과연 타르스키의 진리정의는 철학에 필수적인가?

최근에 이병덕 박사는 졸고 「열린 해석과 타르스키의 진리정의」 (이하 ‘박정일(1999)’로 약칭함)에 대하여 일견 매우 강력한 비판을 제기하였다. 그 비판의 핵심은 박정일(1999)에서 제시된 주장의 세 가지 근거가 모두 설득력이 없다는 것이다. 나는 이 글에서 이러한 이병덕 박사의 비판에 대해 답변하고자 한다. 나의 논점은 이러하다: 나는 박정일(1999)에서 타르스키의 진리정의가 철학에 필수적인 수단을 제공하지 않으며, 바로 이러한 의미에서 철학적으로 중요하지 않다고 주장하였다. 여기에 대한 이병덕 박사의 비판은 더 깊은 생각을 요구하는 자극적인 것이었지만, 나는 그가 대체로 박정일(1999)를 오해했다고 생각하며, 그리하여 그의 어떤 비판은 모호하거나 빗나갔고 또 어떤 주장은 오류라고 생각한다. 특히, 그가 제시하는 반대 주장 -이것을 의도한 것이라면- 의 논거는 거의 설득력이 없다고 여겨진다. 따라서 나는 여전히 박정일(1999)의 주장이 유효하다고 생각한다.

TMN을 이용한 통합망 성능관리와 QoS 정보 모델 설계

통신망이 다양화되고 이질화됨에 따라 망을 효과적으로 관리하기 위한 TMN(Telecommunication Management Network)개념이 등장하게 되었고, 관리 대상이 실자원이나 시스템, 소프트웨어 등에 국한 된게 아니라 서비스 영역으로 확대됨에 따라 이 서비스 영역의 관리가 필요하게 되었다. 따라서 본 논문에서는 통합망의 성능과 서비스 관리를 위한 정보 모델을 설계 하기위해 기본적인 TMN 구조와 성능관리, QoS관리를 분석하였다. 그리고 객체지향적인 개념이 적용된 TMN 정보구조 중 관리자/대행자 구조에서 관리정보의 전달 수단인 MO(Managed Object)를 정의하고, MO 클래스들을 GDMO에 따라 표현하였으며, 정의된 MO에 따라 상속트리 및 포함트리를 설계 하였고, E-R 도표를 통해 정의된 객체 클래스들의 관계를 명시하였다.

