ISM 기기의 전파간섭 모형 및 방사 기준치 분석

본 논문에서는 WRC-12 의제 8.1.1과 관련하여 ISM 기기로부터 전파통신 서비스의 영향을 파악할 목적으로 CISPR 통계적인 전파혼신 모형과 CISPR 11의 방사 기준치를 수신전력 관점에서 분석하였고, 산업공단에 설치된 열처리용 ISM 기기와 병원의 MRI로부터 복사되는 전파세기의 필드 측정치를 제시하였다. 본 논문의 분석결과에 따르면, 2.3GHz 주파수 대역에 적용되는 CISPR 11의 방사 첨두치 $110dB{\mu}V/m@3m$와 가중치 $60dB{\mu}V/m@3m$는 와이브로 보호를 위하여 재검토할 필요가 있다.

국내 무선랜 운영실태 조사

본 논문에서는 2003년 9월, 설문조사를 통해 조사한 국내 무선랜 운영현황의 주요결과를 제시하고 있으며, 무선랜 AP의 비컨 신호의 복조를 통하여 일반 무선랜 이용자에게 운영 채널번호, 수신 신호세기, WEP 설정유무 등의 주변 무선랜 AP 정보를 제공하는 응용 소프트웨어(이하 ‘무선랜 가이더’라 함)를 소개하고 있다. 그리고 서울 도심지역에서 무선랜의 운영현황을 무선랜 가이더를 이용하여 측정하고, 그 결과를 바탕으로 도심지역의 무선랜 운영실태를 조사하였다. 특히, 주변 무선랜 AP의 운영 파악에 유용한 무선랜 가이더는 정보통신부 및 초고속 무선랜 포럼의 홈페이지를 통하여 무료로 배포될 예정으로 있다.

보조금 지급 조례의 법적 해석에 관한 연구

In this study, precedents and cases of authoritative interpretation of Article 17 of the Local Finance Act were thoroughly investigated and reviewed. As a result of the review, Article 17 of the Local Finance Act exceptionally permits public expenditures to individuals, corporations, and organizations, and local governments must carry out projects in accordance with the purpose of the article. The quality of local subsidy management should be improved by improving the operation method of the local subsidy management committee. First, the effectiveness of the local subsidy management committee must be secured. Considering the purpose of the introduction of the local subsidy management committee system, such as the need for a strong internal control mechanism to prevent the illegal use of local subsidies, a plan to grant the status of the head of a local government as a decision-making body to be bound by the deliberation opinion of the committee is reviewed. Second, the independence of the local subsidy management committee must be secured. Considering that the tenure of the head of a local government is four years, in order to block the influence of the appointing authority in the first place, it is necessary to make the tenure of the private members of the local subsidy management committee longer than the tenure of the head of the local government, or at least the same. Third, the expertise of the local subsidy management committee must be secured. In order to enhance the professionalism of the committees decision, it is necessary to review a plan to specify in the law a specialized agency that supports the local subsidy management committee to make objective and rational decisions on matters under its jurisdiction. Fourth, it is necessary to secure the fairness of the local subsidy management committee. It is necessary to separately prepare strong sanctions against those who violate the rules for exclusion, avoidance, and avoidance of local subsidy management committee members (Article 26, Paragraphs 7 to 9 of the Local Government Subsidy Management Act). In addition, it is necessary to stipulate in more detail the standards and procedures for the composition of local subsidy management committee members.

