        노후산업단지의 산업 다양성이 고용에 미치는 영향 연구

        Aging industrial complexes are industrial complexes that have existed for 20 years, and are demanded of a new role due to the recent changes in industrial structures. In addition, because their importance and share in industrial complexes is high, reorganization plans of developing these aging industrial complexes into new core hubs of industrial complexes have been continuously been carried out. Specifically, there is a need to determine if raising the resilience of these aging industrial complexes is important, as various factors affect employment of industrial complexes that are used for their intended purposes. There have been discussions of the employment of aging industrial complexes and the diversity of industrial structures, but there have been little research on the relation of employment of aging industrial complexes. This research will have significance as it will provide a fundamental reorganization and regeneration plan for aging industrial complexes, and will empirically verify the relation between the diversity of industrial structures of aging industrial complexes and employment. The results of this research are expected to be significantly utilized in determining a well-informed direction for future projects concerned with the regeneration of aging industrial complexes.

        High-valent metal-oxo complexes generated in catalytic oxidation reactions using water as an oxygen source

        <P><B>Abstract</B></P> <P>High-valent metal-oxo complexes are produced by successive electron-transfer oxidation of metal complexes with one-electron oxidants in the presence of water, which is an oxygen source in the generation of the metal-oxo complexes. Then, metal-oxo complexes oxidize substrates to yield oxygenated substrates, accompanied by the regeneration of reduced metal complexes. Thus, the oxidation of substrates using one-electron oxidants can be catalyzed by metal complexes via formation of high-valent metal-oxo complexes by the electron-transfer oxidation of metal complexes in the presence of water as an oxygen source. When water is used as a substrate, water is oxidized by one-electron oxidants to evolve dioxygen via an OO bond formation process. The one-electron oxidants used for the formation of high-valent metal-oxo complexes can be replaced by much weaker oxidants, when a photosensitizing metal complex, such as [Ru(bpy)<SUB>3</SUB>]<SUP>2+</SUP> (bpy=2,2′-bipyridine), is employed as a photocatalyst, an oxidized form of the photocatalyst, which is generated via photoinduced electron transfer from the excited state to a weaker oxidant, can oxidize metal complexes in the presence of water to afford the high-valent metal-oxo complexes.         농공단지 관련 법제의 법적 쟁점

