This study aims to look into the theory of governance of Lee Jun-kyung who had been Yeongeuijeong (Premier of the Joseon Dynasty) through King Myeongjong and King Seonjo regimes. Lee Jun-kyung is a character with intellectual and political capabilities, who solved several challenges like overcoming the crisis of a political vacuum, evaluated as a leader who opened the so-called ‘Age of Politics by Sarim (Confucian Scholars).’ Based on his own recognition of the major philosophical concepts of Confucianism such as ‘Tian Ren He Yi (Heaven-man Unity)’ or ‘Zhonghe (The Golden Mean),’ Lee Jun-kyung postulated that the king should take the responsibility for the realization. He thought that the political chaos and crisis of the times, like the massacre of scholars was caused by the king’s lack of the cultivation of his own moral character. In other words, the king did not set his mind straight, and made wrong decisions. Thus, according to his judgment, in order to prevent such a calamity from recurring and allow stable governance, most of all, the king should cultivate his own moral character. Lee Jun-kyung emphasized ‘the acceptance of admonition’ because of that. Along with this, Lee Jun-kyung thought that Confucian scholars’ discussion about radical and excessive reform might throw the administration of state affairs into confusion and furthermore, cause a counteroffensive of impure forces. This is the reason why he took a position prioritizing stabilization on major political issues. In other words, political confrontation and conflict should be settled by proceeding step by step gradually, and variables that could cause risks should be prevented in advance. Thus, his argument means that it could bring complete success to affairs, even if it takes time. Lee Jun-kyung’s theory of governance like this marks ‘stability’ with a side dot. The king should cultivate his own moral character for the ‘stability’ of governance and should manage policies and reforms gradually also for ‘stability.’ This line may delay reforms and may cause missing the best time; however, it can exhibit a power to make the reforms have timeliness and minimize side effects on reality. 본고는 명종과 선조 대에 걸쳐 영의정을 지낸 동고 이준경의 국정운영론을 살펴보는 데 목적이 있다. 이준경은 학문과 정치적 역량을 겸비한 인물로, 권력 공백의 위기를 극복하는 등 여러 가지 난제들을 해결하고 소위 ‘사림정치의 시대’를 연 주역으로 평가받는다. 이준경은 ‘天人關係’나 ‘中和’와 같은 儒學의 주요한 철학적 개념들에 대한 나름의 인식을 바탕으로, 그 실현의 책임을 임금에게 상정했다. 그는 士禍 등 당시의 정치적 혼란과 위기의 책임이 임금의 수신이 부족한 데서 기인한다고 생각했다. 임금이 자신의 마음을 바로잡지 못했기 때문에 잘못된 결정을 내렸다는 것이다. 따라서 그러한 참화가 재발하지 않도록 하고 국정이 안정적으로 운영될 수 있도록 하기 위해서는, 무엇보다 임금이 수신에 힘써야 한다는 것이 그의 판단이다. 이준경이 納言을 강조한 것도 그래서이다. 아울러 이준경은 사림의 급진적이고 과격한 개혁 논의가 국정을 혼란에 빠트리고, 나아가 小人들의 역공을 유발할 수 있다고 생각했다. 문소전 배향, 삭훈, 붕당 등 주요 정치적 이슈들에 있어서 그가 안정 우선의 입장을 취한 이유이다. 점차적으로 단계를 밟아감으로써 정치적 대립과 알력을 해소하고, 위험을 일으킬 수 있는 변수들을 사전에 차단해야 한다는 것이다. 그래야 비록 시간이 걸리더라도 일을 온전히 성공시킬 수 있다는 것이 그의 주장이다. 이러한 이준경의 국정운영론은 安定에 방점이 찍혀있다. 군주가 수신을 해야 하는 이유도 국정의 ‘안정’을 위해서고, 정책이나 개혁을 점진적으로 운용해야 하는 것도 ‘안정’을 위해서인 것이다. 이러한 노선은 개혁을 지연시키고 자칫 最適期를 놓치게 할 우려도 있지만, 개혁이 시의성을 갖추고 현실에서의 부작용을 최소화하도록 하는 힘을 발휘할 수 있다.

