        사회환경 변화의 대응을 위한 대중교통서비스의 공법적 과제

        Recently, Germany has developed regional express trains (Regional Express, S-Bahn), urban rail (U-Bahn), trams, buses (intercity and Introduced the ‘Deutschland Ticket’ (aka ‘49 Euro Ticket’), which allows unlimited use of all public transportation including general) for 49 euros per month. This is a follow-up policy to the ‘9 Euro Ticket’, which was introduced temporarily from June to August 2022 and sold about 52 million tickets, drawing an explosive response. The ‘9 euro ticket’ was introduced in response to the energy crisis and inflation triggered by the Ukraine-Russia war. Germany had to pay an additional 2.5 billion euros (approximately 3.5 trillion won) for the issuance of the ‘9 euro ticket’, but this reduced the inflation rate by 0.7% and increased the use of public transportation, resulting in 1.8 million tons of carbon emissions. In this paper, the meaning of public transportation service, guaranteeing the right to move in areas with no transportation rights facing the crisis of local extinction due to population decline, and public transportation service to promote public transportation and strengthen public nature in response to changes in the social environment such as climate crisis and energy crisis Let's look at the legal challenges. 최근 독일은 지역 간 고속열차(InterCityExpress(ICE), InterCity(IC))를 제외한 광역급행철도(Regional Express), 광역전철(S-Bahn), 도시철도(U-Bahn), 트램, 버스(광역 및 일반) 등의 모든 대중교통을 한 달 49유로에 무제한 이용할 수 있는 ‘도이치란트 티켓’(일명 ‘49유로 티켓’)을 도입하였다. 이는 2022년 6월부터 8월까지 한시적으로 도입되어 약 5,200만장이 판매되며 폭발적인 반응을 이끌어 냈었던 ‘9유로 티켓’의 후속 정책이다. ‘9유로 티켓’은 우크라이나-러시아 전쟁으로 촉발된 에너지 위기와 인플레이션에 대응하기 위해 도입되었다. 독일은 ‘9유로 티켓’ 발행으로 25억 유로(약 3조 5천억 원)의 재정을 추가로 부담해야 했지만, 이로 인하여 물가상승률이 0.7% 감소되었으며 대중교통 이용률이 증가함으로써 탄소배출량도 180만 톤이 저감되었고 대기오염 수준도 6% 이상 감소한 것으로 나타나는 등 다양한 사회경제적 편익이 발생하였다. 이와 같은 대중교통 요금 감면 정책은 대중교통 이용률을 끌어올려 교통혼잡도 개선 및 온실가스 감축 등 환경 문제에도 기여할 뿐만 아니라, 물가상승 억제 및 대중교통 이용자의 소득보전 효과를 이끌어 낼 수 있음이 다양한 사례를 통해 나타나고 있다. 이러한 성공사례는 우리나라에서도 주목받으며 ‘1만원 교통패스’, ‘대중교통 3만원 프리패스’와 같은 대중교통 정기권 도입 및 알뜰교통카드 혜택 확대 등 요금 감면 정책을 통한 대중교통 활성화 논의가 활발하게 전개되고 있다. 이는 국민의 이동권 보장을 위해 최소한의 대중교통서비스를 공급하기 위함이다. 대중교통서비스는 국민의 이동권 보장뿐만 아니라 일상생활에 있어 매우 중요한 공공서비스로 주거, 근로, 교육 등의 수단이라는 점에서 충분하게 보장되어야 한다. 이와 같은 중요성으로 인하여 대중교통서비스는 전세계적으로도 정부로부터 재정지원을 받고 있는 대표적인 공공서비스이다. 또한 생존배려영역의 대표적인 서비스이자 보편적서비스로 설명되고 있다. 이러한 국가의 책무로 인해 국가는 다양한 개별 법률들에서 대중교통서비스 제공을 위한 근거를 마련하고 있다. 그러나 대중교통 운영 체계의 한계로 인하여 대중교통 활성화에 걸림돌이 되고 있는 실정이다. 본고에서는 대중교통 서비스의 의의와 인구감소에 따른 지방소멸 위기에 직면한 교통소외지역의 이동권 보장, 기후위기 및 에너지 위기 등 사회환경 변화에 대응하여 대중교통 활성화 및 공공성 강화를 위한 대중교통서비스의 공법적 과제를 살펴보고자 한다.

