According to the WHO, there are big different among medication, psycho- social therapy, and psychological education for family for the mental disorder. So, only medication re-episode with 50% of patients, and medication with psycho-social therapy re-episode 30% of patients, and all of three re-episode just below 20% of patients. Therefore all most of all developed country would shift paradigm from therapeutic medication approach and medication with psycho-social approach to medication with psycho-social and psychological education for family based on community. Korea finally built mental health law of 1995, so our government try to do community mental health services. So, this article aimed at analyzing how our community mental health system has built during 10 years. Research method of community mental health system focused on logic model. Generally logic model is to connect resources and activities to expected changes by programs. According to analysis of this evaluative research we just have known inequality of community mental health resource, for example social worker for mental health, budgeting, and agency like community mental health center, depending on regional such as Seoul. And finally this article suggest new criteria of evaluation for community mental health system using logic model.

Since 1995 institutional apparatus of decentralization of government have donecontinuously, but the results was not significant except for Presidency of RhoMoo Hyun, who did devolution and decentralization of government function fromcentral to local, for example, making the specialized decentralization law. According to Council of decentralization and devolution of government authorityand function, they handed over devolution of central governments’ works from2000 to 2008, but it is only small improvement and not connected withdecentralization reform. The Council could not hand over comprehensive devolutionof works and functions from central government to local government, because ofbudget and manpower problems. Furthermore former government of MBgovernment switched direction from decentralization reform to efficiency of localgovernment like reorganizing of local government administration, especially mergeof local government administration unit, for example Dong to Dong, Shi to Goon. And in 2003 our government revised Social Work Law for building communitywelfare council and making community welfare plan in local government. Itmeans people in community under the contexts that should participate in buildingand making process possibly. And it was also setting up network constructionamong the community service providers to aim for service integration incommunity levels. Actually it relates to make and rationalize service deliverysystem for community care. We have attempted community welfare office by2005, and did assistant agent for welfare and hope in MB government, formergovernment. And now we are focusing on hub of community care in localgovernment. So my study are focusing on analyzing government experiments for service delivery system of social services totally by 2013 and I intend to suggest newdirection for building service delivery system in community level. I am standingin institutional perspectives and organizational isomorphism for analyzing ourservice delivery system in community care.
