        석사학위논문 노사 상생을 위한 협력적 노사관계 구축방안에 관한 연구 A Study on the Construction of Collaborative Industrial Relation for Win-Win Relations 박 상 목 한양대학교 산업경영디자인대학원 2011년 8월 석사학위논문 노사 상생을 위한 협력적 노사관계 구축방안에 관한 연구 지도교수 전 상 길 이 논문을 경영학 석사학위논문으로 제출합니다. 2011년 8월 한양대학교 산업경영디자인대학원 경영학과 박 상 목 이 논문을 박상목의 석사학위논문으로 인준함. 2011년 8월 심사위원장 한 창 희 (인) 심사위원 전 상 길 (인) 심사위원 황 승 준 (인) 한양대학교 산업경영디자인대학원 국 문 요 지 오늘날 기업들은 급진적인 정보화 시대를 경험하고 있다. 이러한 빠른 변화는 기업에 있어서 더욱 많은 변화를 요구하고 있다. 본 연구에서는 이러한 변화를 추구하는 기업들과 노사관계는 어떠한 방향으로 나아가야 하는지를 연구하였다. 매년 노사분규로 소모되는 불필요한 자원 낭비를 줄일 수 있는 수단으로서 협력적 노사관계를 구축하는 방안을 모색하였다. 논문의 객관성을 협력적 노사관계에 대한 사례를 주제별로 분석하였다. 구체적으로 효율적인 인사관리, 위원회와 Task Force Team, 참여와 복지 분야의 협력적 노사관계의 사례를 분석하였다. 이를 토대로 회사 측에서 바라보는 노조의 문제점과 노조 측에서 바라보는 회사의 문제점을 중심으로 협력적 노사관계 구축방안에 대해 살펴보았다. 회사 측면의 방안은 다음과 같다. 첫째, 경영정책의 정당성 확보 및 비전 제시가 필요하다. 이의 실천방안으로 시장변화에 기초한 현업의 의견을 적극 반영한 정책 수립, 회사의 미래와 성장에 대한 구체적 대안 제시로 구성원들의 공감과 헌신 유도, 비전 설명회 실시 및 정기적인 토론의 장 마련이다. 둘째, 경영정보 공유를 통한 신뢰확보가 필요하다. 이의 실천방안으로 기밀사항을 제외한 모든 정보 공유로 구성원들의 의구심 해소, 공개된 정보에 대한 질문이나 의견을 제시할 수 있는 대화채널 마련, 근로자 대표 이사회 또는 경영전략회의 참석으로 정보 검증이 필요하다. 셋째, 종업원에 대한 인식 전환이 필요하다. 이의 실천방안으로는 경영전략 자체를 인적자원의 참여와 역할을 중시하는 방향으로 설정, 종업원을 인적자원으로 보고 인간의 존엄성을 중시한 경영정책 추구, 인적자원 개발을 위한 다양한 프로그램 수립 및 운영이 요구된다. 노동조합 측면의 방안은 다음과 같다. 첫째, 회사의 지불여력과 경영현황을 고려한 성과급 배분이 필요하다. 이와 함께 매년 협상에 임하기 전 경제에 대한 기본적인 교육 실시 및 회사의 장기적 발전과 복지증진이 균형 있게 지속될 수 있는 수준에서 적절한 요구조건이 제시되어야 한다. 둘째, 생산의 유연성 확보가 필요하다. 구체적인 실천방안으로서 시장수요 변화에 따른 탄력적인 조정, 공장별·라인별 혼류생산 및 전환배치, 시장 상황에 맞는 새로운 근무방식 도입이 필요하다. 세 번째는 소통을 위한 노조, 현장조직, 대의원의 역할이 필요하다. 이의 실천방안으로는 집행부와 현장조직 간의 정기적인 회의체계와 상호보고를 통해 소통의 장 마련, 현장조합원들이 참여할 수 있는 토론의 장 상설화, 현장 활동가의 발굴 및 체계적인 훈련시스템 개발 등을 사내 협력적 노사관계 구축을 위한 노사 간의 역할로 보면서 우선적으로 노사 신뢰를 바탕으로 협력적 노사관계를 구축하고 21세기 글로벌 시대에 있어 상생관계로서의 노사관계 주역이 되어야 한다. The rapid change of information environment requires a firm more cooperation and collaboration than before. However, labor and management cooperation, the basic form of collaboration, should lead the performance of the company. The purpose of this study is to provide alternatives in decision making concerning labor and management relationship. To achieve the purpose of this study, I analyze case studies and labor-and-management cooperation literature. Then, I figure out the conclusion which provide useful alternative. Consequently, it is necessary for a company to earn respect to corporate policy, to share vision, to share management information and to change the perspective toward its own employees. Also, this study suggests that employees should reflect the management environment to the negotiation, increase flexibility of manufacturing and collaborate the management. Although I cannot provide empirical evidence, my study contributes to provide the decision making standards to the firms eager to improve their relationship between the labor and the management.

