The purpose of this study is to produce tire raw data to figure out the present situation of the Intergovernmental Relations (IGR) in Korea by surveying the central and local officials` perceptions. This survey research is the 2nd sequal to the first 1996 survey research, and will be continued with the time interval of 2-3 years. In this survey research, the Intergovernmental Relations are divided into four sections- functional relations, financial relations, personnel relations and control relations. More specifically, this survey research includes the following contents` (1) General Matters on the Intergovernmental Relations; - Comprehensive perceptions on intergovernmental relations; - Contacts and mutual perceptions among intergovernmental participants; - Dynamics among central, metro and local governments; (2) Matters related to Intergovernmental Functional Relations; - Devolutions and divisions of intergovernmental functions; - Matters related to devolutions of functions; (3) Matters related to Intergovernmental Financial Relations; - Comprehensive perceptions on intergovernmental financial relations; - Matters related to coordinating system for balancing local finances; (4) Matters related to Intergovernmental Personnel Relations; - Matters related to intergovernmental personnel exchanges; - Matters related to national officials in local governments; (5) Matters related Intergovernmental Control Relations; - Matters related to administrative controls on local governments; - Matters related to administrative controls among metro and local governments. Based on the analysis of the survey results, this study reaches the comprehensive conclusion that the(1999) present situation of Intergovernmental Relations(IGR) in Korea can be described as `conflicting`, rather than cooperative`, but moving toward `cooperative relations.
Foraging Habitat Preferences of Herons and Egrets

We investigated the foraging habitat preferences of heronsand egrets in an agricultural area inAsan city, Chungcheongnam-do, Korea. In the study area, rice fields were the most abundant habitat ype (86.8%)and total suitable feding habitat was greater in the northern area (59.0%) than the southern area (2.5%) ofthe colony. Most feding herons and egrets were located in the northern area of the colony. The number offeding individuals in a given area was related to the availa ble feding area (Pearson corelation, r=0.73,p< 0.01 for field habitats;r=0.901, p< 0.01 for freshwater habitats). Feding habitat preferences difered amongspecies. Grey herons (Ardea cinerea ), great egrets (Egreta lba ), and black-crowned night herons (Nycticoraxnycticorax) used reservoirs and itches. However, intermediate gret s (E.intermedia ) and catle grets ( Bubulcusibis ) were dependent on rice fields. The litle gret ( E. garzeta ) was a habitat generalist using al types ofhabitats. The two largest species, grey herons and great egrets, fed at deper site than litle grets and foragedin deper sites in reservoirs than in ditches (.2-test,.23=26.6 and p< 0.01 for grey herons, .23 =17.5 andp< 0.01 for great egrets). Al species displayed seasonal changes in feding habitat use and these changes wererelated with changes in availability of eding habitats.

The purpose of this study is to introduce the major guidebook and guidelines, and handbooks of Alternative Strategies for Regulation in United Kingdom, Canada, and Australia to provide the practitioners in the field of regulation with references and benchmarking material for writing guidebooks for alternative regulations in Korea. In this study, the alternative strategies for regulation covers the alternative forms of regulations and alternatives for regulation including no regulation.Specifically, this study introduces the handbook for Regulatory Impact Analysis (RIA) published by Better Regulation Task Force in United Kingdom and practical report for economic regulations suggested by National Audit Office in UK. And in case of Canada, the guidebook, under the title of `Assessing Regulatory Alternative` is introduced, which is published by the Regulatory Affairs and Orders in Council Secretariat (RAOIC) under the Privy Council Office of Canada. As an Australian guidebook, which is published by Victorian Competition and Efficiency Commission (VCEC) in State Government of Victoria, the guideline for Regulatory Impact Assessment is introduced.As a conclusion, this study makes several suggestions for publishing a guidebook or handbook for alternative strategies for regulation in Korea.
저강도 초음파 조사시 MC3T3-E1 세포의 활성에 미치는 영향

This study was performed to observe the effect of ultrasound(1.0MHz, $0.75W/cm^2\;and\;1.0W/cm^2$) irradiation on cultured MC3T3-E1 cell, osteoblastic like cell with respect to the proliferation, protein synthesis, and alkaline phosphatase activity of the cells. The results were as follows: 1. The proliferation of MC3T3-E1 cells was increased on ultrasound irradiated group compared with control group. 2. The protein synthesis was not apparently increased on ultrasound irradiated group compared with control group. 3. The alkaline phosphatase activity level was not apparently increased on ultrasound irradiated group compared with control group. From the above results and other literatures, we could suggest that the ultrasound with the appropriate intensity and frequency may have important roles in stimulation of cell proliferation. Therefore the ultrasound may be used in the acceleration of the bone regeneration and bone fracture healing.
