정보통신기술(ICT) 환경 변화에 따른 적정기술 관련 논의 변화와 사례 유형화 연구

In response to the recent rapid change in the technological environment, the development and use of appropriate technologies combined with information and communication technology (ICT) is increasing. The purpose of this study was to better understand the technical and social implications of appropriate technology using ICT by investigating how appropriate technology-related discussions evolved in response to changes in the technological environment, as well as the types and characteristics of appropriate technology cases combined with ICT. This study analyzed changes in discussions about appropriate technology by collecting news reports related to appropriate technology since 1990 and analyzing keywords and core topics in news reports using topic modeling and semantic network analysis methods. The following are the analysis’s key findings. For starters, as a result of news big data analysis, news reports about appropriate technology began to appear in earnest after 2010, coinciding with the advancement of information and communication technology. Key words that frequently appeared in media reports were associated with new words that differed from existing appropriate technologies, such as start-up, innovation, market, future, and convergence. As a result of the topic modeling analysis, six major groups of topics were discovered: “Future Participation,” “Eco-friendly Citizen Participation,” “ICT Marketcentered Approach,” “People-Centered Design,” “Private Social Contribution,” and “National Support Policy,” and issues of private, civic participation, market-centered approach, and product design emerged. According to the analysis, the use and approach to appropriate technology have shifted in response to changes in the technological environment, and the connection between ICT technology and appropriate technology is strengthening. Second, the implications of analyzing the case types and characteristics of appropriate technologies combined with ICT were examined. According to the findings, appropriate ICT-based technologies can be divided into four categories: technology competency reinforcement, social integration, underprivileged support, and happiness promotion. Small personalized technologies, with a high cost structure and high usability, characterize the four types of appropriate technologies. A marketoriented approach is associated with the high-cost structure, and small-scale and personalized characteristics appear to be derived from ICT technology attributes. Taken as a whole, as the value and importance of information resources rise, so will the use of ICT-based appropriate technologies to strengthen the digital capabilities of the information underprivileged, address the imbalance in access and consumption of information resources, and provide even more universal welfare through digital technology.

A Theoretical Survey and Policy Implications on the Choice of Appropriate Technology

최근 첨단기술 일변도 사회발전의 부작용이 인식되면서 적정기술(appropriate technology)에 대한 관심이 커지고 있다. 본 연구의 목적은 적정기술선택에 대한 기존의 경제이론을 보다 심도 있게 비교·분석하여 정책적 시사점을 찾아보는 것이다. 이를 위해 경제학의 관점에서 기술의 적정성 개념을 정립하고 신고전파이론, Stewart이론, 그리고 양 이론의 절충이론으로 나누어 소개하고 비교한다. 또한 적정기술선택을 어렵게 하는 장애요인들을 찾아보고, 현 상황에서 우리나라에 대한 정책적 시사점을 제시한다. 연구결과, 기술선택의 범위가 매우 넓고 요소가격에 의해서만 적정기술이 선택된다는 신고전파 모델보다는 선택메커니즘을 가지고 설명하는 Stewart이론 혹은 절충이론이 보다 더 현실설명력이 있는 것으로 판단되었다. 또한 적정기술선택이 제대로 이루어지기 위해서는 기술특성, 기술수요, 그리고 기술공급 측면에서의 장애요인들이 해결되어야 한다. 현재 우리나라에서 시도되고 있는 적정기술의 개발 및 확산 노력은 ‘선진국의 개발도상국에 대한 원조’의 차원에서 진행되고 있다. 하지만 적정기술은 상대적인 개념이므로 한국경제에 맞는 적정기술의 선택도 중요한 문제가 될 수 있다. 또한 적정기술의 개발 및 활용을 위해서는 요소가격 중심의 단순한 신고전파 관점을 뛰어넘는 ‘적정기술혁신시스템’의 구축 및 발전이 필요하다. 본 논문은 적정기술선택에 관한 경제이론을 국내에서 처음으로 분석한 기초적 연구로서 다양한 분야에 대한 과제들을 제기하고 있다. 하지만 경제 이론적 측면에만 국한되어 있기 때문에 실무적 혹은 사례연구를 통해서 보완되어야 한다. Recently, as the negative effects of high-tech oriented social development are recognized, the interest in appropriate technology is increasing. The purpose of this study is to compare and analyze the existing economic theories of appropriate technology choice to find policy implications for Korea. The appropriateness of technology in terms of economics is established, and it is introduced and compared by dividing it into Neo-classical theory, Stewart’s model, and integrated view. We also look for the obstacles that make it difficult to select the appropriate technology. Stewart’s model or integrated view explaining the selection mechanism is more realistic and explainable than the Neo-classical theory focussing on only the factor prices. In order to ensure the appropriate technology selection, the obstacles in technology characteristics, technology demand, and technology supply should be solved. Currently, efforts to develop and spread appropriate technologies in Korea are being carried out in terms of developed countries’ aid to developing countries. However, the choice of appropriate technology for the Korean economy itself can be an important issue. Especially it is necessary to build and develop the ‘innovation system for appropriate technology’ in Korea. This paper is the first study to analyze the economic theory on the choice of appropriate technology in Korea. Since the study is confined to theoretical aspect, it should be complemented through practical or case studies.

