        일반주거환경이 기관지과민성에 미치는 영향

        Objectives : The increased prevalence of asthma over the last 30 years has been reported from many different countries, including Korea. The increased prevalence may be due to increased exposure to indoor air pollutants. Methods : In this study, the relationship between residential environments and airway hyper-responsiveness has been examined among 280 family members. The bronchial hyper-responsiveness was expressed as the log-transformed slope of FEV1 decrease over the log-transformed dose of methacholine concentration (BRindex). Simple regression analysis was done for the effect of sex, age, atopic status, and residential environments including active and passive smoking exposures on airway responsiveness. Based on simple regression results, multiple rwegression analysis was performed for total group and also according to sex. Results : The mean of BRindex of residents living in gas boiler heating houses was higher than that of central heating system (p=0.014). Smoking status was a significant determinant of bronchial hyper-responsiveness in both genders, male (p=0.017), female (p=0.022). In the male group the mean of BRindex of current smokers was significantly higher than those of ex-smokers and non-smokers, and the mean of BRindex of passive smokers was higher than that of non-smokers, but statistical significance was border-line(p=0.069). In female group, the mean of BRindex of kerosene stove users was higher than that of non-users (p=0.057). Conclusions : This study suggests that indoor air pollutants including type of heating, passive smoking and kerosene stove use can contribute to the increase in asthma prevalence in Korea.

        리더십, 심리적 권한위임 및 직무만족의 관계 : 공·사조직의 조절된 매개효과

        본 연구는 변혁적 리더십과 윤리적 리더십이 가진 각각의 특성에 따라 조직효과성에 차별적인 영향을 미치고 있음을 검증함과 동시에, 공·사조직의 특성에 따라서도 각 리더십의 효과에 차이가 있음을 밝히기 위해 수행되었다. 구체적으로, 변혁적 리더십과 윤리적 리더십을 동시에 예측변수화하고 종속변수인 직무만족에 대한 직접적인 경로는 물론 내적 동기부여의 일환이라고 할 수 있는 심리적 권한위임을 통한 간접적인 매개 경로 역시 모형화하였다. 덧붙여, 두 리더십과 연결되는 매개변수 및 종속변수와의 4개의 경로들에서 공·사 조직의 차이가 나타나는지를 검증하기 위한 이른바 조절된 매개효과 모형을 추정하였다. 통계분석 결과, 첫째, 변혁적 리더십은 심리적 권한위임을 매개하여 직무만족에 영향을 미치는 간접효과만 존재하였지만, 윤리적 리더십은 직무만족에의 직접효과와 심리적 권한위임을 통한 간접효과 모두가 존재하였다. 둘째, 조절된 매개효과 관련, 변혁적 리더십의 경우에는 심리적 권한위임에 미치는 효과가, 그리고 윤리적 리더십은 직무만족에 대한 직접효과가 공통적으로 공공조직 구성원들에게 상대적으로 크게 나타나고 있었다. 이와 같은 결과를 토대로 변혁적 리더십과 윤리적 리더십의 공존 가능성과 공공부문에 관한 시사점을 논하였다. The purpose of this study is to examine whether transformational leadership and ethical leadership impact organizational effectiveness, and whether respective leadership styles’ effects vary depending on the characteristics of the public and private sectors. An analytical model was established with transformational leadership and ethical leadership as predictor variables, job satisfaction as a dependent variable, and psychological empowerment as a mediator. In addition, a moderated mediation model was estimated to verify that there were differences between the public and private sector employees in the four pathways linking two types of leadership to the dependent variable through the mediator. Findings reveal that transformational leadership only has an indirect effect on job satisfaction through psychological empowerment, whereas ethical leadership has both direct and indirect effects on job satisfaction. In addition, moderated mediating effects exist in the transformational leadership-psychological empowerment link, as well as in the ethical leadership-job satisfaction link. Here, public sector employees are more likely than private sector employees to show higher influences in each linkage. Based on the results, we discussed the possibility of co-existence of transformational leadership and ethical leadership and its implications for the public sector.

