        공공부문의 성과관리와 성과측정시스템 이용방식에 관한 연구

        본 연구는 공공부문의 성과관리에 따른 성과측정시스템(PMS) 이용방식을 실증적으로 분석하고자 한다. 본 연구에서는 PMS 이용방식이 활동의 특징인 성과관리의 수준, 즉 목표를 명확하게 명시할 수 있고, 바람직한 성과측정지표를 선택할 수 있고, 관리자가 업무 프로세스를 잘 알고 통제하는 정도에 달려 있다고 가설을 설정하고 있다. 그리고 외부의 압력이 PMS의 이용방식에 미치는 영향도 조사한다. 또한 공공부문의 PMS 이용방식이 조직성과에 미치는 효과를 실증적으로 분석하고자 한다. 본 연구는 공공부문으로부터 수집한 166개의 설문자료를 이용하여 가설을 검증하였다. 연구결과, 성과관리의 수준과 PMS 이용방식간에는 유의한 정의 관계가 있는 것으로 나타났다. 외부의 압력과 PMS 이용방식간에도 정의 관계가 있는 것으로 나타났다. PMS의 이용방식은 조직성과에도 정의 영향을 미치는 것으로 나타났다. 그러나 이러한 효과는 성과관리의 수준이 높을 때에는 덜 심각하게 나타났다. 또한 성과관리와 외부의 압력은 조직성과와 유의한 정의 관계가 있는 것으로 나타났다. 성과관리는 관리자에게 공공부문의 목표와 운영의 초점을 제공하여 조직성과를 개선시키는 것으로 해석할 수 있다. The purpose of this study is to examine the use of performance measurement systems(PMS) in the public sector. I hypothesize that the way in which these systems are being used depends on the characteristics of the activities -particularly on performance management, which is a broad construct encompassing clarity of goals, the ability to select undistorted performance metrics, and the degree to which managers know and control the transformation process. I examine the influence of external(political or stakeholder) pressure on PMS use. I also expect that public sector organizations that use their PMS in ways that match the characteristics of their activities outperform those that fail to achieve such fit. I test hypotheses using survey data from 166 public sector organizations. This study is summarized as follows. I find a positive and significant relationship between the performance management and use of PMS. I observe significant relationship between the external pressure and use of PMS(except incentive use). Using the PMS for operational, incentive and exploratory purposes positively influences organizational performance, but this effect is less severe when the level of performance management is high. I also find that performance management and external pressure tends to enhance performance. Finally, the interaction between use of PMS and the performance management is not significant.

        <P><B>Abstract</B></P> <P>An early-warning performance monitoring system (EPMS) is proposed to objectively measure and monitor the performance of a project for early detection of inherent poor performance problems. The EPMS is built based on project progress data and consists of a database of business information, an optimized theoretical model used as a performance measurement baseline, and an index for monitoring and forecasting the performance. By monitoring the performance through an application of the EPMS to the Korean construction project, the quarterly variation of index was found to differ by project type. These results could explain the environmental changes in the project execution. Therefore, the EPMS is expected to be an alternative for objective performance monitoring and forecasting while applying the existing methods is difficult because of the limited available data on performance indicators.         Performance Evaluation of a Driving Power Transmission System for 50 kW Narrow Tractors

