Grant Allen’s The Woman Who Did : A Critique on Eugenics and New Womanhood

This paper, which makes available the forgotten pictures and previously unnoticed complexites drawn from articles, introduces aspects of the work of a neglected naturalist and evolutionist writer of the late nineteenth century in Victorian era. In particular, this paper focuses on Allen's analysis of the social construction of marriage and his concern of the future race and the concomitant issue of motherhood and social progress. On the issue of recognizing and validating women's role as mothers and entitling them public recognition as a social contributor, Allen is in line with early feminists known as eugenic feminists such as Sarah Grand and Frances Swiney. As to the mechanism of evolution, however, Allen differed from their view in that he regarded nature as a driving force whereas eugenic feminist saw human control as the key note in the evolutionary process. Such tension is witnessed in Allen's New Woman Novel, The Woman Who Did (1895) in which the protagonist Herminia seeks women's emancipation through her task of mothering premised on eugenic ideology. Ironizing Herminia's failure and her death, Allen calls into question the practicability of the discourse constituting the eugenic project. Drawing on the theories on evolution and Richardson's concept of “eugenic love”, this paper examines social implication in Herminia's maternal agenda and investigates the condition of her project which is already doomed to fail.

본 논문은 한국 감사원의 실태 및 문제점을 규명하고, 앞으로 감사원이 지향해야할 감사 방향을 제시하고자 하는 것이다. 감사원은 정부감사의 주도적인 역할을 해야 함에도 불구하고 행정부에 소속되어 있어 독립성이 많이 저해되어 왔고, 감사환경에 적절히 대처할 전문인력을 확보하지 못해 요구되는 감사역점을 제대로 이행하지 못했다. 또 다른 정부 감사 체계, 즉 국회 국정감사, 지방의회감사, 자체감사, 상급기관감사 등과 적절히 감사업무가 배분되지 못해 중복감사 등 많은 부작용을 낳았다. 따라서 앞으로 감사원은 감사환경에 부합되는 적절한 감사기준의 정립, 감사원의 의회소속 혹은 독립기관 설치, 전문 감사인력을 확보하여 성과감사 및 정책감사의 적극적 활용, 감사체계간의 효율적인 연계성을 통한 감사 업무의 적절한 배분 등의 방향이 필요하다.

현재까지 지방자치단체에 대한 감사는 대부분이 감사원에 의해 이루어져 왔다. 그러나 감사원에서 시행하고 있는 감사활동에 대한 국민들의 시선은 따갑고, 못 미더워하고 있다. 이는 특정한 사건이 발생하면 '소 잃고 외양간 고치는 식'으로 집중 감사함으로써 예방적·감시적 기능이 미약했기 때문이다. 그러므로 현재 감사원에 의해 주도되고 있는 지방자치단체의 회계감사제도를 한 단계 높이고, 감사인력을 효율적으로 운용하기 위해서는 지방자치단체의 감사기법개발, 지방 전문 감사인력배양, 회계감사기준 정립 등이 요청된다.

북한의 최고권력자에 관한 연구 : 김정일을 중심으로 Focused on the Kim, Jung-Il

이 글은 현재 북한의 최고권력자인 김정일의 성장과 인간적인 측면, 통치체제 장악을 위한 정치적 활동에 비판적으로 검토하고 향후 김정일의 정치역량을 진단해 보고자 하는 연구이다. 지난 1972년경부터 김일성은 김정일을 후계자로 선정하여 20여 년간 김정일을 지도자로 수련시켰다. 그리고 이제 '수령(김정일)중심의 유일적 영도체제'를 구축하기에 이르렀고, 그를 '민족의 아들' 또는 '최고지도자'라는 말로 대신하고 있다. 김정일은 지도자 유형에서 매력적이거나 인간미가 적은 사람으로 보이며, 오만하고 저돌적이며 혁명주의를 신봉하고 있다. 그러나 문학예술에 대한 감수성과 지도력을 발휘하여 북한의 문학예술전반을 주도해 온 것으로 알려지고 있다. 김정일은 국가의 지도자로서의 역할을 수행할 만한 명성과 경험 및 능력이 부족, 김일성 사망 후 인민의 지지 하락, 자신만의 독특한 이데올로기가 아직은 형성되어 있지 못하며, 경제적 침체와 지속적인 노역동원은 주민들의 불평과 불만을 점점 증폭시키고 있다. 변화무쌍한 북한 최고권력자인 김정일 체제에 대한 정부의 효율적인 대책이 필요하다.