        사행산업의 건전화 효과분석

        Previously, gambling industry was negatively considered anti-social value. However, as times go on, people began to recognize this industry as one of leisure which contribute to socioeconomic development and activation of local economy. In spite of public debates on the impact of gambling in the society, there have still been considerable social side-effects. Considering such social atmosphere, The National Gambling Control Commission, dealing with this issue at the government, is managing seven types of gambling industries, such as casino, horse racing, lottery and so on, based on the ‘principally prohibited but exceptionally acceptance’ related to the gambling.With this social context in mind, this study attempts to analyze an implementation effect of sports promotion business in Korea, using Electronic Ticketing Control System. Focusing on a system to regulating and controlling dealer’s sales outcomes, not managing user’s purchasing performance, Electronic Ticketing Control System tries to grasp sales performances on a daily basis, and based on the analysis of such outcomes, the Gambling Control Commission can uncover irregularities and illegal acts in the process of implementing this system.Using a graphical and quantitative analyses, this study found that Electronic Ticketing Control System in Korean has been positively working; in 2012 the outcome of gambling industry showed rather conflicting (unintended) stories, but since 2013, this system has moderately adjusted to the intention of Electronic Ticketing Control System. In 2014, according to result of quantitative data analysis, this study found that Electronic Ticketing Control System has been toward a more healthful direction as public policymaker‘s intend.

        소방공무원의 조직몰입과 이직의도에 관한 연구: 장비품질인식의 효과를 중심으로

        본 연구의 목적은 소방공무원들의 이직의도에 소방장비의 품질에 대한 인식과 개인적 동기가 미치는 효과를 분석하고, 조직몰입이 그 관계를 매개하는지를 분석하는 것이다. 분석에는 2014년 `소방공무원의 안전·보건·복지 실태조사`에서 실시한 설문조사 데이터를 활용하였고, 분석대상은 소방장비와 가장 큰 관련이 있다고 판단되는 화재진압대원 15,014명이었다. 분석결과, 장비품질인식은 이직의도에 음(-)의 직접효과가 있으며, 조직몰입의 매개를 통한 간접효과 또한 음(-)의 효과가 있는 것으로 확인되었다. 개인적 동기 중 내재적 동기 또한 이직의도에 음(-)의 직접적, 간접적 영향을 미치는 것으로 나타났다. 한편 외재적 동기가 이직의도에 미치는 직접효과는 통계적으로 유의미하지 않았고, 단지 조직몰입을 매개할 때만 영향을 미치는 완전매개효과가 나타났다. 본 연구의 시사점은 다음과 같다. 첫째, 소방 장비의 품질 개선은 조직몰입 증가 및 이직의도 감소에 영향을 주며, 조직의 성과향상을 가져올 수 있을 것이다. 둘째, 소방공무원들은 외재적 동기보다는 내재적 동기에 강한 영향을 받는 것으로 나타났는데, 외재적 동기부여 수단을 강구하여 내재적 동기와의 조화가 필요하지만 이는 신중하게 검토되어야 할 것이다. This study aims to analyze the effects of both perceived quality of fire-fighting equipment and motivation on a firefighter`s intent to turnover. Using a South Korean sample of 15,014 firefighters, the negative relationship between perceived quality of fire-fighting equipment and turnover intention appears to be partially mediated by organizational commitment. Among two types of motivation, moreover, only intrinsic motivation has both direct and indirect effects on turnover intention. Interestingly however, the extrinsic motivation-turnover intention link is found to be fully mediated by organizational commitment. It should be noted that to improve the quality of fire-fighting equipment can be a key indicator to achieve better organizational performance, as well as that the organization should pay more attention to how to intrinsically motivate their firefighters.

      • 지방정부 성과예산의 성과측정 및 지표에 관한 연구

        2014년 지방재정법 개정을 통해 지방정부는 성과예산제도 개혁의 일환으로서 성과계획서와 성과보고서를 지방의회에 제출하는 것을 의무화하였다. 이는 성과관리로서의 사업예산제도의 면모를 갖추게 되었지만, 이러한 제도적 노력에도 지방정부의 성과관리의 실질적인 효력에 대한 우려가 많은 실정이다. 본 연구는 성과관리의 가장 기본적인 관리활동인 성과측정의 관점에서 서울시 성과계획서와 성과보고서를 사례로 성과지표를 양적, 질적분석을 수행하였다. 분석결과, 성과계획서와 성과보고서 상의 연계가 미흡하고, 성과지표의 타당성 및 구체성이 부족하여, 성과예산의 효과적인 집행을 위해서 성과지표의 고도화가 필요한 것으로 나타났다. Local governments made it mandatory to submit performance plans and performance reports to local councils as part of the reform of the performance budget system through the revision of the Local Finance Act in 2014. This has become the aspect of the project budget system as performance management, but despite these institutional efforts, there are many concerns about the practical effect of performance management by local governments. This study conducted quantitative and qualitative analysis of performance indicators as examples of the Seoul performance plan and performance report from the perspective of performance measurement, the most basic management activity of performance management. As a result of the analysis, it was found that the linkage between the performance plan and the performance report was insufficient, and the validity and specificity of the performance index were insufficient, so it was necessary to upgrade the performance index for effective execution of the performance budget.