        Purpose: The development of compact tractors that can be used in dry fields, greenhouses, and orchards for pest control, weeding, transportation, and harvesting is necessary. The development and performance evaluation of power transmission units are very important when it comes to tractor development. This study evaluates the performance of a driving power transmission unit of a 50 kW multi-purpose narrow tractor. Methods: The performance of the transmission and forward-reverse clutch, which are the main components of the driving power transmission unit of multi-purpose narrow tractors, was evaluated herein. The transmission performance was evaluated in terms of power transmission efficiency, noise, and axle load, while the forward-reverse clutch performance was evaluated in terms of durability. The transmission’s power transmission efficiency accounts for the measurement of transmission losses, which occur in the transmission’s gear, bearing, and oil seal. The motor’s power was input in the transmission’s input shaft. The rotational speed and torque were measured in the final output shaft. The noise was measured at each speed level after installing a microphone on the left, right, and upper sides. The axle load test was performed through a continuous equilibrium load test, in which a constant load was continuously applied. The forward-reverse clutch performance was calculated using the engine torque to axle torque ratio with the assembled engine and transmission. Results: The loss of power in the transmission efficiency test of the driving power unit was 6.0-9.7 kW based on all gear steps. This loss of horsepower was equal to 11-18% of the input power (52 kW). The transmission efficiency of the driving power unit was 81.5-89.0%. The noise of the driving power unit was 50-57 dB at 800 rpm, 70-77 dB at 1600 rpm, and 76-83 dB at 2400 rpm. The axle load test verified that the input torque and axle revolutions were constant. The results of the forward-reverse clutch performance test revealed that hydraulic pressure and torque changes were stably maintained when moving forward or backward, and its operation met the hydraulic design standards. Conclusions: When comprehensively examined, these research results were similar to the main driving power transmission systems from USA and Japan in terms of performance.         공연 광고, 공연 컨텐츠, 준거집단이 공연 관람의도에 미치는 영향에 관한 연구

        최근 우리나라의 공연시장은 관객들의 지속적인 관심에 힘입어 시장의 규모가 매우 커졌다. 특히 대작 공연들은 매 공연마다 많은 수익을 창출해 내고 있다. 하지만 관객들이 공연장을 방문하는 이유는 공연 컨텐츠, 공연 광고 등 다양한 요건들에 의한 것인지에 대한 판단이 어렵다. 따라서 본 연구에서는 공연 관람의도를 크게 3가지 변수로 나누어서 살펴보고자 한다. 첫째는 공연광고, 둘째는 공연 컨텐츠, 셋째는 준거집단이다. 연구결과 공연 광고, 공연 컨텐츠, 준거집단 모두다 공연 관람의도에 영향을 주는 것으로 나타났다. 특히, 공연 컨텐츠가 제일 큰 영향을 주었고, 준거집단이 그 뒤로 나타났다. 하지만 공연 광고의 기업이미지, 브랜드는 관람의도에 영향을 주지 못했고, 공연 컨텐츠의 기능적 품질 또한 영향을 주지 못하는 것으로 나타났다. Recently, the size of performance marketplace has been much larger on the strength of audiences’ continuous attention. Especially prominent performances have created greater profit every performance. However, it is hard to decide whether the reason of audiences’ visiting is due to various factors, such as contents of performance, advertisement and so on. Therefore, this paper deals with intention of watching performance by three kinds of variables. First, it is advertisement of performance. Secondly, contents of performance. Thirdly, reference group. In conclusion of the paper, all of three variables; advertisement, contents of performance, and reference group, have effects on the intention of watching performance. Among them, contents of performance is the most influential, followed by reference group. But the image of corporate in the advertisement and brand does not affect to audiences’ intention. Likewise functional quality of contents of performance also doesn’t have an effect.

