Makeup is the most common way to improve a person's appearance. However, since makeup styles are very diverse, there are many time and cost problems for an individual to apply makeup directly to himself/herself.. Accordingly, the need for makeup automation is increasing. Makeup transfer is being studied for makeup automation. Makeup transfer is a field of applying makeup style to a face image without makeup. Makeup transfer can be divided into a traditional image processing-based method and a deep learning-based method. In particular, in deep learning-based methods, many studies based on Generative Adversarial Networks have been performed. However, both methods have disadvantages in that the resulting image is unnatural, the result of makeup conversion is not clear, and it is smeared or heavily influenced by the makeup style face image. In order to express the clear boundary of makeup and to alleviate the influence of makeup style facial images, this study divides the makeup area and calculates the loss function using HoG (Histogram of Gradient). HoG is a method of extracting image features through the size and directionality of edges present in the image. Through this, we propose a makeup transfer network that performs robust learning on edges.By comparing the image generated through the proposed model with the image generated through BeautyGAN used as the base model, it was confirmed that the performance of the model proposed in this study was superior, and the method of using facial information that can be additionally presented as a future study.
공공기관은 사회적 가치를 어떻게 이해하고 있는가? : 텍스트 마이닝 기법을 활용한 책임운영기관 사례 분석

Although four years have passed since the concept of social value was introduced for the management evaluation of public organizations, much confusion has been found in terms of what social value is. This paper aims to comprehensively examine how public organizations understand social value and implement various activities to embody it. In so doing, first, reviewing the literature, this study will form a conceptual framework for understanding social value that public organizations should pursue. Afterwards, we will critically review the understanding of public organizations by analyzing frequent keywords, embedded topics, and distribution of topics through the method of text mining. This paper will analyze 25 Responsible Administrative Public Agencies, and the text data of the “Implementation of Social Values” section in the 「2019 Management Competency Evaluation Report」 will be used for the analysis. As a result of the analysis, these organizations neglected some components of substantive social value such as well-being, sustainability, and community, whereas they creatively used the ‘innovation’ component as procedural social value, which existing literature has not fully paid attention to. Finally, we will discuss the findings of the analysis and draw some policy implications for the direction of public organizations to enhance social value.
유연근무제의 도입과 디커플링(decoupling)이 자발적 이직률에 미치는 영향: 조직규모의 조절효과를 중심으로

Flexible Work Arrangements(FWAs) have been widely adopted in Korea due to the social distancing mandated during the spread of COVID-19. However, there are still unsolved issues regarding the implementation of FWAs. The extant literature, moreover, does not pay full attention to the decoupling between adoption and implementation of FWAs. This study explores how the adoption and decoupling of FWAs affect voluntary turnover, which is also moderated by the size of an organization. After analyzing data from 2,447 public and private organizations obtained from the Workplace Panel surveys in 2017 and 2019, we argue that non-adoption of FWAs leads to higher turnover rates. On the other hand, the adoption of multiple FWAs reduces turnover rates for smaller organizations, while the decoupling increases turnover rates for larger organizations. These findings imply that the adoption of FWAs can lower the voluntary turnover rate, but it may increase if the adoption is decoupled from the actual implementation. Careful attention is necessary to ensure proper implementation of FWAs, particularly in larger organizations. This study demonstrates a complex mechanism between FWAs and turnover rates from the perspective of organizational institutionalism, and provides managerial and policy implications for post-COVID-19 transitions.
지방정부 혁신정책의 영향요인에 관한 연구 - 기초자치단체를 중심으로 -

After Moon Jae- in government launched, the government innovation is emphasized as means of settling social issues. Local governments are also making innovative attempts to solve local challenges. However, there is currently an imbalance in the level of innovation among local governments, which poses a risk of undermining the creation of an innovation ecosystem in the long run. Therefore, this study analyze the impact of collaborative governance institutions and local resources and of neighboring region on the level of local government innovation. The level of local government innovation will be measured by the frequency of the innovation policies, which are divided into the current policies and the excellent policies with at least one award. As a result, we confirmed the influence of several factors on local government innovation. In particular, the significant impact of Innovation Ordinances that contain governance elements have been found. We suggest the need to activate and develop collaborative governance institutions that are the cornerstone of local government innovation. This study is significant in providing empirical evidence on the level of local government innovation and demonstrating that a comprehensive effort by local governments should be made to address local problems.
