        1급 응급구조사의 자격에 대한 입법론적 고찰

        Purpose: To provide legislative data for the amendment of Article 36 of the Emergency Medical Service Act on the qualifications of emergency medical technicians. Methods: The study was drafted based on the Emergency Medical Service Act; data on the emergency medical technicians (EMT) system and curriculum in Korea, United States. Japan, and Taiwan; and previous studies on the EMT system in Korea. Results: The length of education. work scope. amd role of level 1 EMTs vary significantly depending on the type of qualifications they have as emergency medical professionals, while the supply of level 1 EMTs has already reached a point of saturation. Accordingly, the current regulation on allowing level 2 EMTs with at least three years of experience to take the level 1 EMT test presents serious inequity for students just graduating from their emergency medical services program. It is also a factor that degrades the professionalism of level 1 EMTs. Conclusion: Article 36, paragraph 2. subparagraph 3 of the Emergency Medical Services Act pertaining to regulations on "EMTs who have worked as level 2 EMTs for at least 3 years" needs to be removed.

        Identification of a shared F8 mutation in the Korean patients with acquired hemophilia A

        Although uncommon, acquired hemophilia A (HA) is associated with a high rate of mortality due to severe bleeding. In spite of many hypotheses regarding the cause of acquired HA, there is as yet no established theory. In this study, we investigated the possibility that mutation(s) in the F8 gene may be correlated with the development of inhibitory autoantibodies. Direct sequencing analysis was performed on all 26 exons of the F8 gene of 2 patients exhibiting acquired HA. Both patients were found to share a common point mutation (c.8899G>A) in the 3'-untranslated region (3'-UTR) of exon 26. This is the first report on the genotyping of F8 in the context of acquired HA.

        D1 소규모 배전 변전소를 위한 IEEE 802.15.4 성능 분석

        스마트 그리드 응용에서 ICT(Information and Communication Technologies) 활용은 전력망을 효율성 있고 신뢰성 있게 구축할 수 있다. 전력 시설 내에서 필요한 정보를 교환하는 스마트 그리드 표준으로 IEC 61850이 채택 되었다. 그러나 이더넷을 사용하는 IEC 61850과 같은 기술을 소규모 배전 변전소 자동화에 직접 적용하면, 소규모 배 전 변전소 그 자체의 가치보다 더 많은 비용이 소요될 수 있다. IEEE 802.15.4 기술은 적은 설치비용과 설치의 용이성 으로 인해 전력 설비 자동화 분야에서 관심을 받고 있다. 다소 덜 엄격한 성능이 요구되는 D1 소규모 배전 변전소에 IEEE 802.15.4를 이용하는 연구들이 진행되고 있다. 본 논문에서는 소규모 배전 변전소에 IEEE 802.15.4를 적용하고, 실제 장비들을 이용하여 성능분석을 수행 하였다. 성능 분석 결과를 IEC 61850 메시지 유형과 비교 분석하여 IEEE 802.15.4 적용 범위를 결정하였다. IEC 61850 was adopted as the standard for smart grid exchanging the information required in an electric power utility. However, applying technologies like IEC 61850 using Ethernet to the automation of small distribution substation directly may cost more than the value of the small distribution substation itself. IEEE 802.15.4 technology attracts attention in the field of power utility automation because of low installation cost and ease of installation. Studies are conducted, which use IEEE 802.15.4 in less strict D1 small distribution substation. This study applied IEEE 802.15.4 to the small distribution substation and conducted performance evaluation using the actual equipment. This study determined the scope of application of IEEE 802.15.4 by conducting a comparative analysis of the message type in IEC 61850.

        표면 거칠기가 가스 포일 스러스트 베어링의 성능에 미치는 영향

        This study presents an experimental investigation of the effects of surface roughness on gas foil thrust bearing (GFTB) performance. A high-speed motor with the maximum speed of 80 krpm rotates a thrust runner and a pneumatic cylinder applies static loads to the test GFTB. When the motor speed increases and reaches a specific speed at which a hydrodynamic film pressure generated within the gap between the thrust runner and test GFTB is enough to support the applied static load, the thrust runner lifts off from the test GFTB and the friction mechanism changes from the boundary lubrication to the hydrodynamic lubrication. The experiment shows a series of lift-off test and load-carrying capacity test for two thrust runners with different surface roughnesses. For a constant static load of 15 N, thrust runner A with its lower surface roughness exhibits a higher start-up torque but lower lift-off torque than thrust runner B with a higher surface roughness. The load capacity test at a rotor speed of 60 krpm reveals that runner A results in a higher maximum load capacity than runner B. Runner A also shows a lower drag torque, friction coefficient, and bearing temperature than runner B at constant static loads. The results imply that maintaining a consistent surface roughness for a thrust runner may improve its static GFTB performance.

