이 논문에서는 인간 청각 시스템에 기반한 모음 개시 지점 (VOP) 탐지 방법을 제시하였다. 이 방법을 통해 ‘지각의’ 주파수 범위, 즉 선형 음향 주파수에서의 Mel Scale을 보여준 후 일련의 삼각 Mel-weighted Filter Bank를 만 들어 인간의 청각 시스템에서 대역 필터링 기능을 시뮬레이션하였다. 이러한 비선형 임계 대역 Filter Bank는 데이터 차원수를 크게 감소시키고 비선형적으로 간격을 둔 Mel 스펙트럼에서 더욱 효과적으로 포먼트를 생성하기 위해 조파 들의 영향을 제거해준다. Mel 스펙트럼의 첨두 에너지 합은 각 프레임의 특징으로 추출하고 에너지 진폭이 급격히 상승하기 시작할 때의 특성은 Gabor 윈도우를 사용하여 VOP로 탐지한다. 실험 결과를 통해서 다른 종류의 자음들과 연결된 12개의 모음들을 포함하는 한 단어 데이터베이스에 대한 제안된 방법의 평균 정확도는 단시간 에너지와 zero-crossing 비율에 기반을 둔 다른 모음 탐지 방법들보다 높은 72.73% 이상임을 확인하였다. This paper presents a vowel onset point (VOP) detection method based on the human auditory system. This method maps the “perceptual” frequency scale, i.e. Mel scale onto a linear acoustic frequency, and then establishes a series of Triangular Mel-weighted Filter Bank simulate the function of band pass filtering in human ear. This nonlinear critical-band filter bank helps greatly reduce the data dimensionality, and eliminate the effect of harmonic waves to make the formants more prominent in the nonlinear spaced Mel spectrum. The sum of mel spectrum peaks energy is extracted as feature for each frame, and the instinct at which the energy amplitude starts rising sharply is detected as VOP, by convolving with Gabor window. For the single-word database which contains 12 vowels articulated with different kinds of consonants, the experimental results showed a good average detection rate of 72.73%, higher than other vowel detection methods based on short-time energy and zero-crossing rate.
CAM-Shift 알고리즘을 이용한 MPEG-4 Visual의 VOP(Video Object Plane) 추출

MPEG-4 for an object base coding after extracting the region from image, the coding for a real-time requirements is quick and must be accurate. The object crisis algorithms of existing calculation quantity are many and with image transformation or video conferencing system to same real-time application they are not suitably. The object real-time tracking it tried to apply the CAM-Shift algorithm which is possible from the dissertation which it sees consequently. Tracking the object which it moves or wants the VO where (Video Object) tracking the user wants in bounding box form defines the object where is started. Tracking the object of after uses a CAM-Shift algorithm and are extracted and the VOP with the VO which it is composed. It defines one bounding box with the method which is proposed consequently about lower only one VOP there to be it will be able to compose, it becomes.
실시간 고압축 MPEG-4 비디오 코딩을 위한 전처리 시스템

본 논문에서는 MPEG-4 비디오 부호화와 복호화 시스템의 실용성과 고효율의 압축을 위한 새로운 알고리즘을 개발하였다. MPEG-4 비디오 그룹에서는 실험과 경험을 통하여 비디오 검증 모델인 VM(Verification Model)을 개발하였다 또한 MPEG-4 표준화 과정을 통하여 ISO/IEC 14496-2 표준 문서와 VM에 기반하여 다양한 참조 소프트웨어가 개발되었다. MS-FDAM은 MPEG-4 참조 소프트웨어로서 표준 부호화와 복호화로 개발되었으나 고효율의 압축과 실용성에 제한이 있다. 이에 본 논문은 기본 MS-FDAM모델에 내용 기반 비디오 코딩의 핵심인 VOP 추출 알고리즘, 실시간 입력 시스템, 압축율을 높일 수 있는 움직임 감지 알고리즘을 추가하여 최대 180:1의 압축율을 보여주는 실시간 고압축 MPEG-4 시스템을 개발하였다. In this paper, we developed a new and robust algorithm for a practical and very efficient MPEG-4 video coding. The MPEG-4 video group has developed the video Verification Model(VM) which evolved through time by means of core experiments. And in the standardization process, MS-FDAM was developed based on the standard document of ISO/IEC 14496-2 and VM as a reference MPEG-4 coding system. But MS -FDAM has drawbacks in practical MPEG-4 coding and it does not have the VOP extraction functionality. In this research, we implemented a preprocessing system for a real-time input and the VOP extraction for a practical content-based MPEG-4 video coding and also implemented the motion detection to achieve the high compression rate of 180:1.

The dynamics of a GEO satellite will be studied in this work to obtain a dynamical model as accurate as possible. This model will be obtained in terms of Gauss’ variation of osculating parameter (VOP) equations containing the environmental perturbing accelerations, which are traditionally used to plan the station keeping maneuvers. The idea is to implement a controller for geostationary station keeping purposes based on a model written in terms of osculating orbital elements instead of averaged elements. Such a controller plans in an automatic way the station keeping (SK) maneuvers and it could be integrated on board in view of autonomous station keeping control loop.

With the many conflicting correctional goals such as deterrence, retribution, incapacitation and rehabilitation, the development of a unified correctional philosophy or approach to punishment is highly unlikely. An ideology can not be a chameleon, but correctional ideology can not give up any kinds of correctional goals. If we could not give up colors of correctional goals, we would make a mosaic. Restorative justice as a correctional ideology has three important faces; retributive accountability, rehabilitative healing and deterrent crime prevention. So this study challenges the possibility of restorative justice as a correctional ideology. Because proponents of restorative justice are not unified behind any one of these approaches, it can be used for very different purposes. And the diverse practice of restorative justice is operated using various functions from each area of criminal justice. But the ultimate purpose of each field of criminal justice is to achieve the concept of restorative justice. Now it is time to consider the practice of restorative correction in detail. So this study suggests four restorative justice techniques with correctional implications. The primary concerns presented are three fold; to operate the training program for understanding the principle of restorative correction by transforming the conception of the organization and the system of administration for correction, to lead the development of a training program for correction by the organization of correction, and to reestablish the system of administration for correction. And Revamping the probation and parole with a restorative focus is suggested. The introduction of VOP(Victim-Offender Penals), which is considered as the most proper program for correctional restorative justice, is suggested. Lastly, the establishment of a third organization for restorative correction program is proposed.
High Thrust Station Keeping Maneuvers for Geostationary Satellites

This paper explain how the station keeping maneuvers are habitually planned in ground based station keeping control systems for GEO satellites equipped with high thrust propulsion systems consisting of chemical thrusters able to achieve radial, tangent and normal thrust acceleration components in unrelated ways. In fact, by using North-South high thrust maneuvers and Est-West high thrust maneuver. A numerical simulation is performed to illustrate this approach.