적정기술 교육프로그램 개발 연구

본 글은 소규모이고 비용이 저렴하며 친환경적이고 인간의 얼굴을 하고 있는 적정기술에 대하여 교육을 실시하기 위한 프로그램 개발을 목적으로 하고 있다. 이를 위하여 본 연구에서는 중고등학교 학생들을 대상으로 적정기술 체험 및평가활동을 개발하여 기술평가카드를 가지고 각각의 선정된 적정기술의 특성을 이해하고 평가하도록 하였다. 그 결과 참가한 학생들이 적정기술의 과학적 이론, 공학적 지식, 사용방법 등에 많은 관심을 가지고 있는 것을 확인할 수 있었 다. 또한 적정기술평가카드를 활용한 적정기술 제품들을 평가한 결과 전반적으로 필요성, 편리성, 그리고 친환경성 측면이 우수한 반면 수리용이성 측면에서 개선이 필요하다는 결과를 얻을 수 있었으며 이로부터 본 활동이 적정기술에 대한 이해와 평가에도 유용하다는 결론을 얻을 수 있었다. 그러나, 금번 적정기술 체험 및 평가활동은 향후 더욱 다양한 적정기술 제품을 소개하고 교육효과와 관련하여 활동 후 심층 설문을 실시해야 할 필요가 있다. 마지막으로 금번 적정기술 교육프로그램은 적정기술의 이론적 측면과 해외사례에 편중된 측면이 있으므로 향후에는 적정기술에 대한 개념적 지식과 실제 응용 및 실습을 균형 있게 진행되는 것이 필요하다고 하겠다. This paper aims to develop an education programme for appropriate technology which is a small scale, affordable, environmentally friendly, and human-faced one. To this end, an activity for experience and evaluation of appropriate technology has been developed together with a technology evaluation card and then applied in an education programme for appropriate technology with middle and high school students, in order to ensure that the activity can sufficiently help them understand and evaluate the characteristics of each appropriate technology. Consequently, it has been noted that participating students have strong interest in scientific theory, engineering knowledge, and usage of appropriate technologies. In addition, it was further notable that the application of the technology evaluation card concluded that the selected appropriate technologies satisfied the requirements of necessity, convenience, and environmental friendliness, but needed to be improved in terms of local repair such that the activity would be useful in assisting students to understand and evaluate appropriate technologies. The activity, however, needs to be further improved by including more various appropriate technologies and implementing follow-up in-depth surveys on its effects. Finally, it has been noted that existing education programmes on appropriate technology is likely to be biased towards theoretical aspects and overseas examples of appropriate technologies. It has been thus recommended based on the case study that a future education programme on appropriate technology should keep in balance between delivery of conceptual knowledge on appropriate technologies, and their actual application and practices.

