        지방공기업 경영평가 지표개선을 위한 평가자와 피평가자의 인식에 관한 연구

        Since the regional public corporation management evaluation system was introduced through the revision of the 3rd Regional Public Corporation Act in 1993, it has been changing and developing flexibly by accommodating political, economic, social and cultural demands. It also has played a primary role in leading policy changes for regional public corporation in line with the new government's national ideology. The Yoon Seok-yeol government, recently, adopted a national task of providing high-quality public services by innovating public institution, and set out to make public institutions more efficient and secure financial soundness as the goal of task. it, additionally, seems to be inevitable that the changes in in management evaluation indicators of regional public corporations, because the government has set goals to strengthen autonomous and responsible management and capabilities of public institutions. In the change of policy environment with the launch of new government, the objective of this study is to identify the management evaluation indicator’s problem and suggest future improvement directions by analyzing an awareness of various stakeholders who are directly related to the management evaluation of regional public corporations. Stakeholders have much various knowledge and experience backgrounds. Although there may be individual differences, we believe that stakeholders’ an awareness of the management evaluation system and indicators is much various. To analyze stakeholders’ awareness more accurately, we conduct AHP (Analytic Hierarchy Process: AHP) and IPA (Importance-Performance Analysis) which are used in not only prioritization among policy alternatives but also a wide variety of decision-making fields such as human resource management, marketing, strategic management. As a result of the analysis, some different results were shown in the AHP and the IPA analysis, but overall similar results were obtained. In detail, there are found to be important and satisfied priority indicators which are that CEO’s leadership, Strategy management, Organizational/Human resource management, and Financial management in Sustainable management as well as Disaster safety management in Social value, major classification indicators. Because these indicators, however, are recognized as the most basic factors required for institutional operation, they tend to be managed rather carelessly, requiring attention. On the contrary, there are found to be low important and satisfied priority indicators which are that Job creation and Work-Life balance, Communication and participation, Ethical management, Local cohabitation in Social value, and Innovative performance in Sustainable management, major classification indicators. The modified IPA analysis results, however, show that the importance is high and the effectiveness is low, so we need for attention to interpret the results. In case of the Social value indicators, the Moon Jae-in government greatly emphasized it, that have increased the distribution of points and introducing some new contents. These indicators, however, has not only achieved a considerable level of target expected by the government, but are also contrary to the current government's stance. This study, therefore, suggests that it is correct to interpret them as indicators that needs relatively improvement. 지방공기업 경영평가제도는 1993년 제3차 지방공기업법 개정으로 도입된 이후 정치·경제·사회·문화적 요구를 수용하며 유연하게 변화·발전해 왔다. 또한 새 정부의 국정이념에 부합하는 지방공기업의 정책변화를 주도하는 역할을 담당해 왔다. 최근 윤석열 정부에서는 공공기관 혁신을 통해 질 높은 대국민 서비스 제공이라는 국정과제를 채택하였고, 과제목표로는 공공기관을 효율화하고 재무 건전성을 확보를 내세웠다. 또한 정부에서는 공공기관의 자율·책임경영 및 역량을 강화하는 것을 목표로 삼은 바 있어, 지방공기업 경영평가지표의 변화도 불가피해 보인다. 본 연구은 새정부 출범이라는 정책환경의 변화와 함께 지방공기업 경영평가와 직접적인 관련이 있는 평가자와 피평가자들의 경영평가 지표에 대한 인식조사를 통해 경영평가 지표에 대한 문제점을 파악하고 향후 개선 방향을 마련하는 데 목적이 있으며, 이를 위해 지방공기업 경영평가와 직접적으로 이해관계가 있는 평가위원 및 기관 평가담당자를 대상으로 AHP 분석 및 IPA 분석을 실시하였다. 분석결과, AHP 분석 및 IPA 분석에서 일부 상이한 결과가 나타나기도 하였으나, 전반적으로 유사한 결과가 도출되었다. 자세히 살펴보면, 지속가능경영 대분류 지표 중 경영층의 리더십, 전략경영, 조직·인사관리, 재무관리와 사회적 가치 지표 중 재난안전관리가 중요성 및 만족도가 상대적으로 높은 것으로 나타났다. 다만, 수정된 IPA 분석 결과, 중요성이 높고 만족도가 낮은 것으로 나타나 해석에 주의가 필요하다. 사회적 가치 지표의 경우, 문재인 정부에서 크게 강조하면서 배점 비중이 높아지고 새로운 내용이 추가로 도입되었다. 하지만, 정부가 기대했던 목표 수준을 상당 수준 달성하였을 뿐만 아니라, 현 정부의 기조와 상반되는 지표이므로 상대적으로 개선이 필요한 지표로 해석하는 것이 옳은 것이라 판단된다.

