평택항 자동차 하역프로세스의 문제점과 개선방안에 관한 연구

본 연구에서는 평택항 자동차 하역의 문제점을 도출하기 위하여 하역작업에 관련된 사업체 근무자를 대상으로 설문조사를 실시하였으며, 집단 간의 인식차이를 분석 하였다. 설문조사 결과 작업인력 의식수준(책임의식 결여), 야드 수용능력 부족(하역작업 능률 저하), 작업인력 숙련도(사고율 증가), 노동조합 형태(인력공급 구조 변화), 배후부지 부족(화물 반출 어려움), 터미널 간 선박이동(하역가능시간 감소), 고정된 작업시간 배정(화물종류에 따라 하역효율 저하) 등이 주요 문제점으로 도출되었다. 또한 하역/터미널 운영업, 선사 및 대리점, 자동차 수출/수입업자, 항만검수/고박업/용역업 등 4개 집단의 인식차이를 검증하기 위해 ANOVA(일원배치 분산분석)을 실시하였으며, 하역구조의 문제점, 하역구조의 개선방안 등에서 집단 간의 인식차이를 확인하였다. 하역구조의 문제점으로는 복수 하역 운영사(하역사 간 협조부족), 터미널 간 교차작업(제한적 작업시간), 배후부지 부족(화물 반출 어려움), POOL인력 조달부족(물량에 따른 탄력적 운영 어려움), 작업인력 의식수준(책임의식 결여) 등이 집단 간의 인식차이를 보였으며, 하역구조 개선방안으로는 하역통합운영, 작업 인력 공급회사 설립, 배후부지 개발 등의 개선책에서 집단 간의 인식차이를 보였다. In order to draw problems and improvements of loading/unloading automobile in Pyeongtaek Port, this study conducted a survey for workers related to loading/unloading work, and then analyzed the differences in cognition among groups. In the results of the survey, there were major problems such as workers` cognition level(lack of a sense of responsibility), lack of yard capacity(decrease of efficiency in loading/unloading work), workers` workmanship(increase of accident rate), the form of labor union(changes in manpower supply structure), lack of background land(difficulty in shipping out freight), movement of ships between terminals(decrease of time for loading/unloading), and allocation of fixed working hours(decrease of efficiency in loading/unloading depending on freight type). In order to verify the differences in cognition among four groups including loading & unloading/terminal operation, shipping company/agency, exporter/importer, and seaport inspection/lashing/service company, we carried out ANOVA(one-way analysis of variance), and then identified the differences in cognition between groups regarding problems and improvement measures of loading/unloading structure.

As Regarding the expected effect of the improved automobile loading/unloading structure in Pyeongtaek Port, this study conducted a survey for workers related to automobile loading/unloading in Pyeongtaek Port. Based on the survey, we conducted the empirical analysis. Through one-way analysis of variance(ANOVA), we verified whether there would be differences in cognition between groups or not. In the results of the analysis, there were differences in cognition between groups in the aspect of the decrease of port workers' labor and accident rate. This study is considered to be able to provide useful implications to set up directions of improvement measures of loading/unloading structure in Pyeongtaek Port in the future. 본 연구는 김학수, 선일석, 안승범(2014)의 후속연구로서, 김학수 외(2014)의 연구에서는 평택항 자동차 자동차 하역구조의 문제점과 개선방안을 도출하였으나 그 기대효과에 대한 연구가 부족하였기에 평택항 자동차 하역구조의 개선에 따라 얻을 수 있는 기대효과에 대하여 관련 종사자의 인식구조를 파악하고자 하였다. 이를 위해 평택항 자동차 부두의 하역에 관련된 종사자를 대상으로 설문조사를 실시하였으며, 설문조사를 토대로 실증분석을 하였다. 분석은 일원배치 분산분석(ANOVA)을 통하여 집단 간의 인식차이가 있는지를 검증하였으며, 분석결과 항만 근로자 노동감소 및 사고율 감소 측면에서 기대효과에 대한 집단 간의 인식차이가 존재하였다. 이러한 연구는 향후 평택항의 하역구조 개선방안에 대한 정책적 방향을 설정하는데 유익한 시사점을 제공할 수 있으리라 생각한다.