2015 개정 교육과정의 중학교 기술·가정 적정기술 수업과정안 개발

The purpose of this study is to develop an instructional plan for 'appropriate technology' education, which is newly introduced in the 2015 Revised Technology and Home Economics curriculum. In order to achieve the purpose of the study, the research was carried out through the stages of preparation, development and improvement. In the preparation stage, teaching design was setup by analyzing the 2015 revised curriculum, and the criteria of the appropriate technology were sorted and categorized by appropriate technological literature. In the development stage, first, evaluation items were created according to the criterion of recategorized appropriate technology, and finally evaluation sheet was developed through expert verification. Secondly, to select the topic of the experiment on optimal technology problem solving activity, the scope of the appropriate technology subject was limited to Korea, and it was searched from the problem situation which is easily encountered in everyday life. As a result, it was selected as the theme of air purifier. The researchers evaluated it as the evaluation sheet and concluded that it is suitable as an appropriate technology. Finally, an instructional plan including the problem solving activity was developed. In the improvement stage, the instructional plan was revised by the evaluation by experts and students. The validity of the developed instructional plan was found to be highly valid. The implications of this study for the development of the appropriate technology teaching program are as follows. First, the subject of the problem solving activity task included in the appropriate technology class course should consider the criteria that appropriate technology should have. Second, when designing the appropriate technology classes, students should perform the process of examining and evaluating data on the actual technology products in the appropriate technology classes. Third, it is necessary to introduce not only technologies for third world people but also technologies for marginalized neighbors of advanced countries including Korea. 이 연구의 목적은 2015 개정 기술·가정과 교육과정에 새로 도입된 내용요소인 ‘적정기술’교육을 위해 수업과정안을 개발하는 것이며, 준비, 개발, 개선의 단계를 거쳐 연구를 진행하였다. 준비 단계에서 2015 개정 교육과정을 분석하여 수업 설계의 방향을 설정하였으며, 적정기술 문헌을 통해 적정기술의 준거를 정리하고 재범주화 하였다. 개발 단계에서는 첫째, 재범주화한 적정기술의 준거에 따른 평가 문항을 만들고 전문가 검증을 통해 최종 평가지를 개발하였다. 둘째, 일상생활에서 쉽게 접하는 문제 상황 중에서 적정기술 문제해결 체험활동 주제를 탐색하기 위해 적정기술 대상의 범위를 우리나라로 한정하였으며, 그 결과 공기청정기 만들기가 주제로 선정되었다. 앞서 개발한 적정기술 평가지로 이 주제를 평가하여 적정기술로서의 적합성을 갖도록 조정하였으며, 최종적으로 적정기술 문제해결 체험활동과제를 개발하였다. 마지막으로 적정기술 문제해결 체험활동과제를 포함한 전체 수업과정안을 개발하였다. 개선 단계에서는 8명의 기술교육 및 적정기술 관련 전문가에 의한 타당도 검사와 서울시 J 중학교 3학년 100여 명의 학생에 의한 예비평가를 거쳤고, 이 결과를 토대로 수업과정안이 수정·보완되어 총 12차시로 개편되었다. 이 과정 중 전문가 타당도 검사에서 질문 문항 평균 4.80, 학생 예비평가에서 질문 문항 평균 4.46의 결과를 얻어서 전반적으로 타당도가 높게 나타났다. 이 연구의 결과가 주는 시사점은 다음과 같다. 첫째, 적정기술의 요소가 갖추어진 문제해결 체험활동과제를 만들고 수업에 적용하기 위해서는, 적정기술이 갖추어야 할 준거를 바탕으로 하는 것이 바람직하다. 둘째, 적정기술 수업을 설계할 때 학생들이 적정기술 수업에서 실제 적정기술 제품들에 대한 자료를 조사해보고 평가지로 평가해보는 과정을 포함한다면, 적정기술의 필요성과 적정기술에 대한 이해도를 높일 수 있을 것이다. 셋째, 적정기술이 적용될 수 있는 범위를 제 3세계뿐만 아니라 우리나라를 비롯한 선진국의 소외된 이웃들로 확대하여 소개하고 우리 주변에서 필요로 하는 적정기술을 찾아보게 하면, 우리 사회의 약자를 위할 수 있으며 주변에서 쉽게 접할 수 있는 문제상황이 되므로 학생들의 흥미를 높이고 결과물의 활용도도 높일 수 있을 것이다.