        고성과 인적자원관리가 성과에 미치는 영향 - 시스템 도입 강도의 역할에 대한 탐색적 연구 : 고성과 인적자원관리가 성과에 미치는 영향

        본 연구는 고성과 인적자원관리가 성과에 미치는 영향을 분석하는데 목적이 있다. 이러한 목적의 달성을 위하여 저자들은 우리나라 상장기업 46개를 대상으로 실증 연구하였다. 분석 결과, 고성과 인적자원관리 시스템 도입 강도는 재무적 성과, 그리고 내부운영 과정 제고에는 U자형 영향을 미치는 것으로 나타났다. 반면에 고성과 인적자원관리 시스템 도입 강도는 종업원의 학습과 성장에는 곡선 관계도, 선형 관계도 나타나지 않았다. 이러한 연구 결과는 고성과 인적자원관리 도입 강도가 약할 경우-전통적 인적자원관리와 고성과 인적자원관리가 혼재된 경우-는 성과가 떨어진다는 것을 의미한다. 결국 고성과 인적자원관리에 대한 도입에 앞서, 인적자원관리 기법들 간의 내적 일관성과 조직 상황에 맞는 인적자원관리 기법의 운용이 성과에 더 큰 영향을 미침을 주지해야 한다. Since the Korean Financial Crisis in 1998, many Korean companies have introduced High-Performance Human Resource Management (HPHRM) to enhance their performance. Note first of all that not all companies seek for the same goals or the same operating strategies. While many companies are opting for HPHRM, their current operating systems or procedures are not always compatible with it. The incompatibility may come from the un-preparedness in transition to the new systems but it mainly comes from the almost irreconcilable differences between the new operating systems and their previous ones. Eventually, these differences can influence the companies’ performance. We focus on these differences. HPHRM as an edgecutting system will not always have positive impact on organizational performance. Its effects are rather non-linear. In other words, when HPHRM is combined with the previous HR practices and makes inconsistent signals, it would play a negative role in promoting organizational performance. Traditional HRM is not necessarily inferior to HPHRM. Our hypothesis here is that the new system introduced through the adoption of HPHRM has non-linear effects on organizational performance. To test our hypothesis, we did an exploratory research on Korean listed companies. We measured HPHRM according to the followings; first, we consider HPHRM as a system or bundle, which consists of HR practices. Second, we measured the intensiveness of the HPHRM system as the level of organizational change in the replacement of traditional HRM system. Thus, the highest intensiveness of a HPHRM system indicates that perfect transition is made from traditional HRM to HPHRM. To gather information on HR bundles we surveyed HR managers in the Korean listed companies. Since we intended to get objective information from the HR managers, our questionnaire contained only quantifiable questions and avoided gathering HR managers’ personal judgment on HPHRM. The survey was done from June to September, 2004, and we collected 53 companies’ answers. Out of the 53, 46 were chosen since 7 proved to be too inconsistent to be valid. The organizational performance as dependent variables was measured with the Balanced Scorecard (BSC) measures. We did not consider the customer perspective it cannot be applied to all industries. On regression analysis, we found that HPHRM has non-linear relationship with the organizational performance. Particularly, the intensiveness of HPHRM system has a significant U-shaped relationship with EPS. In case of EVA, another performance indicator in financial perspectives, and value-added per employee, a performance indicator in internal perspectives, we figured out that they have potential U-shaped relationships with the intensiveness of HPHRM. However, the intensiveness of HPHRM system has insignificant relationship with quality enhancement as a performance indicator in learning and growth perspective. These results indicate that forced introduction of HPHRM in the presence of traditional HR practices can impair the organizational performance. Our results raise the issue of institution and the signals it makes. New institution naturally has conflicts with the previous institution and may make inconsistent signals to employees. As a result, employees are likely to get confused in the organizational change, development or transformation caused by the introduction of new institution. Such confusion is often manifested in psychological and behavioral inertia and has negative influence on organizational performance. In this regard, we insist that an internal fit between existing HR practices and HRM system is to be secured before introducing HPHRM. In sum, we conclude that HPHRM does not necessarily enhance the organizational performance.         공공기관의 성과관리, PMS의 이용방식, 조직학습 및조직성과간의 관계

