      • 다면적 글로벌화에서의 인적자원개발의 과제

        글로벌화란 거대 담론은 생활 속의 실재가 되고 있다. 글로벌화는 체감으로서 뿐만 아니라 각종 지수로서 표현되고 있다. 그동안 글로벌화에 관한 많은 지수가 발표되어 왔지만 이의 인적자원개발 관련 의미를 분석하려는 노력은 상대적으로 저조했다. 이 연구에서는 글로벌화의 접근, 모델, 차원을 분석함으로써 글로벌화의 다면성과 의미를 그려보고, 국내외적으로 통용되는 다양한 글로벌화 지수를 수집하여 비교ㆍ분석하며, 글로벌 인적자원개발에 관한 긍정적 논의와 부정적 논의를 균형 있게 제시함으로써 인적자원개발의 과제를 제시하는 데 주안점을 두었다. 그 결과 우리나라는 국가 경쟁력 지수는 낮으나 4Ts 면에서는 높은 글로벌화의 정도를 나타내었다. 따라서 우리나라는 글로벌화에 대응하여 글로벌 인적자원개발, 전략적 인적자원개발, 창조적 인적자원개발, 대안적 인적자원개발에 대한 논의가 더 활성화되어야 할 과제가 있는 것으로 분석되었다. As globalization becomes accelerated increasingly, the globe is changed into a global village. A meta narrative on globalization tends to become a small narrative. As H1N1 virus shows, we experience globalization in our daily lives. we are living in the era of globalization. In addition, a variety of globalization indexes are issued recently. It is desirable to collect and discover the significance of globalization in terms of Human Resource Development. In this regard, this paper is an attempt to analyze the multi-faces and versions of globalization, to collect the globalization indexes available, and to derive the significance of globalization in terms of global HRD. Our country has made a great strides in globalization in terms of globalization indexes. Globalization can be estimated by using Marquardt's 4Ts, such as Trade, Travel, Television, Technology. Our country can be ranked high in terms of 4Ts, but ranked not so high in terms of national competitiveness. So it is necessary to level up national competitiveness. As a result, it is desirable to introduce global human resource development, strategic human resource development, and creative human resource development. Above all, priority should be given to improving the mindset of Human Resource Development practitioners.

        A Study on the Influencing Factors of Globalization of Chinese Public Enterprises

        This study is an empirical analysis of the major factors influencing the globalization level of Chinese public enterprises. Based on previous research, we conducted a regression analysis using the transnational index as a dependent variable and export tax refund, exchange rate, human resources, innovation ability, asset management ability, loan ability, corporate development stage, global deployment ability, etc. as independent variables. As a result of the empirical analysis of this study, it was found that export refund (E_tax) and exchange rate (E_rate) have a statistically significant effect on the external influencing factors of globalization. Human resource capabilities (Edu, O_hunan), innovation capability (R&D), and financing capability (Finance) were found to be important internal influencing factors for the globalization of public enterprises. The role of the government in establishing the strategy of SOEs should be maintained at the level of guidance and it should provide guidance so that the autonomy of SOEs is not restricted as the role of the government is separated from the government's compulsory management and supervisory functions, leading to excessively compulsory management.

        The paper deals with necessity and importance of human resources management of especially those MNCs operating in global context of cultural diversity and complexity. This is conditio sine qua non for corporate leadership experienced and versed in different languages, religions, beliefs, value system, etc. Further it is stressed that MNCs and managers have to develop conative capability along with trajectories of flexible intercultural management and communication system rooted in different values and traditions.

        대학경영자의 역할과 인적자원중심의 대학 발전전략

        The president of an university is the person who represents for and operates the organization, and plays a leading role to its essential functions such as education, research and service along with its pursuit of aim. Accordingly the role of president should include function as a fund raiser and bridge function between university and community. However, in order to enhance effectiveness to adapt to rapid environmental change like today among the functions even more important is the function as a change promotor suggesting a vision to lead its members toward aim oriented. The local university can be said an advanced one as it is acknowledged as a fine local university and one in the world in this age of localization and globalization. It is the very aim of development strategies for the local university. The achievement of aim is possible only when the human resources like professors, officers and students cause voluntary will of cooperation. Hence the development strategies of university for a local university should include the development strategy for a fine local university and for one in the world based on human resources.