사회 내 보안처분¹⁾으로서 보호관찰의 실효성 제고방안 - 보호관찰 특별준수사항을 중심으로 -

보호관찰은 보호관찰대상자를 교정시설 내에 수용하여 생활하게 하는 대신 사회 내 에서 일정기간 준수사항을 지키는 것을 조건으로 보호관찰관 의 지도·감독을 통해 재사회화 목적을 실현하는 제도이다. 보호관찰 준수사항은 보호관찰관의 지도·감독의 지침이 되고, 대상자에게는 생활의 지침이 자 행위의 기준이 된다. 현재 우리나라에 도입되어 시행되고 있는 보호관찰은 크게 기소유예와 결합된 보호관찰, 집행유예 및 선고유예 그리고 전자장치부착명령 및 성충 동약물치료명령과 결합한 보호관찰, 형 집행 종료 후 보호관찰, 가석방심사 위원회 등 행정기관을 통한 가석방과 결합된 보호관찰, 치료감호 집행 중 치료감호심의위원회를 통한 가종료와 결합된 보호관찰, 소년범 등의 보호처분의 한 종류로서 보호관찰 등이 있다. 보호관찰 집행을 위한 기본법은 「보호관찰 등에 관한 법률」이고, 보호관찰대상자가 지켜야할 준수사항도 규정되어 있다. 그럼에도 최근 도입된 전자장치부착명령이나 성충동약물치료명령의 경우에는 필요적으로 보호관찰이 병과되고 각 개별법에 준수사항을 따로 정하고 있다. 그 내용이 「보호관찰 등에 관한 법률」상의 준수사항과 차이가 없음에도 이중으로 규정되어 있어 집행상의 혼란을 초래할 수 있으므로 기본법이라 할 수 있는 「보호관찰 등에 관한 법률」에서 통합해서 규정하는 것이 바람직하다. 법원 또는 보호관찰심사위원회에서 준수사항을 설정할 때에는 보호관 찰관이 작성하여 보고한 판결전조사서 및 사안조사 등이 중요한 결정인자로 작용하기 때문에 보호관찰관은 적극적으로 준수사항 부과에 대한 의견을 개진해야 한다. 또한 보호관찰관의 지도·감독에 대한 대상자의 반응에 따라 준수사항이 추가되거나 변경되는 등의 절차를 통해 다종다양하게 형성될 수 있으므로 그 내용도 응보형 준수사항과 개선형 준수사항으로 구분 하여 부과하여야 한다. 보호관찰 준수사항의 문제점으로는 전자장치부착명령 등과 병과된 강 성적 보호관찰과 집행유예 등 재범위험성이 낮은 자에게 부과하는 연성적 보호관찰을 구분하지 않고 실시하고 있고, 성인대상자와 소년대상자를 구분 함이 없이 준수사항을 일률적으로 규정하고 있었다. 또한 소년 및 성인대상 자에게 특별준수사항이 부과되지 않은 경우에는 일반준수사항만으로는 보호관찰관의 지도·감독에 한계가 예상되고, 준수사항으로 부과하는 일부 내용이 명확하지 않아서 대상자에게 그 의미가 정확하게 전달되지 않을 가능성이 있음을 지적할 수 있다. 이상의 논의를 통해 보호관찰의 실효성을 확보하기 위해서 입법적 측 면과 보호관찰 준수사항의 집행 면에서 개선점을 도출하였다. Probation is a system that realizes the purpose of re-socialization through the supervision and direction of probation officers who provide correctional programs to probationer for a certain period of time. Probation observance is a guide for supervision and direction by probation officers, and a guideline to life and standards of conduct to probationers. The probation that is currently introduced and implemented in Korea is largely probation combined with suspension of prosecution, suspended sentence, electronic monitoring order and chemical castration order, after released and with parole through administrative agencies such as the parole review committee. medical treatment and custody review board, and probation as a protection measure for juvenile offenders. The basic law for probation is the act on probation. There are also provisions to be followed by probationers. Nevertheless, in case of the recently introduced electronic monitoring order and chemical castration order, probation is required and probation observance eachindividual law is determined. Probation observance contents are doubled even though they are not different from the observance of the individual law on probation. It is desirable to integrate them in the law on probation. When setting up probation observance matters in the court or probation review committee, probation officers should actively express their opinions on the imposition of compliance matters, since the preliminary investigations prepared and reported by the probation officer act as important determinants. In addition, since the probation observance items can be added or changed according to the response of the probationer to the guidance and supervision of the probation officer, the contents can be divided into retributive and improved compliance items. Currently the problem of probation observance is not distinguished between soft probation and strong probation, and not divided into juvenile offender and adult offender. In case of not imposed special rule to juvenile offender and adult offender, there are certainly limits to probation officer's supervision and direction. It can be pointed out that the probation observance are vaguely defined, making it difficult for probation officer to supervise probationer. Through the above discussion, in order to secure the effectiveness of probation, improvement points in legislative aspects and enforcement of probation were drawn.

대형 CNG기관의 직접분사화에 의한 희박한계확장

Lean combustion is one of the most promising method for increasing engine efficiency and reducing the exhaust emission from SI gas engines. Due to the possibility of partial burn and misfire, however, under lean burn operation, stable flame kernel formation and fast burn rate are needed to guarantee a successful subsequent combustion. Experiment data were obtained on a single-cylinder CNG fueled SI engine to investigate the effect of direct injection, spark timing and variation of injection timing. Experimental results show that lean burn limit is λ=1.3 with port injection, and expansion of lean burn limit λ=1.4 with direct injection method, due to increase of turbulence intensity in cylinder and stratified charge. Combustion duration in lean region is improved by using the variation of injection timing.

