적(敵) 을 이용한 북한의 주민 결속 메커니즘 연구: '고난의 행군' 시기를 중심으로

The paper analyzed how North Korea tried to bring about solidarity among its people through the media during the ‘Arduous March’ period. The study analyzed the North‘s profiganda to redefine the enemy and persuade the public by paying attention to the ‘determination’ as a mind action of the mind. The study analyzed articles in pages 1 to 3 of the 『Rodong newspaper』, which deals with North Korea's enemies. The results of the study are as follows. The North's use of its enemies during the ‘Arduous March’ period was first, when it intentionally turned its attention to outside enemies to resolve internal instability, which was closely linked to promoting stability in the regime. The North Korean government's use of its enemies during the ‘Arduous March’ period also turned out to be a form of obsession or overstatement. In order to maintain its regime, North Korea has shown that it is trying to break through the crisis by actively promoting its own identity and ideas. During the ‘Arduous March’, the propaganda using the enemy of the North Korean authorities became a key driver to demand specific actions from the people beyond the concept of unilaterally conveying the leader's message and to enhance the cohesion of the system. 이 논문은 ‘고난의 행군’ 시기 북한이 언론을 통하여 어떻게 주민의 결속을 이끌어 내려고 하였는가를 분석하였다. 연구는 마음 작용으로서의 ‘결의’에 주목하여 적(敵)을 재 정의하고 대중을 설득하기 위한 북한의 프로파간다에 주목하였다. 연구는 북한의 적을 다룬 『로동신문』 1~3면 내 기사(article)를 분석하였다. 연구의 결과는 아래와 같다. ‘고난의 행군’ 시기 북한의 적을 이용한 프로파간다는 우선, 내부의 불안정성 해소를 위해 의도적으로 관심을 외부의 적에게 돌림으로써 갈등을 조성한 것이며, 이를 통해 체제 안정을 도모하려는 것과 밀접한 관계가 있었다. ‘고난의 행군’시기 북한 당국의 적을 이용한 프로파간다는 또한, 현재에 대한 집착 또는 과대평가의 형태로 나타났다. 북한은 체제 유지를 위해 자신만의 정체성과 사상을 적극 내세워 위기를 돌파하려는 모습을 보였다. ‘고난의 행군’ 시기 북한 당국의 적을 이용한 프로파간다는 다음으로, 지도자의 메시지를 일방적으로 전달하는 개념을 넘어 주민들에게 특정 행동을 요구하고, 체제 결속력을 높이는 핵심 동인이 되었다.

This article aims to reexamine a wide-ranging perspective that equates North Korean songs on “Great Leader” with a tool of the cult of personality and the consolidation of regime. For this, we first investigate the ideal of “art for art’s sake” on which the view of propaganda relies to purport to be politically neutral. We then analyze the political reality from which this view is actually emanated, in focussing on the fight for truth and justice between “we” and enemy and the process of “belief-meaning-misrecognition” specific to it. In conclusion, we argue that the song of Great Leader contains the “dream-truth” of socio-political life of North Korea in which sociological research should be invested. 이 논문은 북조선에서 울려 퍼지는 어버이수령에 대한 노래를 ‘체제유지와 우상화의 수단’으로 환원하는 익숙한 시선을 검토에 부친다. 이를 위해 첫째, 프로파간다라는 시선이 정치적 중립성의 외장을 취하기 위해 내세우는 순수예술이라는 당위의 실상을 부르디외의 예술사회학에 준거해 살펴본다. 둘째, 문제의 시선이 뿌리 내리는 장소, 즉 ‘우리’와 ‘적’이 진실과 정의의 독점을 놓고 쟁투하는 정치적 현실을 그 존립에 요구되는 믿음-의미-오인의 순환에 초점을 맞춰 분석한다. 셋째, 어버이의 나라라는 지평 위에서 펼쳐지는 북조선적 삶의 ‘꿈’과 ‘진리’가 수령님 노래에 집약되어 있다는 주장과 함께, 노래를 북조선에 대한 사회학적 해명의 기획이 천착해야할 대상으로 제안한다.
