This study investigates disparities in the levels of digitalization and online participation, along with the degree of social capital between persons with and without disabilities. The article tests the mediating role of social capital in promoting online engagement through digitalization by separating samples of the disabled and non-disabled. The results of our analysis show that while the impact of levels of information utilization on bonding social capital and online participation is more pronounced among the disabled, the mediating effect of social capital on online participation is larger among the non-disabled. These results imply there is a need to enhance utilization levels of information technology to boost participation among persons with disabilities. Moreover, our findings illuminate the necessity of recognizing a distinct impact of bonding social capital and digital information utilization on facilitating online engagement across disability status. Consequently, customized policies that can target specific social capital types and information technology levels are important for promoting online engagement based on disability status.

기초학력보장정책에 대한 초등교사의 인식 -대구광역시교육청 ‘학습 도움닫기 프로그램’을 중심으로-

This study analyzes the effectiveness of the policy by examining the perception of elementary school teachers on the 'Learning Help Program (Intensive Subject Supplement Program)', one of the basic academic ability guarantee policies implemented after Corona 19, and the implications for the basic academic ability guarantee policy. It was done for the purpose of providing To achieve the purpose of the study, in-depth interviews were conducted with 5 elementary school teachers belonging to the Daegu Metropolitan Office of Education, and the conclusions based on the analysis results are as follows. The necessity of easing the operating standards of the Learning Help Program, strengthening support for physical infrastructure, developing learning applications and tools, and strengthening related training and publicity was suggested. As policy implications and suggestions for this, the need for maintenance and continuous operation of the Learning Help Program policy was mentioned, and the need for policy support, such as publicizing the results of the Learning Help Program and best practices, and providing expert consulting for each school, was suggested. 이 논문은 코로나19 이후 시행된 기초학력보장정책 중 하나인 ‘학습 도움닫기 프로그램(교과보충 집중 프로그램)’에 대한 초등교사의 인식을 살펴봄으로써 정책의 실효성을 분석하고 기초학력보장정책에 대한 시사점을 제공하기 위한 목적으로 실시되었다. 연구목적을 달성하기 위해 대구광역시교육청 소속 초등교사 5명을 대상으로 심층 면담을 실시하였으며, 분석 결과에 따른 결론은 다음과 같다. 학습 도움닫기 프로그램의 운영 기준 완화, 물적 인프라 지원 강화, 학습 애플리케이션 및 도구의 개발과 관련 연수 및 홍보 강화의 필요성을 제시하였다. 이에 대한 정책적 시사점 및 제언으로써 학습 도움닫기 프로그램 정책의 유지 및 지속적 운영의 필요성을 언급하였고 학습 도움닫기 프로그램의 설문 결과와 우수 사례의 홍보, 학교별 전문가 컨설팅 제공 등의 정책적 지원의 필요성을 제안하였다.

근대문화유산 기반 군산시 도시재생 한계에 관한 고찰

전북 군산시는 쇠퇴한 원도심을 재생하고, 이곳에 산재한 근대문화유산을 활용한 역사적 장소의 정체성을 회복하기 위해 도시재생을 전략적으로 추진해오고 있다. 역사문화지구를 조성하고, 근대역사문화의 도시 정체성을 확장하기 위해 시간여행축제와 문화재청의 야행(夜行)사업을 진행하고 있다. 지역 역사문화자원을 테마로 한 군산시 도시재생은 성공사례로 꼽히고 있으나, 본고에서는 군산시 도시재생에 나타난 근대문화유산 활용의 한계에 관해 고찰하고자 한다. 지역의 역사에 대한 충분한 연구와 고민이 선행되지 않은 상태로 역사를 단편적으로 해석하고, 문화전략이 단순한 도시재생의 도구로 나타나는 한계를 분석함으로써 향후 군산시 도시재생의 나아가야 할 방향에 대해 모색하고자 한다.