Although around 5,000 kinds of Rare Incurable or Intractable Diseases are listed on World Health Organization, just 134 kinds of them are now listed on Korean Medical Care Act. The covering range of Rare Incurable or Intractable Diseases is also limited in fundholding. There has also been little inducement to encourage researchers to develop medical supplies for Rare Incurable or Intractable Diseases, even though it is indispensable. To improve this, the Legislative Bill of Rare Incurable or Intractable Diseases introduced May 21, 2014, contains systematic management of Target Rare Incurable or Intractable Diseases and Government's Support for researching and developing medical supplies for Rare Incurable or Intractable Disease Patients. However, in comparision with the Japanese Legislative Bill of Rare Incurable or Intractable Disease patients which was introduced 3 months earlier than Korean Bill and affected Korean Bill, actual support for Rare Incurable or Intractable Disease patients in Korean Legislative Bill is not sufficient. According to the Japanese Legislative Bill of Rare Incurable or Intractable Disease patients, Japanese Government is trying to support Rare Incurable or Intractable Disease patients for their public participation and deliver Social Welfare Service to them, allowing them to be social members naturally. In this paper, first, I will discuss about Japanese and Korean Legislative Bill of Rare Incurable or Intractable Disease patients respectively. Then, I'll suggest things that Korean Government should reinforce to support Rare Incurable or Intractable Disease patients in many ways.

B-ISDN이 상용화 되면, 서비스 제공망이 거대해 지고 관리 대상도 방대해지는 문제점을 피할 수 없게 된다. 이에 따라, 서비스 사용자에게 망 관리의 일부를 제공하는 방안, 즉 CNM이 모색되게 되었다. 이는 방대한 망 서비스 관리를 분산시켜 냄으로써, 효율적이고 직접적인 서비스를 사용자에게 제공하는 장점을 지닌다. CNM 서비스는 Manager/Agent 방안을 사용하는데, 효율적으로 CNM Agent를 제공할 수 있는 방안을 모색하며, 사용자에게 부분적인 망관리 능력을 제공함으로써 발생되는 전체 서비스 제공망의 보안 문제를 해결하기 위해 고려해야 하는 요소와 보안 관리 측면을 살며본다.

내용 검토 및 개선 방향 -비판적 사고와 토론의 논리-

『비판적 사고와 토론』(2018)에서 제2부(비판적 사고와 토론의 논리)는 제1부(의사소통 능력과 공적 말하기)와 제3부(비판적 사고와 토론의 실제)의 가교 역할을 하고 있다. 제1부에서는 가장 일반적이고 폭넓은 관점에서 “의사소통 능력”과 “공적 말하기”를 다루면서 “비판적 사고”로 나아가기 위한 발판을 마련하고 있고, 제3부에서는 “비판적 사고”와 “논리”를 기반으로 토론의 원리와 실제를 다루고 있는데, 바로 여기에서 결정적인 중간 고리 역할을 하는 것이 제2부이다. 따라서 현재 『비판적 사고와 토론』(2018)의 제2부에 대해서 문제점을 지적하고 또 바람직한 방향으로 개선하고자 한다면, 과연 제2부가 그러한 가교 역할, 또는 중간 고리 역할을 충분히 제대로 하고 있는지를 검토해야 할 것이다. In the Critical Thinking and Debate(2018), part 2(critical thinking and the logic of debate) plays a part of the bridge between part 1(communication ability and public speaking) and part 3(critical thinking and the real debate). In part 1, from the most general and broadest point of view, by explicating both communication capacity and public speaking, the basis for critical thinking is prepared, and in part 3, on the basis of critical thinking and the logic of debate, the principles and real practices of debates are explicated. Hence it is the part 2 that plays a role of the decisive intermediate bridge. Therefore if we try to point out several problems about part 2 of the Critical Thinking and Debate(2018) and to improve it in the desirable direction, we should examine whether part 2 plays sufficiently such a role of the intermediate bridge.
