 ‘공유 공간, 여가 공간, 교류 공간’의 물리적 서비스스케이프(편의성, 쾌적성, 심미성)와 사회적 서비스스케이프(거주자 유사성, 거주자 적합 행동, 직원의 인적서비스)가 종속변수인 장소애착(장소정체성, 장소의존성, 사회적 애착)과 공동체의식(충족감, 연대감, 소속감 및 상호영향의식, 정서적 친밀감)에 미치는 영향과 감정 반응(긍정적 반응, 부정적 반응)의 매개효과를 분석하였다. 연구결과 첫째, 장소애착의 하위요인인 장소의존성은 장소정체성과 사회적 애착보다 영향력이 낮게 나타났다. 둘째, 물리적 서비스스케이프는 장소애착에 직접적인 영향을 미치지 못하였지만, 감정 반응을 통해 간접적으로 영향을 미쳤다. 셋째, 공간별로 다소 차이는 있으나 사회적 서비스스케이프의 거주자 유사성과 직원의 인적서비스가 장소애착에 직접적인 영향을 미쳤다. 넷째, 장소애착은 공동체의식에 영향을 미쳤다. 장소애착의 하위요인인 장소정체성, 장소의존성보다 사회적 애착이 공동체의식에 미치는 영향력이 가장 크게 나타났다. 다섯째, 감정 반응은 커뮤니티 공간의 물리적·사회적 서비스스케이프와 장소애착 사이에서 매개효과가 있는 것으로 나타났다. 결론 거주자들은 커뮤니티 공간을 주민들과 유대감이 형성되는 장소로 여기며, 거주자 간의 친분과 직원과의 관계를 중요시하고 이를 통해 그들의 주거 경험이 향상되었다. 그러므로 사회적 애착을 높이고 나눔, 배려, 협동에 의해 공동체의식이 형성될 수 있는 동기적인 요소가 고려된다면 주민들의 참여와 경험의 가치를 높일 수 있을 것이다. 이에 공동체의식을 높이기 위한 주거 서비스 환경 디자인은 기획 단계부터 긍정적 감정을 가질 수 있는 공간을 고려해야한다. 또한, 물리적 환경의 품질과 사회·문화적 측면에서 인적서비스의 전문성과 태도 그리고 거주자와 지속적인 유대관계가 필요하다.

이주민 지원 민간단체 사례연구: 미국 아틀란타시의 팬 아시안커뮤니티센터

이 연구는 미국의 소수인종 지원을 위한 자발적 비영리 민간단체에 대한 사례연구로서 미국 동남부 지역의 아틀란타시에 위치하고 있는 ‘팬 아시아 커뮤니티센터’(CPACS)를 대상으로 한다. 이 단체의 설립 배경과 역사 및 제공하는 서비스 유형을 분석하고, 지방정부, 민간조직, 연구기관, 기업 등과 같은 다른 조직과의 네트워크 형성관계 및 리더십 등을 살펴본다. 그리고 지역사회의 통합과 화합을 촉진할 수 있는 지역 거버넌스 체계를 논의하고 정책시사점을 모색한다. CPACS의 성공적인 센터운영의 시사점으로 첫째, 연방과 주 및 지방정부를 비롯한 정부기관의 지원을 적절히 활용하고 지역의 다양한 민간조직(의료, 기업, 인권단체 등)과의 협력 네트워크를 구축하여 이민자 지원에 필요한 재정적, 기술적 및 정치적 지원 등을 가능하게 하였다. 둘째, 센터를 이끌고 있는 리더의 전문성과 헌신적인 봉사철학은 조직구성원의 자발적이고 창조적인 업무수행에 중요한 동기부여 요인이 되었다. 셋째, 센터 서비스의 특징은 기존의 내국인이 이민자에 대한 시혜적 차원에서 서비스를 제공하는 것이 아니라, 이민자 1세 또는 2세들로 구성된 직원들이 자신들의 정체성 확인과 정착과정의 경험을 기반으로 낮 선 나라에서 정착과 적응에 어려운 이주민 가족들을 돕는 풀 뿌리 사회운동의 성격이 강하다. 넷째, 센터는 10개 서비스 전문분야에서 정착과 적응의 어려움이 있거나 저소득층 이민자들에게 생존에 필수적인 서비스와 기본권 증진을 위한 사업들을 펼치고 있는 점이다.