적정기술을 활용한 디자인제품 사례 연구

현대의 기술 발전은 세계적 경제성장과 풍요를 가져왔지만 대부분 고소득층을 위한 첨단기술 개발에만 집중되어왔다. 그러나 지구의 다른 한 편에는 아직도 물과 전기의 공급도 받지 못한 채 외부로부터 도움의 손길을 기다리는 개발도상국과 저개발국가의 빈민층도 많은 상황이며, 이를 해결하기 위한 방법 하나가적정기술을 활용한 디자인제품들이다. 그러므로 개발도상국이 처한 현실을 철저히 반영한 기술인 적정기 술을 활용한 디자인제품의 개발을 활성화한다면 이는 단순 경제 원조를 넘어 과학기술을 통해 지역사회를 개발하고 개발도상국의 내적 역량을 강화시켜 자립 할 수 있는 토대를 마련해 줄 수 있을 것이라 사료된다. 따라서 본 연구는 인간의 삶의 질을 궁극적으로 향상시킬 수 있는 적정기술에 대한 이론적 배경을 바탕으로 적정기술을 활용한 디자인제품 사례를 분석함으로서 향후 적정기술을 활용한 디자인제품 개발에 필요한 기초자료를 제공하고자함을 목적으로 하였다. 연구범위 및 방법으로 적정기술의 이론적 배경과 기술을 활용한 사례들은 참고문헌 조사를 통한 고찰을 하였다. 그리고 적정기술을 활용한 디자인 제품 사례는 크게 다섯 분야로 범위를 선정하여 적정기술연구소, OECD 개발원조위원회, 한국국제협력단 등 여러 기관들에서 발표한 자료 분석과, 인터넷을 이용한 국내외 정보 D/B 및 네트워크 검색, 논문과 단행본을 포함한 도서·출판물 등을 중심으로 고찰 연구 분석하였고, 그 결과 적정기술을 활용한 디자인 제품사례에 대해 다음과 같은 결론을 도출시켰다. 첫째, 건축용 디자인제품은 주로 친환경 이미지를 연상시키는 파란색, 녹색을 사용하였고, 지역에서 생산이 가능한 금속, 목재의 건축자제와 기술 그리고 현지인들이 쉽게 제작·사용할 수 있도록 설계하였음을 알 수 있었다. 둘째, 수자원용 디자인제품은 주로 맑은 물을 연상시키는 파란색, 녹색을 사용하고, 대나무, 금속, 플라스틱 소재를 사용하여 전기나 연료 없이 가동가능하고 사용하기 쉽게 설계되어 사람들에게 농업용수와 식수를 제공할 수 있었다. 셋째, 위생용 디자인제품은 청결을 연상시키는 흰색, 녹색을 주로 사용하였고, 각종 세균, 모기 등으로부터 인체감염을 예방하는 소재나 쉽게 분해되는 소재를 사용하여 환경의 오염을 줄여주었다. 건강용 디자인제품의 경우 저렴한 가격으로 공급하기 위해 현지에서 쉽게 구할 수 있는 재료와 태양에너지를 이용하였다. 넷째, 에너지용 디자인제품은 주로 태양에너지를 연상시키는 주황색, 붉은색, 은색을 사용하였고, 나무연료 대신에 태양열에너지, LED 또는 휴대폰 배터리 등 지속 가능한 에너지를 이용하였음을 알 수 있었다. 마지막으로 교육용 디자인제품은 주로 노란색, 녹색, 무채색을 사용하였고, 쉽게 구할 수 있는 재료의 사용으로 적당한 가격을 제시하였으며 편리한 사용자 인터페이스를 가지고 있어 평등한 정보 접근과 더 나은 교육을 제공하였음을 알 수 있었다. 따라서 적정기술은 기술을 넘어 사람에 초점을 맞춘 따뜻한 기술이며, 개발도상국과 저개발국 주민의 삶의 질을 향상시킬 뿐 아니라 지속 가능한 발전을 위한 해결책임을 알 수 있었다. 또한 선진국, 개발도상국 그리고 국내에서도 적정기술에 관한 관심과 활동이 활발히 진행되고 있는 현황을 알 수 있었다. 그리고 적정기술을 통한 디자인제품은 개발도상국이나 저개발 국가 빈곤층을 위한 것 뿐 아니라 선진국에서도 판매되거나 사용하고 있는 사례들이 연구되어 불평등 문제를 해결하거나 유용한 방향을 제시해 줄 수 있다고 생각되었다. 그러므로 적정기술을 활용한 디자인제품 사례연구는 산업계와 학계에서 소외된 어려운 사람들에게 도움을 줄 수 있고 더 나아가 모든 인류를 위한 제품디 자인개발에 도움을 줄 수 있을 것이라 사료된다. Though the development of modern technology has brought global economic growth and richness, it has mainly focused on development of hightechnology for high-income bracket. However, there still exist many poor people living without fresh water and electricity in the developing and undeveloped countries. They are just waiting for helping hands from outside. One solution to this issue is design product utilizing appropriate technology. If they utilize the development of design products using appropriate technology it is believed that, beyond simple economic aid, it will provide foundations to developing countries on which they stand alone by reinforcing their internal capacity and developing local communities through science technology. Accordingly, as a research technology which can eventually improve the quality of human life, the purpose of this study is to provide basic data and information needed to develop design products in the future, utilizing appropriate technology by analyzing