본 연구는 테러의 피해를 최소화하기 위해 각국에서 발생된 지하철 테러사건의 사례를 분석한 후, 지하철 테러 위협 대비 방안을 제시하는데 그 목적이 있다. 각국의 지하철 테러 사례를 바탕으로 우리나라의 지하철 테러 위협에 대한 대비 방안을 위기관리 단계별로 구분하여 제시하면 다음과 같다. 예방단계에서는 생화학무기의 사용 가능성에 따른 법률안을 제고해야 할 것이다. 대비/준비단계에서는 테러안전 교육프로그램 개발, 자발적 테러안 전의식 고취 확산, 시민신고 포상금 제도 확대, 테러발생 대비 훈련체계 확립 등이 마련되어야 할 것이다. 대응단계에서는 정보공유를 통한 통합관리 시스템으로 현장대응을 관리해야 할 것이다. 복구단계에서는 피해보전금 마련, 부상자 및 유가족들의 장기적인 관리시스템 마련 등이 이루어져야 할 것이다. The purpose of this study is to analyze examples of terrorism on subways in each nation and present measures to deal with terrorism on subways. The following are countermeasures against a terrorist attack in Korea based on previous examples of terrorism in subway tunnels of each nation and it is shown as some stages by the risk management. In prevention stage, a new bill dealing with a chemical and biological weapons should be drawn up. In preparation stage, the training program of terror safety should be made, the government needs to keep citizens aware of security during acts of terrorism, a reward should be given to anyone who reports any suspicion, and training regimes for an attack by terrorist groups should be established. In fighting stage, field controling management system with information sharing is required. In restoration stage, a long-term management system should be set up to care for the injured, and the victims or their families, and to pay for them.

본 연구는 9ㆍ11 테러 이후 미국의 생물테러 대응체제에 대한 시책을 통해 국가적 차원의 정책적 방안을 제시하는데 그 목적이 있다. 9ㆍ11 테러 이후 생물테러의 경험이 있는 미국의 사례를 바탕으로 향후 우리나라가 지향해야 할 방안에 대해 제시하면 다음과 같다. 첫째, 생물테러 방지를 위한 실체법적 정비와 생물테러 대응 활동을 위한 조직법적 토대 구축 등 생물테러 관련 법제를 정비해야 할 것이다. 둘째, 생물테러 발생 시 막대한 인명과 재산적 피해를 감안하여 범정부 차원의 초등대응 및 현장지휘체계를 위한 통합시스템으로 재편해야 할 것이다. 셋째, 생물테러의 미연 방지를 위해 정보 수집 분석 강화를 위한 데이터베이스의 구축 및 관리를 마련해야 할 것이다. 넷째, 생물테러는 정부의 대응만으로는 한계를 지니고 있기에 민간단체의 협력 참여를 확대해야 할 것이다. 다섯째, 생물테러의 예방과 대응을 위해서는 국제사회의 협력을 기반으로 이루어져야 하기에 국제적 공조협력체제를 구축해야 할 것이다. This study is to examine bio-terrorism in the USA and its countermeasures and suggest political measures at the national level. Countermeasures we need to take for bio-terrorism in reference of the example of USA like after 9/11 attacks are as follows. First, legislation on bio-terrorism should be provided by making substantive laws and establishing the National Government Organization Act. Second, in the event of bio-terrorism, some efficient field controling systems at government level need to be organized considering immeasurable loss of life and property. Third, database system should be constructed and managed well to prevent bio-terrorism before it occurs. Fourth, private organizations need to take active part in preventing and coping with the bio-terrorism by helping the government. Fifth, the government should pull in with the international community for prevention and countermeasure of bio-terrorism.

온도와 접촉금속이 Tricyclodecane의 열안정성에 미치는 영향

온도가 조절되는 회분식 반응기에서 온도와 접촉금속이 Exo-tricyclo[5.2.1.02,6]decane(tricyclodecane, 이하 exo-THDCP로 표기함)의 열안정도에 미치는 영향을 GC/MS로 조사하였다. 그리고 Exo-THDCP와 접촉하는 금속의 특성은 SEM-EDX로 분석하였다. 보관 연료온도 증가 실험에서 exo-THDCP의 분해는 350℃에서 시작되는 것으로 밝혀졌다. 연료접촉 금속의 경우, 스테인리스 스틸 보다 티타늄이 exo-THDCP의 분해에 미치는 영향이 작은 것으로 나타났다. In temperature controlled batch reactor, the effect of temperature and contact metals on the thermal stability of Exo-tricyclo[5.2.1.02,6]decane (tricyclodecane, exo-THDCP) were investigated by use of GC/MS. And the characteristic of metal in contact with tricyclodecane were analyzed by SEM-EDX. In fuel temperature variation test, thermal decomposition of exo-THDCP was occurred at 350℃. In case of fuel contact metals, Titanium was less effective to decomposition of exo-THDCP than stainless steel 304, 316.

