지역아동센터의 아동권리존중이 아동의 권리의식에 미치는 영향 : 자아존중감의 매개효과

Objectives: The purpose of this study is to investigate the mediating effect of self-esteembetween respecting children’s rights in a community child center and children’s rightsconsciousness. Methods: The 2nd wave of the Community Child Center Panel (3rd stage) were used foranalysis. Structural equation modeling analysis was conducted using the children's experienceof being respected in the community child center, and children’s rights consciousness andself-esteem. A bootstrapping method was utilized to examine the mediating effects. Results: First, we found that respecting children’s rights in the community child center hada direct effect on self-esteem. Second, we showed that self-esteem had a positive effect onchildren's rights consciousness. Third, the respect for rights in local child centers directlyeffects children's rights consciousness, and at the same time, it is a partial mediating modelthat is influenced by mediating self-esteem. Conclusions: The results of this study imply that children’s rights education is importantto raise children's rights consciousness in community child centers, and it is important torespect children's rights in the process of actually using community child centers. In addition,the self-esteem of children who use community child centers is an important factor influencingthe children’s rights consciousness, and efforts to increase the self-esteem of children arenecessary 연구목적: 본 연구의 목적은 지역아동센터를 이용하는 아동이 센터에서 경험한 권리존중정도가 자아존중감을 통해 권리의식에 영향을 미치는지 검증하는 것이다. 방법: 지역아동센터 아동패널조사 3기 패널 2차년도 자료를 활용하여 2차 자료분석을 실시하였다. 아동의 권리존중경험과 자아존중감, 권리의식 간의 인과관계를 검증하기 위해구조방정식 분석과 부트스트래핑을 실시하였다. 결과: 첫째, 지역아동센터에서의 권리존중은 아동의 자아존중감을 높이는 데 직접적인영향을 미쳤다. 둘째, 아동의 자아존중감은 권리의식에 정적인 영향을 미쳤다. 셋째, 지역아동센터의 권리존중은 자아존중감을 통하여 권리의식을 높이는 것으로 나타났다. 결론: 지역아동센터에서 아동의 권리의식을 높이기 위해서 권리 교육도 중요하지만, 아동이 실제 지역아동센터 서비스 이용 과정에서 권리를 존중받는 것이 중요하다. 또한 지역아동센터를 이용하는 아동의 자아존중감은 권리의식에 영향을 미치는 중요한 요인으로 아동의 자아존중감을 높이기 위한 노력이 필요하다.

아동청소년과 부모의 지역아동센터 선택 기준

본 연구는 아동청소년이 지역아동센터를 선택할 때 중요하게 생각하는 기준이 무엇이며, 그것이 부모의 선택 기준과 어떻게 다른지 확인하는 것이 목적이다. 대구·경북 소재 지역아동센터에 최소 6개월 이상 다니고 있는 초등학교 학생 378 명과 그 부모 314명을 대상으로 조사하였다. 자료 분석방법은 백분율, 평균, 표준편차, 변량분석, t 검증이었으며, 사후검증으로 Scheffe 검증을 실시하였다. 아동청소년이 지역아동센터를 선택하는데 있어 가장 중요하게 생각하는 기준은 문화체험 프로그램이었으며, 그 다음 예체능 프로그램, 급·간식 질 순이었다. 아동청소년의 지역아동센터 선택기준의 하위 몇가지 항목들에서 학년, 가족유형, 부모의 교육수준과 맞벌이유형에 따라 차이가 있는 것으로 나타났다. 그리고 지역아동센터 선택 기준에 대한 아동청소년과 부모의 인식은 다른 것으로 나타났다. 아동청소년과 달리 부모는 급간식의 질을 가장 중요한 기준으로 생각하였으며 프로그램 중에서는 학습 프로그램을 가장 중요한 기준으로 생각하는 것으로 나타났다. 이 결과를 아동청소년의 선택권, 아동청소년권리 보장과 아동청소년중심의 운영을 위한 실천적 함의 중심으로 논의하였다. The object of this study is to analysis how children-youths' selection criteria is different from parents' selection criteria about community children's center. For this purpose, former dissertation and literatures related to community children's center were reviewed. Questionnaire methods were employed. The data were gathered though the questionnaires from 378 children-youths and their parents currently attending community children's center in Daegu and Kyuung Buk country area. The SPSS 18.0 program was used in analyzing the data. Major statistic methods to analyze the collective data were frequency, percentage, mean, standard deviation, cross-tabulation, analysis of variance, Scheffe. On the basis of the major findings of this study, two propositions were made. First, it is requited to be provide and develop the high-quality cultural experience program and arts-physical program to meet children-youths needs in community children's center. Second, the right of choice of children-youths would be considered as a basis for operating of community children's center, because children-youths' selection criteria is different from parents' selection criteria about community children's center. Third, community children's center have to be operate based by children-youths right and child-oriented philosophy.

