기후변화 및 개발을 고려한 국제사회의 재해위험경감 추진 전략 분석

재해의 발생원인 중 최근 가장 심각하게 인식되고 있는 것은 기후변화로서 집중호우의 증가, 가뭄의 증가, 태풍의 강도 증가 등 실재로 기후변화로 인한 재해의 가중이 발생하고 있는 상황이다. 재해위험경감을 위한 노력은 예전부터 각 국가별로 정도의 차이는 있으나 지속적으로 이루어져왔다. 그러나 21세기에 접어들면서 기후변화의 심각성이 이론뿐 아니라 현실로 나타나기 시작하면서 세계적으로 대형 재해가 급증하는 양상을 보이면서 각국의 우려는 더욱 증대되기 시작하였다. 특히 2004년 12월 발생한 남아시아 지진해일은 자연재해가 더 이상 국가 차원에서 다루어질 문제가 아니라 국가 간의 공조체제를 구축하여 공동 대응을 해나가야 할 심각한 현안으로 대두되었음을 인지하기 시작하였다. 본 연구에서는 기후변화 및 개발과 재해위험경감과 관련된 국내외 주요 선행연구 및 전략을 분석하여 기후변화와 재해 그리고 개발과 관련된 재해위험경감과 관련된 국제사회의 패러다임을 분석하였다. 기후와 재해 그리고 이와 관련된 개발과의 연관성을 분석한 결과 기후변화적응과 재해위험경감을 연계해야 할 필요성과 그 두 가지를 개발 계획과 의사결정에 주류화 해야 할 필요성을 확인할 수 있었다.

국가핵심기반시설 에너지기업에 도입된 BCMS, 일일위험지수와 중대재해처벌법의 관계 연구

에너지분야 국가핵심기반시설에서 산업재해 및 업무중단 사고예방을 위해 재해경감활동관리체계(BCMS)에서 일일위험 지수 재난안전관리 프로그램을 자체개발 운용하여 정부의 중대재해 감축 로드맵의 핵심적인 4대 전략 중 하나인 사업장에서 유해위험요인에 대한 자기규율적인 예방관리체계의 확립한 사례를 제시하였다. 이에 대한 신뢰성 검증을 위해 중대산업재해 감축효과에 영향을 미친 사업장의 BCMS, 일일위험지수 및 중대재해처벌법 간의 관계성을 연구한 결과, 제도 간 개념의 관련 성이 높으며, 상호 보완적이고 영향을 미치는 것으로 확인되었다. 따라서 동종 사업장에서 재해경감활동관리체제의 일일위험 지수를 활용한다면 중대재해예방관리에 도움이 될 것으로 기대된다.

수소충전소의 사업연속성 강화를 위한 기업재해경감활동 적용 연구

연구목적: 수소충전소의 위험성 평가의 한계를 보완하고자 운영중 발생 가능한 사고에 대한 안전성 및 사업연속성을 강화하기 위한 방안으로 기업재해경감활동을 적용을 제안한다. 연구방법: 수소충전소 설치 및 운영의 시간 흐름에 따라 위험을 구분하고, 핵심업무를 식별, 위험시나리오를 도출하여 이를 분 석, 평가, 처리하는 과정을 통해 위험을 경감, 제거,전가, 수용할 수 있는 기업재해경감활동의 일부적용 을 탐구해 보았다. 연구결과: 수소충전소 설치전 단계에 시행하고 있는 위험평가는 기존의 연구 결과가 적절히 적용되고 있다. 그러나 운영단계에서 발생 가능한 위험에 대해서는 한계가 있어 몇 가지 예시 시 나리오를 가지고 기업재해경감활동을 적용해 보니 안전성과 사업연속성 강화 방안으로 적용이 가능하 다는 결과를 도출하였다. 결론: 현재 시행중인 수소충전소 위험성평가는 모두 적절하게 활용되고 있다. 그러나 운영단계에서 발생 가능한 위험에 대한 평가와 대응방안으로 다양한 위험시나리오를 적용하는 기업재해경감활동을 제안한다. Purpose: In order to compensate for the limitations of the risk assessment of hydrogen charging stations, it is proposed to apply business disaster reduction activities as a way to strengthen safety and business continuity for accidents that may occur during operation. Method: We explored the application of business disaster reduction activities that can reduce, eliminate, transfer, and accept risks by classifying risks according to the passage of time in the installation and operation of hydrogen charging stations, identifying key tasks, deriving risk scenarios. Result: Existing research results are appropriately applied to the risk assessment conducted in the stage before the installation of hydrogen charging stations. However, there is a limit to the risks that can occur at the operational stage, so applying business disaster reduction activities with several example scenarios has resulted in that it can be applied as a way to strengthen safety and business continuity. Conclusion: All of the currently implemented risk assessments for hydrogen charging stations are being used appropriately. However, it proposes business disaster reduction activities that apply various risk scenarios as an evaluation and response to possible risks at the operational stage.