      • 정치자금제도의 실태와 개선방안에 관한연구

        (Abstract) As it is enough to say that today's politics depend upon the ability and the skill that raise political funds properly and divide them efficiently, political funds are getting importance with a higher proportion in politics since the modern era. The purpose of this study is to analyze the current operation of Korea's political finance system in terms of party expenditure, supporters association, donation, and government subsidies and suggest improvement plans, analyzing the operation condition and problems of political finance system based on this research. Therefore, this study was used the parties' general activity situation, a financial report, the Political Fund Law, and previous studies as reference data. to analyze the study subject, purpose, and scope efficiently as above, According to such kind of study , the major contents are as follows. Chapter 1 explains the study purpose, scope, and plans as introduction. Chapter 2 explains the meaning of political finance system as the theoretical discussion of political funds. The major contents deal with characteristics of political funds and basic principles for funding and expenditure of political funds as well as the system and structure of political funds. In addition, this chapter conducts a comparative analysis on political finance systems of major advanced countries such as England, America, and German and reviews precedent studies accordingly and examines the frame of analysis. Chapter 3 analyzes and evaluates the current operation condition and problems of political funds. Chapter 4 suggests the ways to operate political funds efficiently through the problems found by the analysis on the real condition of political funds. There are several limits to analyze the operation condition of Korea's political funds, and politicians' own operating funds rarely pass through the official process. Political funds, which a politician raises personally from the outside through a method unspecified in the Political Fund Law, are so illegal that they cannot be operated as the party's official political funds. It is not possible to analyze objective materials because each party operates money to run the party unofficially by some party executives up to the present. This study can draw the following issues based on political funds such as party expenditure, supporters association, donation, and government subsidies raised by the parties, supporters association, and National Election Commission. First, when it comes to party expenditure collection, it is hard for general party members to collect volunteer party expenditure due to political bad habits and habitual routines of bringing over to his/her party by giving money. Thus, party expenditure is generally considered to be collected by party officers, members of the National Assembly, and various election seekers for public office under the pretext of special party expenditure. Party expenditure of Korean parties has a difference in payment mostly depending on elected officials' positions. There are also special party expenditure and nomination donation. Accordingly, a large amount of nomination donation contributed for party expenditure and political deals becomes one of reasons for political corruption. Second, supporters associations have a problem. There is an concern of fairness between candidates to run in an election for public office because an appointor of supporters associations can have associations for the presidential election candidates, preliminary candidates, candidates chosen by ballot within a party, election candidates of members for the National Assembly, preliminary candidates, leadership campaign candidates of supporters’ association for a central party, but local government leader election candidates cannot have supporters associations for candidates of local election. So, the countermeasures are required and it needs to expand not only the scope of limited amount of fund-raising and donation from supporters associations but also the fund-raising subjects more than the current systems. Third, there is a donation problem, which is about the strict rules for individual maximum donation and the limit, causing the negotiation parties to focus on the distribution of donation. Fourth, appropriating government subsidies places too much emphasis on negotiation parties, which may make each party rely on government subsidies and therefore weaken the function for parties to support themselves as a baby depending on mother's milk. Giving much distribution to a parliamentary negotiation body is really a problem. That brings about the deprival of an opportunity that minor political parties can get to receive more subsidies and must find the alternative about it. In this study, the ways to improve the political finance system are summarized as follows. First, it needs to improve contribution toward party expenditure to stand on its feet through donation, provide incentives for party expenditure payers, and make public a large amount of party expenditure and payers. Second, the foundation for parties to support themselves should be built by expanding anonymous donation, supporters association system through diversification of collections, and allowing supporters’ association of the central or municipal and provincial party. Third, donators should be open to the public by making up for non-appointed donation system from the establishment of a publicly managed election through the expansion of donation collection and lifting the ceiling on donation and anonymous donation. Fourth, it needs to seek for the plans that can reduce the people's taxes by rationalizing standards for distribution and supply of government subsides, adopting the blank deduction system, making a flat sum system of maintenance expenditure, or paying differently depending on registering property in order to decrease provision of government subsides and use them for fair election. Lastly, lots of political funds are much used at election time to manage numerous organizations and manpower for political activities and election for public office, so transparent political funds should be operated reasonably. People pay more taxes for election, which needs to collect volunteer party expenditure and donation in order to reduce the people's burden on taxes. As donations is raised by National Election Commission but is not activated, incentives and political institutions for political activities are required, instead of reducing government subsidies with much tax burden. If the party can become independent on the people's support by activating collection of political finance system, Korea's party development and democratic government will take a step forward.