사행산업 이용자의 책임도박 인지 및 적응

The Gambling Industry provides positive benefits including the opportunity for leisure activities, expanding taxation and the vitalizing regional economies. The industry is also not without its drawbacks which may include occurrences of family and societal consequences of gambling addiction and increases crime rates. Therefore, in the trend of legalizing the gambling industry in South Korea, the government and the gambling industry in general, have responsibility to protect users from the risks associated with gambling risks, and users need to likewise protect themselves as well. Responsible Gambling is one such concept which devotes responsibility to user protection. Given the limited studies devoted to the topic; in particular, case studies, our focus was to conduct a policy establishment for Responsible Gambling including prevention programs and electric card system that could potentially be implemented in domestically through advanced research on the subject on-site surveys conducted domestically. The findings indicate that that a prevention policy is urgently needed according to the result of in-depth interviews and deduced implications regarding the establishment of responsible gambling practices. 행산업은 여가활동의 기회 제공, 조세확충 및 지역경제 활성화 등의 순기능이 있지만, 도박중독으로 인한 가계파탄, 범죄 증가 등의 역기능을 동시에 내포하고 있다. 따라서 이러한 사행산업 합법화의 추세 속에 정부와 사행사업자는 도박의 위험으로부터 이용자를 보호해야 할 책임이 있으며, 이용자 역시 스스로를 보호할 수 있어야 한다. 이러한 도박의 위험에서 이용자 보호책임의 형태를 개념화한 것이 바로 책임도박이라 할 수 있다. 도박의 높은 유병률을 지닌 우리나라도 책임도박이라는 명확한 개념 정립과 사례연구가 진행될 필요성이 존재하기에 본 연구에서는 책임도박의 선행연구와 심층인터뷰 그리고 국내 현장답사를 통하여 문제점을 파악하였고, 국내에서 실시할 수 있는 도박예방프로그램, 전자카드제 등의 정책구현을 실시하였다. 또한 이용자의 심층 인터뷰를 실시한 결과 도박예방정책이 가장 시급함을 알 수 있었으며, 책임도박의 개념 정착 및 정책 마련에 대한 시사점을 도출하였다.

An Investigation of Korean Consumers' Service Quality Perception of Imported Retail Services: Implications of Consumer Ethnocentrism

Purpose: This study analyzes how consumers’ level of ethnocentrism influences their perceived quality on an imported service. Design/methodology/approach: In order to do so, this study firstly utilizes five measurement items to assess consumers’ level of ethnocentrism. Then, SERVQUAL (Tangibles, Reliability, Responsiveness, Assurance, and Empathy) is employed to evaluate consumers’ perceived quality on the imported service. Lastly, consumers’ level of ethnocentrism and their evaluation on the imported service is comparatively analyzed in order to identify the relationship between the ethnocentric customers and their evaluation on the service. Starbucks was used as the sample of an imported service. The data was collected from general Korean consumers and a total of 220 respondents participated in the survey. Findings: As a result, Reliability, Responsiveness, and Empathy factors were empirically proved to have significant relationship between consumer’s ethnocentrism and consumer’s perceived quality of the imported service. Based on the results, this study suggests focusing on localization of Reliability, Responsiveness, and Empathy factors when an international company expands their market to the countries with high tendency of ethnocentrism, such as: South Korea, China and the United States of America. Research limitations/implications: The sample size that was used for this study is rather small and the survey was conducted and analyzed in relatively short time period. Also, if traditional Korean coffee shops can be compared to as Starbucks in the future study, more meaningful result will be drawn. Originality/value: By demonstrating that ethnocentrism influences consumers’ purchase intentions in the decision-making process through Reliability, Responsiveness, and Empathy, this study re-emphasizes the importance of localization when expanding services to countries with high levels of ethnocentrism.

Final Thickness Reduction and Development of Goss texture in C- and Al-free Fe-3%Si-0.1%Mn-0.012%S Electrical Steel

The correlation between final thickness reduction and development of Goss texture has been investigated in a CandAl-free Fe-3%Si electrical steel. During final annealing, the annealing texture is transited from {110}⊥ND to{100}⊥ND texture with increasing final thickness reduction. This is due to the decrease in primary grain size afterpre-annealing with increasing final thickness reduction which accelerates the selective growth rate of the {100}grains at the expense of the other {hkl} grains. At an optimal final thickness reduction of 75.8%, the high magneticinduction of 1.95 Tesla, which arises from the sharp {110}<001> Goss texture and is comparable to that of conventionalgrain-oriented electrical steels, is obtained from the C- and Al-free Fe-3%Si-0.1%Mn electrical steel. Such a high magnetic property is produced through the surface-energy-induced selective grain growth of the Gossgrains under the lower surface-segregated condition of sulfur which makes the surface energy of the {110} planelowest among the {hkl} planes.
