Supplementary budget is to revise the budget already finalized if one of the events stipulated in National Finance Act occurs. Unlike the National Finance Act specifically lists the every events of supplementary revised budget formulation, neither Local Autonomy Act nor the Local Finance Act stipulates the requirements of budget revision. This study aims at finding the determinants of supplementary revised budget by local government. In order to achieve the goal of this paper, we analyzed 567 samples of supplementary revised budget. Following five independent variables turned out to be statically significants: `discrepancies in grant in aid, net budget surplus, number of days in budget resolution, number of times of supplementary revised budget in previous year, number of local assemblyman`. This study identifies the supplementary revised budget is formulated more than necessary by elected officials and bureaucrats in order for them to use fiscal surplus. We propose that Local Finance Act stipulate specifically the requirements of supplementary revised budget.

The purpose of this study is to analyze the role of economic, social and spatial characteristics of North Korean Defectors on social exclusion. It is focused on exploring how the North Korean defectors` residential district differentiate social exclusion. The study adopts a questionnaire method in research of North Korean defectors in all parts of Korea. Data are collected from 146(Metropolitan Government & City), 139(Provincial Government) North Korean defectors for empirical analysis respectively. Technique used in analyzing data is Binary Logit Model primarily. The variables used in this study are as follows: Influencing variables of social exclusion are composed of household incomes, employment stability, job types, social networks, attitude of South Korean toward North Korean defectors, Ignorance level of South Korean, residential conditions, educational space of their children. The article itself is divided into four main parts. The second chapter suggests theoretical basis for empirical study by reviewing the previous related references with some controversies. In the third chapter, empirical analysis will be performed after proposing research design and methodology for the study. The results obtained from this analysis are discussed in the fourth section, ending with some brief concluding remarks. In conclusion, on the results of test, it turned out to be strong significant influence on the metropolitan city regions than provincial regions statistically excepting educational space of their children.
제주지역 불법체류 외국인 노동자 실태 및 지방정부의 정책 한계

This study aims at suggesting an alternative for local government to take part in the policy of illegal foreign workers based on the conditions of illegal foreign workers in Jeju island. Immigration affairs are the sole authority of central government that determine how many foreign workers to admit, and to create criteria for admission. Because of this current system, local governments have little abilities to direct foreign workers whose daily life and work activities happens in local government. The sole authority of central government comes from sticking to a functional separationism and current legal system. This study suggest the local government sponsored visa program based on subsidiarity principle in order for local government to participate in foreign worker’s affairs which mainly happens in local areas. With a proposed visa program, local government will manage the foreign workers including illegal workers within its jurisdiction resulting in a more effective result than the immigration office of central government do this affairs solely.
조직 구성원의 비윤리적 행위에 대한 도덕적 용인의 조절효과 분석

Nowdays, moral approbation and unethical behavior are expected to negatively related each other, and effect many highly valued organization outcomes in various work contexts respectively. Many previous studies support the belief by suggesting that unfavorable unethical behavior is negatively concerned with organization effectiveness as well as organization competitiveness, members’ job satisfaction, and quality of life. In spite of the discording role of the unethical behavior and moral approbation on organization outcomes, the relative contribution of the two concepts to organization outcomes has not been fully tested yet. Suggesting the relationship between antecedents and outcome variable, ie, punishment, colleague, moral approbation, and unethical behavior, therefore, this study analyzed the relationship between the constructs of over 238 public employees working in Busan City of Korea. Findings based on the moderating regression analysis supported the significantly negative impact between antecedents(punishment, colleague), and unethical behavior with moral approbation as a moderating variable.

This article aims at suggesting the improvement methods based on the performances and problems of devolved central government’s field agencies to Jeju Special Self-Governing Province by analyzing operation results in the last 15 years. The issues in the devolution of central government’s field agencies to local government have been discussed over the 30 years since local system autonomy reintroduction. However administrative devolution in the filed agencies produces little results. The central government’s field agencies have been providing administrative services for the residents of local government in spite of the principle of subsidiarity that is a basic principle of local autonomy implying that public matters ought to be handled by the smallest, lowest or least centralized government. This study discusses the logic on why central government operates field agency and why the field agency should be transferred to local government. This article examines the operational performances, problems and improvement methods through public documents research and interviews with the relevant local government officials of seven devolved central government’s field agencies. Based on the research, improvement methods are suggested as follows: first, the connections between central government of devolved filed agencies and local government must be strengthened and systems including laws are supplemented; second, the professionalism related fields of local government must be improved; central governments support financial aids to the devolved filed agencies and local government that received the devolved field agencies makes own’s one efforts to improve the effectiveness of devolved affairs.
외국인 직접투자 유치에 영향을 미치는 요인 간의 상호작용 효과

Many studies have attempted to find important locational factors for foreign direct investment. However, few studies have looked into the interaction effects among variables in inducing foreign direct investment. A unique aspect of this study involves an assessment of the effects of interaction between three non-policy variables - market size, per capita income, and country risk - and three policy variables - tax rates, investment incentives and investment regulations. This study uses pooled cross section and time-series data for 44 countries over three time periods that the US Department of Commerce collected from US companies investing in foreign countries, including Korea. Without interaction variables, non-policy variables, including gross domestic product and per capita income, turned out to be statistically significant factors in influencing foreign investment decisions, but the impact of policy variables is limited. However, modeling with interaction terms finds strong interaction effects between policy variables, such as incentives and regulation, and non-policy variables. Thus finding suggests that policy makers have to take into account the interrelationship between the policies that they are willing to adopt and the characteristics of host countries before formulating policies on foreign direct investment.
외국인 투자 유치에 있어서 지방정부의 역할 : 일본 자동차기업의 미국 현지 공장 설립 사례를 중심으로