      • Changes in health-related quality of life and quality of care among terminally ill cancer patients and survival prediction: Multicenter prospective cohort study

        <B>Abstract</B><B>Objective:</B><P>This study examined changes in health-related quality of life (HRQoL) and quality of care (QoC) as perceived by terminally ill cancer patients and a stratified set of HRQoL or QoC factors that are most likely to influence survival at the end of life (EoL).</P><B>Method:</B><P>We administered questionnaires to 619 consecutive patients immediately after they were diagnosed with terminal cancer by physicians at 11 university hospitals and at the National Cancer Center in Korea. Subjects were followed up over 161.2 person-years until their deaths. We measured HRQoL using the core 30-item European Organization for Research and Treatment of Cancer Quality of Life Questionnaire, and QoC using the Quality Care Questionnaire-End of Life (QCQ-EoL). We evaluated changes in HRQoL and QoC issues during the first three months after enrollment, performing sensitivity analysis by using data generated via four methods (complete case analysis, available case analysis, the last observation carried forward, and multiple imputation).</P><B>Results:</B><P>Emotional and cognitive functioning decreased significantly over time, while dyspnea, constipation, and pain increased significantly. Dignity-conserving care, care by healthcare professionals, family relationships, and QCQ-EoL total score decreased significantly. Global QoL, appetite loss, and Eastern Cooperative Oncology Group Performance Status (ECOG-PS) scores were significantly associated with survival.</P><B>Significance of results:</B><P>Future standardization of palliative care should be focused on assessment of these deteriorated types of quality. Accurate estimates of the length of life remaining for terminally ill cancer patients by such EoL-enhancing factors as global QoL, appetite loss, and ECOG-PS are needed to help patients experience a dignified and comfortable death.</P>

        윤리적 리더십이 공공ㆍ민간 조직구성원의 업무열의에 미치는 영향 : 공공봉사동기의 조절효과를 중심으로

        본 연구는 윤리적 리더십이 공공 및 민간 조직구성원의 업무열의에 미치는 영향과 둘 간의 관계에서 공공봉사동기의 조절효과를 분석하였다. 윤리적 리더십은 현대 리더십이론의 핵심 중 하나이지만, 충분한 실증연구가 이루어지지 못했다. 특히 윤리적 리더십의 효과에 대하여 공공조직과 민간조직에 대한 비교연구는 매우 드물다. 이에 본 연구는 공공 및 민간부문 종사자 2,050명의 설문 결과를 바탕으로 공ㆍ사 부문의 윤리적 리더십, 공공봉사동기, 그리고 업무열의 간의 관계를 분석하였다. 분석 결과, 첫째, 윤리적 리더십은 업무열의에 긍정적인 영향을 미치고 있었고, 둘째, 공공조직에서 윤리적 리더십이 업무열의에 더 강하게 영향을 주고 있었다. 마지막으로, 윤리적 리더십과 업무열의의 관계를 공공봉사동기가 조절하며, 공공봉사동기가 낮은 구성원이 높은 구성원에 비하여 윤리적 리더십의 영향력이 강하게 작용함을 확인하였다. This study investigates the impact of ethical leadership on employees’ work engagement in public and private organizations and the moderating role of public service motivation (PSM) in the ethical leadership -- work engagement relationship. While ethical leadership is crucial in modern organizations, limited attention is paid toward the heterogeneous impact of ethical leadership in public and private organizations. To fill this gap, this study analyzes the relationship of ethical leadership, PSM, and work engagement, using survey data from a large number of public and private sector employees. The results found that ethical leadership influences employees’ work engagement positively, and the impact of ethical leadership in public organizations is stronger than that in private organizations. The moderating role of PSM and ethical leadership was shown to be more effective for the employees with a low level of PSM compared to those with a high level of PSM.