        농공단지는 대도시 중심의 경제성장 전략의 폐해로 나타난 농어촌지역의 인구 감소 및 일자리 부족 등 당면 문제를 해소하기 위하여 농어촌 지역의 산업기반을 마련할 목적으로 1983년 「농어촌소득원개발촉진법」을 통해 도입된 제도이다. 농공단지는 현행의 법제도 및 법체계상 산업단지의 일종으로, 「산업입지 및 개발에 관한 법률」 및 「산업집적활성화 및 공장설립에 관한 법률」의 규율대상이나, 농어촌지역에 지정되는 점에서 「농어촌정비법」 등 다른 법률과의 법체계적 관련성이 크다. 그에 따라 농공단지는 다른 산업단지들과 달리 다수의 중앙부처가 관여되는 결과, 농공단지의 개발 및 관리에 대한 권한체계가 중복적이고 비효율적이며, 이로 인해 농공단지에 대한 통합적이고 체계적인 규율이 이루어지지 못함으로써, 농공단지를 법 외적으로 방치하는 결과를 가져오고 있다. 이러한 상황은 규율형식과 관련하여서도 문제를 가져오는바, 농공단지의 개발 및 관리에 대한 구체적 규율은 법률이 아닌 농림축산식품부, 산업통상자원부, 국토교통부, 환경부 및 해양수산부 공통고시인 「농공단지의 개발 및 운영에 관한 통합지침」으로 대부분 규율되고 있다. 그러나 산업단지로서 농공단지에 대한 규율의 상당수는 입주기업이나 지방자치단체 등의 권리나 의무와 관련되는 점에서 지침에 의한 행정은 법치행정의 원칙상 문제의 소지가 있다. 한편, 농공단지 관련 법체계 역시 체계정합적이지 못한바, 농공단지는 산업입지법상 산업단지의 일종으로 분류되지만 국가 차원의 산업발전을 도모하는 목적의 통상적 산업단지와는 달리, ‘농어촌지역’을 대상으로 ‘농어민의 소득 증대를 위한 산업의 유치·육성’을 목적으로 하는 점에서 지역균형발전 내지 지방자치라는 법적 가치와도 접목되어 있는 제도이며, 따라서 농공단지의 법제화에 있어서는 지역균형발전 및 지방자치에 관한 법적 가치와 지향점이 함께 고려될 필요가 있다. 이러한 규범적 요청은 농공단지 관련법제를 통상적인 산업단지와 분리하여 별도의 법제로 정비하여야 할 필요성을 가져온다. 이러한 규율체계 및 규율형식 등의 문제를 개선하기 위해서는 농공단지를 일반적 산업단지와 차별화하여 농공단지를 통해 산업적 기능 외에 국가균형발전의 법적 가치의 실현을 도모한다는 패러다임의 현대적 변화를 수용하는 개별법으로의 법제의 정비가 필요하다. 그러한 법제화에 있어서는 농공단지의 법적 가치 및 지향점에 대한 명확한 제시와 더불어, 농공단지의 지역적 특성을 고려한 지방자치권의 보장 및 국가의 보충적 지위가 기본적으로 제시되어야 할 것이며, 이와 함께 농공단지의 효율적 운용을 위해 체계적이고 통합적인 관리권한을 행사할 수 있는 컨트롤타원의 역할을 할 수 있는 관리기구의 구축이 필요한 동시에, 농공단지에 대해서는 단순한 산업적 의미를 넘어 국가균형발전의 관점에서 지원제도의 법제화하는 등의 방향이 모색되어야 할 것이다. The agricultural and industrial complex was introduced in 1983 with the aim of laying the industrial foundation for rural areas to solve problems such as population decline and job shortages in rural areas, which have been caused by the harmful effects of large-scale economic growth strategies. Agricultural and industrial complexes are a type of industrial complexes under the current legal system and are basically regulated by 「Industrial Sites And Development Act」 and 「Industrial Cluster Development And Factory Establishment Act」, but they are highly related to other laws such as 「Agricultural And Fishing Villages Improvement Act」 in that they are designated in rural areas. Because of this, unlike other industrial complexes, the authority system for the development and management of agricultural complexes is redundant and inefficient, as a result of such unsystematicity, integrated and systematic regulations on agricultural and industrial complexes are not implemented, resulting in the neglect of agricultural and industrial complexes outside the law. This situation also brings problems in relation to the form of regulations, and most of the specific regulations on the development and management of agricultural and industrial complexes are regulated not by laws, by the Unified Guidelines, which is an administrative rule jointly enacted by a number of ministries. However, in that many of the rules on agricultural and industrial complexes as industrial complexes are related to the rights and obligations of tenant companies and local governments, the rules of agricultural and industrial complexes under administrative rules are problematic in the principle of the rule of law. On the other hand, the legal system related to agricultural and industrial complexes is also not systematic because they are classified as a type of industrial complexes, but unlike conventional industrial complexes for national industrial development, they are also combined with the legal values of balanced national development or local autonomy. Therefore, the legal values and directions of balanced national development and local autonomy must be considered in the legislation of agricultural and industrial complexes, and this normative request is linked to the need to separate the legal system for agricultural and industrial complexes from those for ordinary industrial complexes. In order to improve these legal systems and legal forms, it is necessary to differentiate agricultural and industrial complexes from general industrial complexes to accept modern changes in the paradigm of realizing the legal value of balanced national development in addition to industrial functions. In such legislation, first of all, the legal value and direction of agricultural and industrial complexes should be clearly presented, as well as the significance of local autonomy laws of agricultural and industrial complexes. In addition, it is necessary to establish a management organization that can serve as a control ellipse so that it can exercise systematic and integrated management authority for the efficient operation of agricultural and industrial complexes. At the same time, the support system for agricultural and industrial complexes should be sought to legislate from the perspective of balanced national development beyond a simple industrial meaning.

