Recently, Cognitive Radio (CR) techniques for effective usage of limited spectrum band have been researched. In this paper, we introduce two criterions, namely primary-user awareness and coordination, and hence classify CR into four categories based on their combinations. For each category, we describe the functionalities which should be supported by the network, and discuss the advantage/disadvantage expected in a sample scenario.
도시 안전을 위한 119종합정보시스템 구축에 따른 지역 경제적 파급효과에 관한 연구

Urban area consists of compact facilities and functions and people, which are main cause of urban disaster. If we use the high technique, using computer skills, the risk of urban disaster can be reduced. For the these purposes, Busan Metropolitan Government invested 13.3 billion won to construct disaster prevention system for year of 2001~2004. This paper aims to calculate regional economic effect by construction of urban disaster prevention system using impact evaluation analysis model and etc. The results of the investment to construct the system as follows. Production effect by the construction is estimated about 31 billion, and employment effect is 230 persons, value add effect is 13.4 billion.

This study aims to investigate the intensity of interurban relationship (i.e., the pattern of concentration on a few leading cities or how close their relationships are) in the Korean urban system by analyzing the flow of goods between 82 cities in 2008. It has been turned out that 17 cities out of 82 cities are comparatively attracting more dominant flows from at least one city. In detail, Seoul attracts from 30 cities (i.e., three cities in Chungcheong Area, two cities in Gangwon Area, and 25 cities in Seoul Metropolitan Region). On the other hand, Busan attracts from 16 cities (two remote big cities like Daejeon and Gwangju, two adjacent big cities like Ulsan and Daegu, Uiwang in Seoul Metropolitan Region, Gyeongju and Gumi in Daegu Metropolitan Region, and nine cities in Busan Metropolitan Region. Seoul is the most significant in the centrality and dominance, but its sphere of influence is confined to the Seoul Metropolitan Region and the neighboring areas. However, Busan has larger sphere of influence than Seoul throughout Korea. Three important points identified from this study are indicated as follows: 1) it is required to continuously monitor bi-polarized system centered on Seoul and Busan, 2) it is a prerequisite to develop the harbor cities toward the networked open system, and 3) Busan is the only one city that has relationship with remote areas among other cities having strong growth point and has the biggest number of cities having interrelationship.

The Busan city will be developed as the ocean capital of Korea based on regional industry capital policy, which from The Fourth National Land Comprehensive Plan. This study tried to suggest functions, facilities, policies, and strategies to become the ocean capital of Korea. But it is so easy to find out only making plan for the future without any sustainable effort to obtain the goal. To solve this problem. The Local Capitalization Committee should be established. which belongs to The Task Force for National Agenda of the Blue House.

This study tries to analyze land use pattern by zoning through urban spatial structure. Land uses in Pusan are mixed using in spite of zoning operation. New residential area is made like a frog leaping to the outer of the City. The efficiency of existing residential area is very low to compare with newly developed area cause of delayed regeneration. Especially the existing built-up area of Pusan in insufficient in adaptability and preparation going with the change of urban spatial structure, particularly with the zoning system. Therefore, detailed and scientific feasible plan should be established to have reasonable residential environment.