        버스운수업체의 운영제도와 개선방안

        Korea’s bus transportation has been growing as an increase in the population led to an increase in need of transportation supply: the number of operating buses and the number of lines have been increasing continuously. Today, Korea’s Bus Transportation Business is divided into seven categories (cities, farming and fishing villages, cross-county, shuttles, chartered, and etc.) and operated separately. However, Bus Transportation Business is facing difficulties due to the expansions of subways and taxis, as well as the increasing number of private vehicles. In the beginning, bus transportations were privately operated in Korea, however, due to the problems caused by small-scale businesses’ low-level service and profitability-based bus lines, it has been decided to manage bus transportation publicly in certain sectors. Yet, fundamental limits hindered the bus transportation from operating publicly. Thus, most of the bus transportation system is under private ownerships. As stated above, private ownership resulted in constant deficit operation, which caused low-service quality. Furthermore, poor working conditions led to serious conflicts between labor and management. As a countermove, semi-public bus transportation system should be introduced. But, semi-public system cannot be a total solution for every problem because from the cities that already introduced public transportation system, we know that there are possible problems that could be caused. Despite this fact, we have to admit that public ownership of bus transportation is an easier way to stabilize current chaos in bus transportation business. It is because users, or bus transportation companies, cannot afford any more investment, and workers cannot involve in management either. Whereas financial support from the third party is in need, there’s no alternative plan. In the case of Korea, financial support from the third party basically means depending on central or local government. Therefore, introducing public bus transportation system is easily discussed to improve the management of bus transportation. However, for a successful operation of semi-public ownership of bus transportation, we cannot deny the importance of securing financial funds. Then, it might be a way for local governments with a low financial standing to find a solution from other than semi-public ownership of bus transportation. The reason is that the efficiency report on semi-public ownership of bus transportation proves that even some local governments with a good financial standing such as Dae-Jun reconsider to publicize bus transportation system, due to the increase in financial support on bus transportation system. This means that it might be difficult for the increase in local governments’ financial profit to catch up with the increase in the size of financial support for bus transportation system. Considering the problems that could be caused by semi-public ownership of bus transportation system, it is necessary for local governments with a low financial standing to examine other bus transportation management systems such as new lines, non-profit lines, returning lines, and lines bidding system. We should not forget that such public-private joint systems as profit joint control system and lines bidding system are implemented and used in all over the world (this means such bus management systems could be reconsidered as an alternative plan). Lastly, the constitution and legal provisions should be adequately reviewed for the improvement of bus transportation companies’ rational management.

        Gyeonggi-do needs to prepare guidelines for establishing local public transportation plans that reflect current issues in Gyeonggi-do, improve the linkage of city and county transportation plans, increase the specificity of the plan, and ensure the feasibility of implementation. The objective of this study is to present a plan for the division of roles between cities and counties, along with projects and policies related to public transportation in Gyeonggi-do. This will be achieved by preparing a regional public transportation plan in Gyeonggi-do that reflects the provincial tasks and upper-level plans of the 8th civil election. Gyeonggi-do, cities, and counties need to implement, support, and cooperate on 31 projects for the efficient promotion of local public transportation plans in 31 cities and counties in Gyeonggi-do, as well as for the linkage with projects in Gyeonggi-do. Local transportation plans for cities and counties will be finalized through deliberation by Gyeonggi-do. Therefore, it is necessary to prepare a local public transportation plan for Gyeonggi-do to efficiently promote and reflect Gyeonggi-dos policy direction and projects. Based on the governments public transportation basic plan, Gyeonggi-dos local public transportation plan will be prepared, and Gyeonggi-do can implement, support, and cooperate with the government and cities and counties in nine local public transportation plans and 22 separate tasks. Gyeonggi-do needs to prepare a basic plan for overall transportation in the long term, in accordance with the Ministry of Land, Infrastructure and Transports announcement of the 4th public transport master plan. In the short term, the Ministry of Land, Infrastructure and Transport will finalize and announce the 4th basic public transportation plan, and the 4th local public transportation plan for cities and counties, and Gyeonggi-do will distribute the relevant review standards. In the mid-term, the local public transportation plan in Gyeonggi-do will be finalized and announced. In the long term, it is necessary to prepare an overall basic plan for transportation by supporting the establishment of the 5th local public transportation plan for cities and counties, while reflecting public transportation-related policy projects outside the scope of the Ministry of Land, Infrastructure and Transports public transportation basic plan.

