This paper presents a high performance position controller in a driving system using a time optimal control which is widely used to control driving systems to a desired reference position or velocity in minimum response time. The main purpose of this study is an improvement of transient response performance rather than steady-state response comparing with another various control strategies. In order to improve the performance of time optimal control, we tried to find the cause of the steady-state error in the driving system we have already made up and also suggest the newly modified type of time optimal control method in this paper.

Purpose: To report two cases of vitreous hemorrhage and hemiretinal vein occlusion after taking sildenafil (Viagra??) in patients with diabetic retinopathy. Case summary: A 38-year-old man (case 1) and a 43-year-old man (case 2) with diabetes visited eye clinic due to sudden visual disturbance after Viagra?? medication. In case 1, best corrected visual acuity was hand movement and vitreous hemorrhage was revealed in the right eye. Regular follow up with medication was scheduled. In case 2, superior hemiretinal vein occlusion was found with best corrected visual acuity of 0.3 in the left eye. Regular ocular exams and laser photocoagulation were performed because of non-perfusion areas in fluorescein angiography. Conclusions: In cases of diabetic retinopathy, Viagra?? should be taken carefully because of the possiblity of Viagra?? related complications including vitreous hemorrhage and retinal vein occlusion.

한국 민간경비 교육훈련 시스템 구축방안

국내 경비업체는 매년 꾸준히 성장하여 2008년 12월 기준 3,043개의 이르며, 경비원 수는 142,457명에 달하고 있다 그러나 민간경비는 대외적으로 알려진 것 만큼의 양적 성장에 비해 질적 성장이라는 측면에 있어서는 여러 가지 문제점들이 나타나고 있다 그러므로 첫째로, 민간경비 교육훈련 시스템의 방향의 설정과 체계화된 교육훈련 프로그램의 재구성이 요구된다 그리고 인력경비위주의 교육으로 구성된 일반경비원 신임교육에 대한 경비업법의 개정이 요구되며, 경비업법에서 구분한 경비업의 5개 업무별로 그에 맞는 교육의 과목과 시간을 재정비해야 한다 그리고 경비지도사외에 국가자격이 없는 경비원제도 하에서 경비업무별 자격제도 도입과 교육프로그램이 재구성 되어야 하겠다 마지막으로 민간경비 교육기관의 역량을 강화시켜야 한다 이를 위해서는 민간경비 교육기관 강사의 전문성을 확보해야 하고 강사에 대한 처우개선도 요구된다 무엇보다 교육기관의 질적 향상을 가해야 하며, 이제는 민간경비교육기관이 전문교육기관화 되어야 한다 본 연구는 현행 한국의 민간경비가 실질적으로 행하고 있는 형식적인 교육훈련 시스템을 개선하기 위해 교육훈련의 실태를 분석하여 민간경비의 질적 성장과 전문성을 확보하기 위해 교육훈련적인 측면에서 접근하여 현재 한국의 민간경비 업무특성을 고려한 실질적인 민간경비 교육훈련 시스템의 정립방안을 제시하고자한다 The number of security companies in Korea is 3,043 and the number of security guards have reached 142,457 as of December 2008 However, the qualitative growth of private security leaves much to be desired and is yet faced with many problems for its quantitative growth known to the general public Therefore, First of all, it is necessary to set the direction of the education and training system for private security and the re-composition of the problems toward a more systematic training Also, the laws governing the education for the new employees based on the number of security personnel should be changed accordingly and the five tasks defined for the security industry by the security industry laws should have their own subjects and time slots assigned for training Also, it is necessary to introduce the license system for each security task under the current system which only gives the national permit to the certified security instructors only and the education program should be revised accordingly Lastly, it is important to enhance the ability of the private security education institutions To do so, the professional instructors for the private security education need to be secured and their treatment should be improved More than anything, the quality improvement of the educational institutions needs to be carried out it is now necessary to turn the private security education institutions into the organizations for professional education The purpose of this study was to provide the current status of education and training in order to improve the actual training system formally conducted by the private security companies currently operated in Korea