센다이프레임워크 전환에 따른 재해위험경감 관련 국내 정책동향변화 및 과학기술의 역할

With the end of the HFA (Hyogo Framework Action) in 2015, SFDRR (Sendai Framework for Disaster Risk Reduction) was adoptedas a new agenda for disaster risk reduction at the 3th WCDRR (World Conference on Disaster Risk Reduction), held in March 2015. Continued understanding of the international agenda for reducing disaster risk is critical to disaster risk reduction at the national levelas well as international level. Therefore, in this study, we analyzed major changes in the international agenda for disaster risk reduction as the transition from HFA to SFDRR, and analyzed South Korea’s major achievements in the HFA and the implementation status of SFDRR in South Korea. In addition, SFDRR emphasizes the role of science and technology in policy making, and examined research trends in science and technology. 49.9% of the efforts were made to prevent the disasters during the disaster management stage,and plans related to priority 1 (40.4%) and 4 (35.8%) were mainly promoted. Science and technology research and development fordisaster management were analyzed as active, but 79.7% of the tasks were related to priority 4, and it is necessary to develop all four priorities. Recently, disaster management using next-generation disaster prevention technologies such as satellite technology and big data is required, and it is expected that it will contribute effectively to mitigate disaster risk through establishment of education and policy to support it. 2015년 효고행동강령이 종료됨에 따라 2015년 3월 개최된 제3차 세계재난위기경감회의에서 센다이프레임워크가 재해위험경감을 위한 새로운 글로벌 아젠다로 채택되었다. 재해위험경감을 위한 글로벌 아젠다에 대한 지속적인 파악은 글로벌 수준뿐만 아니라 국가 수준에서의 재해위험 경감에 있어서도 매우 중요하다. 이에 따라 본 연구에서는 재해위험경감을 위한 글로벌 아젠다가 효고행동강령에서 센다이프레임워크로 전환됨에 따라 아젠다의 주요 변화 내용을 살펴보았으며, 효고행동강령 이행에 대한 국내 주요 성과와 센다이프레임워크 채택에 따른 현재까지의 국내현황을 분석하였다. 또한 센다이프레임워크는 정책결정에 있어서 과학 및 기술의 역할을 강조하고 있으며, 국내에서 과학기술 분야의 연구 동향을 살펴보았다. 재난관리 단계 중 예방을 위한 노력이 49.9%로 가장 많이 이루어지고 있었으며, 행동우선순위 1 (40.4%)과 4 (35.8%) 관련 계획들이 주로 추진되고 있었다. 재난관리를 위한 과학기술 연구 개발 또한 활발하게 진행되고 있는 것으로 분석되었으나, 행동우선순위 4와 관련 된 과제가 79.7%로 대부분을 차지하고 있었으며, 4가지 행동우선순위를 모두 고려한 개발이 필요하다고 할 수 있다. 최근 위성기술, 빅데이터 등의 차세대 방재기술을 활용한 재해관리가 요구되고 있으며, 이를 지원할 수 있는 교육 및 정책 수립을 통해 재해위험경감에 효과적으로 기여할 수 있을 것으로 기대된다.