        이용자 중심 대중교통 가치평가 체계제안과 제주지역 적용 연구

        본 연구의 목적은 대중교통 가치평가 체계 안을 구축하고, 적용해봄으로서 제도화하는 데에 필요한 정책제언을 하고자 하는 것에 있다. 지난 6년간 제주지역은 지속적으로 유입인구가 증가함에 따라 차량보유대수도 꾸준히 증가하고 있다. 또한 관광객은 단체관광객에서 개별관광객으로 개편됨에 따라 렌트카 차량 이용률이 급증하고 있다. 이에 따라 제주시내 도로 상황은 서울만큼 혼잡해지고 있다. 이에 제주도에서는 2017년 8월 대중교통 체계개편을 통하여 이용자가‘더 빠르고, 더 편리하고, 더 저렴하게’이용할 수 있은 토대를 만들어 대중교통의 질적 향상을 가져왔다는 평가를 받고 있다. 이는 대중교통가치평가를 통해서도 나타나고 있다. 대중교통우선정책 강화에 대해서는 제주도민들은 긍정적이었다. 또한 대중교통 가치평가에서는 대중교통요금, 대중교통의 안정성, 대중교통은 서민을 위한 정책, 대중교통은 교통약자를 위한 정책, 대중교통은 도민들의 편리한 정책, 대중교통은 친환경 정책, 대중교통은 교통 혼잡 해소에 도움 등의 순으로 높게 평가되고 있다. 이는 대중교통의 가치가 다양하고, 지방정부 정책으로서 평가를 해야 하는 요소들을 더욱더 세부화해야 한다는 점이다. 이러한 평가방법은 대중교통의 가치평가 체계구축사업을 통해 제도화되고 적극적으로 활용될 필요가 있다. The purpose of this study is to establish and apply a public transport valuation system to form required policy for institutionalization. Over the past six years, Jeju has seen a steady increase in the number of cars owned by its population. Also, as the number of tourists has changed from group to individual tourists, the rate of rental car use has increased rapidly. As a result, road congestion in Jeju city is becoming as crowded as Seoul., Jeju Island is said to have created a foundation for faster, more convenient, and cheaper use of transportation through the reorganization of the public transportation system in August 2017. This is also reflected in the Public Transportation Value Assessment. Jeju residents were in favor of strengthening public transportation priority policy. In addition, public transport valuations are highly valued in the order of public transportation fares, public transportation stability, public transportation policies for the common people, public transportation policies for the vulnerable, public transportation policies for residents, environmentally-friendly policies, and public transportation to help ease traffic congestion. This is because public transportation has a wide range of values and should refine the factors that local governments use to evaluate policy. These methods need to be institutionalized and actively utilized through the establishment of a value assessment system for public transport.

        독일 대중교통에 관한 법제연구

        The right to transportation means the right of all citizens to move freely and safely regardless of economic, regional, physical, or social conditions. This, of course, includes the right to use public transportation and the right to move for the transportation vulnerable. Regarding public transport legislation as part of the right to transport, Germany is often cited as the country with the most well-established public transport system in Europe. The characteristics of Germany's public transport legislation can be summarized as follows. First, the German public transport legislation is responding quickly to the trend of the times. Second, public transport policy in Germany is, in principle, under the jurisdiction of the cantons. Third, the provision of financial support in German public transport laws is essential. Fourth, public transportation in Germany is integrated and maintained. Fifth, the German public transport law guarantees the right to move for the disabled. In order for all citizens to enjoy a universal level of transportation service, the right to transportation must first be a fundamental right guaranteed by the Constitution. Based on this, a full-scale review of public transportation-related laws and regulations should be conducted. The case of Germany gives us many suggestions in this respect.

