        소수력 자원량 산정과 지리정보시스템 구축

        Small hydropower is one of the many types of new and renewable energy, which South Korea is planning to develop, as the country is abundant in endowed resources. In order to fully utilize small hydropower resources, there is a need for greater precision in quantifying small hydropower resources and establish an environment in which energy sources can be discovered using the small hydropower geographic information system. This study has given greater precision to calculating annual electricity generation and installed capacity of small hydropower plants of 840 standard basins by inquiring into average annual rainfall, basin area and runoff coefficient, which is anticipated to promote small hydropower resources utilization. Small hydropower geographic information system was also established by additionally providing base information on quantified small hydropower resources and analysis function and small hydropower generator status, rivers, basin, rainfall gauging station, water level gauging station etc., all of which were not provided by the domestic hydropower Resources Map System. Established GIS small hydropower energy system can be used to basic information for active uses of small hydropower energy which is scattered to the entire country. 소수력은 신재생에너지 중 하나로 우리나라에는 부존량이 매우 풍부하여 최근 개발에 대한 필요성이 대두되고 있다. 이러한 소수력 자원의 적극적인 활용을 위해 소수력 자원량 산정의 정확성을 제고하고, 소수력 지리정보시스템을 이용한 에너지원 발굴의 기반환경이 필요하다. 본 연구에서는 연평균강우량, 유역면적, 유출계수를 세분화시켜 840개의 표준유역에 대한 소수력 발전소 시설용량과 연간전기생산량을 산정하였으며, 산정된 소수력 자원량과 분석기능, 그리고 국내 소수력 자원지도시스템에서 제공되지 않았던 소수력 발전소 현황, 하천, 유역, 강우관측소, 수위관측소 등에 대한 기초정보를 제공하여 소수력 지리정보시스템을 구축하였다. 구축된 소수력 지리정보시스템은 전국에 산재되어 있는 소수력 자원의 적극적인 활용을 위한 기초정보로 활용될 수 있을 것으로 사료된다.

      • 경북 북부지역 소수력발전 자원조사에 관한 연구

        본 연구에서는 경상북도 북부지역 5개 지점의 소수력발전 후보지점에 대한 소수력발전 지원조사를 실시하였다. 소수력발전자원조사는 각각 평·갈수기, 및 홍수기에 유량조사, 수위-유량관계곡선식의 유도, 유량지속곡선의 작성, 발전용량의 산정 및 경제성분석 등으로 구성되었다. 본 연구를 통하여 경상북도 북부지역의 최적 소수력 발전지점 선정을 위한 기초자료를 제시하였으며, 경상북도 예천군 형호리와 경상북도 영주시 문수면 권선리 후보지가 가장 경제성이 높은 것으로 분석되었다. 그러나 소수력발전소 후보지점중 설비용량 500 kW 이하의 경우 개발시 소용량으로 인해 개발효과가 없을 것으로 판단되며, 설비용량 500 kW 이상인 최적 개발 후보지는 경상북도 영양군 입암면 후보지 1개소인 것으로 나타났다. In this study, the resources investigations of small hydropower generation were carried out for the five proposed sites in northern Gyeong-buk area. They consisted of the discharge measurements, rating-curve, flow duration curves, electricity generation, and economic analysis, respectively. The basic data were suggested to select the optimal small hydropower sites in northern Gyeong-buk area. The sites for Yecheon Gun and Munsu Myeon as a result are the best proposed ones using economic analysis. We considered, however, that the finacial benefit for small hydropower development may be small under 500 kW facility. The optimal proposed site over 500 kW facility was suggested as Yeongyang Gun in this study.

        지형공간정보체계를 활용한 소수력 개발의 입지분석

        소수력발전입지의 수계별 설계변수 특성(Ⅱ)

        Small hydropower resources for five major river systems have been studied. The model, which can predict flow duration characteristic of stream, was developed to analyze the variation of inflow caused from rainfall condition. And another model to predict hydrologic performance for small hydropower(SHP) plants is established. Monthly inflow data measured at Andong dam were analyzed. The predicted results from the developed models in this study show that the data were in good agreement with measured results of long term inflow at Andong dam. It was found that the models developed in this study can be used to predict the available potential and technical potential of SHP sites effectively. Based on the models developed in this study, the hydrologic performance for small hydropower sites located in river systems have been analyzed. The results show that the hydrologic performance characteristics of SHP sites had some difference between the river systems. Especially, the specific design flow and specific output of SHP sites located on North Han river and Nakdong river systems had large difference compared with other river systems.

        물이용 변화에 따른 소수력발전소의 경제성 분석

        강수량에 따라 발전량 변동이 큰 소수력발전소의 운영에 대해 물이용 조건의 변화를 고려한 경제성을 분석하기 위하여, 소수력의 설계기준 및 수문분석 방법과 경제성분석의 지표와 편익과 비용 추정방안을 연구하고, 대상지역에서 수력발전소 건설 예정지점의 유입량과 물수지를 검토하여 발전사용수량과 발전시설용량의 대안별 경제성을 분석하였다. 대상시설은 동화댐 소수력발전소를 선정하고, 상시발전수량 0.35㎥/s와 관개용수 발전수량 1.9㎥/s, 110~1,000 kW의 시설용량별 발전소 건설사업비 367~1,705백만원을 추정하였다. 발전소 유지관리비, 건설사업비의 자본환원계수, 할인율, 이자율, 시설물 내구연한, 등을 결정하여 시설용량별 발전소의 연간운영비와 발전원가를 산정하였다. 분석결과에서 시설용량 200kW 이하의 생·공용수 중심의 발전사업은 수익성이 있으나, 관개용수 전용 발전사업은 수익성이 없었다. 시설용량 200kW 및 150kW에서 각각 69.0%와 77.3%의 편익율을 보였고, 연차별 순현가 편익에서도 내구연한 동안 적자년도가 전혀 없는 것으로 나타났다. 사업비의 효율성과 연간편익의 균등한 배분을 고려하면, 대상 소수력발전소의 가장 경제적인 시설용량은 150kW로 평가되었다. The design standard of hydropower, hydrologic analysis method and estimation methods of economic analysis indexes, benefits and costs were studied and the inflows and water budgets were analyzed at a small hydropower planning site. And the economic efficiency was analyzed for the alternative generation flows and facility capacities to analyze the economic efficiency which consider the variation of water use conditions about the small hydropower plant. The plant construction expenses were estimated as 367~1,705 million won for generation flows 0.35㎥/s and 1.9㎥/s, and facility capacities 110~1,000 kW. The maintenance expenses, capital recovery factor, discount ratio, interest ratio, durability, etc were determined and the annual operation expenses and generation costs were estimated. As the results of analysis, the generation projects focused in municipal and industrial water with maximum capacity 200kW were beneficial, but the projects focused in irrigation water showed no benefits. The benefit ratio 69.0% and 77.3% were estimated at facility capacity 200kW and 150kW, and no deficit year was during durable period in annual NPV benefit. The facility capacity 150kW showed the best economic efficiency at the benefit distribution.