사회분야 개발에 대한 방재개념 적용 전략 제시

지금까지 우리나라의 방재 개념은 재해로부터 발생하게 되는 인명 및 재산피해 등의 1차적 피해 저감을 주요 목적으로 수행되어 왔다. 그러나 재해위험을 근원적으로 저감시키기 위해서는 재해의 발생 원인을 제거하는 개념의 도입이 필요하다. 이러한 상황에서 재해위험경감대책 수립 시 기후변화를 고려하여 기후변화로 인해 가중되고 있는 피해 규모를 근원적으로 경감시키는 개념의 도입이 필요한 시점이다. 또한 개발 및 사회 각 분야의 계획 및 관리에 있어 방재개념을 도입함으로써 각종 개발 수립 시 계획단계에서부터 재해예방을 고려함으로써 재해 발생 요인의 발생을 근본적으로 차단하는 전략 수립의 필요성이 대두되고 있다. 본 연구에서는 사회분야에 방재개념 적용을 위한 전략을 제시하였으며, 사회분야별로 재해저감을 위한 정보 및 기술이 공유될 필요가 있으며 사회적으로 지속가능한 개발과 재해위험경감에 대한 의식 향상 등 사회 및 문화적 접근 방법의 패러다임이 필요성 확인할 수 있었다. 또한 사회 및 문화의 주요 분야별로 재해 취약성을 분석하고 취약한 분야에 대한 재해경감 전략 수립 등 체계적인 정책적 접근이 필요하다.

지리교육적 주제로서의 자연재해

The purpose of this study is to examine the validity of natural hazards as a geographic educational topic, and to extract and improve the limitations of the natural hazards educational contents of geography textbooks in the context of disaster risk reduction. To this end, we analyzed the natural hazards-related contents covered in the geography textbook from the first curriculum to the 2015 revised curriculum. As a result, natural hazard education content in geography education for the past 70 years has focused on vulnerability-centered response and recovery. In order to move beyond this and move toward disaster risk reduction, a conceptual shift towards resilience is required. In addition, in order to more accurately convey the concept of natural hazards, pedagogical interest in the interaction between natural hazards and the interaction between natural hazards and human activities is required. Finally, in order to understand the concept of hazard hot spot, examples are presented from a global to metropolitan area perspective. 이연구의목적은자연재해가지리교육적주제로서타당한가를검토하고, 재난위험경감의맥락에서지리교과서의자연재해교육내용이지니는한계점을추출하여개선하는데에있다. 이를위하여제1차교육과정에서부터2015개정교육과정에이르기까지지리교과서에서다루고있는자연재해관련내용을분석하였다. 그결과지난70여년동안지리교육에있어서자연재해교육내용은취약성중심의대응및복구에초점이맞춰져있었다. 이를벗어나재난위험경감으로나아가기위해서는회복탄력성중심으로의개념전환이요구된다. 또한, 자연재해개념을더욱정확하게전달하기위해서는자연재해간의상호작용및자연재해와인간활동간의상호작용에대한교수학적관심이필요하다. 마지막으로재해집중발생지역의개념이해를위해세계적시야로부터 국가 규모 및 대도시 규모의 사례를 제시하였다.

재해경감활동 목표 달성 계획 기간을 고려한 중점관리 대상 위험 우선순위 선정 기준에 대한 연구

In accordance with the standard for disaster management of the Act on assistance to the autonomous activities of enterprises for disaster mitigation, a BCMS(business continuity management system) is established to maintain the continuity of major functions and critical actiyities of enterprises. The BCMS is an approach to the management system of disaster management, and it is a process of deriving the critical actiyities of business impact analysis and the risks subject to intensive management through priority. For RA(risk assessment), the risk subject to focus management is selected through priority analysis of the probability and impact of occurrence of possible risks. However, in selecting priorities, the possibility of probabilistic occurrence of risk factors for the actual risk occurrence period is overlooked due to the selection without considering the target achievement plan period of the business continuity. Therefore, this study compares and analyzes the results of the RA currently and according to the priority of the residual impact for risk factors that may occur within the target achievement plan period, and suggests effective criteria for selecting risks for priority management.

국제적 재난 경감 프레임워크에 대한 연구

지구 온난화로 인한 전 세계적인 기후 변화로 생활 환경이 지속적으로 변화하고 있다. 이러한 기후 변화에 대한 적응과 대비한 IPCC와 UNFCCC를 포함한 많은 국제적 활동이 있다. 또한 UNISDR의 DRR 활동으로 센다이 프레임워크가 2015년 제시되었다. 본 연구에서는 이런 활동 사이에 상호 연계성과 미래 DRR 활동을 위한 우리의 준비와 방향을 제공한다. Global Warming makes the climate change in the earth. Life environment is continuously deteriorated. As a preparation and adaptation of the climate change, there are many international activities including IPCC and UNFCCC. Also Sendai framework is new DRR activity of UNISDR. In this study, we discuss inter-connection of the activities and we check our preparation and guide for the future DRR activities.