        국지적 무상버스 사례 분석을 통한 무상 대중교통 확대 정책 방향

        Recently, as the importance of basic transportation rights has been emphasized, free public transportation policies have been actively introduced worldwidely. The free public transportation policy evokes various positive effects, but has a limitation that there is no specific standard for evaluating performance of policy. Therefore, it is necessary to establish a specific free public transportation performance evaluation methodology for continuous implementation, improvement and expansion of policy. In this study, the performance indicators of free puiblic transportation was established and the policy expansion plan was proposed, focusing on the case of Hwaseong City, Gyeonggi-do. For performance evaluation, two qualitative performance indicators for free public transportation were presented based on the survey, and six quantitative performance indicators for free public transportation were developed based on previous research reviews. As a result of the performance evaluation, it was analyzed that policy implementation had a positive effect on improving the quality of life, and had sufficient economic validity. The effect of free public transportation policy in Hwaseong City has been proven, but policy limitations still exist. First, it is difficult for some recipient of basic living to apply for free public transportation as policy subsidies are recognized as income. The second is that Hwaseong City do not support subsidies to out-city traffic. Finally, buses are the only means that provides free public transportation. Therefore, the greater results are expected if Hwaseong City expands the target of free public transportation and expands the support area nationwide. 최근 교통기본권에 대한 중요성이 강조됨에 따라 국내외적으로 무상 대중교통 정책에 대한 움직임이 활발한 추세이다. 무상 대중교통 정책은 이동권을 보장함과 동시에 삶의 질 향상, 환경문제 개선 등의 긍정적인 효과를 불러일으킨다. 그러나 무상 대중교통 성과 평가에 대한 구체적인 기준이 없어 단순히 버스 통행량 증가, 이동 활성화 등과 같이 대략적인 효과를 산출하는 경우가 대부분이다. 따라서 지속적인 무상 대중교통 시행과 정책 개선 및 확대를 위해서는 구체적인 성과 평가 방법론 확립이 필요하다. 본 연구에서는 경기도 화성시 사례를 중심으로 무상교통 성과지표를 수립하여 정성적, 정량적 효과를 산출하였으며 이를 통해 정책 실효성을 분석하고 확대 방안을 제시하고자 하였다. 설문조사를 기반으로 무상교통 정성적 성과지표 2가지를 제시하였고 교통복지, 개발사업의 성과를 계량화하는 선행연구 검토를 기반으로 6가지 항목의 무상교통 직·간접 성과지표를 개발하여 이를 경기도 화성시 사례에 적용하였다. 화성시 무상교통은COVID-19 상황에서 시행되었으므로 COVID-19 영향을 제외한 경우도 포함하여 성과를 산출하였다. 정성적 성과 산출결과, 경제활성화 등의 무상교통의 간접적인 파급효과로 인해 높은 정책 만족도, 삶의 질 개선 효과가 나타난 것으로 분석되었다. 이는 정량적 성과에서도 드러난다. 산출된 정량적 성과를 기반으로 경제성분석을 시행한 결과 직접성과만을기준으로 했을 때 COVID-19 상황, COVID-19 영향 제외 시 모두 B/C=0.2에 불과했으나, 간접성과를 모두 포함하여 B/ C를 산정했을 때에는 COVID-19 상황 시 B/C=3.9, COVID-19 영향 제외 시 B/C=3.5로 충분한 경제성이 있는 것으로 분석되었다. 이렇게 화성시 무상교통의 정책적, 경제적인 효과가 입증되었지만 화성시 단일 지자체 시행으로 인한 한계점이 존재한다. 첫 번째는 정책 지원금이 소득으로 인정됨에 따라 일부 기초생활수급자들의 무상교통 신청이 어렵다는 것, 두 번째는 관외통행을 지원하지 않는다는 것, 마지막으로 무상교통 대상 교통수단이 버스뿐이라는 것이다. 따라서 화성시 내부적으로 무상교통 대상을 확대하면서 차후 인접 시·군 등 생활권을 넘어서 국가 차원의 정책으로 실행된다면 더큰 성과가 나타날 것으로 예상된다.

