정보화의 급진전에 따라 웹사이트에 대한 객관적인 검증 및 이를 위한 평가의 필요성이 높아지고 있고 이에 맞춰 국내외 많은 연구들이 웹사이트의 평가연구에 관심을 기울이고 있다. 이에 본 연구는 공공기관 및 민간기관 웹사이트 평가에 관한 국내외 선행연구를 비교ㆍ분석해 평가에 이용된 지표는 무엇이며 기관 별로 어떠한 차이를 보이는지 분석하고자 했다. 분석 결과 공공기관 웹사이트를 평가하는 가장 주요한 지표는 ‘국민의 의견수렴 기능’에 관한 항목이며 민간기관 웹사이트의 경우 ‘컨텐츠 관련 기능’인 것으로 나타났다. 이는 기관의 특성에 기인한 것으로 기관마다 최우선시하는 지표에는 약간의 차이가 있어도 웹사이트를 평가하는데 ‘의견수렴’이나 ‘건텐츠’ 관련 기능이 가장 중요한 지표로 나타났다. 한편 우리의 경우 외국 사례에서 강조하고 있는 개인정보보호 기능이나 저작권 침해 방지 기능, 정보소외계층에 대한 배려 기능 등의 지표는 아예 평가하고 있지 않거나 평가하더라도 극히 소수의 연구에 불과한 것으로 나타났다. 웹사이트가 보다 건전하고 민주적인 정보 교류의 장으로 자리잡기 위해서는 향후 연구에서 지속적으로 이러한 지표들을 개발하고 평가에 적용하는 것이 필요할 것으로 판단된다. Needs for objective test and evaluation of the websites have been growing along with the rapid development of informatization. many researchers from inside and outside of the country have focused on the evaluation research of the website. This study tries to compare and analyse previous website evaluations so as to find out whether there is any difference between public and private organizations in website evaluation indexes. The results show that the most frequently used index for public organization website evaluation is public opinion collection function and contents relevant function for private organizations. This difference seems to be due to the characteristics of each sector. Public opinion collection and contents relevant functions are the most important for website evaluation even though there was slight difference for emphasis in each sector. It also shows that little attention in domestic studies has been given to protection of individual information and copyright infringement as compared to foreign studies. More attention for development and application of evaluation indexes is needed for the society where the website is working as a means of sound information exchange.

It is very difficult to have sympathy from the people when a corrupt police carry out one’s mission in the public security establishment and security maintenance of the nation, then they are to be suffer from cynical censure, and blame of the people. The police integrity is very important either substantive integrity or imaginative integrity to the normal people recognized. If a image integrity is low which remains in the image corrupt group like the past, the police group to be in the high integrity compare to the past. The police integrity to be upgraded have many elements but the simplification of business process and reinforcement of the introduction of abroad police popular enmity system are important. Then image improvement from the people can be achieved through the improvement of the police image.

이 연구는 ‘복지’ 이슈가 선거의 중심화두였던 제18대 대통령 선거를 중심으로 그 이전과 이후의 국민의 복지에 대한 인식이 어떻게 달라졌는지를 살펴보고자 하였다. 이를 위하여 2010년, 2013년 ‘한국복지패널 복지인식 조사’ 2차 자료를 사용하였고 양대 조사에서 모두 응답했던 595명이 분석대상이었다. 분석결과, 전체적으로 복지정책의 운영과 평가인식은 보다 긍정적으로, 또한 정부지출 확대에 대한 지지도가 높게 나타났다. 복지수혜 대상은 일반국민보다 가난한 사람을 대상으로 해야 한다는 인식이 높아졌으며, 복지정책별 재정부담 주체로는 2010년에 비해 2013년 국가가 주체가 되어야 한다는 비율은 다소 낮아지는 경향을 보이고 있다. 복지를 위한 증세에 대해서는 찬성하는 의견이 다소 많아졌으며, 여성보다는 남성이 더 찬성하고 이념적 성향은 진보성향에서 찬성하는 경향이 높게 나타났다. 이러한 분석결과를 볼 때 이미 시작한 복지정책의 과거로의 회귀는 불가능하나 어느 정도 수혜 범위 조정은 불가피하다고 보이며, 가능하면 가난하고 도움이 필요한 계층에 보다 많은 혜택이 돌아가야 하고 복지를 위한 증세는 일정범위 내에서 필요하다고 판단된다. This sturdy tries to figure out how to change the peoples` recognition on welfare policy by comparing before and after the 18th presidential election which centered on the welfare issues. For this purpose, `Survey on Welfare Recognition by Korean Welfare Panel` data of 2010 and 2013 years and 595 response which were identical for both surveys were used. The results of analysis show that the evaluation about operation of welfare policy is quite positive overall and supportive on government welfare spending expansion. In addition, the recognition about recipient of welfare has to be centered more to the poors instead of overall population. The recognition that government has take all reasonability on welfare spending has decreased slightly on 2013 survey, while supporting opinion on increasing taxes for welfare spending has increased slightly, expecially within the group of male and the progressive. From these analytical findings, it is suggested that the range of welfare policy should be adjusted in accordance with the financial capacity that nation accommodates, even though it is not possible to revert the direction of welfare policy. It is also recommended that the welfare policy should be focused more on poors and the tax increase within the certain range is imperative for welfare.

