구약성서의 선의의 거짓말(white lie)에 관한 소고

The Lies are prohibited ethical problems in the Bible. Because of God is faithful so he never accept it. However we can find easily the lie that writer never judges. Commonly it concerned to good lies(so called ``white lies``). Why the Bible is keeping silents about it? Is it mean exceptions? Or ethical criteria of the Bible is handling by context like situation ethics? The Bible says the cause of silent is neither unconcern nor contradictions. Rather the Bible is questioning to us "what is important thing? purpose or processing?". If purpose is important it should be nothing, but processing is important it is wrong also. But the Bible is keeping silents also. We can see same problems also in Rahab`s narrative(Joshua 2:1-7). Surely Rahab told lie. But YHWH never rebuked her and punished. Is it mean God accept white lie? If somebody want to keep faith through lie, is it wrong or wright? At any late the Bible said Rahab was saved by her faith. I wanna to make conclusion by mentioned Asa Mahan`s opinion about it. Asa Mahan`s thinking is not completely one but one of solutions.

본 연구에서는 무한경쟁시대인 21세기를 대비하여 한국의 유수한 그룹들이 GLOBAL 경영전략을 어떻게 구상하고 있고 함축하고 있는 시사점은 무엇인지를 알아 보았다. 21세기에는 전자, 동신, 우주, 항공, 신소재, 유전공학 등 점단기술 개발 (R&D). 제품 품질관리, 삶의 질에 향상과 세계가 하나의 거대한 동합 시장 (Multifaceted Integration) 으로 떠올라 가상 CYBER공간에서 전자상거래시대가 도래혈 것으로 전밍되므로 INTERNET에 의한 국제 마케팅 능력의 제고와 Global경영의 장기 비전 제시가 절실하다. 전제 조직 구성원이 경영 이념을 공유하고 제시된 장기 비전을 동해서 일체감과 국제적 감각을 가지고 끊임없는 변화와 혁신에 힘을 결집하는 기업만이 21세기엔 세계 초일류 기업으로 살아남을 것이다. 오늘의 한국경제위기를 극복하는 길도 기업뿐만 아니라 정부, 근로자, 소비자 모두가 세계를 항하여 장기 비전을 갖고 지혜와 저력을 결집하여 다시 뛰어가야 한다. Korea's premier business groups in Korea announced a common sweeping set of reforms to change the way which new management policy stresses three principal strategies for making the business groups as a major world player of the 21st century ; Globalization, Quality management, and Multifaceted Integration. To compete head on with the world leaders, above groups are taking advantage of the economy of overseas location, Globalization of Korean Firms provides the flexibility to find the best places to secure raw materials, then to go elsewhere and process or assemble those materials into finished products, and finally, to market those somewhere else through localization of business. Quality management begins with improving the quality of employee's lives. It also involves doing away with outdated ways of thinking and acting with Innovation, R&D. Korean companies are used to surviving by relying heavily on the economy of large-scale production. Today, however, consumers around the world are demanding higher-quality, and companies that do not respond to that demand will have difficulty surviving. Quality control is now a top priority in all aspects of famous business groups in Korea. Multifaceted Integration means physically bringing together people, organizations, systems, infrastructure and facilities with a similar focus. When similar functions are located at the same places. Operational efficiency is enhanced and a synergy effect is achieved by the reengineering, downsizing. Finally, I think that the above issues just mentioned are derived from making vision by long-term new management policy and entrepreneurship for Globalization of the 21st century. These are the requirements for success in the high-tech Global business environment of the 21st century.

The International standard such as H.261, MPEG(Moving Picture Expert Group) has been used block-based motion estimation technique. Wavelet transform is very popular in these video processing recently, because wavelet based compression has the advantages of efficient decorrelation each consecutive image frame and reduced-complexity in multiresolution motion estimation technique (MRME). We propose a technique to improve coding performance of baseline wavelet-based coder. The motion vectors are calculated using adaptive threshold method from subimage. In order to find wrong-searched block, threshold factor is defined for comparing with energy of reference block. The experiment results show that the proposed method improved bit-rate and PSNR of decoder.

In this paper, a EFRA+(early fair rate allocation) algorithm is proposed for ATM switches supporting ABR service. The central issue of explicit rate control algorithms for ABR service is the computation of max-min fair rates for every connection. The EFRA+ inherits the main feature of the EFRA and enhances the computation method of max-min fair rate. Thus, the EFRA+ computes the max-min fair rates with O(1) computational complexity more accurate than EFRA. This exact calculation of fair rates expedites offers excellent transient response and improves the performance decay of the EFRA at the transient state. At the steady state, the EFRA+ operates without causing any oscillations in rates and is very robust in various ATM networks. The ABR queue length at the buffer can further be reduced without any degradation in throughput. By using computer simulation, it is compared EFRA+ with existing algorithms such as EFRA and is demonstrated the effectiveness of the EFRA+ algorithm.