        1960-70년대 제주 중산간 개발과 단지 형성과정에 관한 연구 - ‘시범단지와 개척단지’사례를 중심으로 -

        After Jeju 4.3, the middle mountainous region of Jeju Island in the 1960s and 1970s promoted pilot complexes and pioneer complexes. This project was not just a village restoration project. It was a project to build a sustainable ideal city by utilizing Jeju middle mountainous region. Revealing the original forms and characteristics of pilot complexes and pioneer complexes is very important in understanding the urban planning of modern Jeju. Through literature research and GIS analysis, this study aims to reveal the current status and characteristics of pilot complexes and pioneer complexes constructed in Jeju middle mountainous region from an urban perspective. We found that the pilot complexes were located in the northwestern and south-east areas of Jeju Island, which had completely different climates. On the contrary, we know that the Pioneer complexes are concentrated in the north-west. We also found that pilot and pioneer complexes were located at particular elevations above sea level, respectively, and that pioneer complexes were located at higher altitudes. As a result, we were able to reveal that pilot complexes were aiming to streamline agricultural structures. On the other hand, it was shown that Pioneer Complexes considered reorganizing the urban structure of Jeju Island through the migration of residents. We were also able to reveal that pilot complexes had geographically different conditions and that economic crops suitable for their locations were subsequently sought. Meanwhile, Pioneer complexes selected the crop first, looking for a suitable location.

        일반분양주택과 임대주택 거주민의 의식 차이 비교 분석

        최근 장지지구와 발산지구에 공급된 아파트 단지를 중심으로 일반분양주택과 임대주택이 동일한 단지 내의 동일한 동에 혼합되어 공급되었다. 이러한 모습을 보고 물리적 차원에서의 적극적인 사회적 혼합이라는 긍정적인 결과를 말할 수도 있으나 실제 거주민들의 의식 차이에 의해서 어떠한 상황이 발생하고 있는지에 대한 깊은 관찰이 없었다. 이에 본 연구는 사회적 혼합 여부를 일반분양주택과 임대주택이 동일한 단지 내에 혼합되어 있는 거주민들을 대상으로 설문조사를 통하여 수집된 자료들을 분석하여 혼합단지가 가지고 있는 물리적 특성으로 인한 거주민들간의 의식 차이를 분석함으로써 적극적인 사회적 혼합 정책의 방향에 제언을 하는 것이 본 연구의 목적으로 서울시 동대문구 소재의 재개발아파트 단지를 대상으로 분석하였다. 주요 분석 결과로는 일반분양주택 거주민은 임대주택 거주민보다 일반분양주택 거주민과 원만한 관계를 유지하고 있으며, 임대주택 거주민은 일반분양주택 거주민보다 임대주택 거주민과 원만한 관계를 유지하고 있는 것으로 나타나 정책적으로 추구하고 있는 사회적 혼합은 이루어지지 못하고 있는 것으로 나타났다. 또한 일반분양주택 거주민은 일반분양주택 가격이 임대주택과 혼합된 단지 내에 있기 때문에 주택 가격이 오르지 않거나 낮다고 인식하고 있는 반면 임대주택 거주민은 임대주택과 혼합된 단지 내에 있기 때문에 일반분양주택 가격이 오르지 않거나 낮다고 생각하고 있지 않는 것으로 나타나 동일한 아파트 단지이지만 거주민들간에 의식의 차이가 나타나고 있음을 알 수 있었다. Recently, apartment complexes for installment sale and apartment complexes for public lease have been supplied to the same Dong inside of same complex. It show swell in case of Jangji district and Balsan district. From, this kind of phenomenon, we can say the positive result of aggressive social mix in physical dimension, however, there is no deep insight about what is actually happening among residents. This study analyzed whether there is social mix or not, focusing on redevelopment of apartment which apartment complexes for installment sale and apartment complexes for public lease are mixed in the same apartment complex in Dongdaemun-gu, Seoul. The object of this study is to give advice on aggressive social mix policy direction through collected survey by analyzing difference in the awareness of residents caused from physical characteristics. As primary analysis results, the residents of apartment complexes for installment sale have a good relationship with the residents of apartment complexes for installment sale more than the residents of apartment complexes for public lease, comparing to residents of apartment complexes for public lease have a good relationship with the same rental apartment residents more than with residents of apartment complexes for installment sale residents. It means that social mix which is being pursued is not that successful. Also, the residents of apartment complexes for installment sale think the price of Apartment is not rising or low because it is with rental apartment within same district, however rental apartment residents do not think that the price of apartment is not getting higher or low because that it is with same district. It shows that there is sense difference among same residents inside of same complex.