전력 변압기의 절연유에 있어서 환경 및 화재에 대한 이슈로 기존 광유보다는 식물성 절연유의 사용이 각광을 받고 있다. 본 논문에서는 식물유에 함침된 절연지의 열화 특성을 연구하였다. 가속 열화 시험을 위하여 권선, 철심, 프레스보드, 절연지 및 식물유가 포함된 열화용 실린더가 질소에 밀봉된 상태로 준비되었고, 고온 항온조에서 8,000 시간까지 열화를 진행하였다. 절연지의 성능 저하를 평가하기 위하여 절연지의 중합도 및 인장강도를 각 샘플링 주기별로 측정하였으며, 절연유에 함유된 퓨란화합물 함량도 함께 분석하였다. 실험을 통하여 중합도 200을 수명점으로 하는 절연지의 기대 수명이 광유에 함침된 경우보다 식물유에 함침된 경우가 훨씬 길다는 것을 보여주었다. Vegetable oils have been increasingly preferred as dielectric fluids in power transformers due to environmental and fire safety issues over conventional mineral oils. This paper presents ageing behaviors of cellulose-based insulation papers impregnated in dielectric vegetable oils. In the experimental setup, sealed steel cylinders filled with nitrogen, containing copper, core, pressboard, insulation paper and dielectric vegetable oil, are aged in temperature-controlled chambers for up to 8,000 hours. The degradation of the insulation paper is investigated at each sampling interval in terms of the tensile strength and the degree of polymerization in paper and the furanic compounds in oil. The results are then compared with those of impregnated in conventional mineral oils. It is demonstrated through the experiment that the expected lifetime of the paper based on the degree of polymerization of 200 in the vegetable oil is much longer than that of in the mineral oil.

One of the most important things for holding the international event successfully is that the safe of attendants at the event and the public. It is the measure for stabilizing national life and establishing public order. In the entrance of the 21st century the world is becoming globalized and many countries enter the alliance with others. A lot of problems awaiting solution are left and much effort for getting stabilization is made around the world. Such international events as summit and athletic meeting are increasing more and more and thus security needed for the successful events is a must. By this time the study for the successful events doesn't almost have carried out. The purpose of this thesis is to present some effective ways to hold the successful events. With an examination of the concept and meaning of the international event, some security activities that has been made in the international events are analyzed and further effective counterplans for successful security activities in the international events are suggested. In the chapter I, the necessity, objective, method and restriction of this thesis as well as the definition of the term frequently used are presented. In the chapter Ⅱ, the concept and meaning of the international event, the meaning of security activity and terrorism in the international society are presented. In the chapter Ⅲ, both native and foreign summit and athletic meeting which has been held are surveyed. In the chapter Ⅳ, some problems in security activities are introduced and countermeasures for this are suggested. Some problems are pointed as follows: the number of the guard and the equipment needed for events, event place, accommodations, traffic regulation, ceremony and communication facilities. And the couterplans which are the core of this study are presented by dividing them into three categories: facilities, application, and measure. In the facilities part, the number of the guard and the equipment needed for events, event place, accommodations, communication facilities are considered. In the application part, smoothy traffic regulation, reasonable drive of ceremony activity, unification with safe control organization and specialization, reexamination for the number of security guards needed for events, the improvement in the uniform of guards in the event place, the selection of the best quality of volunteers are considered. In the measure part, preparation for systemic devices, the harmony of international cooperation, the control of an assembly demonstration of NGO, national support and forming of people's sympathy are needed. International event is the largest event related with politics, economy, culture and thus such large-scale event must be a comprehensive counterplan in the light of safety check for the location of event, elimination of a hazard and safety check of facilities in and out, attendance on athlete and visitor and escort of VIP. Therefore the above counterplans for successful international event must be prepared as soon as possible.