지역아동센터 아동의 행복을 예측하는 개인, 가족, 학교, 지역아동센터 요인 탐색

The purpose of this study is to explore the factors affecting the happiness of children in community child center. This study focused on examining factors affecting the happiness of children in community child center. The factors were categorized into four levels: 1) personal level factors included self-esteem and academic achievement; 2) family level factors included parents’ monitoring and affectionate parenting; 3) school level factors included peer relationship and relationship between child and teacher; 4) and community child center level factors included relationship between child and center teacher and impact assessment of center service. The subjects of this study were 6th grade students. They have been using community child center for more than one year. To analyze data, we conducted hierarchical regression analysis using the data of 'the 2016 Community Child Center Panel Survey'. The major results were as follows: First, the happiness of children in community child center has significant correlations with the factors of personal, family, school, and community child center. Second, factors that affect the children's happiness of community child center were self-esteem, affectionate parenting, peer relationship, and impact assessment of center service. Self-esteem, which belongs to personal level factors, had the greatest impact on the happiness of children in the community child centers, and also significantly predicted happiness even after family, school, and community child center factors were injected. The results of this study suggest that in order to promote the happiness of children in the community child centers, we should consider increasing their self-esteem as well as the influence of the social environment in which they belong. 본 연구의 목적은 지역아동센터 아동의 행복을 예측하는 요인을 탐색하는 데 있다. 본 연구는 아동 의 행복을 예측하는 요인을 4개의 요인 즉, 개인, 가족, 학교, 지역아동센터에 초점을 맞추었다. 개인 요인으로 자아존중감과 학업성취를, 가족 요인으로 부모 감독과 부모 애정을, 학교 요인으로 또래관계 와 교사관계를, 지역아동센터 요인으로 센터교사관계와 센터이용영향평가를 선정하였다. 본 연구의 대 상은 지역아동센터를 1년 이상 이용하고 있는 초등학교 6학년 학생들이었다. 분석 자료는 한국청소년 정책연구원이 보건복지부와 지역아동센터 중앙지원단의 위탁을 받아 수집한 지역아동센터 아동패널 종단자료 중 2기 패널의 3차년도 자료이다. 주요 변인들의 기술통계 및 상관관계를 구하고, 위계적 회 귀분석을 실시하여 아동의 행복을 예측하는 요인을 탐색하였다. 연구 결과는 다음과 같았다. 첫째, 지 역아동센터 아동의 행복은 개인, 가족, 학교, 지역아동센터 요인과 모두 유의한 정적 상관을 보였다. 둘째, 지역아동센터 아동의 행복을 예측하는 요인은 자아존중감, 부모 애정, 또래관계, 센터이용영향평 가로 나타났다. 설명력의 크기는 개인 요인, 가족 요인, 학교 요인, 지역아동센터 요인 순이었다. 특히, 개인 요인에 속하는 자아존중감은 지역아동센터 아동의 행복에 대해 가장 큰 설명력을 나타냈고, 가 족, 학교, 지역아동센터 요인을 투입한 후에도 유의하게 아동의 행복을 예측하였다. 본 연구의 결과는 지역아동센터 아동의 행복 증진을 위한 구체적인 정책을 마련할 때 아동의 자아존중감을 높일 수 있는 방안과 아동이 속한 사회적 환경을 고려해야 함을 시사한다.