        딥러닝 기반 치과 의료영상 판독에 대한 문헌 분석

        This study analyzes the papers, which studied to find the most adequate CNN based algorithms for segmentation, object detection in dentistry. According to our purpose, we created several keywords like “Dental+Object Detection+Neural+Network.” We searched articles in ‘PubMed’, ‘IEEE’, using created 34 keywords. We found 458 papers and excluded under a study-purpose provision. So This paper had categorized those 23 papers by 11 of segmentation of tooth structure with dental filling and FDI numbering, 12 of detecting dental caries, periodontitis, or multiple lesions. To compare the performance of models, we organized the results by DICE/IoU index and accuracy, precision, recall, etc.. Various dataset was used for analyzing. The most common dataset was dental panoramic image, then periapical, CBCT, NILT, and intra-oral image. The algorithms were used according to the purpose. For example, VGG16, 19 was used for object detection algorithms were used according to the purpose. For example, VGG16, 19 was used for object detection, U-Net, and Mask R-CNN used for segmentation by study purpose. For segmentation of teeth, Zhimming Cui(2019), used Mask R-CNN, and the accuracy was 0.9755. Vranck(2020) used ResNet for molar detection(IoU 0.9, precision 0.94, 0.93). To label the tooth numbering according to FDI rule, Tuzoff(2019) and Chen(2019), used Faster R-CNN, VGG16, and Faster R-CNN with DNN. Tuzoff’s index was slightly better than Chen’s. Casalegno(2019) investigated the detection of dental caries by using VGG16. The result was IoU 0.727. To find periodontitis, used VGG16 also, by Prajapaty(2017). And the accuracy was 0.8846. Using the Mask R-CNN, Jader(2018) could separate instances of multiple lesions, accuracy was 0.8846.

        Quantitative Structure-Activity Relationship Modeling of the Antioxidant Activity of Some Plant Compounds on Graph of Molecular Descriptors

        Plants synthesize antioxidant compounds as a defense mechanism against reactive oxygen species. Recently, plant-derived antioxidantcompounds have attracted attention due to the increasing consumer awareness in the heath industry. However, traditional methods formeasuring the antioxidant activity of these compounds are time-consuming and costly. Therefore, our study constructed a quantitativestructure-activity relationship (QSAR) model that can predict antioxidant activity using graph convolutional networks (GCN) from plantstructural data. The accuracy (Acc) of the model reached 0.6 and the loss reached 0.03. Although with lower accuracy than previouslyreported QSAR models, our model showed the possibility of predicting DPPH antioxidant activity in a wide range of plant compounds(phenolics, polyphenols, vitamins, etc.) based on their graph structure.

        Extensive Late-Acquired Incomplete Stent Apposition After Sirolimus-Eluting Stent Implantation

        Late-acquired incomplete stent apposition (ISA) is frequently observed after drug-eluting stent (DES) implantation. Most incidences of late-acquired ISA induced by positive vascular remodeling were of the focal type and occurred in a single vessel. We present an unusual case of a 45-year-old male subject diagnosed with late-acquired ISA that occurred in multiple vessels. Late-acquired incomplete stent apposition (ISA) is frequently observed after drug-eluting stent (DES) implantation. Most incidences of late-acquired ISA induced by positive vascular remodeling were of the focal type and occurred in a single vessel.         바이오 의학 응용을 위한 전자기 구동소프트 하이드로겔 마이크로로봇

        This paper introduces electromagnetically actuated biomedical microrobots using external stimulus responsive hydrogels. We briefly summarize several research trends using representative magnetic actuated hydrogel microrobots developed to date and introduce our three developed types of magnetic actuated hydrogel microrobots. First, we propose a selective microrobots control method using microclampers consisting of temperature-responsive hydrogel (NIPAAM) blocks and microheaters. Using the selective microrobots control method, multiple microrobots can be independently controlled by an electromagnetic actuation (EMA) system. Second, we developed a self-folding magnetically driven microrobot in which a layer containing magnetic nanoparticles (MNPs) and a temperature-responsive hydrogel layer are laminated. The motion of the magnetically driven microrobot is controlled precisely using magnetic field control and the microrobot performs self-(un)folding motion due to the temperature change. Additionally, the microrobot is able to grab a bead containing a drug and to manipulate it precisely to a desired position. Finally, we developed a spring-shaped hydrogel (NIPAAM) microrobot using drugs and MNPs. By using an integrated system containing an EMA system and a near-infra-red (NIR) light generating device, we demonstrated that the spring-type hydrogel microrobot can move to a desired position and actively release the loaded drug. Thus, it is shown that a variety of magnetically actuated hydrogel microrobots were developed and further in-depth studies are necessary for the development and use of these microrobots in biomedical applications.