cases which uses appropriate technology based on theoretical background of appropriate technology. As a scope and method of the study, I conducted research into the cases which utilized theoretical back ground and technology of appropriate technology through literature review. I selected the cases utilizing design products from 5 major categories and studied them by analyzing data and reports from institutions such as KOICA, OECD Development Assistance Committee and appropriate technology research centers, researching database through internet and reviewing published materials including thesis and books. Case study of design products utilizing appropriate technology arrived at the following conclusion. First, the design products for construction are using green and blue colors which give us eco-friendly images and, are made of metal and wooden material which can be produced locally and designed to be easily made by local people. Second, the design products for water resources are using green and blue colors which remind us of clean water and, are made of bamboo, metal and plastic material which can be operated without fuel or power supply and designed to be used so easily that they might provide fresh water for drinking and agriculture. Third, the design products for hygiene are using white and green colors which remind us of cleanliness, are made of materials which can prevent human body from infection of virus and mosquitoes and be decomposed easily minimizing environment pollution. In case of the design products for health care, the material which can be easily found in the area and solar energy are used to provide the products with lower price. Forth, it is found that the design products for energy are using orange, red and silver colors which remind us of the solar energy and using sustainable energy such as solar energy, LED or mobile phone battery instead of wooden fuel. Lastly, the design products for education are using yellow, green and achromatic colors and, are made of easily found materials offering reasonable prices. And their user interfaces are so convenient that they may provide better education opportunities and equal accessibility to information. Accordingly, appropriate technology is warm-hearted technology focusing on human beyond technology itself, and the solution to improvements of the quality of human life in undeveloped and developing countries and to their sustainable development. And it is also found that the interests in appropriate technologies and related activities are increasing in both developed and developing countries and in Korea. And it is found that the design products utilizing appropriate technologies are not only the poor people in developing and underdeveloped but also sold and used in the developed countries. 적정기술의 디자인 가치제고를 위한 사례조사 연구