어음행위관련이론의 현실적 적합성에 관한 검토

소위 어음이론이 가정하고 있는 사안은 은행법에 근거하여 만들어진 어음거래관련제도에서 이미 예상하고 그에 맞는 해결방법을 규정하고 있으므로 어음채무 성립에 있어서 의사표시에 기한 어음실물의 이전이 필요한지 여부를 따지는 어음이론은 그 실익이 없다고 보아야 한다. 기존의 어음이론이 근거로 들고 있는 판례는 선의취득에 관한 것이다. 어음행위에서는 민법의 대리와 다르게 대리관계가 반드시 어음상 표시되어야 하므로 어음거래 당사자는 본인과 대리인과의 관계를 알 수 있다. 따라서 표현대리의 상대방 보호에 있어 보호받는 자의 범위를 표현대리의 직접 상대방으로 국한하는 민법과 달리 그 상대방으로부터 어음을 취득한 모든 소지인에게 까지 확장해야 한다는 확장설이 타당하다. 선의취득제도 해석에 있어 유통에 해당하지 않는 당사자 사이의 거래에 대해서는 사법의 기본원리에 따라야 하므로 양도인의 범위를 무권리자로 한정해야 한다. 어음법 제17조로는 해결할 수 없는 사례를 해결하기 위해서 주장되는 소위 항변원용이론은 항변의 원용을 금지하고 있는 어음법에 정면으로 위배되는 이론일 뿐 아니라 이들 이론의 결론은 전부 권리남용금지의 원칙으로 해결될 수 있으므로 이 또한 실익 없는 이론이다. The transaction of the bill of exchange or the promissory note (hereinafter called as “promissory note”) is regulated by not only the Promissory Note Act but also the Banking Act. But all the studies on the legal problem arising from the transaction of the promissory note are focused only on the clarification of the legal meaning of the Promissory Note Act. Especially, the Intend of the Promissory Note Act is the guarantee of the smooth negotiation. Nevertheless, every theories on the transaction of the promissory note insist that all the transaction of the promissory note, no matter the negotiation, shall be excluded from the principle of the civil law. The Banking Act does provide the service on the promissory note as the business of the bank established and incorporated by the Banking Act and the clearing house rule is being in effect according to the Banking Act. So, the transaction of the promissory note shall be applied by the Banking Act, the same as it is applied by the Promissory Note Act. And the transaction of the promissory note unrelated with the negotiation shall be ruled by the principle of the civil law. The dead zone of the just defence due to the deficit of the provision on the cutting off the defence(Article 17 of the Act of the Bill of Exchange), shall be complemented by the estoppel and the prohibition of the abuse rule not by the abstruse theories.

Agro-Tourism as a Rural Development Strategy in Korea

This paper investigates diverse policy experiences of enhancing agro-tourism in Korea. Since the campaign of “rural theme village” as a rural development strategy is closely related with the discussion of agro-tourism, this paper looks into past and recent streams of agro-tourism strategies pursued by the central government in Korea. This paper examines why agro-tourism has emerged as one of major rural development strategies in Korea. Along with a historical background of agro-tourism development in Korea, this paper presents the current and possible future characteristics of green tourism for rural community development in Korea. This paper also examines the perceived role of tourism in rural development. Special attention is paid to the ways in which the development of tourist attractions encourages changes in attitudes towards both rural resources assessment and entrepreneurship. Presenting success and failure stories, this paper also considers why the development of tourist attractions has been slow in rural areas of Korea, reviewing restraints, reservations, and problems identified during the last decade.

K-IFRS의 적용과 법인세법상의 문제점

IFRS는 세계 경제상황과 맞물려 향후 변경될 가능성이 있고 이러한 가능성은 중도적 접근방법 하에서는 언제나 법인세법의 개정을 필요로 하게 된다. 이렇게 IFRS가 변경될 때마다 법인세법의 규정을 매번 다시 검토하여 개정하게 된다면 이는 오히려 법적안정성이 낮아지는 문제가 발생할 수도 있다. 그렇다면 법인세법상 결산조정사항 문제의 해결과 IFRS의 잦은 개정에도 불구하고 법인세법의 법적 안정성을 견지하기 위해서는 미국이나 네덜란드와 같은 독립적인 접근방법을 채택하여 기업회계와 세무회계를 이원화하는 것이 더 나은 개선책이 될 수 있을 것으로 생각한다. 장기적인 관점에서 미국과 같은 독립적 접근방법에 대한 연구가 필요할 것으로 생각된다. From 2011 accounting year, K - International Financial Reporting Standards(hereinafter expressed as K-IFRS) shall apply to the Financial Institutions according to Act of Establishment, etc. of Financial Services Commission, and the entity whose debt or equity instruments are traded in a public market (including that files, or is in the process of filing, its financial statements with a securities commission or other regulatory organization for the purpose of issuing any class of instruments in a public market. There needs to make separate and independent tax law system with K-IFRS as like U. S. tax system. If not, every change of any of IFRS should company with the change of domestic corporate tax system.

도농간 인구이동에 따른 실업비용

The present study concerns on the impact of unemployment differentials between urban and rural regimes on social costs of unemployment. With a two-regime switching regression model that is free from migration selection bias, we construct a methodology to estimate the aggregate costs caused by urban and rural migrations. Combining the 1995 census with several area data, we construct two models (migration and employment opportunity) to calculate hypothetical employment opportunities in urban and rural areas. We found that the total cost per annum caused by urban and rural migrations is more than 56 billion Won, which implies that sustaining rural economic viability may save the money otherwise wasted. The present study concludes with suggestions for refining and developing the methodology to enhance the use of rural resources not fully utilized before.