        본 연구는 공공기관의 성과관리 제도와 BSC에 기반을 둔 PMS에 주목하여 목적적합한 이용방식의 역할과 효과를 검증하는데 그 목적이 있다. 공공기관을 대상으로 성과관리의 도입이 조직성과의 개선에 미치는 영향, 성과관리가 경영자의 PMS의 이용방식에 미치는 영향 및 조직학습이 조직성과의 개선에 미치는 영향 등을 분석하도록 한다. 지금까지 공공기관을 대상으로 성과관리와 PMS의 이용방식의 역할과 효과에 대한 연구가 거의 이루어지지 않았다. 본 연구의 결과를 요약하면 다음과 같다. 공공기관의 성과관리는 수준이 높을수록 조직성과는 개선되는 것으로 나타났다. 성과관리가 관리자에게 목표와 운영의 초점을 제공하고, 성과증진에 대한 동기를 부여하여 조직성과를 개선시키는 것으로 해석할 수 있다. 둘째, 공공기관의 성과관리는 PMS의 진단적 이용방식과 상호작용적 이용방식의 활용을 증가시켰다. 성과정보의 진단적 이용은 통제 및 평가도구로 적절하며, 상호작용적 이용은 새로운 정책접근을 위한 탐색을 용이하게 하기 때문인 것으로 판단된다. 셋째, PMS의 이용방식은 조직성과의 개선에 기여하는 것으로 나타났다. PMS의 적극적인 이용은 조직 성과에 긍정적인 영향을 주는 것으로 판단된다. 넷째, PMS의 이용방식 중 상호작용적 이용방식은 조직 학습에 영향을 미치는 것으로 나타났다. 마지막으로 조직학습은 조직성과의 개선에 기여하는 것으로 나타났다. 본 연구결과를 종합해 보면, 공공기관은 조직성과를 향상시키기 위해서는 성과관리를 효율적으로 운영해야 한다는 것을 강조하고 있으며, 성과정보의 진단적 이용과 상호작용적 이용이 적절히 선택될 수있어야 하며, 조직학습을 잘 활용해야 한다는 것을 강조하고 있다. This study is one of empirical studies to provide evidence on the roles and effects of the performance management and use of performance measurement systems in public sector organizations. At a very generic level, this study investigates that the performance management is associated with the use of performance measurement systems and organizational performance. The aim of this study is to examine consequences of various different ways in which performance information can be used, and whether the difference in a way of use affects causality of our research model and performance. There were few studies performed on public sector organizations. Findings of this study could be summarized as follows;Firstly, we observe a positive and significant direct effect of performance management on performance. Secondly, we find a positive and significant relationship between the performance management and use of PMS. Thirdly, we find that using the PMS for diagnostic and interactive purposes has direct effect on performance. Fourthly, it was found out that while the diagnostic use of PMS did not have any significant effect on organizational learning, the interactive use of PMS had a significant effect on organizational learning. And it was shown that organizational learning contributed to improvement of organizational performance In total, these results suggests that manager of public sector organizations need to manage performance management efficiently. It also have implications for the importance of managers’ proper choice for use of PMS and needs to utilize organizational learning well in order to improve organizational performance.

        스포츠 재정지원사업의 성과: 영향요인 및 함의

        본 연구는 국민체육진흥기금의 스포츠 재정지원사업을 대상으로 성과와 관련 영향요인에 관하여 살펴보고 내포하고 있는 의미와 필요한 정책적 시사점을 도출하는데 목적을 두었다. 연구결과는 영향요인별 성과, 성과별 영향요인, 관계 및 시사점 등으로 구분하여 도출하였다. 첫 번째, 영향요인별 성과에서는 사업규모, 우선순위 모호성, 대상집단 모호성, 사업의 유형과 성격, 사업의 직접성, 사업의 지속여부 등의 여섯 가지 요인들 모두 성과에 영향을 미치고 있음을 알 수 있었다. 다만, 사업의 직접성 요인에서 직접 사업은 1개만 있어 간접 및 혼합 사업과의 성과 비교는 제한적이었다. 두 번째는 성과별 영향요인이다. 성과가 높은 사업들은 평균적으로 사업규모가 더 크고 성과지표의 수는 더 많으며, 사업대상은 명확하고 사업비 성격의 사업이 대부분을 차지하고 있었다. 그리고 대부분 간접 형태의 계속 사업이었다. 반면에 상대적으로 성과가 낮은 사업들은 대부분 사업규모가 작고 우선순위 모호성이 낮으며, 사업대상이 명확하지 않은 편임을 도출할 수 있었다. 마지막 세 번째는 관계 및 시사점이다. 성과는 여섯 가지 영향요인들과 상호 연동적인 관계가 형성되어 있었으며, 성과가 높은 사업 대비 상대적으로 낮은 사업은 우선순위 모호성 영향요인 측면에서 차이점이 두드러졌다. 정책적 시사점으로는 사업의 다양성 확보, 중장기 성과지표 반영, 사업목표 및 성과지표의 적정성 제고 등 세 가지 사항을 제시하였다. The purpose of this study was to examine the performance and related factors of sport financial support programs of the Korea Sports Promotion Fund and to derive the significance that it implies and necessary policy implications. The study was conducted in three stages and the results were derived. They include analyzing performance by impact factors and deriving results, analyzing impact factors and deriving results by performance, and deriving relationships and implications. First, analysis of performance by influencing factors and results revealed that all six factors affect performance: program size, priority ambiguity, target group ambiguity, type and nature of the program, directness of the program, and continuity of the program. However, in terms of directness factors of the program, there was only one direct program, so the comparison of performance with indirect and mixed programs was limited. The second is the analysis of performance-specific influences and the derivation of results. On average, programs with high performance were larger in size and the number of performance indicators, and programs with clear targets and program cost accounted for most of them. And it was mostly an indirect form of continuing program. On the other hand, it was possible to derive that programs with relatively low performance were mainly small in size, low in priority ambiguity, and the target of the program was not clear. The last three are relationships and implications. Performance was interlinked with six influential factors, and relatively low-performance programs differed in terms of priority ambiguity influencers. Three matters were presented as policy implications: securing diversity of programs, reflecting mid- to long-term performance indicators, and enhancing the adequacy of program goals and performance indicators.