        실시간 수요대응 자율주행 대중교통의 공공성 확보를 위한 평가지표 개발

        PURPOSES : Recently, increasing number of local governments are introducing on-demand public transportation service in real time to improve the management efficiency of public transportation. In preparation for the autonomous driving era, the “autonomous public transportation mobility on-demand service in real time” is being developed in the public transportation sector to introduce on-demand public transportation. For this service to become the public transportation of the future, it must receive publicity. Therefore, in this study, indicators were selected to evaluate the publicity of the autonomous public transportation mobility on-demand service in real time, and a survey was conducted among the general public to examine the validity of the indicators. METHODS : To secure the publicity of on-demand public transportation in real time, the goal of the service was first set. Second, the keywords of the service were analyzed to define the publicity requirements of this service. Based on the analyzed keywords and definition of publicity, service indicator types were classified, and the indicators were defined by type. A user satisfaction survey was conducted on the final selected indicators to improve the degree of completion of indicator development. The user survey was conducted by presenting selected publicity indicators to respondents responding on a five-point scale to determine whether each indicator could satisfactorily evaluate publicity. RESULTS : When examining various previous research cases and the contents required for autonomous public transportation mobility on-demand service in real time, the required items of publicity indicators were found to be “safety” in terms of “autonomous driving” and “convenience” in terms of “demand response.” Publicity indicators were developed according to these three items. Thirty-one indicators were developed, and a satisfaction survey was conducted on the general public for each indicator. In the survey, most of the indicators scored 3.5 points or higher, indicating that the indicators were generally well defined. Users gave the highest score to “fairness” among the three items, and “reasonable fairness” was found to be a necessary item as a publicity indicator. CONCLUSIONS : In this study, evaluation indicators were selected to secure the publicity of autonomous public transportation mobility on-demand service in real time, and a satisfaction survey was conducted for each indicator. Most of the indicators showed a score of 3.5 or higher, indicating that they were generally well defined. However, this study has a limitation in that it surveys the general population. In future, experts should be included in the survey to increase the degree of completeness of the public indicators.

        근대화의 발전과 함께 성장해온 서울의 대중교통의 인프라는 국내외로 성공적인 평가를 받고 있으며 현재 가장 높은 수송 분담률을 가지고 있다. 그럼에도 불구하고 서비스 고도화 단계에 진입한 서울시의 대중교통은 아직도 부족한 부분이 많으며 특히 교통약자에 대한 이동성이 보장되지 않고 있다. 고령화 및 다문화 등의 사회적 변화에 맞춰 특정 계층의 대중교통 이용에 지원이 필요한 시점이다. 본 연구에서는 대중교통의 현황 및 이용자의 현황을 살펴보고 고령자 및 외국인을 주 조사 대상으로 선정하여 관찰조사를 진행하고 행태를 분석하였다. 또한 심층 인터뷰를 통해 대중교통 서비스 상세한 평가를 진행하여 대중교통수단과 이용단계 별 불편요소를 발굴하였다. 이를 토대로 아이디어 워크숍을 통해 개선요소를 정의하고 컨셉 디자인을 하여 향후 대중교통에 적용할 수 있는 개선안을 제시하여 추후 대중교통 서비스를 개선하는데 일조하고자 하였다. The infrastructure of public transportation of Seoul which has been developed in parallel with the progress of modernization receives successful performance evaluation at home and abroad, currently representing the highest transport distribution ratio. In spite of this fact, the public transportation of Seoul, which has entered into advanced phase of services, still leaves much to be desired, in particular, the mobility considering the transportation vulnerable is not well assured. It is time to provide proper supports for the efficient mobility of public transportation in accordance with the social changes present in the aging and multicultural society. This study inquired about the current status of public transportation and that of its users. In addition, the main inquiry target was oriented to the elderly and foreigners for observation and investigation, as well as for the analysis of their behavior. Furthermore, through in-depth interviews, inconvenient factors have been found according to public transportation means and its usage phase, by carrying out detailed evaluations of public transportation services. Based on this, the enhancement elements were defined and the corresponding concept was designed through a series of idea workshops, and this study intended to contribute to improving future public transportation services by proposing the improvement scheme applicable to the upcoming public transportation.