지구촌 인구 중 10억 명은 극빈층으로 가난과 굶주림으로 보편적 인권마저 상실되고 있는 실정이다. 이러한 빈곤문제를 해결하기 위해 많은 노력과 아이디어를 내고 있지만 개발도상국의 지역여건과 수요에 대한 심층적 고려가 부족한 상태에서 적정기술이 활용되어 그 효과는 미흡하였다. 본 연구는 적정기술 분야 중 인간의 삶에 가장 필요한 물과 위생에 관련된 적정기술 사례를 조사 분석하였다. 조사 분석을 통하여 적정기술의 활용가치를 높이고 지속 가능한 성장이 이루어질 수 있도록 다양한 관점에서 모색하고, 디자인에 활용할 수 있는 기초적 토대를 마련하였다. 연구 결과 적정기술의 활용이 기술 개발이나 하드웨어적 접근에 앞서 사회적, 문화적, 경제적인 소프트웨어적 접근이 필요하다. 그리고 기업적활동에 의한 비즈니스가 적극적으로 이루어져야 적정기술을 수용하고 확산 할 수 있으며, 지역적 배려가 높아질수록 지속가능성과 활용성이 증대되었다. 또한 적정기술의 실천영역을 개발도상국에만 적용하는 것이 아니라 선진국에서도 포함될 수 있도록 활용 영역을 확대시킬 필요가 있다. 본 논문은 적정기술 관련 연구에 기본적인 지침을 제공하는 기초토대가 될 수 있으며, 향후 적정기술의 다양한 분야의 가치를 높일 수 있는 디자인 활성화에 도움이 되리라 기대하는 바이다. 1 billion people among the total global population is the destitute poor which is deprived even of universal rights due to poverty and hunger. Although many ideas and efforts are being proposed to solve this poverty problem, since the appropriate technology is utilized in the situation where the in-depth consideration about regional condition and demand of developing countries is not ample enough, the effect is little. This study has investigated and analyzed the cases of appropriate technology regarding water and sanitation most necessary for human life among the appropriate technology fields. Through the investigation and analysis, the utilization value of the appropriate technology was enhanced, search was done in various aspects so that sustainable growth can be achieved and basic foundation to be utilized in the design was arranged. According to the study result, social, cultural and economical software approach is necessary for the utilization of appropriate technology before the technology development or hardware approach. Also, business about corporate activity should be actively performed to accommodate and spread the appropriate technology and as the regional consideration becomes higher, the sustainability and the utilization are magnified. Also, it is necessary to magnify the utilization scope so that the practice scope of the appropriate technology can be applied to the advance countries as well as to the developing countries. It is hoped that this paper will become a basic foundation to provide basic guidelines to the appropriate technology-related studies and be of help to the vitalization of the design which can enhance the values of various fields of appropriate technology.