        Effect of the High-Pitch Mode in Dual-Source Computed Tomography on the Accuracy of Three-Dimensional Volumetry of Solid Pulmonary Nodules: A Phantom Study

        To evaluate the influence of high-pitch mode (HPM) in dual-source computed tomography (DSCT) on the accuracy of three-dimensional (3D) volumetry for solid pulmonary nodules. A lung phantom implanted with 45 solid pulmonary nodules (n = 15 for each of 4-mm, 6-mm, and 8-mm in diameter) was scanned twice, first in conventional pitch mode (CPM) and then in HPM using DSCT. The relative percentage volume errors (RPEs) of 3D volumetry were compared between the HPM and CPM. In addition, the intermode volume variability (IVV) of 3D volumetry was calculated. In the measurement of the 6-mm and 8-mm nodules, there was no significant difference in RPE (p > 0.05, respectively) between the CPM and HPM (IVVs of 1.2 ± 0.9%, and 1.7 ± 1.5%, respectively). In the measurement of the 4-mm nodules, the mean RPE in the HPM (35.1 ± 7.4%) was significantly greater (p < 0.01) than that in the CPM (18.4 ± 5.3%), with an IVV of 13.1 ± 6.6%. However, the IVVs were in an acceptable range (< 25%), regardless of nodule size. The accuracy of 3D volumetry with HPM for solid pulmonary nodule is comparable to that with CPM. However, the use of HPM may adversely affect the accuracy of 3D volumetry for smaller (< 5 mm in diameter) nodule.

        지방분권에 의한 공무원의 정부 간 관계 인식: 협력관계의 매개효과 분석

        The purpose of this study is to identify recognition of the relationship between public officials and intergovernmental rulership through decentralization. Through the analysis of the mediating effects of the cooperative relationships, the study was able to derive direct and indirect influences and relative priorities of each factor. For this study, the data of the ‘2020 Public Officials Perception Survey on Intergovernmental Relations’ from the Korea Institute of Public Administration and Security was used and applied to: have a regression analysis, analyze through Baron & Kenny(1986) 3-steps, and verify the mediating effect through the Sobel-test. The analysis verified that all factors of decentralization do carry a significant influence on ‘cooperative relationship’, but only ‘finance’ and ‘dispute settlement’ were known to have specifically significant influences on ‘recognition of intergovernmental relations’, and ‘cooperation.’ The result analyzed that the rest of factors carry a partial mediation that has a direct and indirect influence through mediation. Factors influencing the perception of intergovernmental relations are determined by the relative views of each government. The importance of finance is permanent and unchanging throughout, and dispute settlement due to the increase in regional administration(decentralization) and policy linkage reflects complex and diversified social flows. Thus, the study showed a need for advanced administrative skills and capabilities. Based on these circumstances, a cooperative relationship can be formed, but more importantly, the establishment of a cooperative relationship in cultural aspect rather than a policy-level must be done in order to form recognition of a rational relationship between governments by decentralization. 본 연구의 목적은 지방분권에 의한 공무원의 정부 간 관계 인식을 규명하는 데 있다. 이 과정에서 협력관계의 매개효과분석을 통해 직·간접적인 영향력과 각 요인의 상대적 우선순위를 도출하였다. 이를 위해 한국행정연구원의 ‘2020년 정부 간 관계에 관한 공무원 인식 조사’의 데이터를 적용하여, 회귀분석과 Baron & Kenny(1986)의 3단계 분석을 실시하였으며, Sobel-test를 통해 매개효과를 검증하였다. 분석 결과, 지방분권의 모든 요인이 ‘협력관계’에 유의한 영향력을 미치는 것으로 검증되었으나, ‘정부 간 관계 인식’에는 ‘재정’, ‘분쟁조정’, ‘협력관계’ 등이 유의한 영향력으로 확인되었으며, ‘협력관계’를 매개하여 직·간접적인 영향력을 미치는 부분매개로 분석되었다. 정부 간 관계의 인식에 영향을 미치는 요인은 각 정부의 상대적 관점에 의해 결정된다. 항구적으로 재정의 중요성은 불변하며, 광역행정과 정책적 연계증가에 따른 분쟁의 조정은 복잡다기화 된 사회적 흐름을 투영하고 있으므로, 고도화된 행정의 기술과 역량을 필요로 한다. 이를 바탕으로 협력관계가 형성되지만 더 중요한 것은 제도적 차원보다는 문화적으로 정부 간 협력관계가 정착되어야 지방분권에 의한 합리적 정부 간 관계의 인식이 형성될 수 있을 것이다.