Objectives: This study tries to figure out how the service quality of hospital affects external customer satisfaction. This study also aims that if the factors influence meaningfully, which affects more strongly and what is the order of influences. In addition, it compares and analyses the public and non-profit hospitals in terms of those external influencing factors. Methods: Total of 357 questionnaires of external customers of a public hospital located in Kyunggi Province and a non-profit hospital in Seoul are analyzed through t-test and multiple regression analysis. Results: Summary of findings of this study is as follows. First, when it analyses hospitals in sum regardless of type, medical specialty, empathy, materiality, and responsiveness have significant impacts on external customer satisfaction. Among them, materiality has the least impact on it. Secondly, while all the factors, medical specialty, empathy, materiality, and responsiveness, influences on external customer satisfaction in non-profit hospital, materiality is not influencing in public hospital. This result might be due to the fact that the public hospital that is selected as a research object was established quite recently. Further study, however, is necessary to confirm the result. Conclusion: Considering the results of this study, it is necessary that more consideration has to be given on medical specialty, empathy, and responsiveness for improving external customer satisfaction, Accordingly, strategic management and marketing is required for improving external satisfaction based on the characteristics of public and non-profit hospital.
군수지원체계에서 예산과정에 의해 발생하는 정보왜곡과 초과재고 및 재고부족 분석

Unused spare parts of military equipments which have been kept in the warehouse for a long term have been recognized as wasting of defense budget which also decreased people's confidence in the field of national defence. It is known that overstock is caused by information distortion and bullwhip effect from downstream to upstream in the logistic support as is like business cases. After upgrading the logistic information system, it is possible for Army Logistics Command(ALC) to know demand information of end-user which is the key factor to reduce bullwhip effect. However, inventory is still overstocked and stock-out at the same time. Previous studies have not accounted for these phenomenons and have mainly focused on forecasting inventory level instead of budgetary process(budget period, PROLT, ASL/N-ASL). Thus, this study focuses on the information distortion, overstock and stock-out which caused by budgetary process in the logistic support with system dynamics and simulation.
온라인 게임 셧다운 제도의 정책 시기별 네트워크 특성 연구

This study tries to identify environmental factors and policy issues that influence formation of policy network of online-game shut-down system, and characteristics of policy network by referring to sundry records. The results reveal that overseas online-game market's growth and game regulation cases, indirect legislation and delay of legislation at the government's level, changes in the policy initiative structure and press reports about problems of over-immersion in online-games influence formation of policy network. Based on these environmental factors, policy network increasingly has enlarged with the course of time and policy participants as well as public interests has grown about juvenile over-immersion of online-games. After that, the Ministry of Culture, Sports and Tourism has changed its attitudes, as there was a sharp conflict of public opinion. For that reason, advocators of shut-down system take the policy initiative, and the structure of policy network is formed in twofold like 'conflict and cooperation' because of individual participants' interaction. However, the shut-down policy has been built to reflect advocators' opinions which emphasized in policy implementation.
