Background: Germanium compounds are increased to use in nutrient foods and medicines in terms of antibiotics to microbes, anticancer, modulation of immune system and neutralizing heavy metal toxins. Geranti Bio-Ge Yeast, containing stable organic germanium and bound to the yeast protein was developed by Geranti Pharm. LTD. and the modulation effect in the immune system was examined in vivo and in vitro. Methods: The compound, Geranti Bio-Ge Yeast, was fed to female Balb/c mice (each group has 10 mice) for 4 weeks and the yeast powder and steamed red ginseng powder were used as control during the same feeding time points. During 4 weeks there was no symptom to be considered, and after 4 weeks feeding all mice were sacrificed to check the changes of related immune cells and subsidiary responses (i.e. cell counting, FACS, MTT, LDH, PFC assay). Results: In pre-post comparison, B cell population was increased in the group of Geranti Bio-Ge Yeast in a dose dependent manner (100 to 800 mg/kg). However, the population of T cell, dendritic cell and macrophage was not comparably changed in all doses. The ability of cytokine production and proliferation was almost same level as shown in control group. In contrast, PFC assay informed that the compound increase the antibody production ability when fed over 200 mg/kg implying that the increase of PFC number might be due to the increase of B cells. Conclusion: Over the entire study, we concluded that the compound, Geranti Bio-Ge Yeast has better potential in immune response in terms of B cell proliferation than that of positive control, red ginseng, and the compound can be one of the future candidates for a new supplementary source improving immune system activity.

`Democratic` governance, distinct from `good` governance, concerns about the democratic principles such as the autonomy of civil society, transparency, accountability and empowerment. As the UK Compact on relations between the government and civil society shows a good example, the government has to have a strong political will and commitment to pursue a sustainable partnership with civil society by adopting the civil society`s autonomy and innovative competence to the process of policy design and implementation. There is a strong tendency for the government of Korea to consider civil society as an instrument rather than a policy partner. For the governance to be transformed from the `instrumental` to the `supplementary` or `transitory` and thereby the `democratic` governance to be achieved, both the government and civil society are demanded to pursue `more often`, `more inclusive` and `more competent` partnership relations.
노부부와 홀로 사는 노인들간의 일반 건강에 관한 비교연구

The aging society shows a strong tendency of having more elderly persons who live alone. Numerous Western studies indicate that elderly persons living alone are particularly vulnerable to economic hardship, adverse physical and mental health outcomes. This study attempts to examine whether the previous findings have any significant meanings for the Korean society. It analyzes a survey sample of 208 elderly persons in a suburban district which contains some health behavior and mental health questionaries. The result reveals that the `single` group of the elderly has more physical illness, feels their health worse, suffers from melancholy and loneliness more often, and expects to depend on their children more than the `couple` group. In particular, the single-couple difference is more striking among women than among men.

현대 직접민주주의에서 이익집단과 시민사회단체는 중요한 역할을 하면서도, 서로 대립과 경쟁의 관계에 있다. 이 논문은 이에 초점을 맞춰 직접민주주의의 역사적 발전을 정리한 다음, 캘리포니아 사례에서 이익집단과 시민사회단체는 서로 어떤 이슈에서 어느 정도의 영향력을 행사하며, 이에 유권자들의 투표행태는 어떻게 나타나는지를 분석한다. 유권자들의 투표는 어떤 이슈에서 시민사회단체 또는 이익집단에 지지를 보내주고 있는지에 초점을 맞춘다. 나아가 이익집단 정치의 폐단을 해소할 수 있는 제도개혁의 방안에 대해 캘리포니아와 스위스 사례로써 논의한다. In direct democracy, both civil society organizations(CSOs) and interest groups play important roles, and they are in a situation of conflict and competition with one another. Focusing on their relationship in California, this study describes the historical development of direct democracy and analyzes the impacts of CSOs and interest groups on initiatives and the voters’ support for CSOs and interest groups, respectively. Moreover, this study discusses some reform remedies suggested in California and Switzerland that deal with the problems involved in interest group politics.

Is Grassroots democracy possible? To answer this question requires an analysis of theories and definitions on democracy. Contemporary democracy, in general, is based on popular control of public policy making and policy makers that makes democratic institutions and process maintain and develop. In this ``popular control`` perspective, participatory and direct democracy is legitimized. Thus, the classical debate on grassroots democracy is focused on the direct democracy as an alternative or supplement to representative democracy, though the feasibility of ``participatory governance`` models is recently debated. Direct democracy, as an institution that challenges and shares legitimacy with representative democracy, is regarded by many as reinforcing rather than replacing representative democracy. For a democratic reform to be accomplished, representative democratic institutions need to be integrated by direct, participatory, and deliberative democratic institutions.
NGO, NPO, CSO 개념: 국제적 통용과 국내적 적용

NGO(Non-Governmental Organization)는 이제 국제적 용어로 널리 통용 되고 있지만 아직 체계적인 분석이 이뤄지지 않아 개념정의의 혼란상태에 있다. 국내와 국제사회 영역에 따라, 지역에 따라, 각국의 전통에 따라 통용되는 의미가 뚜렷이 차이를 보이며 다양한 개념정의가 제시되고 있다. 게다가 NPO(Non-Profit Organization), CSO(Civil Society Organization) 등 다른 용어들이 혼용 되면서 NGO의 개념정의는 더욱 혼란에 빠져 있다. 구체적으로 어느 조직 혹은 단체가 NGO에 포함되는가 하는 ‘조작적 정의’의 문제가 제기된다. 국제 학계의 논의와 UN 등 국제기관들의 관례에서 제기되는 NGO, NPO, CSO의 통용 사례를 분석한 다음, 국내에서의 NGO, NPO, CSO 통용의 문제를 제기하며, 문제 해결을 위해 학계뿐 아니라 NGO 현장, 언론, 공공기관에서의 통용 사례를 분석해서 NGO, NPO, CSO 개념의 적용 기준을 제시한다. NGO(Nongovernmental Organization) is universally used by the United Nations and other national or transnational institutions when referring to nongovernmental and nonprofit entities. However, there is no agreed definition for the term NGO, even in the United Nations. The reason for this can be traced by looking at the differences among domestic, international, regional settings or among national customs and traditions. International institutions including the United Nations tend to play political games in defining what the term NGO includes and what it does not include. This article tries to analyze the qualifications of NGO documented by international bodies such as the UN special agencies and other international organizations such as EU, IMF, WTO, and in conclusion suggest some ideas of Korean application with respect to the practical usages of NGO, NPO, CSO definitions in international communities.

With some theoretical discussions on the democratization of civil society, this article analyzes what civil society has its own democratization issues in terms of cross-national comparisons. The international comparative method is based on the analytical framework of the principles of democratization of civil society which Brysk suggested in his study of Democratizing Civil Society in Latin America. This article attempts to measure the `democratizing civil society` empirically in terms of representation, accountability, transparency, autonomy and human rights in civil society, with major findings from Civicus Civil Society Index research on Korea and six European nations and suggest some policy lessons for Korea.