Laboratory experiments were conducted to investigate the effect of far infrared ray(FIR) activated water on the inhibition of algal growth. The growth of S. quadricauda and C. vulgaris was enhanced by the FIR activated water in Allen media containing high concentration of nutrients, but inhibited in natural water containing low concentration of nutrients. The growth of O. tenuis and M. aeruginosa was inhibited in both Allen media and natural water. When comparing the effects of FIR treated water 1(NC1) and 2(NC2), the growth of O. tenuis and M. aeruginosa was somewhat enhanced by NC1, whereas inhibited by NC2. Therefore, it is suggested that NC2 is more effective than NC1 in controlling the algal growth.

본 연구는 범죄의 원인을 규명하고 범죄예방책을 제시하는데 목적을 두고 있다. 이를 위해 연도별 범죄 실태를 분석하고 연대별 동향을 파악하였다. 범죄이론으로는 치료 및 갱생을 통한 범죄예방, 사회학적 범죄학에 근거한 예방이론, 처벌을 통한 범죄 억제이론을 설명하였다. 본 연구에서 범죄예방 활동으로 파출소의 순찰기능 강화를 우선적으로 들었다.

In order to obtain exact location information from the map which has different reference datum, we have to do coordinate transformation from other to reference coordinate system we use. In this paper, in order to evaluate accuracy between two maps have different ellipsoid, it is studied theory of map projection and coordinate transformation. Then, select maps about same area, select points which can be recognized on the maps for accuracy evaluation. After obtain coordinates about the points by TM projection and UTM projection, evaluated accuracy between TM coordinates, after to do Two-dimensional coordinate transformation, and after coordinate transformation from UTM to TM. As a result of this study, the maps which have different reference datum can be used if the exact transformation parameters can be obtained and applied.

공공부조의 실태와 방향 : 대구시를 중심으로 A Case of Taegu City

이 연구는 공공부조의 실태를 대구시를 중심으로 분석하고, 운영상의 문제점, 제도와 현실의 괴리 등을 밝혀 시사점을 제공하여 하였다. 분석결과 문제점으로 대상자 선정 및 선정기준이 모호하고 비현실적이라는 점, 보호내용이 미비하고, 보호행정 체계가 부실하다는 점 등이 나타났다. 방향으로는 대상자선정과 보호수준의 개선, 보호내용강화, 보호행정체계의 정비 등은 물론이고, 의료보호 급여수준을 확대하고 사회복지전담요원을 많이 양성하여 확대 배치하는 노력이 필요하다. 특히 시대적 요청에 의해 생활보호법은 폐지되고 새로운 법(국민기초생활보장법)이 제정되어 그 시행을 눈앞에 두고 있다 이 법의 시행으로 그 동안 우려하던 보호대상자 선정기준, 수급권자의 범위, 최저생계비 문제 등은 다소 해결될 것으로 보인다.

The compressor has one of important roles in refrigeration cycle and it determines refrigeration efficiency and quality. This paper aims to monitor rotary compressors for room air conditioners by using Acoustic Emission(AE) technique. The reliability of rotary compressors has been evaluated through visual inspection on them after long term test. This paper describes methods for acquisition and processing AE raw signal to monitor the state of rotary compressor. A detecting method of abnormal compressor in real time is suggested and special-purpose monitoring system which can be applied to automatic manufacturing line is developed using one-chip microprocessor at low cost.
