선거법의 현황과 쟁점 공직선거법상 미래유권자의 선거참여 도입 방안 -캐나다의 학생투표 사례를 중심으로-

This study examines Canada`s Student Vote Program through which elementary and secondary school students receive an experiential education on elections by voting for actual candidates in a mock election held during the run-up to actual elections, and looks at the positive effects of this Program on students, teachers and parents. The study then reflects upon the potential benefits of introducing a similar program in Korea, in terms of reversing the trend of low voter turnout among younger Koreans, and in providing a more robust civic education in Korean schools. By nature, Student Votes would be regarded as mock elections that are classified as election opinion surveys under current Korean law. This paper therefore looks first at whether the current Korean Public Official Election Act would allow for the introduction of such a program, and then discusses possible improvements to current legislation that would be conducive to implementing a similar program in Korea. The issues of political neutrality in education and the current restriction on publishing opinion survey results are also dealt with in the context of Student Votes. The current Korean Public Official Election Act explicitly prohibits opinion polls from utilizing anything that resembles the actual ballot during the 2 months preceding any election. It would therefore not be possible, in the current legal environment, to simply bring over the Canadian Student Vote Program in its entirety. In the long term, however, it would serve Korea well to consider - when the timing and political circumstances are ripe - introducing a Student Vote Program with details and a timeline that are adapted to the Korean context, as an effective means to increase future generations` participation in elections and contribute to a richer civic education for Korean youth.
Receding Horizon Next-Best-View 계획법 기반의 보로노이 편향 3차원 군집 로봇 탐사 알고리즘

본 연구에서는 군집 로봇 체계에서 next-best-view(NBV)의 결정과 경로 계획(path planning)을 동시에 수행하는 효율적인 3 차원 탐사 알고리즘을 제안한다. NBV 결정 및 경로 계획을 동시에 수행하는 단일 로봇 탐사 알고리즘에는 최근에 제안된 RH-NBVP[1]가 있다. 우리는 각 로봇에게 효율적으로 탐사 영역을 분배하는 Voronoi-biased multi-RRTs(VB-MRRTs)를 제시하며,이를 통해 군집 로봇 체계에 RH-NBVP 를 적용한다. 제시한 VB-MRRTs 가 공간을 얼마나 점유하는지 분석하였으며,3 차원 시뮬레이션 상의 군집 로봇 체 계에서 VB-MRRTs 가 적용된 RH-NBVP 의 탐사율 향상을 확인하였다.
