永湖 趙曮의 通信使 使行文學 硏究 — 二元的 文學世界 分析을 中心으로 —

In this study, dualistic literature world for envoy travelogue of Youngho(永湖) Cho-Eom(趙曮) (1719-1777) was analyzed and its detailed contents were considered. As cherished thought for envoy mission as a leader of envoy, first, re-recognition for diplomatic protocol and an effort of establishing national dignity were observed. Youngho(永湖) recorded even minor diplomatic protocol in detail based on a value of 'preventing an act of insult against oneself' and 'establishing national dignity', changed diplomatic protocol for banquet of Japan so that drinking prohibition order(禁酒令) of Choseon(朝鮮) would be observed and emphasized rationale for criticism and change of credential delivery ceremony(傳命儀式). As a next step, Youngho(永湖) considered diplomatic response to be proper by recollecting 'old incident of war breakout by mulberry leaf dispute(爭桑의 故事)' right after the case. Resultantly, right from occurrence of the case to execution of Tsuzuki Denjo[鈴木傳藏], the criminal, the case was resolved relatively quickly but it did not spread to diplomatic problem between Choseon(朝鮮) and Japan. Finally, when observing the contents of emphasizing role and importance of interpreter by Youngho(永湖), Youngho(永湖) reconfirmed role and importance of an interpreter in a diplomacy through resolution process of Choi, Cheon-Jong(崔天宗) murder case, expressed concern over decline of Japanese interpreter and Japanology and suggested an alternative for solving such problem. As a cherished thought for envoy travel experience as an intellectual traveller, recognition and criticism of Japan by Youngho(永湖) based on Choseon Zhonghua Ideology(朝鮮中華主義) were observed. It seems that Youngho(永湖) exposed critical perspective by regulating Japanese custom, religion and study as uncivilized custom or heresy based on a viewpoint of Choseon Zhonghua Ideology(朝鮮中華主義) but he also read unnatural recognition of Japan against Choseon(朝鮮). As a next step, in acceptance will and objective recognition for Japanese culture, Youngho(永湖) showed positive concern and introduction will for new Japanese culture that may be helpful to the people of Choseon(朝鮮) by sticking to public welfare oriented merciful policy and this effect was confirmed by acceptance will of sweet potato propagation, water mill(水車), 'Jookbuin shaped tool(竹夫人樣子)'. In addition, he also showed a viewpoint of an objective and positive observer for bustling, well-arranged Japanese cities. Finally, in contents of exposing lyrical aesthetic sense while travelling magnificent Japanese scenery, Youngho(永湖) depicted such sense in detail and aroused excitement of Jangyu(壯遊) through positive exchange with colleagues. In addition, Youngho(永湖) exposed nostalgia by comparing landscape excellence of Japan with that of Choseon(朝鮮) as well. 본고 永湖 趙曮(1719~1777)의 통신사 사행문학에 대한 이원적 문학세계에 대하여 관련된 선행연구를 분석하고 세부 내용을 고찰해 보았다. 通信使의 正使로서 使命 遂行에 대한 所懷로 먼저 永湖가 外交儀典에 대한 再認識과 國格의 正立을 위한 노력과 소회를 살펴보았다. 永湖는 외교의전에 대해서 ‘自侮의 방지’와 ‘國格의 정립’이라는 가치를 근간으로 사소한 외교의전도 자세히 기록했고, 조선의 禁酒令을 준수하도록 일본의 宴享儀典을 변경했으며, 傳命儀式에 대한 비판과 변경의 당위성을 강조했다. 다음으로 永湖가 崔天宗 피살사건에 대한 대처와 외교적 해결 과정에서 永湖는 崔天宗 피살사건의 발생 직후부터 ‘爭桑의 고사’를 상기하고, 외교적 대응이 적절하다고 판단했다. 결과적으로 사건의 발생 직후부터 범인인 鈴木傳藏의 처형까지 비교적 신속하게 해결되었으면서도, 朝日 間의 외교문제로 비화되지는 않았다. 마지막으로 永湖가 역관의 역할과 중요성을 강조한 내용을 살펴보면, 영호는 최천종 피살사건의 해결과정을 통해서 외교에서 역관의 역할과 중요성을 재확인했고, 倭譯과 倭學의 쇠퇴에 대해 우려를 표명했으며, 그 문제의 해결을 위한 대안을 제시했다. 知識人 旅行者로서 使行 體驗에 대한 所懷로 먼저 永湖가 朝鮮中華主意에 근거한 일본 인식과 비판에 대해서 살펴보았다. 永湖는 지식인 여행자로서 조선중화주의적 시각으로 일본의 종교, 학문, 典章 등에 대해서 夷狄의 풍속으로 규정하면서 비판적 시각을 노정하였다. 다만 일본의 조선에 대한 부자연스러운 인식도 간파했던 것으로 보인다. 다음으로 永湖가 日本 文物에 대한 受容 意志와 客觀的 認識에서 永湖는 民生中心 愛民觀을 견지해서 조선의 백성에게 도움이 될 수 있는 새로운 문물에 대해서는 적극적인 관심과 도입의지를 보였고, 이는 고구마의 전파, 水車, 竹夫人樣子 등에 대한 수용 의지로 확인된다. 또한 일본의 번화한 도시나 정돈된 시가에 대해서 객관적이고 긍정적인 관찰자의 시각을 보여주었다. 마지막으로 永湖가 일본의 風光을 遊覽하면서 抒情的 美感을 노정한 내용에서 永湖는 일본의 절경을 만나면 그 서정적 미감을 자세히 서술하기도 하였고, 동료들과 적극적인 酬唱을 통해 壯遊의 興趣를 제고하였다. 또한 永湖는 일본과 조선의 산수의 우열을 비교하기도 했다.