        위성DMB 시장의 경제적 파급효과 분석

        본 연구는 세계 최초인 위성DMB 서비스의 도입으로 인한 연관 산업에 대한 경제적 파급 효과를 분석하였다. 본 연구는 한국은행에서 발행하는 산업연관표(2001년 발행)를 이용하여 위성DMB의 도입이 미치는 영향을 방송 및 연관 산업군 8개에 대하여 생산유발효과, 부가가치유발효과, 수입유발효과, 고용창출효과 등 4개의 차원에서 경제적 파급효과를 도출하였다. 이를 위하여 본 연구에서는 우리나라 경제를 402개 부문으로 나눈 산업연관표의 부문들을 위성D벼B서비스와 관련있는 8개의 산업군과 그렇지 않은 1개의 산업군 등 9개의 산업군으로 재분류하였다. 주요 연구 곁과는 다음과 같다. 첫째, 생산유발효과와 부가가치유발효과가 가장 크게 나타나는 두 부문은 '통신 및 방송기기' 부문과 '방송' 부문이다. 한편, 통신 및 방송기기 부문과 방송 부문 이외의 부문에서 발생되는 생산유발효과와 부가가치유발효과는 상대적으로 매우 작다. 이는 위성DMB사업에 의해서 유발되는 생산의 증대효과는 충격 부문에 한정되는 경향이 매우 크다는 것이다. 둘째, 수입유발효과가 가장 클 것으로 예상되는 부분은 '통신 및 방송기기'와 영상음악 오락서비스' 부문이다. 이같이 수입유발이 크게 나타난 원인은 초기 방송장비의 수입이 영향을 미치는 것으로 판단된다. 한편, '영상음악오락서비스'부문의 경우, 초기에는 미미하나 시간이 흐를수록 상당한 수입유발액을 보일 것으로 나타났다. 연도별 수입유발액이 증가하게 되는 이유는 비디오 채널의 경우, 최신영화 및 PFC 채널의 확대에 따라 미국 할리우드 영화를 비롯한 외국영화의 수입이 급증하고, 오디오 채널의 경우도 최신 팝음악 및 재즈, 그리고 R&B/soul 등 국내 음악계의 역량 한계에서 오는 외국음악에 대한 의존 확대에 따라 수입이 증대될 것으로 예상되기 때문인 것으로 판단된다. 셋째, 위성DMB서비스의 도입이 창출시킬 것으로 예상되는 고용인원 수는 2003년 3,027명에서 2012년에는 연인원 34,095명으로 증가할 것으로 예상되었다. This study examines the economic effects of the satellite DMB service on the Korean economy. Using the Input-Output Table (published by the Bank of Korea in 2001), it conducts an inter-industrial analysis and computes the production inducement effects, value-added inducement effects, import inducement effects and employment inducement effects. To this end, the 402 sectors of the Korean economy are merged into 9 groups, where 8 of them are the ones that are reckoned to be related to the satellite DMB services, and all the remaining sectors (regarded as being unrelated to the satellite DMB service) are thrown into one big group. The major findings of the study are the following. First, both the production inducement effect and the value-added inducement effect are shown be the greatest in 'communication and broadcasting equipment' and 'broadcasting services'. Notably, these two inducement effects do not appear strong in other groups than the two mentioned above. This signifies that the economic effects of the satellite DMB service are rather limited in their breadth. Second, as for the import inducement effect, the strongest effects are expected in 'communication and broadcasting equipment' and 'cinema, music and recreation services' Obviously, the strong effect in 'communication and broadcasting equipment' has to do with the massive imports of broadcasting equipments in the early stage of the satellite DMB service. For 'cinema, music and recreation services', the pattern is rather different. The import inducement effect is not that large in the early phase and grows bigger as the satellite DMB service market expands. For video channels, a rapid growth of imports of foreign movies is necessary as movie and PPC channels are additionally introduced. For audio channels, a growing taste for diversity creates demands for foreign music (such as jazz and R&B/soul), which in turn raises imports of audio contents. Third, the satellite DMB service is expected to contribute to the employment in the labor market. According to this study, the induced employments are 3,027 in year 2003, and (cumulatively) 34,095 in year 2012.