        남한과 북한의 평화통합을 위한 교류협력에 관한 연구

        본 논문은 남한과 북한의 교류와 협력은 전쟁방지와 남한과 북한의 평화통합에 있다고 보고, 지속 가능한 평화의 실현이라는 시각에서 접근하여 집필되었다. 한반도의 전쟁방지와 남한과 북한의 통합을 통한 지속 가능한 평화를 구축하기 위한 평화의 개념을 재정의할 필요가 있다. 즉, 평화의 개념을 단일한 의미가 아닌 `복합체적` 의미로 고찰해야 한다. 복합체적 의미의 평화란 `인권·자유·정의와 같은 원리에 따라 개인의 삶의 질이 보장되고 인류공동체의 공동번영을 위하여 국가간에 경제적 이익과 문화적 가치 추구에 따른 갈등, 정치적 주권침해와 군사적 위협, 착취와 이를 위한 폭력(전쟁)이 없는 상태`이다. 따라서 지속 가능한 평화는 정치군사평화, 경제평화, 문화평화가 조화를 이룬 상태이고, 이러한 평화를 추진해가는 지역내 국가군을 이루는 복합체적 집성체 또는 복합체적 동학을 특히 `평화복합체(peace complexes)`라고 한다. 한반도 지역의 평화복합체에 속한 남한과 북한의 정치군사평화, 경제평화, 문화평화의 확대를 위한 교류협력은 남한과 북한의 평화통합을 촉진시켜 한반도 긴장완화와 평화안정, 나아가 동북아시아 지역의 안정과 복지번영공동체 구상 실현에도 크게 기여한다. 그러므로, 남한과 북한의 평화통합을 위해서는 정치·군사적, 경제적, 문화적 평화확대를 위한 측면에서 교류협력을 강화해야 한다. 평화의 조건인 정치군사평화, 경제평화, 문화평화에 있어서 우선순위는 경제평화, 문화평화, 정치군사평화라고 할 수 있지만 동시에 평화복합체적으로 추진해야 효과를 극대화할 수 있다. 따라서 지속 가능한 남북평화를 구축하기 위해서는 교류협력을 통해 상호 인정과 존중이라는 평화공존 의식을 갖고 공동번영을 할 수 있는 평화복합체적 평화공동체를 지향해야 한다. This thesis discusses Korea the realization of sustainable peace and is written from the point of view that interchange and cooperation between South Korea and North Korea would prevent the war and promote Peaceful Integration. It is needed to redefine the concept of peace constructing sustainable peace through South-North integration and war prevention in Korea Peninsula. That is, the concept of peace should be considered as complexes meanings instead of simple meaning. Peace complexes means that `Individual`s quality of life is secured according to principle such as human rights, freedom and justice, and for common prosperity of mankind community between the countries` economic profit and conflict by cultural value pursuit, political infringement of sovereignty and military threats, exploitation and no violence status`. Peace Complexes concept means that sustainable peace is possible when 3 complexes conditions (paths) of peace, which are, politic-military condition, economic condition, and cultural condition are accomplished. That is, conditions of peace by concept of sustainable peace are typified by politic-military peace, economy peace and culture peace. Therefore, sustainable peace is state that harmonizes politic-military peace, economic peace and cultural peace accomplish creation, and complex conglomerate or complex dynamic study which forms a belt of countries in the area by propelling this peace is called especially `Peace complexes`. The Peace complexes Theory has a proposition that Peace is materialized through inter-countries complexes paths (conditions), and is also Peace Integration Theory which shows that the most proper scale is regional level and complexes area on its theoretical basis. Inter-Korean cooperation for extension of politic-military peace, economy and culture peace of South and North Korea belonging to peace complexes of Korea Peninsula area, promotes peace integration of South Korea and North Korea, furthermore, contributes greatly for Korea Peninsula detente, Northeast Asia area stability and realization of welfare prosperity community. Therefore, to achieve peaceful integration between South and North Korea it should strengthen inter-Korean cooperation with a view to keeping political-military, economical, cultural peace extension. Priority can be given economic peace, culture peace, politic-military peace among in politic-military peace, economic peace, cultural peace that is 3 conditions of peace, however, it can maximize effect when we pursuit by means of peace complexes. at the same time. And it can be said that the most important thing is cultural peace for the sake of South and North Korea`s peace integration. If this is not attained properly, structure of peace integration would be vulnerable. Because and this nitrification of ideology and value can threaten politic-military peace and finally harm economic peace. Therefore, it should intend toward peaceful peace complexes community with peaceful coexistence consciousness which is mutual respect and recognition making common prosperity in order to construct sustainable South-North peace.