지역아동센터 서비스 이용이 저소득가구 아동의 자기보호와 학교적응에 미치는 영향

Objectives: The purpose of this study is to investigate the effects of using a community child center on the self-care and school adjustment of low-income children. Methods: Low-income children were classified into two groups according to the use of local children’s centers. The survey was conducted at 13 centers in a randomly sampled region among the community child centers in a metropolitan area. Data from the 5th year of the Korea Children and Youth Panel Survey (KCYPS) of first grade elementary school children was used. School adjustment was measured by elementary school students’ adjustment to school life. The collected data were analyzed by frequency, t-test, cross tabulation and regression analysis using SPSS 23.0. Results: First, there were a significant difference in self-care time according to the use of community child centers. Second, the use of community child center’s school adjustment was higher than that of non-users. Third, there was no mediating effect of the children’s self-care time on the influence of the use of community child centers on school adjustment. Fourth, in the analysis of controlling for demographic characteristics, it was found that the use of community child centers had a significant effect on school adjustment. Conclusions: The use of community child centers had a statistically significant relationship with the school adjustment of low-income children. This study suggests that these positive effects may have come from the various services of community child centers rather than the protection functions of community child centers. Based on the results of this study, we sought the effective utilization of community child centers to improve the school adjustment of low-income children. 연구목적: 본 연구는 지역아동센터 이용이 저소득가구 아동의 자기보호와 학교적응에 미치는 영향력을 살펴보고자 하였다. 방법: 저소득가구 아동을 지역아동센터 이용 여부에 따라 두 집단으로 구분하였다. 지역아동센터 이용집단으로 수도권에 소재한 지역아동센터 중 무작위로 표집된 13개 센터의 아동을 설문조사하였다. 지역아동센터 비이용집단으로 ‘한국아동․청소년패널조사(Korea Children and Youth Panel Survey[KCYPS])’ 초등학교 1학년 5차년도(2014) 데이터를 활용하였다. 수집된 자료는 SPSS 23.0 통계프로그램을 활용하여 빈도분석, t검증, 교차분석, 회귀분석을 실시하였다. 결과: 주요 연구결과는 다음과 같다. 첫째, 지역아동센터 이용여부에 따라 자기보호시간에 유의한 차이가 있었다. 둘째, 지역아동센터 이용집단은 비이용집단에 비해 학교적응 수준이 높게 나타났다. 셋째, 지역아동센터 이용이 학교적응에 미치는 영향력에서 아동의 자기보호시간의 매개효과는 없는 것으로 나타났다. 마지막으로, 인구사회학적 특성을 통제한 분석에서도 지역아동센터 이용은 학교적응에 유의미한 영향을 미치는 것으로 나타났다. 결론: 지역아동센터의 이용은 저소득가구 아동의 학교적응 수준과 정적 관계를 보이고 있다. 본 연구는 이러한 긍정적 효과가 지역아동센터의 보호기능을 통해서라기보다 지역아동센터의 다양한 서비스에서 비롯되었을 가능성을 제시하였다. 본 연구결과를 바탕으로 저소득가구 아동의 학교적응을 향상시키기 위한 지역아동센터의 효과적인 활용 방안을 모색하였다.

아동의 우울이 공격성과 자아탄력성에 미치는 영향에서 지역아동센터 서비스 만족의 조절효과

본 연구는 경제적으로 취약한 상태에 놓여 있는 지역아동센터 이용 아동의 우울과 공격성 의 영향관계에서 아동이 지각하는 지역아동센터 서비스 만족이 조절효과를 가지는지, 그리고 우울과 자아탄력성의 영향관계에서 아동이 지각하는 지역아동센터 서비스 만족이 조절효과를 가지는지를 밝힘으로써 지역아동센터서비스의 효과성을 확인하고자 하였다. 분석 대상은 한국 청소년정책연구원(National Youth Policy Institute: NYPI)의 지역아동센터 패널조사 2014년도 1차 조사 데이터를 사용하여 2014년 현재 1년 이상 지역아동센터를 이용하고 있는 초등학교 4학 년생 606명이다. 분석결과 지역아동센터 이용 아동이 우울할수록 공격성이 높고 자아탄력성은 낮게 나타났다. 지역아동센터 서비스에 덜 만족할수록 공격성이 높게 나타났으며, 만족스러울 수록 자아탄력성은 높게 나타났다. 아동의 우울이 공격성에 미치는 영향에서 지역아동센터 서 비스의 조절효과를 확인해 본 결과, 우울과 지역아동센터서비스만족이 상호작용하였을 때 공 격성을 낮추는 것으로 나타났다. 다시 말해 지역아동센터의 만족스러운 서비스는 아동의 우울 을 조절하여 공격성을 완충하였다. 아동의 우울이 자아탄력성에 미치는 영향에서 지역아동센 터 서비스의 조절효과를 확인해 본 결과, 우울과 지역아동센터 서비스 만족이 상호작용하였을 때 자아탄력성을 높이는 것으로 나타났다. 이러한 연구결과를 바탕으로 지역아동센터운영의 효과성을 높이기 위한 실천적 함의를 제시하였다. The purpose of this study was to reveal if the community child center’s service satisfaction perceived by children had the moderating effect in the effect relationship of the depression and aggression of children using the community child center in the economically poor condition, and to reveal if the community child center’s service satisfaction perceived by children had the moderating effect in the effect relationship of the depression and ego resilience in order to confirm the efficacy of the community child center service. 606 4th-grade students in elementary school who were using the community child center for over a year until 2014 were analyzed by means of the 1st survey data of 2014 community child center panel survey of National Youth Policy Institute(NYPI). As a result of confirming the moderating effect of the community child center’s service in the effect of children’s depression on the aggression, it was revealed the aggression decreased when the depression interacted with the community child center service satisfaction. In other words, the satisfactory service of the community child center relieved the aggression by moderating the children’s depression. As a result of confirming the moderating effect of the community child center’s service in the effect of the children’s depression on the ego resilience, it was shown the ego resilience heightened when the depression interacted with the community child center service satisfaction. The practical implication for raising the efficacy of the community child center operation was suggested based on this study result.