항공 및 우주 수송의 안전성 확보를 위한 통합화 노력

최근의 우주 활동과 민간 항공은 실제로 도전과 기회를 불러일으키고 있다. 이러한 인식을 바탕으로 미래 항공우주 운송에 대한 일반 개념 및 특성을 정의내리기 위해 UNOOSA(UN Office of Outer Space Affairs)와 ICAO(International Civil Aviation Organization)가 전례 없이 독특한 공동의 노력을 기울이기 시작했다. 지난 3월 ICAO/UNOOSA AeroSpace Symposium을 개최한 것이다. 심포지엄은 우리가 가고 싶어 하는 곳까지의 궤적에 필요한 기술과 규제를 종합적으로 논의해야 할 필요성을 전제로 한다. 항공과 우주 분야 사이의 공통부분에 놓여 있는 성공의 핵심은 매우 분명하다. 두 분야 모두 매우 성숙하고 오랜 시간 증명된 국제 프레임워크를 가지고 있다. 즉, UNOOSA와 ICAO가 새로운 지평에 접근하는 우리의 노력을 통합하고자 하는 데 그 정신이 담겨있다. 첫 번째 스텝은 안전관리 및 시스템 엔지니어링 방법들을 포함한 기존의 규정 및 권고사항에 대한 공통적인 이해를 다지는 것이다. 이러한 노력은 결과적으로 최근의 우주활동과 관련된 도전과 기회들을 정의 및 설명하고, 모든 사회의 이익을 고려하며, 모두에게 접근가능하고 열려 있음을 보장하면서 모든 국가에 광대한 이익을 가져다 줄 것을 확실케 하는 견고한 토대가 되어줄 것이다. 둘째로 기술적 요소가 앞으로도 주된 중심을 이루겠지만, 차세대 항공우주 인력 및 전문가를 준비하고 양성하는 것도 동일하게 중요할 것이다. 이는 오늘날 젊은이들에게, 나아가 인류의 미래의 삶을 변화시킬 목표와 영감을 부어줄 것이다. 마지막으로 안전성(Safety)은 우주 및 항공 분야 모두에게 근본적이고 인도적인 원칙이다. 따라서 UNOOSA와 ICAO는 정보를 통해 안전성에 관하여 지속적으로 공동의 노력을 이어갈 것이다. The first step is to establish a common understanding of existing regulations and practices, including safety management and systems engineering methods. This will, in turn, provide a solid foundation for identifying and addressing challenges and opportunities related to emerging space activities, taking into account the interest of all society, and ensuring that it is accessible and open to all, and certain that it will bring far-reaching benefits to all States. While the technical elements are our primary focus, equally important is the preparation and enlistment of the next generation of aerospace workers and professionals, which starts with providing the youth of today with goals and aspirations that will transform their lives, and by extension, the future of humankind. Safety remains the fundamental and guiding principle of both the space and air domains, so we encourage all participants to take advantage of the wealth of information and stay connected to our joint effort.

미국의 도심 커뮤니티 재활성화를 통한 도시 경쟁력 제고

This paper investigates the successful cases of local community revitalization and downtown revitalization in the U.S. Furthermore, this research tries to provide insight into the enhancement of urban competitiveness in Korea based on the analysis of the successful cases of local community revitalization and downtown revitalization in the U.S. Community organizations have been a major topic in social capital theories in that community organizations play a central role in the formation and creation of social capital at the local scale. It is necessary to enhance urban competitiveness starting from local community revitalization, which in turn leads to a balanced regional development at the national scale. In addition, it is important to develop sustainable national and regional development strategies that link community revitalization al the local scale, the enhancement of urban competitiveness and innovation at the urban scale, and a balanced regional development at the national scale. The implications of the successful cases of the community development through the utilization of Community Development Corporations in the U.S. for the Korean context would be that it is very crucial for the revitalization of local community and the enhancement of urban competitiveness to form social capital and partnerships through networking among central government, local governments, developers, universities, NGOs, and community organizations.

국내외 도시재생 사업의 거버넌스에 대한 연구

It can be said that urban regeneration has become a buzzword of urban planning carried out worldwide. In the midst of such a change in urban planning paradigm, the Korean government is also formulating a variety of policies associated with urban regeneration. Under such background, the purpose of this study is to review major policies and cases both in and out of the country related to urban regeneration, with a focus on governance. This study intends to check relevant cases both in and out of the country to identify the decision-making process for urban regeneration projects and interpret them from the perspective of partnership via cooperation between the private and public sectors. (Method) This study aims to check the factors of change made over the past five years in urban regeneration-related governance through a survey of foregoing studies. Spatial scope-wise, this study intended to define the relationship between governance and urban regeneration by checking the governance in countries like Korea, the United Kingdom, France, the United States, Japan and surveying urban regeneration projects in major cities like London, Paris, New York, Seattle and Tokyo. Methodologically, this study was theoretically considered based on theoretical surveys and preceding studies and then engaged in a survey of cases both in and out of the country. Chapter 2 focuses on a survey of theories and preceding studies about urban regeneration and governance. Chapters 3 and 4 contain surveys and analyses of cases within SMG and abroad, respectively. Chapter 5 states the conclusion. Through such a flow, this study deals with governance cases on partnership-based urban regeneration projects both in and out of the country. (Results) This study concluded that urban regeneration and governance are closely associated with each other and that they are working as an irreversible trend. It appears that the importance of the role of partnership-based private communities and people-participating process will become larger. Also, in spending public budget for fostering the urban regeneration ecological system, measures should be taken to ensure that the effects of relevant policies are evenly distributed to people through meticulous pre-analysis of less-privileged people in the policy-making and execution processes. It is also necessary to establish a system that ensures relevant feedback to other policies based on objective appraisal of the projects carried out. (Conclusions) This study examined existing decision-making processes and relevant cases to ponder possible directions that should be adopted by cities in the future. As a conclusion, this study suggests that efforts should be made to ensure the proper working of the role of governance in each stage of policy decision, execution, and appraisal with the aim of making better residential cities.