이 논문의 목표는 두 가지이다. 하나는 현재 라틴아메리카에서 벌어지고 있는 지정학적, 지경학적 변화를 거시적으로 일별하는 것이다. 저자가 주목하는 것은 중국의 눈부신 성장이 라틴아메리카 발전에 미치는 영향이다. 다른 하나는 포스트-신자유주의 시대에 일어나고 있는 다양한 변화를 장기적인 안목에서 평가하는 것이다. 저자는 경제통합과 블록의 분열에 더하여 중도좌파 정권 붐 현상을 주목하고, 그 속에서 중장기적 전망을 끌어내고자 한다. 포스트-신자유주의에 대한 다양한 논의가 있지만, 급진적 대안은 베네수엘라를 제외하곤 찾기 힘들다. 유엔 라틴아메리카경제위원회의‘동반성장’론과 신구조주의 조류가 중도좌파 정권들에 점차 침투하고 있지만, 정책 서클과 재계에서는 여전히 신자유주의 조류의 영향력도강하다. 또 사회정책 분야에서도 신자유주의 시절의 유산이 그대로 지속되고 있고, 현금이전프로그램만 확충되고 있어 큰 변화가 아쉽다고 할 수 있다. 하지만 강한 국가의 역할, 산업정책과 연구 및 개발의 중요성, 내수시장과 내자동원의 중요성을 강조하는 경향은 새로운 변화라고 할 수 있고, 이 부분에서 라틴아메리카 국가들은 동아시아 모델에서 교훈을 얻을 수있다.

The article tries to evaluate the legacies of Lula government which were much lauded by national and international media coverage. Brazil under Lula shows well both the darker and the brighter sides of the reform experiences since 1990s in Brazil. First, the growth in export market, due to the Chinese demand, tends to reduce the risks of external crises, and allow for more vigorous expansion of the domestic market. But Brazilian economic performance has not been quite good in the last decade comparing with its historical records. The pace of growth was more moderate with annual growth rate of 4.1%, well below the ones of the more dynamic developing economies. Second, the pillars of the macroeconomic policy have been the use the of exchange rate as an anti-inflation instrument, and the maintenance of primary surplus, which was continued since the Cardoso administration. Higher rate of interest combined with a relatively unregulated capital account, has led to significant capital inflows and a long term tendency to exchange rate appreciation, which would also leads to the ‘Dutch disease.’Third, the moderate improvement in income distribution and the appearance of the “so-called” new middle class was quoted by the Lula government as one of the main accomplishments. It is clear that the wages of the lower income strata,in particular, the minimum wage increased at a faster pace. But the average real remuneration of workers has not improved significantly. The notion of a new middle-class has been tied more to the enlargement of social programs, and the expansion of consumer credit. The Dilma administration tries to expand the more progressive programs of Lula’s second term(PAC-2), and allow the economy to grow at a faster pace,promoting a more significant redistribution of income. But the structural constraints ingrained by the Cardoso and Lula administrations tend to lead her government to a more moderate and cautious agenda.

축구의 세계화, 그리고 정체성의 정치

The effects of globalization can be felt in the arenas of borderless economies, free trade, including in the world of tastes of wines and football styles. Traditionally football matches in the World Cup games used to be a theatre for the display of national character and style. Recent developments since the invention of 'total soccer' style of Netherlands show the demise of 'art soccer' and homogenization of styles across the continents. Now Asian football teams are also playing versions of game that have become homogenized into a loosely defined "global style" catching up the European total soccer. Fans are no longer witness to epic style between national cultures when games are played. But they can also discern specific hybridities reflected in the team colors. Football games in the global arena is now defined as a 'warfare by other means' in the TV screen, making each nation "90 minutes' patriot". If we define the soccer as an invention to contain the violent passion in the modern world, the regional football league in the Northeast Asia can be helpful to lessen the growing animosities among China, Japan and South Korea. It could be also functional to the build-up of sustainable peace and common prosperity in this turbulent area where we can see the "clashes of nationalism" among nations.

한국의 대 라틴아메리카 공공외교의 문제점과 개선방안: 문화외교와 교류외교를 중심으로

Latin America is not the terra incognita any more to Korea with deepening relationships between the two. Exchange and cultural diplomacy would be very instrumental to enhance soft power of Korea toward Latin America. I recommend some suggestions as follows. First, it is necessary to recruit and train some Latinamericanists and cultural program specialists to develop some expertise to link the two quite different cultures. Second, one-sided diffusion of Korean studies and cultural heritage has functioned not so well until now, and it needs to be corrected. Third, the selection of Korean Cultural Center in Spanish-speaking countries has to be reorganized in order to maximize synergy effect. Fourth, Korean government and civil society should explore its own cultural diplomacy model with benchmarking some good examples of France and U.S. 라틴아메리카는 한국에게 더 이상 미지의 대륙이 아니다. 국력이 빠르게 신장되면서 교류외교와 문화외교에 대한 관심도 나날이 커져 가고 있다. 하지만 서로 다른 역사적 배경, 전통, 문화로 인해 두 지역의 만남에는 특별한 노력이 필요하다. 첫째, 혼종성의 문화에 대한 이해가 부족한 우리로서는 지역전문가와 문화연구자의 양성이 대단히 중요하다. 둘째, 한국의 문학작품 번역, 한국학 프로그램, 예술공연 등의 예를 통해 일방적 발신의 한계와 조정자적 역할의 중요성을 강조하였다. 셋째, 한국문화센터의 입지 선정도 시너지 효과가 큰 쪽으로 조정되거나, 확대되어야 한다는 점을 지적하였다. 넷째, 문화외교의 선진국의 경험을 잘 반추하고, 그것의 장단점을 이해하면서 장기적으로 한국적 문화외교의 모형을 수립해야 한다.