        여대생의 대학 전공 계열 및 직업 선택에서의 특성복합체의 타당성

        The purpose of this study was to examine predictive validity of trait complexes suggested by Ackerman on university major field and career choice. Ackerman proposed 4 types of trait complexes(science-mathematics, intellectual-cultural, social, clerical-conventional), each of which was represented by commonalities among ability(intelligence), personality, and interest traits. To compute individual trait complexes scores, Gf and Gc ability tests, Big five personality inventory, and Holland vocational interest scale were administered to 185 female undergraduate students. Three important findings were obtained. First, regression analysis showed significant increments in the proportion of variance of career self-efficacy scores mainly because of ability and personality traits after the vocational interest traits had already been taken into account, indicating the usefulness of traits complexes. Second, trait complexes tended to predict four broad university major fields choice well. Participants who majored in arts and humanities showed the highest intellectual/cultural trait complex scores. Participants who majored in physical sciences showed the highest science/mathematics trait complex scores. Participants who majored in social sciences and business showed the highest intellectual/cultural trait complex scores. These results were consistent with theoretical predictions. Third, four types of trait complexes tended to predict career choice of university students well: That is, those who reported occupations of language and art domains as their best-wish occupations showed the highest scores on intellectual-cultural trait complex. Those who reported occupations of science, medicine, and computer domains as their best-wish occupations showed the highest scores on science-mathematics trait complex. Those who reported occupations of education, social welfare, and business domains as their best-wish occupations showed the highest scores on social trait complex. Those who reported occupations of banker, secretary, public service personnel domains as their best-wish occupations showed the highest scores on clerical-conventional trait complex. These results were interpreted as indicating predictive validity of the trait complexes on career choice. 이 연구는 Ackerman이 제안한 특성복합체 개념이 우리나라 여대생의 대학 전공 계열 선택과 직업 선택을 타당하게 예측할 수 있는지를 살펴보고자 한 것이다. Ackerman이 제안한 4개의 특성복합체(과학/수학, 이지/교양, 사회적 및 사무/관습 특성복합체)를 구하기 위해서 185명의 학생들에게 Gf와 Gc 요인을 포함하는 4종류의 지능검사, 5요인 성격검사, Holland의 직업흥미검사를 실시하였다. 그리고 특성복합체가 그들의 대학 전공 계열과 희망 직업을 어느 정도로 잘 예측하는지를 조사하기 위해서 대학의 전공 계열과 희망 직업군에 따라 특성복합체 점수를 구해 비교·분석하였다. 그 결과, 다음과 같은 두 가지 사실을 밝혀냈다. 첫째, 각 전공 계열에서 4개의 특성복합체 중 가장 높은 점수를 기대한 특성복합체에서 가장 높은 점수가 나타났다. 즉 인문-예술 계열 학생들은 이지/교양 특성복합체에 가장 높은 점수를 나타냈고, 이과 계열 학생들은 과학/수학 특성복합체에, 사회과학 계열 학생들은 사회적 특성복합체에, 그리고 경상 계열 학생들 역시 사회적 특성복합체에 가장 높은 점수를 나타냈다. 둘째, 희망 직업군 분류에 따라 4개의 특성복합체 점수를 비교했을 때 각 희망 직업군에서 가장 높은 점수를 기대한 특성복합체에서 가장 높은 점수가 나타났다. 예를 들어 이지/교양 특성복합체 관련 직업(작가, 문학평론, 음악, 디자이너 등)을 희망한 학생들은 4가지 특성복합체 중 이지/교양 특성복합체에서 가장 높은 점수를 나타냈다. 이런 결과들은 이 연구에서 구한 특성복합체가 어느 정도로 대학생의 전공 계열과 직업 선택을 잘 예측해 줄 수 있음을 입증하는 것이었다. 논의 부분에서는 향후 과제로 성차 효과, 교과 성취를 위한 새로운 특성복합체 모형의 구성, 발달 연구, 특성복합체 구인의 심리측정학적 한계 등을 제시하였다.