지역아동센터 아동의 학교적응과 부모자녀활동이 행복감에 미치는 영향: 센터이용도움의 매개효과

The purpose of this study is to examine the factors affecting the happiness of the child and the mediating effect of the help of Community Child Center by the school adaptation and parents-child activity of the children using the Community Child Center. To this end, we conducted linear regression analysis and hierarchical analysis using the data of ‘the 2016 Community Child Center Children’s Panel Survey’ to examine the impact of school adaptation and parent-child activities on children's happiness in 662 sixth grade of elementary school children using Community Child Centers. According to the results of the study, First, school adaptation and parents-child activities had a significant effect on the child's happiness (+). The higher the school adaptation and the positive parent’s activity, the higher the happiness of the child, and the most influential variable affecting the happiness of child was school adaptation. Second, the relationship between school adaptation, parent child activity and child's happiness, help of Community Child Center played a mediating role. Based on the above research results, it is necessary to strengthen the linkage with the school and the parent system and to introduce a support system that can strengthen the roles and functions of the Community Child Center in order to increase the happiness of the children using the Community Child Center. 본 연구의 목적은 지역아동센터 이용아동의 학교적응과 부모자녀활동이 아동의 행복감에 영향을 미치는 요인을 알아보고 센터이용도움의 매개효과를 검증하는 것이다. 이를 위해 ‘2016 지역아동센터아동패널’에 참여한 응답자 중 초등학교 6학년 662명의 자료를 이용하여 위계적 회귀분석을 실시하였다. 본 연구결과는 다음과 같다. 첫째, 학교적응, 부모자녀 활동이 아동의 행복감에 정적(+)으로 유의한 영향을 미치는 것으로 나타났다. 학교적응이 높고 부모자녀 활동이 긍정적일수록 아동의 행복감은 높아졌으며 아동의 행복감에 영향을 가장 많이 미치는 변수는 학교적응으로 나타났다. 둘째, 학교적응, 부모자녀활동과 아동의 행복감 두 변수와의 관계에서 센터이용도움은 매개역할을 하는 것으로 나타났다. 위의 연구결과를 근거로 볼 때, 지역아동센터를 이용하는 아동의 행복감을 높이기 위해서는 학교 및 부모체계와의 연계 강화 및 지역아동센터의 역할과 기능을 강화할 수 있는 지원시스템의 도입이 필요할 것이다.

