2007년 7월부터 시행되고 있는 기간제 보호법의 중요한 정책수단은 기간제노동자의 사용기간을 2년으로 제한하고 이를 초과할 경우 정규직으로 전환시키는 것인데, 여기에는 사용기간의 제한이 노동지위 변동에 영향을 미칠 것이라는 생각이 전제되어 있다. 본 연구는 이 점에 착안하여 사용기간제한을 대리하는 변수로 근속기간을 설정하고, 정책개입이전의 노동시장에서 과연 근속년수가 노동지위의 변동에 유의미한 영향을 미치는지를 분석하였다. 분석한 결과, 근속년수는 정규직 전환에 긍정적인 영향을 미치고 실업에는 부정적인 영향을 미치는 것으로 나타났다. 또한, 근속1년은 그 이상에 비해 정규직 전환에 매우 불리하였으나, 2년 이상의 근속년수는 유의미한 차이가 없는 것으로 나타났다. 정규직 전환에 영향을 미치는 기타변수의 효과를 보면 노동공급측면에서 여성이 매우 불리하고, 노동수요측면에서 산업은 제조업이 유리하며, 직종은 생산직이 특히 불리한 것으로 나타났다. 분석결과를 통해 정책수단으로 사용기간제한을 택한 것은 과학적인 근거가 있고, 취약계층인 여성과 생산직에 대한 관심이 필요하다는 정책적 시사점을 발견할 수 있었다.

The study aims to evaluate the policies for promoting proactive administration and present policy implications. Policies for proactive administration promotion were implemented in earnest by the current government since 2019. The study analyzed the polices of the administration and the Board of Audit and Inspection respectively. As a result of the study, awareness of proactive administration and understanding of the system were still insufficient, and there was room for improvement in the performance of the proactive administrative support system. In addition, it was pointed out that there is a problem with the system operation of local governments and public institutions with relatively weak foundations. As a policy direction for system improvement, the following measures were proposed: expansion of incentives to raise awareness of proactive administration, improve audit practices, improvement of proactive administration support systems, improvement of public relations and regulations, and active support for local governments and public institutions. 본 연구의 목표는 공직자의 관점에서 적극행정 활성화 정책을 진단하고 정책적 시사점을 제시하는 것이다. 2019년 이후 현 정부에서 본격적으로 추진된 적극행정 활성화 정책을 행정부와 감사원으로 구분하여 설명하고 분석하였다. 이를 통해 공직자의 관점에서 정책적 미비점을 진단하고 이를 개선하기 위한 정책방향을 제시하였다. 연구 결과, 적극행정에 대한 인식과 제도에 대한 이해가 여전히 충분하지 못하고, 적극행정지원제도의 성과도 개선의 여지가 있었으며, 상대적으로 기반이 취약한 지방 및 공공기관의 제도운영에 문제가 있음을 지적하였다. 제도 개선을 위한 정책방향으로서 적극행정 인식을 제고하기 위한 인센티브 확대 및 감사관행 개선, 적극행정 지원제도 내실화를 위한 교육・홍보 및 규정 개선, 지방 및 공공기관의 제도운영 활성화를 위한 적극적인 지원을 제안하였다.
보조금 배분과 행정, 정치 - 국고보조금과 균형발전특별회계를 중심으로-

This study analyzes the drivers of allocating specific grants and block grants in Korea. As the distribution process and specific criteria for government grants are not transparently disclosed, previous studies have focused mainly on political variables as the determinants of grant allocations. However, in this study, we attempted to conduct an empirical analysis by considering both administrative and political capacity as factors that could influence the allocation of these two grants, both of which have an application-based nature. We collected and analyzed data from 226 local governments from 2013 to 2019, and performed a regression analysis using a fixed effects model. While the results showed that political capacity remained an important factor, we also discovered that administrative capacity was a significant variable and that the control variable of regional development was effective for the specific grant. Based on these research findings, we can conclude that efforts by local governments to enhance their administrative capacity are necessary. 본 연구는 우리나라 국고보조금과 균형발전특별회계보조금 배분의 영향요인을 분석하였다. 보조금의 배분과정과 세부적인 기준이 투명하게 공개되어 있지 않아서, 선행연구들은 주로 정치적 변수에 초점을 두고 분석하여 시사점을 제시하였다. 그러나 본 연구는 신청주의 성격을 가진 두 보조금에 행정적 변수도 영향을 미칠 수 있다는 점에 착안하여, 지방정부의 역량으로서 행정역량과 정치역량을 함께 고려한 실증분석을 시도하였다. 226개 기초지방자치단체를 대상으로 2013년부터 2019년까지의 자료를 수집하여 분석자료를 구성하였고, 고정효과 모형으로 회귀분석을 실시하였다. 분석결과 정치역량이 여전히 유효한 영향요인이지만, 행정역량 역시 중요한 변수라는 점과 통제변수인 지역발전 변수는 국고보조금에 더 유효하다는 점을 발견하였다. 이러한 연구결과를 바탕으로 행정역량의 강화를 위한 지방정부의 노력이 필요하다는 시사점을 도출할 수 있었다.
재난안전 대응체계에 관한 네트워크 분석: 감염병 재난대응을 중심으로

This study evaluated the emergency management system and presented its policy implications. Among the various types of disasters, the infectious disease disaster was set as the analysis target considering of the COVID-19 pandemic. The analysis data were obtained from the Infectious Disease Control And Prevention Act and the emergency management manual. The analysis methods were literature research and network analysis. As a result of the analysis, the KCDC, local governments, and healthcare workers were central actors in the network of the act. In addition, the Ministry of Health and Welfare, the KCDC, the Ministry of Public Administration and Security, and local governments were identified as central actors in the standard manual network. On the other hand, the cooperative relationship between government agencies and the collaborative relationship between the government and the private sector, which are essential for disaster response, were not described specifically. These analysis results suggest that Korea's infectious disease disaster response system still faces the limitations of being composed of an order-control system despite the changes in emergency management.

