The local administration in the Chosun Dynasty in Korea was executed based on the local communities called as Gun-hyun-je which was county-town system. The Chosun kingdom governed local governments through sending chief officials nominated by the then king. The kings dispatched secret royal inspectors to 8 provinces all over the nation to inspect and punish the unlawful and evil acts of local chief officials and to inquire and solve effectively the pains and depressed matters of people. The secret royal inspector were selected among the qualified persons passed in the national exam system and executed the assigned missions at the assignment communities selected by drawing lots. They were given enveloped paper, mission lists, iron accessary carved in horse picture, standard measuring ruler and other necessaries. They were reported in documents written by themselves. The Chosun society had suffered many difficulties by famines, diseases, and pains though continual poor harvests, fatigues, and two big wars, confusions of three national policies, and the kings depended dispatched greatly the secret royal inspectors to take help the solution of confronted matters. The roles and functions of them were inspection, reliefs, treatment of prisons and lawsuits, investigation of three national policies, preparations against wars at national borders, checking civil customs, and recommendation of filial sons, virtuous women, and scholar hermits. We suggest some proposals in respect to secretly inspecting acts, qualification of royal inspectors, assigned missions, immediate treatment authority, post solving measures by self written documents reported by the secret royal inspectors.

The purpose of this study is to find out the implication of the administrative activity of Hyang-Ri in Chosun Dynasty for the modern local administration. There are a lot of the implications which the administrative activity of Hyang-Ri worked at local official authorities in Chosun Dynasty gives for modern local administration, because local administrations of two different periods are based on the some common features, which are similar geographic background, repeatability and successional indestructibility of job retention, mixed tasks from central government and local government, and possibility to be included in corruption, etc. We propose the implications from this study as followings; Firstly, we should understand the social status and tasks of each clerks and servants and improve institutionally. Secondly, The contents of local adminstration tasks should be applied adaptively at the whole perspectives of citizen life, Thirdly, the sound and democratic local administration culture should be established, because local administration are executed under background of local community. Fourthly, the alternatives to retain combination of central and local administration are needed. Fifthly, the acknowledgement of and attention to corruption should be followed.

The purpose of this study is to find out the policy alternatives for the activation of the local culture industry in Korea. The research methodology is content analysis into law articles of local culture promotion act and framework act on the promotion of culture industries and some related acts, to review the relations between local culture promotion and the promotion of culture industries. The results of this study are the followings: Firstly, the policies for the promotion of culture industries should connect to the policies of local culture promotion. 1) Local culture industries are related with the facilities like living cultural centers and the activities of the arts organizations or clubs of residents. 2) The industrial condiitions should be considered in the process of designation of cutural city and cultural area. 3) The local cuture industry policies should be connected to raise the funds for local culture promotion. 4) The local culture industries should be connected to the cultivation of professional personnel for local cultural promotion. Secondly, for the activation of the local culture industries, the obstructive factors should be eliminated and the facilitating factors should be utilized. 1) The purpose of the culture industries should be defined as concrete and clear through the clearly prescribing the range of culrure industries. 2) The roles which have been dispersed to various agents should assigned as designated clealy and the cooperative system should be construced. 3) In designating cultural cities and cultural area, conceptual elements should be considered and the brand of the local culrure industries should be presented. 4) The background industries such as tourism industries should be utilized. 5) Governance systems should be constructed and utilized.