잠재적 휴업과 실패의 사정 - 이상, 「휴업과 사정」을 중심으로

Lee Sang is a writer who captured contradiction and anxiety inherent in the colonial modern society more sensitively than any other contemporary author. His works have significance in that they expressed a modern conflicting mechanism by unintelligible methods and showed its basical problem clearly. So, many studies have been conducted on works of Lee Sang. However, existing studies have focused mainly on several central ones among his works. Accordingly, especially in case of his early novels,Therefore this study intends to concentrate on his early work 「A Shutdown &Reasons」, particularly in works of Lee Sang. Especially, this treatise raises a question on the existing conclusion that this work is a 'conflict between the premodern and the modern' and identifies this work is the one revealing ambivalent aspects of the modern age through a frame of a love triangle. Modern love story having an eternal triangle is the genre of novels that shed light on those days centered on the relationship invented in the modern period. Through such a frame of the love triangle, 「A Shutdown & Reasons」by Lee Sang also shows a process making 'I' as a modern while 3 characters in charge of each axis of the love triangle create their inner side through others. At the same time, it shows a fundamental contradiction of the concept of 'Na' through failure of the intellectual character, Bosan. Lee Sang's recognition of the modern shown from 「A Shutdown & Reasons」has a connecting point with reading of his other later works. Therefore, a new meaning of 「A Shutdown & Reasons」this study examined will lead to a possibility of a new critique on the entire work world of Lee Sang. 이상은 식민지 근대사회의 모순과 그 안에 내재된 불안을 동시대의 다른 작가들보다도 민감하게 포착한 작가이다. 그의 작품들은 근대가 가진 모순적인 매커니즘을 난해한 표현방식을 통해 표현함으로써 오히려 그것이 가진 근본적인 문제점을 선명하게 드러내었다는 점에서 의의를 가지고 있으며, 이로 인해 그동안 이상의 직품에 대한 많은 연구가 진행되어 왔다. 그러나 기존의 연구들은 이상의 작품들 중에서도 몇몇 중심적인 작품들만을 중점적으로 연구하였던 성격이 강하였으며 이로 인해 특히 이상의 초기 소설들의 경우에는 그의 작품세계의 기반이 되는작품들임에도 불구하고 제대로 연구되지 못한 측면이 많았다. 이에 본고는 이상의 작품 중 초기작인 「휴업과 사정」에 주목하고자 한다. 본고는 이 작품에 대한 기존의 '전근대와 근대간의 갈등'이라는 결론에 의문을 제기하고 삼각관계 구도를 통해 인물들이 근대인으로서의 내면을 만들어가는 과정을 살펴보고자 한다. 이상의 「휴업과 사정」 은 삼각관계의 각 축을 담당하는 세 인물이타자를 통해 자신의 내면을 만들어가며 근대인으로서의 '나'가 만들어지는 과정을보여줌과 동시에 보산이라는 지식인 인물의 패배를 통해서 '나'라는 개념이 가진근본적인 모순을 드러내고 있다. 「휴업과 사정」에 드러난 이상의 근대인식은 이후 이어지는 그의 다른 작품들을독해와 연결지점을 가지고 있으며, 따라서 본고에서 밝힐 「휴업과 사정」이 가진새로운 의의는 이상의 작품세계 전체에 대한 새로운 비평의 가능성으로 이어질 수있을 것이다.

여성의 자기표현 가사와 소통의 의미 - 노년 여성의 외로움, 병든 몸, 죽음의 문제를 중심으로 -

본고에서는 여성의 자기표현 가사의 면모와 그 소통의 의미를 살펴보는 데 목적을 두었다. 특히 노년 여성의 외로움, 병든 몸, 죽음의 세 가지 문제에 초점을 맞춰 자기표현의특징을 탐색했는데, 이동(李東)의 노년 가사를 중심으로 하되 여타의 노년 가사도 두루포함하여 논의를 진행하였다. 논의 결과는 다음과 같다. 첫째, ‘외로움’의 문제는 가족의 그리움과 타향살이의 고독감과 연결되어 표출되는 특징이발견된다. 노년의 외로움이 자손을 향한 그리움과 연관되는 점은 여성작 노년 가사에서 종종 포착되는 것인데 이동 가사의 경우 타향살이가 외로움의 근본 원인으로 작용한 점이 특이하다. 둘째, ‘병든 몸’의 문제는 부자유한 몸과 무용한 존재의 인식과 연결되어 부각되고 있다. 노년에 겪는 병든 몸의 고통은 자유롭게 다닐 수 없는 거동의 제한은 물론 자신이 쓸모없는 존재가 되었다고 하는 자존감의 훼손도 함께 초래한 것으로 파악된다. 셋째, ‘죽음’의문제에 대해서는 장수의 고통을 토로하고 죽음을 상상한 점이 특이하다. 이는 이동 가사만의 개성적인 면모로 일찍 세상을 떠난 가족에게 미안해하며 오래 사는 것이 고통스럽다고토로하고 급기야는 죽음을 상상하고 사후 처리까지 부탁하는 모습이 포착된다. 전통적으로 여성작 가사가 ‘우리’의 차원에서 대중적 소통을 목적으로 한 갈래였던 것과는 달리, 이동 가사는 ‘나’라는 개인의 문제에 천착하고 자신의 내면을 차분히 응시한 점이주목된다. 그러면서도 불특정 다수의 청자를 향한 직접적인 소통과는 다른 의미의 이동가사만의 소통의 면모가 포착되는 점은 흥미롭다. 인근 지역에서 가사시인으로 불릴 정도로 작자성과 작품성이 인정되었던 것은 근현대 격변기를 살아온 인생 역정 속에 그만의개인적인 경험과 풍부한 서사 구사력, 진솔한 표현방식이 결합되었기에 가능했던 것이 아닌가 생각된다.

