'내 생애 첫 도서관' 정책 집행 요인에 대한 연구 - 립스키(M.Lipsky)의 일선관료제 모형을 중심으로 -

시민사회의 정보요구가 점차로 다양해짐에 따라, 각 지역의 특성에 기반한 정책의 수립과 집행과정에 관심이 집중되고 있으나 도서관 정보정책의 경우, 정책과정보다는 정책 대안을 제시하는 연구가 대부분을 차지하고 있다. 본 연구에서는 립스키(M.Lipsky)의 일선관료제 모형을 이용하여, 경기도에서 진행 중인 '내 생애 첫 도서관' 정책을 대상으로, 정책 집행단계의 집행과정을 분석하는 것을 목표로 한다. 본 연구에서는 일선관료제 모형을 기반으로 정책 집행에 영향을 주는 요인을 분석하여, 도서관 정보정책 집행 분석에 있어서의 일선관료제 모형의 유용성과, 이에 기반한 성공적인 정책 집행을 위한 집행과정에서의 주요 요인을 파악한다. 일선관료제 모형은 집행 현장에서 정책 집행의 다양한 효과 등을 파악하는데 유용하였으며, 간접적인 사회, 경제적 요인들이 더 고려되어야 할 것으로 판단된다. As the information needs in civil society is getting diverse, the interest in local policy process based on the characteristics of local communities, especially in local policy implementation is growing. However, research in library and information policy has focused rather on policy alternatives than policy process in Korea. In this study, we analyze the policy implementation in "the First Library in my Life" policy in Kyeonggi province with the framework of the Street-Level Bureaucracy Model by Michael Lipsky. In the analysis, we attempt to identify factors in the policy implementation, to examine the usefulness of the model into the situation of Korean library policy, and to suggest major considerations in the policy implementation in Korean public libraries for successful policy implementation. From the results, the usefulness of the model is examined and the need of considering indirect socio-economic factors is suggested.
모호성 해결 알고리즘을 이용한 재사용 가능한 SGML 파서

이 기종간의 문서의 교환 및 공유에 대한 필요성이 증대되면서 문서를 물리적인 구조가 아닌 논리적 구조로의 표현이 필요하다. ISO에서는 표준 문서 마크업인 SGML을 통해 문서의 논리적 구조를 효율적으로 제공하고 있다. 다라서 이 기종간의 문서의 교환을 위해 SGML에 대한 연구가 활발히 진행되고 있으며 SGML 응용 프로그램 SGML 문서 처리를 위하여 효율적인 SGML 파서에 대한 개발이 요구된다. 본 논문은 기존에 개발된 SGML 파서의 문제점을 보완하고, 다양한 마크업 언어(markup language)에 대한 파서 제작이 용이하도록 SGML 파서 시스템을 설계하고 구현한다. 기존 파서의 문제점을 보완하기 위해 SGML 문서의 DTD에서 내용 모델(content model)이 모호해지는 경우 모호성을 해결하는 알고리즘(disambiguation algorithm)을 이용하여 구현하였다. 또한, DTD 파서의 출력으로 Lex YACC의 입력 프로그램인 *.y를 제공함으로써 다양한 마크업 언어에 대한 문서 인스턴스 파서를 쉽게 제작할 수 있도록 재사용 가능한 SGML 파서를 제작하였다.
Permanent Backing Steel 을 이용한 박판 용접 공정 최적화

The deformation due to welding precludes improvement of productivity and quality. Welding distortion should be much more seriously considered in the case of thin plates found in ship and offshore structures. In this study, thin plate welding process using the permanent backing steel is analyzed and optimized. Welding distortion analysis is performed using the equivalent loading method based on the inherent strain method. The optimum value is selected by analyzing interaction of degree of restraints and backing plate variables. A series of welding experiments were conducted to validate the results.
선체 Shell FE 모델 내 용접부의 Solid 요소변환 자동화 시스템

FE analyses for weldment of ship structure are required for various reasons such as stress concentration for bead tow, residual stress and distortion after welding, and hydrogen diffusion for prediction of low temperature crack. These analyses should be done by solid element modeling, but most of ship structures are modeled by shell element. If we are able to make solid element in the shell element FE modeling it is easily to solve the requirement for solid elements in weld analysis of large ship structures. As the nodes of solid element cannot take moments from nodes of shell element, these two kinds of element cannot be used in one model by conventional modeling. The PSCM (Perpendicular shell coupling method) can connect shell to solid. This method uses dummy perpendicular shell element for transferring moment from shell to solid. The target of this study is to develop a FE pre-processing system applicable at welding at ship structure by using PSCM. We also suggested glue-contact technique for controlling element numbers and element qualities and applied it between PSCM and solid element in automatic pre-processing system. The FE weldment modeling through developed pre-processing system will have rational stiffness of adjacent regions. Then FE results can be more reliable when turn-over of shipblock with semi-welded state or ECA (Engineering critical assessment) of weldment in a ship-block are analyzed.

Hydrogen assisted cracking (HAC) is one of the most complicated problem in welding. Huge amount of studies have been done for decades. Based on them, various standards have been established to avoid HAC. But it is still a chronic problem in industrial field. It is well known that the main causes of the hydrogen crack are residual stress, crack susceptible micro structures and a certain critical level of hydrogen concentration1). Even though the exact generating mechanism is unclear till today, it has been reported that the hydrogen level in the weld metal should be managed less than a certain amount to prevent it. Matsuda2) studied that the residual hydrogen level in the weld metal can be varied even if the initial hydrogen content is same. It is also insisted in this report that the residual hydrogen concentration is in stronger correlation with hydrogen crack than the initial hydrogen content. But, in practical point of view, the residual hydrogen is still hard to consider because measuring hydrogen level is time and cost consuming process. In this regard, numerical analysis is the only solution for considering the residual hydrogen content. Meanwhile, Takahashi3) showed the possibility of predicting the residual hydrogen by a rigorous FE analysis. But, few commercial software suitable for solving the weld metal hydrogen has been reported yet. In this study, two dimensional thermal - hydrogen coupled analysis was developed by using the commercial FE software MARC. Since the governing equation of the hydrogen diffusion is similar to the heat transfer, it is shown that the heat transfer FE analysis in association with hydrogen diffusion property can be used for hydrogen diffusion analysis. A series of simulation was performed to verify the accuracy of the model. For BOP (Bead-On-Plate) and the multi-pass butt welding simulations, remaining hydrogen contents in the weld metal is well matched with measurements which are referred from Kim4) and Masamitsu.