        성과평가제도의 운영 요인 및 조직 효과성 분석 -공공기관의 전략적 선택과 제도적 조응을 중심으로-

        본 연구는 공공기관을 중심으로 확산되고 있는 성과평가제도에 주목하여 이의 운영 요인과 조직 효과성에 미치는 영향을 검증하였다. 분석 결과, 공공기관들은 성과평가제도를 효율성이나 경쟁력을 높이기 위해 운영하기도 하지만 공공부문의 효율성 제고라는 제도적 환경에 조응함으로써 정당성을 확보하려는 목적으로도 운영하고 있음을 알 수 있었다. 그러나 성과평가제도의 운영이 실제 공공기관의 재무적 성과에는 별다른 영향을 미치지 않았다. 이는 성과평가제도가 형식적으로 운영되고 있음을 시사한다. 반면, 성과평가제도의 운영이 조직 구성원들의 인지적 성과에는 긍정적인 영향을 미치고 있었다. 이를 통해 성과평가제도가 공정성과 객관성을 확보하고 성과와 보상 간의 연계가 명확하며 조직 구성원들의 잠재력을 발휘할 수 있도록 운영된다면 향후 재무적 성과에도 긍정적인 영향을 미칠 수 있으리라 기대해 볼 수 있다. This study explored what factors affected the extent to which the performance appraisal was implemented and whether the level of implementation increased the organizational performance of the Korean public agencies. Analyzing the data from the 2005 and 2007 Workplace Panel Survey conducted by the Korea Labor Institute, we found that the Korean public agencies implemented the performance appraisal not only to strategically adapt to managerial needs and technical demands but also to increase organizational legitimacy by conforming to changing institutional environments. Actual financial performance of the public agencies, however, was not significantly improved by the implementation of the performance appraisal. In this way, Korean public agencies took advantage of the performance appraisal rather symbolically to gain legitimacy and social support. On the other hand, the performance appraisal affected positively the cognitive performance of the public employees. The system of performance appraisal needs to be operated fairly and objectively, designed to correctly evaluate the contribution and capability of the employees and to connect closely between performance and incentives, and which, in turn, will eventually improve the financial performance of the public agencies.