        노후 산업단지 유형화와 유형별 특성 분석

        The government has implemented a variety of regeneration projects for old industrial complexes and declined regions. Due to the promotion of policies and projects focused on each target place, however, there is a lack of policy linkages among them. This study intends to categorize old industrial complexes nationwide and analyze the characteristics of each type while considering industrial complexes and surrounding regions. Ten indicators are selected to implement the principal component analysis using data from the national industrial complex status, industrial location information system, and statistical geographic information system. Based on the factor score produced by the principal component analysis, the cluster analysis indicates that there are four types of old industrial complexes: large sustaining and developing complex type, small growing complex type, old declining complex type and region-linked complex type. The old declining industrial complex continues to decline due to weak economy of both the complexes and surrounding areas, and the residential environment. Industrial restructuring and industrial complex regeneration projects are needed to strengthen the competitiveness of the complexes. Regeneration strategies for each type of industrial complex is required in consideration of the physical and economic characteristics of both the complexes and the surrounding areas.

        도심 복합 상업시설 내부가로의 공간적 특성에 관한 연구

        Consumption space has been changing from a purpose space for sale to a space with a variety of functions as consumption behavior due to mass production system. The urban commercial complexes, which first appeared in Korea in the 2000s, is a favorite type of consumer space until now. However, the rapid growth of the neighborhood commercial street and street shopping mall shows a reflection of the fact that consumers prefer to everyday life rather than exciting adventure. This study aims to investigate the spatial characteristics of the urban commercial complex through analysis comparing department store and street shopping mall and suggest methods to improve the internal street environment. This study compares and analyzes six selected cases by data obtained from Space Syntax in order to compare and analyze the internal street characteristics of the urban commercial complexes. The result shows that street shopping mall provides a better environment for people to walk and stay compared to department stores or urban commercial complexes. Above results may be able to explain why street shopping malls are more popular than existing commercial complexes in recent years. This study addresses three improvement plans to activate the internal street of the urban commercial complexes employing the street characteristics of the street shopping malls. First, when planning a commercial complex in a downtown area, it is necessary to provide a more open and diverse image by avoiding a closed spatial structure and appearance. Through this, synergy effect can be obtained by enhancing the connection with the surrounding streets, activating the street facing the complex commercial complexes, and communicating with the local community. Second, creating multiple central spaces within a complex commercial complexes allows people to create more diverse activities in the central space. Finally, it is necessary to make possible and situational changes at the intersection of the streets in a complex commercial complexes, which keeps people moving and staying in that.

        아파트 거주자의 녹화 개선 방안에 대한 의식분석

        This paper aimed to identify the awareness of residents on the green area, the important element in residential environment in apartment complex, and find out the approach to improve such awareness by extensively analyzing the satisfaction of residents in small apartment complexes, whose demand have been recently increasing, on green environment in their residential areas, suitability, and the approaches to activate the use of green spaces and to improve green spaces, as the basic research related to improvement of environment in apartment complexes and awareness on green in those complexes. In accordance with the analysis results, the residents were generally satisfied with the green environment. In particular, the satisfaction on the dimension and quantity of green spaces was high. For the suitability of green environment in apartment complex, the residents considered resting, games or sports as the suitable activities in green areas. According to the analysis results on the awareness of residents on the approaches to activate the green environment in the complexes based on the evaluation on the satisfaction on and suitability of green environment, the residents selected the administrative and financial support as the major approaches for activation of green spaces. For improving the green environment, the major desires of residents were related to the formation of green spaces which could increase the quantity of green spaces and diversify the configuration of green spaces including increase of trees, flowering plants and trees. This paper suggested the following approaches to improve the afforestation in apartment complexes on the basis of the analysis results. The green spaces in apartment complexes are important elements in local green environment as well as the joint property. Accordingly, it is required to introduce the financial and administrative support and the programs for increasing the participation of residents and improving their awareness in the apartment complexes. Since it is estimated that the residents will be more satisfied with the green spaces when the green spaces are more increased and diversified, it is necessary to increase the green spaces intensively around the entrances to the apartment complexes where the visual amount of green spaces can be increased and the major spaces where residents use more than other spaces. The green spaces, the common outdoor space, plays the critical roles in forming the community of residents. Thus, the major activity space in the apartment complexes needs to be designed to enable diverse age groups to use such space.