지역아동복지센터 모형 개발 및 발전방안

이 연구에서는 지역아동복지센터 모형을 개발하고 그 발전방 안을 모색함으로써, 아동복지전달체계 내에서의 지역사회 아동복 지 통합관리시스템을 구축하는 방향을 제시하고자 하였다. 지역 아동복지센터 모형 개발에서는 아동복지서비스 기능들을 복합적 으로 반영할 수 있는 모형을 구축하고자 하였으며, 지역아동복지 센터 모형의 명칭을 ‘아동복지관(Child Welfare Center)'로 제 안하였다. 지역아동복지센터의 모형에서는 사업목적, 사업대상, 사업지역, 사업흐름도를 제시하고, 서비스 유형으로 기본서비스, 필수서비스 및 선택서비스를 제시하였다. 아울러 지역아동복지센 터 종사자의 인력배치 기준, 자격기준, 인건비 지급 기준을 제시 하고, 지역아동복지센터의 예산, 이용절차, 표준 프로그램 구성(안)을 제시하였다. 이 연구의 결론인 지역아동복지센터 발전방 안으로 아동양육시설과 지역아동복지센터가 함께 설치․운영되고 있는 아동복지시설들을 통합하여 ‘아동복지종합시설’로 발전 하는 방안을 제안하였다. 아울러 지역아동복지센터의 추가 설 치, 지역사회의 청소년에 대한 개입 강화, 가족에 대한 개입 강 화, 지역가정위탁지원센터로서의 역할 등을 제안하였다. The purpose of this study was to develop a model for community child welfare center and to suggest development plan for community child welfare center. In the development of community child welfare center model, we tried to build a model that can reflect the functions of child welfare services and suggested the model of community child welfare center as 'Child Welfare Center'. In the model of community child welfare center, service purpose, service object, service area and service flow chart were presented, and basic service, essential service and optional service were presented as service type. In addition, the staffing standard, qualification standard, and labor payment standard of the community child welfare center were presented, and the budget, the use procedure, and the standard program composition (plan) of the community child welfare center were suggested. As a conclusion of this study, it was proposed to develop 'Child Welfare Comprehensive Facility' by integrating a child welfare facility which is installed and operated together with child care facility and community child welfare center. In addition, it was suggested that the establishment of additional child welfare centers in the community, strengthening intervention for the youth in the community, strengthening family involvement, and acting as a regional family foster care support center.

지역아동센터 이용아동의 경험에 관한 연구

The purpose of this study mainly was to understand the experience of Children using Community Child Center and examine various interventions to increase the welfare state of children. For this purpose, the subjects were 10 children who were from 4th to 7th grade selected in two Community Children Centers. The data were obtained by in-depth interview and analyzed by a Colaizzi's content analysis in phenomenological approach. The major findings of this study were divided into 20 themes and 10 categories; ‘feeling strange', ‘extension of knowledge', ‘unfairness', ‘violence', ‘discouragement', ‘growth', ‘delinquency', ‘welfare dependence', 'continuous participation,' and 'new desire'. This study is limited to generalize about all children using Community Children Center because the data were obtained by two Community Children Centers. But this study means to find the experience of Children using Community Children Center which can't reveal quantitative researches 본 연구는 현상학적 방법을 활용하여 지역아동센터를 이용하고 있는 아동들의 경험의 의미를 이해하고 이를 통하여 아동의 복지향상을 위한 다양한 개입방법을 모색하고자 하는 것이었다. 연구대상자는 초등학교 4학년부터 중학교 1학년 아동 10명으로 심층면접을 하였으며 Colaizzi의 방법을 활용하여 분석하였다. 분석결과 지역아동센터를 이용하고 있는 아동의 경험은 20개 주제로 유목화 되고 10개로 범주화되었다. 10가지 범주로는 ‘데면데면’, ‘견문을 넓힘’, ‘부당함’, ‘폭력’, ‘좌절’, ‘성장’, ‘비행화’, ‘복지의존’, ‘지속적인 참여’ 및 ‘새로운 욕구’로 나타났다. 즉 지역아동센터 이용아동들은 처음엔 어색함을 느끼나 견문을 넓히며 성장한다. 또한 지역아동센터의 활동에 지속적인 참여를 하며 폭력과 좌절을 경험하고 비행화와 복지의존성향을 보이는 것으로 드러났다. 본 연구는 두 곳의 지역아동센터 아동을 표집하여 인터뷰 하였기에 모든 지역아동센터 아동에게 적용하기에는 무리가 있으나 지역아동센터 이용아동들의 경험을 이해하고 기존 양적연구가 밝힐 수 없었던 측면을 제시한 것에는 의의가 있다.

