본 과제의 연구목적은 프랑스와 영국의 정책평가 제도를 연구하는 것으로써 각국의 평가제도 성격과 기능을 소개하는데 있다. 구체적으로 제1장 서론에 이어, 제2장에서는 프랑스 평가제도사례를 소개하면서 제도의 운영과 특수성을 설명하고 프랑스 사례의 시사점을 얻고자 노력하였다. 제3장은 영국의 사례를 소개하며 정책가체계의 발전적 역사를 설명하고 있고 이에 대한 정책적인 시사점을 제시하고 있다. 본 연구는 행정연구원이 주관하였으며, 프랑스와 영국의 평가기관 실무자의 의견수렴과 자료획득을 토대로 연구가 진행되었고, 그 외 학계의 학자 및 전문가의 의견을 연구에 참조하였다.프랑스의 평가제도 기능의 핵심은 중앙행정기관에 대한 기관평가제가 아니라 정부의 주요국정과제인 특정 국정과제를 중심으로 평가체계를 운영한다고 할 수 있는데 이는 영국의 경우도 동일하다. 우리나라와 같이 기관에 대한 평가중심이 아니라 개별 사업이나 과제 단위로 평가가 이루어짐으로 보다 효율적인 평가를 수행하고 있다고 보여진다. 특히 예산사업의 효율성 확보에 모든 노력을 기울이고 있다.프랑스 평가제도의 특징 중 하나는 평가기능의 통합성과 자율성의 원칙이 잘 반영되고 있다는 사실이다. 통합성이란 다양한 기관에 의해 평가되어진 기관의 평가 기능을 통합하여 수상 직속기관인 국가정책평가위원회를 중심으로 운영하는 것이고 자율성이란 실질적인 평가업무를 수행하는 평가단이 정책평가에 있어서 평가업무의 독립성과 자율성을 확보하면서 평가업무를 수행하는 것이다.영국의 평가체계의 특징은 평가체계가 분산적이면서도 단편적인 것 같으나 실은 소수의 담당자들에 의해 매우 효율적으로 이루어지고 있다. 영국 중앙정부에는 정책평가만을 수행하는 독립적인 중앙조직이 없다. 합동관리단(JMU)이나 재무관리실(FMG)같은 조직은 기본적으로 안내의 역할 만 한다. 그럼에도 불구하고 최근에도 꾸준히 평가체계를 개선하려는 노력은 과거부터 지속되어 온 Value for money의 아이디어를 발전시켜 고객인 국민에게 보다 좋은 서비스를 제공함과 동시에 치열한 세계화의 국제경쟁 시대에 국가경쟁력을 제고시키기 위한 노력의 일환으로 보여져 우리에게 시사하는 바가 크다고 하겠다. The purpose of the study is to introduce the evaluation system of France and the United Kingdom(U.K). First, in order to explain the operation and characteristics of the evaluation systems, some examples of the evaluation system in France are presented. These examples will be examined for policy implications for our country. Next, by explaining the brief developmental history of the policy evaluation system in the U. K.,the policy implications for our evaluation system will be examined.This study is based on extensive discussions and interviews with people who are working in France and the United Kingdom and are involved with the evaluation work in addition to the materials related with the subject.The main focus of the French evaluation system is not on the institutional evaluation but instead on the major national agenda, that is, sped五c national policy. The evaluation system of the United Kingdom has a similar focus. Since the evaluation systems in these countries are based on the individual projects or programs instead of on the institutions, their systems seem to be more efficient than ours. They emphasize the level of efficiency of the program involved with the budget.One of the major characteristics of the French evaluation system is that the principle of integration and autonomy in the evaluation function is well reflected. Integration means that the evaluation function implemented by the various agencies is combined and run by the national policy evaluation committee under the direct control of the Prime Minister. The principle of autonomy refers to an evaluation unit that really works for the evaluation, implements the evaluation function with independence.The defining characteristic of the U.K. evaluation system is that it has a small number of people who are in charge of the evaluation in spite of the dispersion and fragmentation of the evaluation system. There is no centralized independent organization which specializes in the policy evaluation in the central government of the U.K. Organizations such as the Joint Management Unit(JMU) or the Financial Management Group(FMG) implement the role of guidance. Although the system seems to be loose and inefficient, the efforts for the improvement of the evaluation system continue from the past. Developing the idea of "value for money"is part of an effort to provide better service for customers, and provide the advancement of national competitiveness in the age of globalization and intense international competition. Information regarding such efforts is critical to improving our evaluation system.