        세계주요도시의 대중교통 경쟁력 비교

        As public transportation is significant mode to make sustainable urban transportation system, the importance of public transportation has grown gradually. Nowadays the central and local government make various policies which help to raise modal split of public transportation. To understand previous public transportation policies and make more efficient policies, it is important to know the current level of public transportation exactly. The main aim of this study is assess the competitiveness of public transportation in world major cities. We select assessment indexes and have grouping use factor analysis. Then we have 8 clusters of cities by cluster analysis, Also, we analyze the relationship between public transportation characteristics and modal split. 최근 지속가능한 개발에 대한 관심이 높아지면서 교통분야에서도 지속가능한 개발을 위한 대중교통활성화에 많은 노력을 기울이고 있으며, 대중교통육성법 제정, 대중교통분야의 투자확대, 대중교통체계개편 등의 다양한 정책들이 시행되고 있다. 이와 같이 대중교통에 대한 중요성이 어느때보다도 높은 시기에, 현재의 대중교통경쟁력 수준을 평가하는 것은 매우 중요한 과정이라 할 수 있다. 이를 통해 현재까지의 대중교통정책 및 그 효과에 대한 이해의 폭을 넓힐 수 있고 향후 효과적인 대중교통정책을 수립하는데 도움을 줄 수 있기 때문이다. 그러나 기존의 연구는 대중교통의 전반적인 경쟁력 수준을 평가하기에는 미흡한 점이 많았으며 국제비교연구 또한 전무한 실정이다. 본 연구에서는 대중교통의 여러 평가요소를 고려한 12개의 평가지표 선정하고, 요인분석을 통하여 4개의 요인을 선정하였으며, 선정된 요인을 이용하여 군집분석을 실시하여 60개의 세계주요도시를 8개의 군집으로 분류하고 대중교통경쟁력수준을 평가하였다. 또한 지역(대륙)별 도시들 및 서울시의 대중교통특성을 파악하였으며, 각 도시의 대중교통경쟁력수준과 대중교통수단분담률의 관계를 다중회귀분석을 이용하여 분석하였다.

        암호화된 대중교통 교통카드 빅데이터에서의 관광객 O-D 통행패턴 추출 알고리즘: 관광 도시, 제주에의 적용

        Despite the low profitability in smaller cities, such cities pay high costs for public transportation services to meet citizens’ needs. Nevertheless, public transport services continue to generate many citizens’ complaints. Thus, to address such complaints and to meet citizens’ needs, it is necessary to provide customized public transportation service via public transportation big data analysis. Especially in the case of tourist cities such as Jeju, it is also needed to analyze the public transit smart-card transaction data focusing on tourists’ transportation activities. Thus, we propose an algorithm which can extract the O-D (Origin to Destination) patterns of tourist passengers, from the encrypted smart card data of public transportation. In this work, we show the possibility of public transit smart card data analysis focusing on not residents, but tourists. Our proposed method can extract tourists’ O-D patterns from the encrypted data, which for legal reasons protect the identity of passengers. The proposed algorithm was tested with smart-card transaction data from the Jeju transportation buses. This study will be used for improving the public transportation system regarding temporary visitors. Also, in case the proposed algorithm is applied to traffic card-based big data statistics, the information of effectively meeting tourists’ transportation needs by time, day, and month can be extracted and manipulated. 대도시가 아닌 도시에서의 대중교통 서비스는 낮은 수익성에도 불구하고 다수 승객의 편의성과 만족도 제고를 위해 고비용이 요구된다. 그럼에도, 대중교통 서비스는 높은 민원이 계속해서 발생하는 서비스 중 하나이다. 그러므로 빅데이터 분석을 통한 맞춤형 대중교통 서비스를 실현해야 한다. 특히 제주와 같은 관광 도시는 관광객을 겨냥한 교통 데이터 분석이 필요하다. 따라서 본 연구에서는 암호화된 대중교통 교통카드 거래 데이터에서 관광객인 승객의 O-D(Origin to Destination) 패턴을 추출하는 알고리즘을 제안한다. 이를 통해 거주자가 아닌 방문관광객에 초점을 맞춘 교통카드 빅데이터 분석의 가능성을 보여주고자 한다. 제안하는 알고리즘으로 개인정보 보호법의 시행으로, 개별 승객의 정보를 알 수 없는 암호화된 데이터로부터 관광객의 O-D 패턴만을 추출할 수 있다. 제안한 알고리즘을 제주 지역 대중교통 버스 교통카드 빅데이터에 적용하여 테스트하였다. 본 연구는 관광객과 같은 임시 방문객의 특성을 고려한 대중교통 체제 등의 개선을 가져오는 데 활용할 수 있다. 또, 제안하는 알고리즘을 교통카드 빅데이터 통계에 접목할 경우, 시간・요일・월별 예상 관광객을 효과적으로 대응할 수 있는 정보를 추출할 수 있다.