지역아동센터 이용 아동의 스마트폰 중독, 부모 양육 행동이 이용만족도에 미치는 영향 -교사 지지를 조절변수로 -

본 연구는 지역아동센터 이용 아동의 이용만족도에 스마트폰 중독, 부모 양육 행동이 미치는 영향력을 알아보고 교사의 지지가 조절 효과를 갖는지 살펴보기 위하여 지역아동센터를 이용하는 초등학생과 중학생 215명을 대상으로 설문조사를 시행한 결과를 통계프로그램 SPSSStatistics23.0version을 이용하여 분석하였다. 본 연구의 결과 첫째, 스마트폰 중독의 하위변수 중 가상세계 지향성이 높을수록, 부모 양육 행동 중 감독수준이 높을수록, 학대수준이 낮을수록, 교사지지가 높을수록 지역아동센터 이용만족도가 높은 것으로 나타났다. 둘째, 스마트폰 중독의 금단현상은 교사 지지와 상호작용하여 지역아동센터 이용만족도를 높이고 내성과 가상세계 지향성은 교사 지지와 상호작용하여 지역아동센터 이용만족도를 낮추는 것으로 나타났다. 본 연구결과는 지역아동센터 이용 아동의 이용만족도를 높이는 요인들을 제시하였고 나타난 요인들을 활용하여 이용만족도를 높이기 위한 실천적 제언을 하였다. The purpose of this study was to investigate the impact on the user experience of the community children``s center. The data was collected based on surveys from elementary and middle school students in community children``s centers. The results of this study; First, higher teacher support appeared to be community children``s center use high satisfaction. Second, smartphone addiction to community children``s center satisfaction is a moderating effect on the impact of center teacher support was statistically significant. Smartphone addiction withdrawal symptoms interact teachers support and raised the community children``s center satisfaction. Tolerance and virtual worlds orientation was interact with teachers support, reduce the community children``s center satisfaction. The results of this study were presented to the user experience of children using community children``s center utilization factors were practical suggestions for enhancing the user experience.

본 연구는 "지역아동센터는 어떻게 운영되고 있는가?"라는 연구문제를 바탕으로 지역아동센터의 운영현실에 대해 보다 구체적이고 실체적인 이해를 얻고자 진행되었다. 이를 위해 전국 지역아동센터의 시설장 9명을 대상으로 비구조화된 심층면접을 실시하였으며, 지역아동센터의 운영경험들이 말해주는 함의를 찾고자, 끊임없이 생각하고 반추하는 내용분석방법을 적용하였다. 연구결과, 지역아동센터가 운영되고 있는 모습은 "지역을 향한 소박한 첫걸음 내딛기", "기댈 곳 없는 아동과 가족을 깊이 알아감", "지역 안에 뿌리내려가기", "가정과 아동의 힘기르기", "운영의 현실적 어려움과 맞닥뜨림", "운영경험을 통해 인식한 센터의 발전과제" 등 총 6개의 범주로서 분석되었다. 지역아동센터의 시설장들은 센터를 시작할 때 기댈 곳 없는 빈곤아동에 대한 사랑과 관심으로서 작고 소박하게 출발하였으며, 설립과 운영의 전 과정에서 아동중심 및 지역기반 서비스를 실천하기 위해 노력하였다. 더 나아가 척박한 운영 현실 속에서도 지역밀착형 공공전달체계로서 뿌리내리기 위해 고군분투해왔다. 이러한 연구결과들을 통해 제언할 수 있는 것으로서 먼저 정부지원이 현실화되어야 한다는 점이다. 두 번째, 지역아동센터를 위한 교육·연계·업무조정·협의·대변 등 다양하고 통합적인 기능을 할 수 있는 허브기관이 마련될 필요가 있다. 또한 지역밀착형 아동복지시설로서의 역할을 다할 수 있도록 해야 한다. 마지막으로 지역아동센터의 서비스 질을 보장하는 서비스 표준화와 지역적 욕구에 따른 서비스 특성화가 필요하며, 그 두 가지 측면에서의 균형점을 찾는 작업이 요구된다. The purpose of this study was to obtain specific understanding about how community child center is practically managed. Our main research question is as follows: "How does the community child center work?" Nine directors who have worked in community child centers participated in this research. We conducted unstructured in-depth interviews to collect the data, and used content analysis, which is a qualitative research methodology to analyze the data. Analytic results show that there are 6 categories that describe the operation of the community child centers. The categories include: "Starting with a cautious approach", "Understanding humble families with no one to rely on", "Rooting within the community", "Empowering parents and children", "Operating under the barren circumstances", "Building center`s innovative capabilities". Moreover, we found out that community child centers took on important roles as child-centered public welfare systems. In conclusion, several implications have emerged from our research. First, there are needs for a realistic government subsidy that allows provision of adequate services to children and parents in desperate need. Second, the government should consider establishing a "Hub-institute" that can provide various integrative functions including education, consultation, and advocacy to community child centers. Lastly, standardization of services and specialization of services based on community needs is necessary in order to secure service quality. Especially, balanced perspectives between standardization and specialization is crucial.