      • 중소기업 근로자의 사회적 지지가 이직의도에 미치는 영향 : 고용안정성의 매개효과를 중심으로

        Small and medium-sized enterprises are very important in every nations. These enterprises are main agent for economic development and lead social evolution. However, major companies lead various area such as social, culture, economy in Korea. It is rare and very unique phenomenon. Under this backgrounds, Small and medium-sized enterprise is relatively being neglected by community. This situation effects on public awareness. Most job seekers who were exposed to this situation in Korea hope to join large company preferentially. Therefore, it interrupts with development of Small and medium-sized enterprise. In addition, if employee of Small and medium-sized enterprise will change the job, it would incur disproportionate social costs. It is wasteful of resources and social problem in Korea. Because of the unchangeable awareness, government makes policy development related to employment for Small business. Against all expectations, it is rarely invalid. Therefore, I suggest an alternative to settle the problem in psychosocial aspects. In this study, I try to find an underlying reason of frequent turnover in small business. Looking for variables which decrease the turnover rate is the purpose of this study. I observed diverse factor that would affect employment stabilization. I identify a causal relationship between social support and turnover intention. Social support is one of resources from relationship between oneself and others. It is very important factor because it meets social needs in personal relationships. The purpose of this study was to investigate the relationship between social support, job commitment, job satisfaction and turnover intention. Also, this study examined the mediating effect of turnover intention between social network and job commitment and job satisfaction. I suggested social support negative effects on turnover intention of employee of small and medium sized enterprise. Also, the senior and colleague support have a positive effect on job engagement except for family support. Social supports have a positive effect on self-esteem as well. Job engagement has a positive effect on job satisfaction but has not significant impact on organizational commitment. Job satisfaction is not affects turnover intention but Job satisfaction would decrease indirectly. Furthermore organizational commitment has a positive effect on turnover intention. The result of study is as the followings ; First, analyzed effects on employee’s social support of superior, co-worker, and family. Second, analyzed how job enthusiasm, self esteem, and organizational commitment effects on stability of employment. The result came out that the superior and co-worker’s support shows positive influence while family support and job enthusiasm has no relation. Third, the result on analyzing factors such as job satisfaction and job commitment’s effects on intention to change job, was that job satisfaction influenced more than job enthusiasm on intention to change job. Fourth, the study showed that intention to change job is reduced by job satisfaction giving positive influence on group commitment Fifth, group commitment gives positive influence on reducing intention to change job so the employee at small and Medium sized enterprise can focus on their group which effects employment stability positively In its final analysis, afterwards human resource management’s plan and action should be done with recognition of concepts and its role of social support on small and medium sized enterprise human resource development as the result of this study shows. 그동안 국가에서는 중소기업의 고용 기회 확대와 중소기업의 열악한 고용환경 개선을 위해 많은 시간과 노력을 지원해 왔다. 그러나 이러한 정책과 지원이 있었음에도 불구하고 국가적 차원에서 중소기업 근로자의 고용환경 개선과 교육 후 채용 연계 지원 등 다양한 정책들을 실시하였음에도 중소기업 근로자들의 고용안정은 좀처럼 개선된 효과를 찾지 못하고 있는 것이 현실이다. 