        공공기관 노동이사제 도입사와 발전방향

        공공기관의 지배구조는 내외부 지배구조가 다층적으로 기관의 자율성 및 책임성 확보가 절실히 요구되고 있다. 공공기관의 노동이사제 도입으로 기관의 최고의사결정기구인이사회에 근로자가 참가하여 경영에 참여하는 것으로 지배구조에 변화를 가져오게 된다. 공공기관 노동이사의 운영사례를 살펴본 결과 상당수의 노동이사는 근로자의 대표의역할에 한정된 경향을 보여 근로조건, 임금 등 기존 노동조합 등에서 제기되는 문제해결을 중요하게 고려하는 것으로 나타났다. 이러한 사례들은 기존의 공공기관 이사회의 문제점이라고 지적되어온 낮은 독립성, 자율성 및 책임성 저하에 대하여 비상임이사로서의 노동이사의 역할이 미치는 역할이 미미할 수 있다는 것을 보여준다. 향후 노동이사 선임 및운영 시에 단지 근로자의 대표로 참여하는 것이 아니라 이사회의 비상임이사로의 역할에더 많은 비중을 가질 수 있도록 노동이사 추천 과정에서 전문성에 대한 평가, 기관의 경영 전반에 관한 다양한 이슈에 대한 정보교류 및 관련 교육 등으로 전문성을 높일 필요가있다는 점을 시사한다. 그리고 노동이사뿐만 아니라 이사회 구성원인 경영진과 이사들의책임성을 확보하는 방안을 마련하여 이사회 품질을 높이는 것이 필요하다. 동 연구는 노동이사제 도입의 초기 단계에서 실제 도입과 운영에 따라 공공기관 유형별로 사례를 살펴보고 문제점을 도출하여 개선하는 방안에 대해 고찰하였다는 점에서 학문적 공헌점이 있다. 또한, 실제 노동이사제의 도입 성과는 각 기관의 내부 지배구조인이사회의 역할 특히 전문성을 확보한 비상임이사의 역할의 중요성에 대해 환기했다는 점에서 실무적인 공헌점이 있다. The governance of public institutions involves multi-layered internal and external mechanisms, calling for an urgent need to ensure institutional autonomy and accountability. The introduction of the labor director system in public institutions represents a shift in governance dynamics, enabling employee participation in management through representation on the board of directors, the institution’s highest decision-making body. An examination of implementation cases of labor directors in public institutions reveals a tendency for many labor directors to primarily fulfill their role as representatives of workers, focusing on addressing issues raised by existing labor unions, such as working conditions and wages. These instances highlight that the role of labor directors as non-executive directors may currently have limited impact on resolving concerns regarding the perceived deficiencies in independence, autonomy, and accountability within existing public sector boards. Consequently, the findings underscore the necessity to enhance the professionalism of labor directors by evaluating their expertise during the selection process, facilitating information exchange on various management?related matters, and providing relevant training to empower them to effectively fulfill their roles as non-executive directors. Additionally, measures to ensure accountability, not only for labor directors but also for management and directors, are imperative to enhance the overall quality of the board of directors. This study aims to analyze early-stage cases of the labor director system across different types of public institutions, identify pertinent challenges, and propose recommendations for enhancing the labor director system. From a practical standpoint, the research underscores the significance of the board of directors, emphasizing the internal governance structures of each institution, particularly the role of non-executive directors with expertise.

        Web2.0 시대를 맞아, 개인화(Personalize)와 사용자 중심(User Centric Method)의 참여형 서비스 시나리오에 기반하여 융합단말이 사용되어지고 있다. 대표적인 사용예가 UCC인데, 효과적인 지식공유와 적절한 정보를 추천하기 위해 효율적인 UCC 기반 콘텐츠의 사용의 참조(참조)가 가능하여야 한다. 본 논문에서는 UCC Learning의 효율적인 콘텐츠 양방향 서비스를 위하여, 참조 요소 관리를 할 수 있도록 데이터베이스를 설계 운영할 수 있는 방안에 관하여 연구하였다. 향후, 저작도구를 사용하여, UCC를 저작하는 한계를 극복하여, 다양한 콘텐츠방식 저작에 활용되어질 수 있도록 할 계획이다.