        국내 공연예술의 문제점과 개선방안 모색 - 뮤지컬 공연을 중심으로 -

        Musical, one of art genres, well-known for typical modern art in the 20st century and receiving much love and attention from the audience, has just 100 year-short history. But, this musical can be cited as one of performance art forms to encompass every art genre in our humankind history, combine scientific rationalism with popularism most remarkable in contemporary civilization, and mirror contemporary cultural needs, to a most adequate level. This research thesis aims at focusing on musical performance of domestic performance art fields, finding out the real problems surrounding the performance, and seeking ways to reinforce such problems, for the purpose of offering data helpful in reinforcing domestic musical performance. Most of all, the research thesis has raised the ongoing situations, volume and wide-spread problems surrounding industrial market in domestic performance art. Subsequently, this thesis has taken up problems surrounding high musical performance cost, an absence of special theatres, actors and staffs, and a lack of performance production process and contents including a short of government's sustained supports. Against this backdrop, it is of importance that the government should make the active improvements to build new special theatres and create high-quality performance production environment and content, as well as foster culture and tourism industry, establish links with broadcasting image media, and expand an educational climate to communicate with the local field and spot, under the government's steadfast attention and supports. It is most urgent that the government should perceive the values of culture industry and performance art, and it should spare no pains to gain relevant resources. If such problems are improved, one by one, the musical cultural performance industry would not just create national profits, but also it would exert ripple-effects on national and cultural competitiveness, serving as the most paramount industry in the 21st century.         일상의 퍼포먼스, 투어리즘과 다크 투어리즘-극단 신세계의 <망각댄스-4.16편, 서울망각투어버스>(2019)-

        이 글에서는 ‘행위를 이행한다(to perform)’는 퍼포먼스의 미학을 수행적 실천으로 연결한 극단 신세계의 <망각댄스-4.16편, 서울망각투어버스>(2019)를 분석했다. 이때의 수행적 실천이란 타자의 고통에 대해 증언하는 목격자이자 공연의 수행자로서의 책무를 성찰하는 태도와 닿아 있다. 극단신세계의 <망각댄스-4.16편, 서울망각투어버스>는 단체 관광의 일상을 다크 투어리즘의 퍼포먼스로 구성한 작품이다. 이 공연에서는 문화적 퍼포먼스와 퍼포먼스의 경계를 넘나들며 범주화된 퍼포먼스의 개념을 성찰하는 한편, 일상화된 문화적 퍼포먼스에 내재된 위임된 수동성을 환기하여 우리 사회의 재난, 위험, 고통에 방관적 침묵자로 남거나 그것을 망각하려는 태도를 문제시했다. 특히 공연생산주체를 포함, 퍼포먼스에 참여하는 관객들에게 일상에서 익숙해진 포렌식 정보를 통한 탈-경험과 위임된 수동성을 성찰케 함으로써, 그들이 정보화된 ‘사건’의 방관적 관찰자가 아닌, ‘사건-공간’의 실천적 목격자로 정립되는 수행적 과정을 구현했다. 퍼포먼스의 수행적 실천이란 참여 관객에 의해 완성되거나 도달된다. 퍼포먼스의 참여 관객이 방관자가 아니라 증언하는 목격자로서 존재할 때 퍼포먼스의 수행적 실천은 가능할 수 있다. 그것은 또한 현대공연예술이 자율성을 앞세워 공적 책임을 방기한 채 예술로서만 존재하려는 태도에서 벗어나, 미학적인 것이자 윤리적인 것이며 정치적인 것으로 존재하는 한 방법이기도 하다. In this article, I analyzed "not-remembering Dance, 4.16, Seoul Oblivion-Tour Bus"(2019) of the theatre company Shinsegae, which connects the aesthetics of performance to performance practice. The performance practice at this time is in contact with the attitude of reflecting on the responsibility as a witness and performer who testifies about the suffering of the other. The theatre company Shinsegae's "not-remembering Dance, 4.16, Seoul Oblivion-Tour Bus" is the performance that consists of the performance of dark tourism. In this performance, the boundary between cultural performance and performance are crossing, reflected on the concept of categorized performance. And it ventilated the delegated passiveness inherent in everyday cultural performance, and questioned the attitude of remaining as an on-the-spot silence in the disasters, dangers and sufferings of our society or forgetting it. In particular, by reflecting on the de-experience and delegated passiveness through forensic information familiar to the audience participating in the performance, including the performer, they could implemented the performance process of being established as practical witnesses of 'event-space' rather than bystander observers of the informatized 'event'. Performance practice of performance is completed or reached by participating audience. When the audience of the performance exists as a witness who testifies, not as a bystander, performance practice of the performance can be possible. It is also a way that contemporary performing arts are aesthetic, ethical, and political, away from the attitude of being only an art, with public responsibility being neglected by autonomy.