우리나라의 경우 중ㆍ고등학생들인 청소년층의 대부분은 학교를 다니기 때문에 그들의 청소년문화는 학교생활의 영향이 크다. 그리고 중ㆍ고등학생들의 학교 생활은 인문계고의 경우 입시중심으로 이루어지고 있고, 특성화고의 경우에는 기술교육 중심으로 이루어지고 있어 매우 단조롭다. 2012년 3월부터 주5일제 수업이 시행됨으로 인해 토요일과 일요일 이틀을 연속하여 청소년들에게 여가시간이 주어진다. 이 여가시간이 바람직하고 건전한 방향으로 활용될 수 있는 측면도 있지만, 청소년 범죄나 비행 등 부정적인 방향으로 확대될 가능성도 배제할 수 없다. 연구결과를 요약하여 제시하면 다음과 같다. 첫째, 청소년의 여가활동에 있어서 도시지역과 농촌지역 간에 지역별로 큰 차이가 있다. 둘째, 주5일 수업제의 실시로 인한 청소년인 학생들과 선생님들, 그리고 학부모님들 간에 현재의 여가 활동에 대한 인식에 있어서 상당한 의견차이가 있는 것으로 나타났다. 주5일 수업제로 인한 수업시수 연장문제와 방학이 줄어드는 문제에 대해 교과중심의 학교수업의 구조를 과감하게 탈피하여야 할 것이고, 청소년들이 유익하고 흥미로운 여가활동을 할 수 있도록 다양한 여가활동 프로그램이 개발되고 여건이 조성되어야 하며, 여가활동의 모든 사안에 대해 청소년들의 의견을 적극적으로 반영할 필요가 있다. Youth culture depends on the teenagers’ diverse cultural activities. In our country, most teenagers go to school(middle and high schools), and their culture is significantly influenced by school life. And their school life is extremely simple because it is carried on around college entrance exam for college-bound high school and around technology education for specialized-program high school. From March, 2012, 5-days-a-week schoolwork schedule is going to be enforced giving teenagers two successive days of leisure time each week, on Saturdays and Sundays. This leisure time can be used in a desirable and healthy manner, while we cannot rule out the possibility that it can expand the negative side such as juvenile crime or delinquency. This thesis was intended to investigate the present condition of the secondary school students’ leisure activities and their understanding of leisure activities allowed by the 5-days-a-week school enforcement with an aim to find problems and present an improvement plan for them. The results of this study can be summarized as follows: First, survey of teenagers’ leisure activities by 5-days-a-week schoolwork system showed a big difference between urban and rural areas with a very poor reality in need for opening diverse Saturday programs. Second, a considerable dissention was found on understanding the current leisure activities by opening for 5-days-a-week school system among students, their parents and teachers.
조선시대 지방행정에 있어서 수령과 향청의 관계 변화와 의미

This study aims to inquire into the change and implication of the role relationship of Su-Ryoung(SR) and Hyang-Cheong(HC) in the local administration of Chosun Dynasty. Hyang-Cheong is a native advisor group from community classical scholar family, while Su-Ryoung is the local governors dispatched by the central government. SR is similar to head of local government, and HC is similar to local council. We study the composition styles of institution, hierarchial structure, government control administration (centralization) and local autonomy (decentralization), local personnel administration, and dealing with community works in perspective of local administration. The relationship of SR and HC, classified with separated institution style, was not contributed to sound local autonomy because of unbalance. Although the hierarchial structure of local governments was double layers style, it was not means to assure the local autonomy but only means to achieve the government control administration, and the role of the Province as middle government was insufficient. In perspective of government control administration/ local autonomy, SR was symbol of government control administration, and HC was the local autonomous organization. The local personnel management was exclusive property of SR but HC took simply part in subordinated role. The HR directed under SR executed the local works as SR seven works but HC was blocked in the process.
청소년이 지각하는 부-모간 관계가 인터넷 중독에 미치는 영향

The present study examined how parental relationships perceived by adolescent children impact their internet addiction. Data were collected from middle school students attending 5 schools in Seoul and Gyeonggi area. Internet addiction was measured by the Korean-type Internet Addiction K-scale (Self Diagnosis Test- K scale). The results indicated that the better the parental relationships perceived by adolescents were, the lower the level of internet addiction was. Also, it was revealed that the two subfactors (i.e., intimacy and cooperation) of parental relationship negatively predicted adolescents` internet addition, after controlling the effects of gender, internet usage, time spent for conversation with parents, and socioeconomic status variable. The current findings suggest that efforts need to be made at making parental relationships work in order to prevent or decrease internet addiction among adolescents.
지역 문화산업 클러스터 활성화를 위한 지속가능성의 모색

World is changing rapidly to the knowledge society. To pace up with this change, government tries to raise the quality of people life and to develop the nation, through the promotion of culture industry. This study aims to search for promotion sustainability of regional culture industry clusters. Regional culture industry clusters are culture industry site of 3 cities which are Cheongju, Chuncheon, and Paju, culture industry promotion district of 11 cities which are Busan, Daegu, Daejeon, Bucheon, Jeonju, Cheonan, Jeju, Incheon, Goyang, Seongnam, and Andong, and culture industry promotion facilities which are Sangam Cultural Content Center and Korean Cartoon & Image Promotion Center. We find out that settlement and development of regional culture industry clusters are weak and low. To get the promotion sustainability of regional culture industry clusters, I suggest the following actions such as consistent and continuous considerations of central government, powerfully propelling will of local government, fully construction and management of infrastructure of regional culture industry, network and cooperaton of related parties and participants, support of creative talent promotion, activation of trade markets by the support for development, production, and marketing of cultural products, and concurrent and joint development of related industries such as event, festival, and tourism.