      • 직장상황에서 중년남성의 정장차림이 직업특성지각에 미치는 영향

        The purpose of this study was to investigate (1)the effects of clothing cues of middle aged man on suits on the perception of occupational characteristics in an office setting, and (2)the effects of perceiver's sex on the perception of occupational characteristics formed by the function of clothing cues. The experimental design of this study was between-subjects 2^3 factorial design. The experimental materials developed for the study were a set of stimuli and a response scale. The stimuli consisted of 8 color photographs of middle aged man wearing suits which were manipulated at two levels for each of three clothing cues (suit color, suit style, necktie color). Each one of the eight sub-samples included 12 subjects from 2 perceiver groups. The questionnaires used to measure perceivers responses to the stimuli were constructed in 34 seven-point semantic differential items representing occupational characteristics. The subjects consisted of 192 male and female college students in Seoul. The data was processed by factor analysis, ANOVA and multiple classification analysis. The results were as follows: (1) The clothing cues of middle aged man on suits(suit color, suit style, necktie color) partially influenced the 3 impression factors of occupational characteristics (individuality·activity, appearance·potency and authoritarian). However, the suit color was the most dominant clothing cue; navy blue suits conveyed a more positive occupational characteristics of the wearer than being suits. (2) The perception of occupational characteristics formed by the function of clothing cues of a middle aged man in suits was partially influenced by the perceiver's sex. Female college students were affected only by the suit color, while male students were affected by all three clothing cues.

      • 의류학 전공 여대생의 의복에 대한 태도와 사회심리적 요인과의 관계연구

        The purpose of this study was to investigate the relation of clothing attitudes to locus of control, professional aspiration, interest in their major field, and satisfaction with the Dept. of clothing and Textiles in a group of female students. Locus of control was assessed by Rotter's Internal External Locus of Control Scale as modified by Jeho Cha and others. Professional aspiration which was related to distinctiveness, salary and prestige were measured by items from Kahng's study. Five dimensions of clothing attitudes were assessed by Gurel-Creekmore's Clothing Interest Questionnaire dealing with interest, conformity, modesty, self-concept, and psychological awareness. In addition, interest in their major field and satisfaction with the Dept. of Clothing and Textiles was measured. The questionnaire were administered to female students majoring in Clothing and Textiles at Yonsei University. The data from 164 respondents were analyzed by correlations, t-tests, and Cronbach'α. Locus of control was positively related to modesty and psychological awareness of clothing, namely, the more internally controlled subjects were more concerned with modesty and had higher awareness of the psychological aspects of clothing. Professional aspiration was positively related to clothing attitudes generally; moreover, clothing interest and self-concept were related to all 3 aspects of professional aspiration. Both interest in their major field and satisfaction with the Department of Clothing and Textiles were positively related to clothing interest and clothing related aspects of self-concept. Conformity in clothing was the least important dimension, whereas, professional aspiration was generally high among the subjects.

        한 대학병원 자의퇴원 환자의 특성 연구 : 퇴원환자 진료정보 DB를 이용하여

        Background : The objective of this study is proving the basic data for developing a management system for the discharges against medical advice(AMA) by identifying the characteristics of the AMA patients of an university hospital for 10 years. Methods : By using discharge abstract data base, we divided the total discharges(435,254) into two groups, discharge against medical advice and discharge with discharge order. We confirmed the characteristics of AMA group by analyzing discharge abstract data of the both groups by SAS software V6.12 and x^(2)test. Medical records of AMA patients in the year 2000 were reviewed to identify the reasons for AMA which we couldn’t extract from discharge abstract DB. Result : The total number of AMA for 10 years were 9,358(2.15%) and the AMA rate has been continuously decreased for 10 years. Male, admission through emergency room, discharges admission via other hospital, patients without operation during hospitalization, discharges in hopeless or not improved condition showed higher AMA rate. The AMA rate was higher as the age of the patients was higher, and the average length of stay was longer in AMA patients than in those with discharge order. The AMA rate in psychiatry was highest(14.3%) and it was higher in surgery departments than those of medical or other sections. The AMA rate varied by attending physicians even in the same department and it was statistically significant. Patients with the principal diagnosis of “medical observation and evaluation for suspected diseases” showed the highest AMA rate(15.5%), and that of schizophrenia or psychosis was the nest. One hundred twenty-one patients(19.5%) out of 622 AMA in 2000 discharged against medical advice for transfer to order health care facilities. Among them 71 patients(58.7%) discharged with their medical care information, such as copies of medical record, medical certificates, summaries, etc. Written oath of the patients discharged AMA was filed in their medical records in 466 cases(74.9%) although some of them were incomplete. Conclusion : Characteristics of AMA discharge could be used as the basic data in developing a system to manage the patients who have risk factors to leave the hospital against medical advice. By reducing number of patients leaving the hospital against medical advice we can increase satisfaction of medical providers and consumers.