적정기술을 적용한 지속가능한 디자인 사례 연구

(연구배경 및 목적) 기술의 발달은 급속한 경제성장과 풍요를 가져왔지만 90%의 소외계층은 여전히 보편적인 삶의 권리도 누리지 못하고 있다. 이러한 제3세계의 빈곤퇴치 및 지속가능한 발전을 위한 적정기술의 중요성이 대두되고 있다. 적정기술이 단순한 경제 원조를 넘어 지역사회를 개발하고 내적 역량을 강화시켜 공동체 자립의 토대가 되기 위해서는 지역 인프라를 통한 지속가능한 개발이 중요하다. 이에 본 연구는 적정기술의 지속가능한 디자인의 방향을 제시함으로써 향후 적정기술을 활용한 디자인 연구와 개발에 필요한 기초자료를 제공하고자 한다. (연구방법) 적정기술과 지속가능한 디자인에 관한 이론적 고찰은 문헌조사를 통해 살펴보고, 적정기술을 디자인에 적용하는데 있어서 고려해야 할 지속가능한 디자인 방향과 세부적인 요소를 제시하였다. 사례조사는 출판물과 국내·외 웹사이트 등을 토대로 자료를 수집하였고, 사례를 건축용, 수자원용, 건강·안전용, 에너지용의 네 가지 분야로 분류하여 사용자, 환경적, 경제적, 사회적 측면에서 지속가능성을 분석하여 다음과 같은 결론을 도출하였다. (결과) 적정기술을 적용한 지속가능한 디자인 방향을 사용자, 환경, 경제, 사회적 측면에서 각각`사용성`, `친환경성`, `경제성`, `지역성`을 제시하였다. 그리고 적정기술이 적용된 디자인 사례들을 건축, 수자원, 건강·안전, 에너지 분야로 나누어 각각의 지속가능성을 앞에서 제시한 네 가지 관점에서 분석하였고, 다음과 같은 결론을 도출하였다. 첫째, 건축용 디자인 사례는 지역에서 생산이 가능한 건축 자재를 사용하고, 지역의 인력과 기술을 활용할 수 있도록 현지에 적합한 기술을 개발하는 것이 중요하다. 둘째, 수자원용 디자인 사례에서는 플레이 펌프의 현지토착화 실패와 큐드럼의 시장진입 실패요인을 통해 지속가능한 적정기술의 개발에 있어 지역성을 반영하는 것이 매우 중요하다는 것을 보여주고 있다. 셋째, 건강·안전용 디자인 사례에서는 비록 지역의 자원과 기술로 자체 제작은 쉽지 않지만 반영구적 특성으로 인해 지속가능성을 확보하였다. 넷째, 태양열에너지로 충전이 가능한 디자인제품을 만들어 지속가능한 자연에너지를 사용했음을 알 수 있었다. (결론) 적정기술은 기술의 차원을 넘어 지역사회와 문화의 이해를 바탕으로 사용자에 초점을 맞춰 지속가능한 성장의 동력이 되어야 할 것이다. 그러기 위해서는 인간중심적 디자인 사고를 바탕으로 해당 지역에서 지속적인 생산과 소비가 가능하도록 지역 인프라를 활용하여 삶의 질을 궁극적으로 향상시킬 수 있도록 지속적으로 연구·개발해야 할 것이다. (Background and Purpose) Although advancement of technology has brought rapid economic growth and prosperity, 90 % of the underprivileged people are not allowed for even the universal right to life. The appropriate technology has taken on an added importance for poverty eradication and sustainable development in the Third World. It is important to promote sustainable development based on utilization of regional infrastructure in developing local communities and strengthening internal capabilities which can be underpinned by appropriate technology beyond simple economic aid, thereby laying groundwork for self-reliance of communities. Thus, this study presented direction for sustainable design of appropriate technology to provide basic data necessary for research and development of design applying the appropriate technology in the period ahead. (Method) This study examined the theoretical aspects of appropriate technology and sustainable design through literature study and presented direction and specific elements of sustainable design that would need to be considered in applying appropriate technology to design. For case study, data were collected on the basis of publications, domestic and overseas websites, etc., and classified concerned cases of sustainable design into 4 categories: architectural application, water resource application, health & safety application, and energy application. The sustainability was analyzed from the user, environmental, economic, and social aspects. From the analyses, the following conclusion was drawn: (Results) For the direction for sustainable design which applied appropriate technology, this study presented usability, eco-friendliness, economic efficiency, and locality from the user, environmental, economic, and social aspects. Moreover, the cases of design applying the appropriate technology were classified into the fields of architecture, water resource, health & safety, and energy, and then, the sustainability was analyzed from those 4 aspects. First, design cases for architectural application showed that it was important to develop technologies suitable for local situations so as to ensure the use of construction materials that can be produced locally and utilization of local manpower and technologies. Second, design cases for water resource application showed that it was very important to reflect the locality in developing sustainable appropriate technology through factors of failure in the localization of Play Pump and failure of Q Drum in making entry into the market. Third, design cases for health & safety application showed that sustainability was achieved based on semi-permanent characteristics although it would not be easy to manufacture independently with local resources and technologies. Fourth, design cases for energy application showed that sustainable natural energy was used such as solar photovoltaic energy. (Conclusions) Appropriate technology would need to be a driving force spurring sustainable growth with a focus on users based on understanding of communities and their cultures beyond technology. For that, constant research and development would be needed to ultimately improve the quality of life through utilization of local infrastructure so as to ensure continuous production and consumption by concerned regions on the basis of human-centered design thinking.

A Theoretical Survey and Policy Implications on the Choice of Appropriate Technology

Recently, as the negative effects of high-tech oriented social development are recognized, the interest in appropriate technology is increasing. The purpose of this study is to compare and analyze the existing economic theories of appropriate technology choice to find policy implications for Korea. The appropriateness of technology in terms of economics is established, and it is introduced and compared by dividing it into Neo-classical theory, Stewart’s model, and integrated view. We also look for the obstacles that make it difficult to select the appropriate technology. Stewart’s model or integrated view explaining the selection mechanism is more realistic and explainable than the Neo-classical theory focussing on only the factor prices. In order to ensure the appropriate technology selection, the obstacles in technology characteristics, technology demand, and technology supply should be solved. Currently, efforts to develop and spread appropriate technologies in Korea are being carried out in terms of developed countries’ aid to developing countries. However, the choice of appropriate technology for the Korean economy itself can be an important issue. Especially it is necessary to build and develop the ‘innovation system for appropriate technology’ in Korea. This paper is the first study to analyze the economic theory on the choice of appropriate technology in Korea. Since the study is confined to theoretical aspect, it should be complemented through practical or case studies.