따라서 본 연구에서는 근로자들의 이직의도에 대한 다양한 원인들을 중심으로 중소기업 조직 구성원들의 이직의도에 대한 변수들을 분석하여 기업 근로자들의 사회적 지지가 이직의도에 어떠한 영향을 미치는지를 체계적으로 분석 하였다. 즉, 회사와 근로자들 사이의 기본적인 사회적 인식의 영향 요인들이 중소기업에서 일하는 근로자들 자신의 직무에 대한 만족과 이직에 대한 영향을 미치게 한다는 점에서 사회적 인식의 변화를 초점으로 중소기업 고용의 안정성에 영향을 미치는 변수를 확인하고 변수들 간의 상관관계 분석을 실시하였다. 또한, 중소기업들의 고용과 관련된 다양한 정책들이나 관련 영역들 사이의 현실 정합적인 요인들을 어떤 관계로 형성할 것인가를 분석하였으며, 중소기업들의 인적자원 개발관련 이해관계자들 사이의 사회적 관계를 구축하는 것까지도 연구내용에 포함하였다. 본 연구 결과를 요약하면 다음과 같다. 첫째, 중소기업 근로자가 맺고 있는 사회적 지지를 조직내 상사, 동료 그리고 가족 지지 요인들의 영향력을 분석하였다. 그 결과로 사회적 지지가 직무열의에 미치는 영향력은 상사와 동료의 지지가 직무열의에 긍정적인 영향을 주는 것으로 분석되었다. 그러나 가족지지 요인은 중소기업 근로자의 직무열의에 큰 영향을 주지 못하는 것으로 분석되었다. 중소기업 근로자가 자신의 직무에 열의를 갖고 자아 존중을 통해 직무에 만족감을 갖기 위해서는 사회적인 지지가 필요하고, 조직 내 상사와 동료의 지지 뿐만 아니라 가족 지지가 역시 중요하다는 사실을 알 수 있었다. 둘째, 직무열의, 자아존중감 및 조직몰입이 고용 안정성과 관련하여 영향을 미치는 것을 분석한 결과 상사지지와 동료지지가 직무열의에 긍정적인 영향을 주는 것으로 분석되었으며, 가족지지는 직무열의와의 관계가 없는 것으로 분석되었다. 셋째, 직무만족과 직무몰입의 요인들이 이직의도에 미치는 영향을 분석한 결과 직무몰입 요인보다는 직무만족 요인이 더 많은 영향을 주고 있는 것으로 분석되었다. 또한 직무열의가 높은 근로자는 직무만족을 느낄 수 있으나 조직몰입에는 영향을 주지 않는 것으로 나타났다. 그러나 직무만족이 조직몰입에 영향을 주는 것으로 분석되어 직무열의가 직무만족을 매개하여 조직몰입에 영향을 주는 것으로 판단돼 직무열의가 직무만족에 간접적인 영향을 준다고 할 수 있다. 넷째, 직무만족이 조직 몰입에 긍정적인 영향(+)을 주어 직무만족이 조직몰입 을 매개로하여 이직의도를 감소시키는 것으로 나타났다. 다섯째, 조직몰입이 이직의도 감소에 긍정적인 영향(+)을 주어 중소기업 근로자가 조직에 몰입할 수 있어 고용안정에 영향을 미치는 것으로 나타났다. 결론적으로 본 연구 결과에서 분석된 바와 같이 추후 인적자원 관리의 계획과 실행에 있어 사회적 지지의 개념과 역할이 중소기업의 인적 자원개발에 중요한 요인으로 작용하는 것을 인식하고 관심을 가져야 할 것으로 판단된다.

      • Vibro-acoustic analysis of multi-jointed structures using coupled stiffness to investigate vehicle rattle noise

        In this research, the method for analysis of rattle noise from structures of vehicles is proposed. Arrayed stiffness elements were used for investigation of the dynamic characteristics of the multi-jointed structures composed of welding components. For experimentations, multi-jointed specimens having various welding currents and different missing joints were produced. Vibration transfer characteristics by different joint strength were measured. In order to fully represent the vibration characteristics of the multi-jointed specimens, spectral element method (SEM) was used for theoretical modeling. The theoretical model composed of simple spring elements having translational and rotational springs showed limitations in representing the dynamic behaviors of the specimens. Correlated spring elements reflecting coupling effect by adjacent welding joints were proposed. In aspect of the vibration characteristics, the proposed model composed of correlated spring elements was verified by comparison with the measured results of the welding specimens. Joint strength of the specimens was quantitatively investigated based on the proposed model. The theoretical model was additionally verified by the simplified specimens of various multi-jointed structures like snap fits or fuel rod bundles. The proposed model was applied to the analysis of rattle noise generated from correlation among adjacent welding components of the vehicle. The vibration characteristics of rattle noise were verified by the experiment using the welding specimens having defects. The theoretical algorithm composed of the calculation process of the dynamic behaviors based on the modified governing equation and the determination process of the time of rattle generation was configured. The analytical results of the proposed algorithm using the simple model were verified by comparison with the measured signals of rattle noise. The predicted influence factors of rattle noise were considered based on the proposed algorithm and the SEM model of the welded structures. The effect of each single rattle factor was investigated. The analysis for the complex relationships among the various rattle factors were conducted. As a result, the prediction of the optimized relationship among the factors of vehicle rattle noise is possible by the proposed research.