        재외동포를 위한 한국어 보급 현황과 발전 방안

        한국어가 2007년에 세계지식재산권기구의 국제특허협력조약의 국제공개어로 공식 채택되면서 한국어의 위상은 더욱 높아졌다. 시대의 변화와 함께 본격적인 활성화를 띤 한국어 교육 정책은 그 범위가 확대되었고, 이와 관련하여, 큰 비중을 차지하기에 더욱 관심을 가져야 하는 영역이 재외동포에 대한 한국어교육이라고 본다. 재외동포들의 한국어 능력은 세계화시대에 한국의 소중한 국가적 자산이며 가치이다. 21세기 글로벌 시대에는 인적자원 역량이 국가 경쟁력을 좌우하는 시대이기에 재외동포를 위한 한국어 보급 정책을 재조명해 보아야 할 필요성이 있다. 따라서 본 연구는 현행 재외동포를 위한 국외 한국어교육기관의 현황을 진단해 보고, 향후 추진해야 할 발전 방향에 대해서 제안한다. The status of Korean language been soared since it was selected as an official language of the International Patent Cooperation Treaty of the World Intellectual Property Organization. In relation to Korean language education, the education for overseas Koreans is given a great deal of weight and therefore should be given attention. Overseas Koreans’ Korean language skill is one of the most important national capitals and values in the age of globalization. They not only play an important role as mediators between Korean people home and abroad, but also keep and promote Korean culture and spirit in the world. In this globalized world of the 21st century, a nation’s competitiveness depends on its human resources, so the Korean language policy should be reviewed. Thus, this study diagnoses the present state of the overseas Korean language education centers, and discusses the directions it should take.

      • 글로벌 경쟁력 확보를 위한 대학의 종합인력 개발에 관한 연구

        The pm-pose of this research is to pm-sue the integrated human resources development to obtain the global competitive strategy finding the relations of the competitive factors and university curricular. For this research it was analyzed in the developed stage of the university, and on the each stage how they achieve the global competition, and it was explained how much affective to the economic society supporting the college education competitiveness. The rapid change of the circumstances surrounding the university was a factor to explain that the pivotal strategy was to achieve the global competitiveness by the analysis of the economic, social and political, and cultural environment. However because the statistical approach is rather a complex method for this kind of research, mainly it is relied on the documentary research and analytical report of the integrated human resources development institution data of Gangreung-Wonju National University. Through the analysis, some conclusions and hints were obtained for the enhancing of university global competition for human resources development as below. (1) It can be possible to produce competitive human resources when the industry wants not only pursuing the university education purpose but the special curricular for job-taking. (2) It has to be considered in more various and profitable training courses to open for the integrated human resources development. (3) The university which demands the elastic curricular operation can obtain the competitiveness more rapidly.

        …This paper examines the global supply chain management evaluation of DOOLEE VISION. Based on the analysis of one hundred twenty cases, the following results were found. First, it was found that endowed resource, demand condition, management context, and related and support industry, in physical resource factor, have a positive relationship on global supply chain management evaluation. Second, CEO, SCM manager, employer, and events, in physical factor, have a positive relationship on global supply chain management evaluation. Third, customer satisfaction and flexibility improvement, in human resource factor, have a positive relationship on global supply chain management evaluation.

        Changes in the global business environment continue at an accelerated pace. The 21st century maybe remarked, perhaps, for its hot issues on globalization and diversity. Diversity may arise in terms of ethnic, gender, age and culture. Cultural diversity out of all stands out in front in modern times as more multinational companies operate internationally resulting more people to start living abroad and work with people from different cultures. In recent years, these multinational companies realized the important roles human resource management play in international trade since cultural diversity is very influential on their work performance. A well-managed human resources will ensure organizations' success to a great extent. This paper touches the field of cultural diversity and introduces human resource management of international trade as a way to handle diversity matters faced by international organizations.

        Nowadays, IT that leads information era is closely connected to our lives. The importance of training human resources for global empowerment on IT is being emphasized all over the world. With the growth of international society, the cultivation of global human resources now includes the cultivation of future human resources and the educations related with the career development program. However, the programs that colleges are operating for the cultivation of global human resources have been limited only to supporting the participation in international training program, operating camp and conferences, etc. On the contrary, to give many learners chances of experiencing courses for global empowerment and employment capability, We are operating the Internet of Everything online education program with Cisco Networking Academy Korea. Based on the management cases of Internet of Everything online education program, this thesis is suggesting a career program on global empowerment that many learners can experience, different from the limitation of the existing program.