H.332 표준안에 근거한 소결합 멀티미디어 회의 시스템의 설계 및 구현

Multimedia conference systems are classified into the tightly coupled conference and the loosely-coupled conference, the former is a peer-to-peer-conference or multi-point-conference based un the ITU-T H.323 standard, and the latter is the H.332 standard extended from the ITU-T H.323 standard. Loosely-coupled conference based on the H.332 standard is composed of small participants with the capacity of the send-receive mode and large participants with the capacity of the receive-only mode. In the H.332 conference, a subject and a media type of the multimedia conference is pre-announced for conquest of the difficulty of capability negotiation, and used SDP of IETF for that. Therefore, the H.332-conference can conquer a defect of the H.323 multimedia conference scalability. This paper analyzes H.332 standard for the loosely-coupled conference and describes an implementation of the H.332 multimedia conference systems. 멀티미디어 회의는 크게 밀결합 회의와 소결합 회의로 구분되며, 전자의 경우는 ITU-T의 H.323 표준에 근거한 일대일 또는 다자간 멀티미디어 회의가 있고, 후자의 경우로는 H.323 표준을 확장한 ITU-T의 H.332 표준이 있다. H.332 표준을 근거로 한 소결합 멀티미디어 회의는 송수신 능력을 갖는 소수의 패널과 수신능력 만을 갖는 다수의 청중들로 이루어진다. H.332에서는 참가자가 다수일 때 능력교환의 어려움을 극복하기 위해 회의의 주제나 미디어 형식등을 회의가 열리기 전에 미리 알리며 이를 위해 IETF의 SDP를 이용한다. 이와 같은 방법으로 H.323 멀티미디어 회의의 단점인 확장성을 극복할 수 있다. 본 논문에서는 소결합 멀티미디어 회의를 위하여 표준화되고 있는 H.332를 분석하고, 분석된 결과를 토대로 구현된 시스템을 소개한다.

Objectives : The purpose of this study is to report the effectiveness of Sihochunggan-tang gagambang and Gagamchengyoung-tang in the seven patients with seborrheic dermatitis. Methods : This case study was conducted for seven seborrheic dermatitis patients, who have visited Korean Medicine Clinic from 2013.10.01 to 2017.09.30. All seven patients were treated with Sihochunggan-tang gagambang and Gagamchengyoung-tang and acupucture. During taking medicine, we let them avoid bad food like fatty food and alcohol. We evaluated the symptom change through photographs and used Visual Analogue Scale(VAS) as the assessment method. Results : VAS such as skin severity of symptoms, sleep disorder, pruritus was decreased as a result of Sihochunggan-tang gagambang and Gagamchengyoung-tang and acupucture treatment in seven seborrheic dermatitis patients. Conclusions : After the treatment, the grade of VAS was decreased and most symptoms of seven patients were improved. As a result of examining VAS scores and photographs, Sihochunggan-tang gagambang and Gagamchengyoung-tang can be effective on the seborrheic dermatitis in seven cases in our study.

금강 수계에서 식물플랑크톤의 군집 구조

The phytoplankton community of Kumgang river was investigated at the three stations from May to September, 1994. A total of 321 species was identified, which was classified into 131 genera, 20 orders, 8 classes. Green and euglenoid algae showed a maximum number of species at the Napo station in September, but there were no significant changes in different locations in the species number of blue green algae. The number of diatom species decreased from May to September at each station. Standing crop was low with 15.9×10^4individuals/ℓ in August, but high with 37.8×10^4 individuals/ℓ in September. Merismopedia spp., Oscillatoria spp., Microcystis aeruginosa and Cyclotella meneghiniana predominated in Kumgang River.