This study aims to find policy implications from the case of six Japanese carmakers` locational decisions in six contiguous states in the United States between 1980 and 1986. A legit model and the likelihood ratio G2 test statistic have been employed to analyze what state characteristics affected the location decisions of Japanese automobile transplants. The results show the following significant factors in the location decision: interstate highway miles, state budget appropriation for international business development, number of overseas economic development offices and number of financial incentives. The likelihood ratio G2 test also shows that the new location of Japanese automobile plants was deterred by the presence of an existing Japanese automobile plant in a state. Specifically, the coordination of the Japanese policy model between government and industry and among individual firms cannot be ignored in understanding the creation of Japanese automobile transplants in the United States.

This study aims to suggest a solution to local governments` moral hazard Caused by the method of calculation for the present local share tax. In order To find this solution. This study selects the fixed rate of local share tax Introduced to Jeju Provice in 2007and analyzes the policy effects of the Fixed rate system. Average annual rate of increase in the local tax revenue of Jeju province in the last three years turned out be 13.5% which is higher Than 7.1% average of the other local governments. Based on Jeju Province`s Fixed rate system, this study suggests to introduce an optional fixed rate System of local share tax to local governments. If this system is adopted, the Fiscal operations of the local governments will be vitalized in the long-term.
제주지역 일반인에 의한 심폐소생술의 활성화를 위한 정책제안

This article amis at suggesting a policy for the promotion of cardiopulmonary resuscitation (CPR) by the general public in Jeju Island where survival rates from out-of-hospital cardiac arrest are the lowest in Korea. This study for research methodology uses literatures reviews and data published by governments. After analyzing obstacles in boosting CPR in Jeju, this study proposes policy suggestions as follows. One is that a governance system must be build with people over the age of 65 and informal organizations in villages. Another suggestion is to legislate local ordinance to promote CPR by general public. This ordinance should include educational program, instructor training, man power and budget supports for general public participants.
지방자치단체의 예산 재의(再議)요구권의 쟁점 및 개선 방안

본 연구는 예산의결주의(예산비조례주의)를 도입하고 있는 지방자치단체 예산제도에 있어서 ‘재의요구’가 가진 본질적인 성격과 재의요구의 범위와 기한 등에 대한 문제점을 논의하고 이에 대한 제도 개선책을 제시하는데 목적이 있다. 우리나라 국가(중앙정부) 및 지방정부 예산은 예산의결주의를 택하고 있다. 예산의결주의에서는 예산의 성립과정이 법률과 달리 의회의 심의 · 의결로 예산이 확정된다. 국가예산은 국회의 예산안 심의 · 의결로 확정되는 반면, 지방자치법은 지방의회에서 심의 · 의결로 확정된 예산을 단체장이 거부할 수 있는 재의요구권을 규정하고 있다. 지방자치단체의 경우 예산의 확정과정이 조례의 제 · 개정과정과 동일하게 되어 있어 변형된 예산의결주의가 지방정부 예산과정에 적용되고 있다. 이러한 변형적 제도로 인해서 지방자치단체의 예산과정의 불안정성 및 불확실성이 높아지고 있다. 본 연구에서는 이러한 문제를 개선하기 위해서 다음과 같은 개선책을 제시한다. 첫째, 예산의결주의(비조례주의)의 입법 논리에 맞게 현재 단체장에게 부여한 재의요구권을 폐지하거나 ‘일반 거부권’으로서의 재의요구권을 특정요건에 해당하는 경우에만 재의요구를 할 수 있는 ‘항목별 특별 거부권’으로의 전환이 필요하다. 둘째, 현행 ‘20일간’의 재의여부 결정기간을 ‘10일간’으로 단축하여야 준예산 상태를 피할 수 있다. 셋째, 예산 부결이후 다시 제출한 예산이 원안과 동일할 경우 일사부재의원칙 적용 여부와 지방의회의 예산안 부결 횟수의 제한 등이 논의되어야 한다. This article aims at discussing issues on the characters, ranges and time limit of budget veto power executed by governor or mayor and suggesting improvement proposal in local government budget system. As is generally known, both central and local government in Korea have adopted budget approval principle which finalizes the budget voted by legislators. The process of budget decision in budget approval principle is very different from the process of budget legislation principle. Budget in the former process is completed by the legislative body’s approval, while the latter process requires the president(governor or mayor) to sign veto the budget bill which is already approved by the legislative body. Even though the central government of Korea sticks to the budget approval principle, the Local Autonomy Act enables governor or mayor in local government to veto the budget that is finalized by the local assembly. The modified budget approval principle may cause the budget conflicts between the legislative body and the executive body of local government. This study proposes four improvement ways in governor’s budget veto power in order to correct the problems caused by the modified budget approval system.