본 연구는 지방정부의 기능별 세출이 커뮤니티웰빙에 영향을 미치는지 분석한 것이다. 2015년에 27개 시/군/구의 약 2700명을 대상으로 실시한 커뮤니티웰빙 설문조사와 재정통계자료를 조합하여 분석자료로 사용하였다. 분석단위는 개인이며, 주민수로 표준화한 지방정부의 기능별 세출이 개인의 커뮤니티웰빙에 대한 평가에 미치는 영향을 회귀분석으로 분석하였다. 분석결과 전반적으로 각 기능별 세출(인적, 경제, 자연, 문화, 인프라 자본 관련)은 커뮤니티 웰빙에 주요한 영향을 미치는 것으로 나타났다. 이를 통하여 커뮤니티웰빙을 향상시키는데 개인의 노력 뿐만 아니라, 각 지방정부의 정책적 노력도 주요한 변수라는 함의를 찾을 수 있었다.

This study analyzes the relationship between local government efficiency and government capacity in Korea. There have been various discussions on the developmental policies of local governments in the social sciences and public administration. However, few studies present empirical findings that provide a theoretical framework for the relationship between government efficiency and capacity. To fill the gap, this study developed a theoretical framework and used it to analyze the relationship empirically. Government capacity was measured based on multiple factors in human and financial resources, and government efficiency was computed from DEA. The study employed the fixed-effect model for regression analysis using panel data containing four years of information on 152 local governments. As a result, the quality of government capacity affected government efficiency; however, quantitative factors, such as the number of employees and total expenditures, were not statistically significant or negatively affected. From the results, the study recommends that local governments increase their efficiency by improving their managerial efficiency and improving their capacity to raise revenue autonomously.

This study examined transportation grants provided to states under the American Recovery and Reinvestment Act of 2009 (ARRA). Some states acquired more grants and utilized them in a timelier manner than others. This study examined why this is the case, utilizing the concept of Government Capacity and related data. Human resource and financial resource capacities were viewed as the principal drivers of success and studying this managerially controllable variables underpin the analysis. There are two research questions, aligned with the two stages: (1) what factors affect state governments in the acquisition of competitive grants? (2) what factors affect state governments in the implementation of competitive and formula grants? Government Capacity consists of four components, namely human resources, financial resources, general management, and experience. Overall, the regression test results showed that three dimensions of government capacity played a significant role to varying extents with respect to ARRA: human resource, financial resource, and experience. The study concluded that specific aspects of Government Capacity were thus relevant predictors of the acquisition and the implementation of ARRA grants.
지방정부제도와 사회기반시설 지출의 성과: 미국 플로리다 67개 카운티를 대상으로

The aim of this study is to investigate factors that affect performance of infrastructure in Florida`s 67 county governments. To achieve the purpose, I set the dependent variable as efficiency scores from data envelopment analysis (DEA). The key independent variables are government power structure, election system, charter, and the number of commissioners focusing on institutional factors. Control variables are fiscal capacity and population density. Holding panel data with five years and 67 counties, this study employed DEA for measuring efficiency scores and Panel Corrected Standard Errors model for regression analysis. Findings show that there is a statistically strong relation between institution and performance.

Since 2011, labor policies restricting the activities of labor unions, such as the Time-off, were implemented. Before and after the policies, there were huge social controversies about the policies’ positive and negative effects. Here and now, after about 7 years later, it is meaningful for public policy studies to review the function of labor unions in terms of what Korean labor unions have done and whether there were differences in the function of the unions since 2011. The study analyzed the effects of labor unions on work satisfaction and job stability to investigate the role of labor unions in the perspective of employees’ benefit. Analysis materials were from the personal data of Korea Labor and Income Panel Study(KLIPS) which covers 14 years (2002-2015), and I appended them to make a panel data-set. Utilizing Ordered Logit Model and Binary Logit Model, the study found the existence of labor union in the job and workers’ union membership positively affected work satisfaction and job stability variables. Such results were similar to the results of the other test format in which samples were divided into regular and irregular workers. Among control variables, blue collar workers were likely to be less satisfied with their jobs than other types of jobs. Also, workers in the manufacturing industry were more stable in keeping their current job compared to ones in the whole and retail sales industry and the mining industry. From the regression results, Korean labor unions seem to do function well in work satisfaction and job stability so far. In addition, the study found the positive effect of 2011 variable, which implies that the change of labor policy in 2010 has not damaged the benefit of workers, such as work satisfaction and job stability.