개인의 집합주의 성향과 집합주의 사고 억제 효과

The present study examined whether reactions to suppression of a collectivistic symbol varies across individuals with different chronic levels of collectivism. Participants in the suppression condition were instructed to actively avoid thinking about the Korean national flag. The cognition pattern of individuals with a strong collectivistic identity became less collectivistic in reaction to the flag suppression instruction. In contrast, those with a relatively weak collectivistic self-view showed accentuated collectivistic tendencies in the suppression condition. The desire to maintain an optimal level of separateness and belongingness (Brewer, 1991) seems to evoke different reactions between high/low collectivistic individuals to suppressions of cultural symbols. 개인의 집합주의 성향에 따라 집합주의적 특징의 억제효과가 다르게 나타나는지 알아보았다. 참가자들의 집합주의 성향을 측정하고 집합주의적 사고를 억제하도록 한 뒤 인지, 행동적 반응을 측정하였다. 연구 결과, 집합주의 성향과 집합주의적 사고 억제의 유의미한 상호작용이 나타났다. 집합주의 성향이 높은 경우 사고억제 조건에서 집합주의적 특징이 감소한 반면, 집합주의 성향이 낮은 경우 사고억제 조건에서 집합주의적 특징이 유지되거나 증가하는 경향을 보였다. 이와 같은 현상은 개인 수준에서 일시적으로 느끼는 집합주의/개인주의적 요소의 결핍감을 보상하려는 동기로 이해할 수 있다.

국내외 펨토셀 동향 및 전파이용조건 연구

본 논문에서는 FMC/FMS의 네트워크 진화에 따른 펨토셀의 도입 배경 및 특징, 국내외 펨토셀 표준화 현황, 통신사업자/제조업체 동향 등을 간단히 기술한 후, 국내 WiBro 펨토셀 도입을 위한 논의단계에서 검토해야 할 항목으로서 실내동기, 출력, 이용자 제한 등을 필수적인 전파이용조건 항목으로 제시하고 있다.

경기 서북부 접경지역 규제 실태 및 지원방안 연구

Cities and counties on the border of the Seoul metropolitan area are having difficulty developing regions and exercising their property rights due to various regulations, including regulations on military facility protection and regulations on the Seoul metropolitan areas maintenance plan law. In particular, among cities and counties in the border area within the metropolitan area, there is a problem that it is relatively difficult to receive support in the northwestern part of Gyeonggi-do, which has a severe underdeveloped degree. Regulations on border areas within the metropolitan area have raised the need for compensation for tangible and intangible damage to local residents, but no actual compensation has been made. Therefore, in this study, the scale of regulatory damage was calculated for the northwestern border areas of Gyeonggi-do such as Goyang, Gimpo, and Paju and policy support measures and legal and institutional improvement measures were prepared. In this study, economic methodologies and surveys were used to analyze the current status and status of regulations in the northwestern border region of Gyeonggi-do and to calculate the scale of regulatory damage in the border region. First, the scale of regulatory damage was analyzed through the effect of the release of military facility protection zones on land prices through the synthetic control method and the discontinuous time series analysis method. As a result of the analysis, the increase in land prices due to the lifting of regulations on military facility protection zones in Goyang, Gimpo, and Paju was estimated to be about 250 billion won. In addition, as a result of a survey of residents living on the northwestern border of Gyeonggi-do, respondents agreed on the need for regulatory damage and government compensation, and responded that solidarity between regions is necessary to urge compensation. In particular, respondents recognized that regulations on border areas negatively affect regional economic activities, economic growth, quality of life and living conditions of local residents. Policy support measures such as discovering development projects for regional development and creating infrastructure were reviewed to compensate for regulatory damage. In the case of Goyang, it is necessary to foster exhibition conventions, broadcasting convergence contents industries, Gimpo to promote high value-added high-tech knowledge industries, Paju to promote environmentally friendly R&D, and software-oriented high-tech industries. In addition, it is necessary to seek ways to create infrastructure centered on the expansion of transportation networks such as railroads for the development of the northwestern border region of Gyeonggi-do. Regional joint measures for compensation for regulatory damage should be implemented by establishing and implementing a roadmap step by step, starting with practically feasible measures. First, in the short term, an MOU between the northwestern border regions of Gyeonggi-do should be signed to lay the institutional foundation for solidarity between neighboring regions, and a consultative body between local governments in the border region should be formed. In the medium term, the role and scope of the current border regional mayors council should be expanded to deliver the policy demands of local governments in the border region to the central government. In the long run, it is necessary to seek project management and development measures for the development of the border region through the establishment of a special local government in the northwestern border region of Gyeonggi-do. Finally, the study sought legal and institutional improvement measures focusing on the Special Act on Border Area Support for regulatory damage compensation and development of border areas.
