최근들어 세월호 참사등의 대형사고는 인재로 밝혀지고 있고, 사고원인 역시 현장 대응 매뉴얼 부재와 관리사각지대, 안전불감증등으로 집약된다. 사고보다 더 큰 문제가 사업장의 안전불감증이다. 이 대목이 바로 안전사고를 낸 사업장과 사업주에 징벌적 손해배상제를 도입해야 하는 이유이기도 하다. 가해자의 불법행위로 인한 실질적인 손해배상에 추가하여 더 많은 금액을 배상함으로써 불법행위가 반복되는 상황을 막기위한 형벌적 성격을 띠고 있다. 현재는 기본적으로 손해를 끼친 피해에 상응하는 '보상적 손해배상제도'를 법률로 인정하고 있는데, 피해자를 제대로 구제하지 못하고 있다는 비판을 받고 있다. 그러나 안전사고 예방을 위해서는 징벌적 손해배상제도의 도입이 필요하다. 왜냐하면 이 제도는 후진적 안전사고의 재발을 막는 한편, 안전을 위한 투자 및 관리에 힘쓰는 건전한 기업에는 더욱 많은 기회를 주는 방향으로 운용될 수 있고, 국민의 안전을 위협하고 도외시하는 기업은 퇴출시키는 것이 사회정의에도 부합하기 때문이다. However, there is a need for the introduction of punitive damages system for safety accident prevention. This is, this system, while to prevent the recurrence of the reverse safety accident, strive to investment and management for safety, healthy companies can operate in the direction of giving more opportunities, national companies that are ignoring and threatening the safety, but to leave because the match also to social justice.

Craniovertebral junction (CVJ) tuberculosis is a rare disease, and potentially fatal due to the risk of atlantoaxial dislocation. The disease usually accompanies a retropharyngeal cold abscess, which can cause subsequential otolaryngologic symptoms such asdysphagia, odynophagia, or airway obstruction. Such a patient must be handled with great care to avoid a disaster. The disease is diagnosed with microbiological or other laboratory tests on the pus collected through puncture and aspiration, which will need otolaryngologic skills. For treatment, otolaryngologists play an important role by doing incision and drainage of the retropharyngeal abscess, or by attending the transoral vertebra surgery as partners with spine surgeons who will manage the CVJ lesions and ensure the craniocervical stability.

Fracture of tracheostomy tube with subsequent migration into the tracheobronchial tree is rare, but tracheobronchial foreign body in child carries the potentially fatal risk of respiratory obstruction, We report a case of a 5-year-old girl who had aspirated a fractured tracheostomy tube which was removed under rigid bronchoscope.
휘발유 및 경유의 수요탄력성 추정에 관한 연구: 수요체계적 접근

석유자원은 현대인의 생활에 필수불가결한 자원이다. 그러나 석유자원에 대한 의존성은 기후변화라는 범지구적인 문제를 야기했으며, 이에 전 세계적으로 기후변화를 완화시키기 위한 정책적 관심이 급증하고 있다. 따라서 본 연구에서는 휘발유와 경유의 수요탄력성을 추정하기 위해 2005년부터 2015년까지의 가계동향조사 데이터를 소비체계적 접근을 통해 분석했다. 가계의 소비지출은 소득과 재화·서비스 가격에 영향을 받으며, 수요체계적인 접근을 통해 가계의 소비지출에 대한 분석은 정부의 정책결정 과정에 있어 기초적인 참고자료가 될 수 있다. 실증분석 결과 휘발유와 경유의 소득탄력성은 각각 0.958, 0.880으로 나타나 모두 양(+)의 값을 가지는 정상재로 나타났으며, 소득에 대해 비탄력적인 것을 알 수 있었다. 두 재화의 자기가격탄력성 또한 모두 음(-)의 값을 가지는 것으로 나타났으며, 휘발유의 자기가격탄력성은 절댓값이 1보다 작게나와 자기가격에 대해 비탄력적인 재화로 나타났고, 경유의 경우 자기가격탄력성의 절댓값이 1보다 크게나와 탄력적인 재화로 나타났다. 이러한 결과는 경유가 휘발유에 비해 가격에 더 민감하게 반응함을 의미한다. Oil resources are very necessary goods for modern life. But high dependency of oil resources cause various problems. Especially environmental problem that global warming caused is becoming a major concern. In this paper, using micro data from 2005 to 2015 rounds of the household income and expenditure survey data, we estimate demand elasticity for transport fuel by demand system approach. Changes in Income and price of goods impact on expenditure of household and analysis of expenditure of household by demand system could be a basis of policy making process. Our estimates show that income elasticity for gasoline and diesel fuel are 0.957528, 0.880147, respectively. The finding show that gasoline and diesel fuel are normal goods and inelastic for income changes. We also find that, both of own-price elasticity are negative. As our finding, demand for gasoline is inelastic for own-price change and demand for diesel fuel has opposite result to gasoline. This founding indicates demand for diesel fuel is more sensitive to own-price change than gasoline.
인체 비강의 압각 민감도와 실험적으로 유발한 비폐색감 간의 상관관계

Background and Objectives The correlation between subjective nasal obstruction symptom and minimal cross-sectional area (MCA) of nasal cavity is uncertain. Some chemicals change subjective nasal obstruction symptoms without changing MCA. The aim of this study is to evaluate the correlation between the tactile pressure sense of nasal mucosa and the nasal obstruction symptom. Subjects and Method From 30 healthy adult volunteers, sensitivity to pressure change (P-sensitivity) and sensitivity to MCA change (A-sensitivity) were measured for each side of the nose, respectively. P-sensitivity was obtained as the slope of the regression line which was defined as the change of visual analog scale (VAS) score of the subjective nasal pressure sense divided by the change of inflated intranasal balloon pressure. A-sensitivity was obtained as the slope of the regression line which was defined as the change of VAS score of nasal obstruction divided by the change of MCA measured with acoustic rhinometry in experimentally narrowed or blocked nose using pieces of sponge. Results There was a strong correlation between P-sensitivity and A-sensitivity. In each volunteer, P-sensitivity or A-sensitivity of one side nose was well correlated with those of the opposite side, respectively. Conclusion Both P-sensitivity and A-sensitivity of human nose vary from person to person, but they have a strong correlation with each other. Nasal obstruction symptom can be influenced by change of general somatic sense of nasal mucosa.