신흥시장의 옛 지명인 “숯골”과 연계된 스토리텔링 북을 만들고, 이를 통한 시장홍보 및 아케이드 및 포토존 등에도 접목하고자 한다. 이야기를 통해 제품이나 서비스에 담긴 특별한 메시지를 전달하는 능력이 감성시대의 경쟁우위임에도 불구하고 전통시장의 스토리텔링에 대한 학문적 접목이 일천하다. 따라서 본 연구에서는 첫째, “숯골”에 얽힌 이야기를 가공·포장하여 광고와 판촉 등에 활용하는 브랜드 커뮤니케이션 활동의 성공사례 분석을 통하여 스토리텔링 마케팅(Storytelling Marketing)의 중요성을 부각시킨다. 둘째, 아케이드 및 포토존 등의 시장 시절현대화 등의 실무적 활용 아이디어를 제공함이 본 연구의 목적이다. 이를 위해 이론적 연구의 흐름을 정리하고 스토리텔링 마케팅의 접목 방향을 제언하고자 한다. This study develops storytelling marketing which construct arch sculpture, storytelling old name of a place Shin-Heung market located. Through theoretical research, it presents definition and component of storytelling and also expected effects according to transformation into a cultural space by additional installation of photo zone and other efforts to make arch sculpture be born again as a landmark in Shin-Heung market.

End to End 딥러닝 기반의 자율주행을 위한 실세계 환경을 반영한 가상 주행 데이터 수집 및 활용

최근 인공지능 연구가 활발하게 진행이 되면서 여러 기업에서 자율 주행연구도 활발하게 진행되고 있다. 하지만 실제 상황에서 자동차 주행 데이터를 얻기에는 여러 위험사항들과 경제적인 낭비가 있다. 그렇기 때문에 게임 상에서 데이터를 수집하고 딥러닝을 이용해 학습을 하기로 했다. 본 논문에서는 실제 세계와 유사한 환경을 가지고 있는 자동차 게임을 이용하여 자율 주행을 시도 했다. 자율 주행 시 많이 쓰이는 End to End 방법으로 데이터를 수집하면 두 가지 데이터가 저장된다. 하나는 이미지 데이터고 두 번째는 방향키 데이터다. 이러한 데이터들을 numpy 타입으로 40분간 데이터를 수집한 후 딥러닝에 많이 쓰이는 tensorflow를 사용하여 구현한 CNN을 이용하여 학습이 되는 것을 확인을 하고 91.9%의 정확도를 얻었다. 이를 기반으로 실세계에서의 사용 가능성을 확인했다.

금융교육에서 거시금융위험 체계 구축방안에 대한 고찰

기존 학교 금융교육 교과내용 체계에 ‘거시금융위험’이라는 거시경제 및 금융시장에 원천적으로 내재하는 위험요인을 전체체계의 중심개념으로 도입하여 금융교육의 현실적합성 및 의사결정성을 높일 수 있는 새로운 금융교육체계를 제시하였다. 최적 금융재무 의사결정의 제약 및 교란요인을 경제시스템 내의 고유한 위험요인에서 찾고, 이를 금융교육 교과내용체계 내에 제 교과내용요소를 연결 짓는 고리로 삼아 국가경제의 경제순환 과정 전체를 조망하면서 의사결정상황의 위치, 제약조건, 목적함 수를 입체적으로 파악할 수 있게 하여 개인 경제주체가 최적대안을 선택할 수 있는 금융교육 체계를 구성하였다. 이에 따라 거시금융위험에 대한 인지, 상호연관관계, 발생원인 등의 일련의 과정을 통해 위험요인과의 연관관계 속에서 개별 의사결정상 황을 이해하고 최적대안의 탐색가능성을 높였다. 기존의 개념나열식의 평면적인 개인재무 기법위주의 학습에서 탈피하여, 거시경제활동과 금융시장과의 상호연관관계를 개별 금융재무의사결정 상황에 입체적으로 연결지어 학습할 수 있도록 하는 효과 가 있음을 밝혔다. 또한 거시금융위험을 중심체계로 고려한 금융교육 교과내용체계를 시안(試案)으로서 제시하였다. The macro-financial risk assessment model is established under the systemic financial risk index that aggregates information from macroeconomic measures of economic conditions. Using the macroprudential approach to the sources of macro-financial risk, including the nature of risk build-up in macroeconomic systems, I construct new ways to analyze risk in financial systems and identified macro-financial linkages within those systems that can optimize economic agents financial decision making. Results suggest that the macro-financial risk that can analyze and assess threats to the macroeconomic system may allow for preemptive responses to major vulnerabilities. This study underscores the importance of the macro-financial risk on financial decision-making in order to enhance the soundness of macroeconomic systems; improving the decision efficiency of market participants can lead to reduced economic costs and fewer adverse effects on the nation’s economy.