Appropriate Technology in University Education: Why and How?

적정기술은 주로 저발전 국가에서 과학과 기술 분야의 훈련을 받지 않은 누구라도 자발적인 사회활동의 일환으로 사용할 수 있는 기술로서 고려되어 왔다. 이런 광범위한 견해는 특히 “과학기술 인구의 증가’라는 점에서 긍정적인 것이다. 그러나, 적정기술에 대한 “대중의 용이한 접근”은 “적정기술”을 대학 교육에서 주제 중의 하나로 고려할 경우 그것에 대한 장애물이 될 수 있다. 왜냐하면 대학 교육은 학술적인 발전을 심화시키고 차세대를 육성하는 것을 그 주된 목표로 삼고 있기 때문이다. 이러한 관점에서 이 글에서는 적정기술을 대학 교육의 학문적 주제로 통합해야만 하는 이유에 대해 검토하고자 한다. 특히 첨단 기술의 발전이 적정기술의 가장 효과적이고 실제적인 향상을 가져올 수 있다는 점을 논의한다. 또한 학제간 연구로서의 적정기술 교육의 특성과 적정기술을 대학에서 교육하는데 있어서 적합한 방법에 관해 논의한다. Recently, it has been widely considered that appropriate technology is just a part of social volunteered activities to anyone, including pre-college students and the general public, who are not properly trained in the field of science and technology, as long as their activities are benefit to underdeveloped countries. Such a widespread view is positive in many ways, especially, in terms of “population of science and technology”. However, “the public accessibility” to the appropriate technology could be a barrier when one considers whether “appropriate technology” can be one of themes in university education. Since university education is aiming to deepening academic development and nurturing next generation, we would like to discuss why the appropriate technology must be incorporated into academic themes in college education. In this paper, we would like to discuss that; the cutting-edge technological development can bring the most effective and practical improvement of appropriate technology. We also would like to discuss appropriate technology as an interdisciplinary study and an appropriate method in educating appropriate technology in university.

에너지정책관련 적정기술의 지속가능성 분석

Appropriate technology is recently receiving a great deal of attention for bringing back humanity to today's scientific technology. It is a resource saving and energy efficient distributed technology which uses the most appropriate resources for the relevant region. Thus it is also considered as an environmentally friendly and grassroots democratic initiative. This study is designed to show that appropriate technology is not only a welfare technology for the poor in underdeveloped countries but also a future oriented technology which enables our local communities to achieve sustainable transition. Understanding and implementing appropriate technology as an integrated concept of welfare promotion and sustainable innovation is a wise and the most cost-effective way for us to embark on the new paradigm of future society which is represented by "Third Industrial Revolution", "Natural Capitalism" and "Blue Economy". Therefore, the Korean government should change its perception of appropriate technology only as technology for helping poor people in underdeveloped countries and reorient its technology policy towards enhancing development of appropriate technology as a method to establish a decentralized society. 저개발국의 소외된 주민들을 위해 개발된 적정기술이 근래 과학기술의 인본주의적 속성을 회복시켜주는 계기로서 주목을 받고 있다. 이 논문은 적정기술이 소외된 지역주민의 복지를 위한 기술의 의미를 넘어 지속가능한 사회 변화를 향한 미래형 기술의 성격을 함께 지니고 있음을 밝히기 위해 지속가능성의 개별 요소, 적정기술 및 제품, 그리고 지속가능 이론들이 구체적으로 어떻게 상호 연관되어 있는지를 분석하기 위한 목적으로 작성되었다. 적정기술을 이처럼 복지와 지속가능한 혁신을 통합한 개념으로 이해하고 정책에 적극 활용한다면 그것이 바로 우리 사회가 3차 산업혁명, 자연자본주의, 블루이코노미 등으로 표현되는 미래사회 패러다임에 가장 적은 비용으로 들어설 수 있는 효과적인 정책방안이 될 것이다. 따라서 정부도 이제는 적정기술이 후진국을 원조하기 위한 단순한 기술이라는 인식에서 벗어나 지속가능한 분산형 사회로의 전환을 위한 해결책으로 적정기술을 발전시키고 육성하기 위한 정책 전환을 서둘러야한다.
