The ROK military has made many improvements in defense acquisition system since its establishment in the early 1970s. However it is said that the system is not working effectively. Particularly, it is thought that insufficient role of the Ministry of National Defense(MND) one of the causes. This paper reviewed the overall defense acquisition decision making system, and then proposed ways to strengthening the role of the MND, enhancing the effectiveness of mid-term defense program and connecting requirement and acquisition. Based on the findings, this paper suggested solutions for strengthening the policy functions of the MND, establishing a decision-making committee under the direction of the MND, integrating mid-term defense programs and budgeting, and reorganizing the budget structure. 우리 군은 1970년대 초부터 국방획득체계를 구축하고 많은 개선을 해왔으나, 여전히 비효율적이며 특히 국방부의 역할이 많이 미흡하다. 이에 기존 연구 자료와 실무경험을 토대로 국방획득 의사결정체계를 전체적으로 살펴보고 국방부의 역할과 중기계획의 실효성 및 소요와 획득의 연계성 강화 방안을 검토하여 국방부의 정책기능 강화, 국방부 주관 의사결정제도 도입, 중기소요와 중기계획 통합, 중기계획과 예산요구안 작성시기 통합, 예산구조 재조정 등의 방안을 제시하였다.

Final regulatory steps for commercialization of transgenic crops are risk assessment and variety registration. The risk assessment of transgenic crops requires broad network of scientists, high cost and long term. Developers of transgenic crops, therefore, face to additional challenges to consider theoretical and strategic aspects on risk assessment. The general concept for risk assessment of genetically modified organisms was derived from chemical risk assessment. Due to the complexity of organisms, however, comparative approaches that are substantial equivalence and familarity have been developed. In practical view, the integration of risk assessment is more difficult than the evaluation of each risk factors involving gene flow, toxicity and allergenicity. Variety registration of transgenic crops requires the results of risk assessment compared with non-GM crops and agronomic data analyzed with standard varieties. For economic and fast commercialization, risk assessment process should combined with condition of cultivation test for variety registration. This study proposes a technique to estimate the material property of a paper by using an experimental methods and commercial CAE software. Under gravitation, if one side of the paper is attached to the ground, the opposite side of paper is largely deformed, and vibrates freely. Since the paper has an orthotropic characteristic due to its treatment, the deformations in two orthogonal directions of the dry paper are different. An experimental method to measure the static deformation of the paper introduces this phenomenon. And dynamic behavior, frequency of free vibration is measured. And then, virtual prototypes that can represent the static and dynamic behavior are modeled by using the commercial CAE software RecurDyn ™/MTT3D, which has been widely used by the printer makers. While comparing the deformation and frequency from the experiment and simulation, a design optimization technique in the commercial CAE software of R-INOPL, RecurDyn ™/AutoDesign is used to estimate the material property such as Young's modulus, shear modulus and density of the paper.
