        정부 저출생 추세 반전 대책에서 교육·돌봄 정책에 대한 부모 인식 분석

        본 연구는 최근 정부의 저출생 추세 반전을 위한 대책에서 교육·돌봄 정책에 대한 부모의 인식(정책내용 인식, 정책 기대효과 인식)을 분석하여 추가 정책 발굴·보완방안을 모색하기 위한 시사점을 제공하는데 그 목적이 있다. 만0세∼만5세 자녀를 둔 부모 총 381명을 대상으로 분석한 연구결과는 다음과 같다. 첫째, 교육·돌봄 정책에 대한 부모 정책내용 인식은 5점 만점에 2.69, 정책 기대효과 인식은 3.49로 나타났다. 둘째, 배경변인에 따른 부모의 인식 차이를 분석한 결과, 모든 영역에서 부모구분, 부모연령, 자녀연령, 지역구분, 근무형태 변인의 세부 집단에서 부분적으로 집단 간 차이가 있는 것으로 나타났다. 셋째, 부모의 정책내용 인식과 정책 기대효과 인식 간 차이를 분석한 결과, 모든 영역의 인식 간 차이가 있는 것으로 나타났으며, 지역특성에 맞는 돌봄서비스 강화 영역에서 인식 간 차이가 가장 컸다. 이러한 결과를 바탕으로 제언하면 첫째, 20대 연령과 남성(아버지) 집단의 집중적 정책 의견수렴 과정과 정책 반영이 필요하며, 둘째, 인구 소멸위험지역의 필수·거점 교육·돌봄기관 지정·설치·운영지원 및 교육·돌봄 인프라 수급 확인·관리할 수 있는 시스템 마련이 필요하며, 셋째, 집단별 이슈가 있는 정책(늘봄학교, 외국인 가정방문 돌보미 등)에 대해서는 추가적인 의견수렴 과정을 거쳐 정책 보완이 필요하며, 마지막으로 정부합동 부처 뿐 아니라 민간영역과 연계한 정책이 발굴될 수 있도록 정부의 다각적 노력이 필요함을 시사한다. This study analyzes parents' perceptions of education and care policies (awareness of policy content and expected effects of policies) in the government's recent measures to reverse the low birth rate trend, and provides implications for exploring additional policies and ways to supplement them. The results of an analysis of a total of 381 parents with children aged 0 to 5 are as follows. First, parents' awareness of the policy content of education and care policies was 2.69 out of 5, and their awareness of the expected effects of the policy was 3.49. Second, as a result of analyzing the differences in parents' perceptions according to background variables, it was found that there were partial inter-group differences in the detailed groups of variables such as parent classification, parent age, child age, regional classification, and work type in all areas. Third, as a result of analyzing the difference between parents' perception of the policy content and their perception of the expected effects of the policy, it was found that there was a difference between perceptions in all areas, and the gap between perceptions was largest in the area of ​​strengthening care services tailored to regional characteristics. Based on these results, first, there is a need for an intensive policy opinion collection process and policy reflection of people in their 20s and men (fathers). Second, it is necessary to establish a system to designate, install, and operate essential and core education and care institutions in areas at risk of population extinction and to confirm and manage the supply and demand of education and care infrastructure. Third, policies with group-specific issues (Neulbom School, foreign home visit caregivers, etc.) need to be supplemented through an additional opinion collection process. Lastly, it suggests that the government's multifaceted efforts are needed to discover policies that are linked not only to joint government ministries but also to the private sector.

        보육교사의 휴게시간 운영 실태 및 정책요구

        The purpose of this study is to identify operational status and policy requirements for sound operation on whether the use of nursery teachers' rest time is working well after 3 years of the implementation of the mandatory policy of children's home rest hours. It is to analyze in depth according to the background variables of the children's home, such as the type of nursery, the size, and the teacher's experience, and to provide the basic data reflecting after that the operation of the nursery teacher rest time can be supplemented by effective policies in the future. To this end, a questionnaire, the final research tool, was developed by re-verifying the literature analysis, the understanding of questions from 3 childcare-related professors and 5 childcare teachers, and content relevance. The final developed questionnaire consisted of 15 questions, consisting of 6 questions on general background, 7 questions on the actual status of the break time operation, and 2 questions on the policy request for improvement of break time operation. Data were collected from 303 nursery school teachers in Seoul and Gyeonggi regions, and the differences were analyzed through the χ2 test. The research results of this study are presented as follows. First, Number of times for breaks was 39.6%, which was higher than that of 17.5%, who used it every day. Second, the use of recess time was found in the order of nap time, special activity time, childcare routine, and other activities. Third, the method of using the break time was shown in the order of replacement of the partner of the second homeroom class, the support of the assistant teacher of the first homeroom class, the change of the partner of the third homeroom class, and the support of the class leader of the first homeroom. Fourth, the places used for break time at daycare centers were in the order of classroom, teacher's room, game room, and going out. Fifth, the methods of recording childcare teachers’ break time were shown in the following order: writing checklist documents, recording in diaries, and reporting to the director. Sixth, the works done during the break time were found in the order of paperwork, rest, daycare center joint work, and personal life work. Seventh, the reasons why a break time was planned but not implemented periodically were due to many tasks, safety of infants and children, and non-support from the director. Eighth, the guaranteed break time was shown in the order of no break time, 1 hour guarantee, and 2 hour guarantee. Ninth, the policy demands for substantiating break time operation were found in the following order: preparation of systematic detailed guidelines related to break time, practical work reduction, and guarantee of leaving work from 9 to 5 o'clock without break time. In order to stabilize the policy of obliging childcare teachers to take breaks, which can be directly related to the development and health and safety of infants and young children, it is necessary to understand the current situation in the field, write a detailed support policy for each type of daycare center, and comprehensively reflect this policy. suggest that it needs to be improved.

        유보통합 정책에 대한 영유아교사의 인식과 요구에 관한 질적 연구: 영아·유아·초등 교육과정 연계 중심으로

        본 연구는 유보통합 정책 내 영아·유아·초등 교육과정 연계에 대한 영유아교사의 인식과 요구를 심층적으로 분석하여 영아·유아·초등 연계 교육과정 개발의 안정적인 실현을 위한 기초자료를 제공하고자 하였다. 이를 위해 유보통합 정책에 대해 알고, 유치원과 어린이집에서 표준보육과정과 누리과정, 초등학교 연계 경험이 있는 교사 8명을 연구대상으로 선정하였다. 자료수집 방법으로는 포커스 그룹면담 방법을 적용하였고, A팀 4명, B팀 4명으로 나누어 그룹면담을 2시간 정도 진행하였다. 수집된 자료는 표로 정리된 배열 정보에서 의미를 도출하는 과정을 수행하였으며, 신뢰성과 타당성을 높이기 위해 질적 연구 타당도 준거방법을 활용하였다. 연구결과, 교육과정 연계에 대한 필요성에 대한 인식은 높지만, 정책실행에 있어 영유아교사와 학계의 의견을 충분히 반영하는 절차가 필요한 것으로 확인되었다. 또한 현재의 교육과정을 진단하고 운영 방법에서 놀이중심 방식과 교사중심 방식의 혼합형 운영이 될 수 있는 방향이 필요하며, 세부적 교사용 지침서 개발과 이에 따른 관할 부처의 팀 통합이 되어야 한다. 또한 교육과정 개발 시 인공지능(AI) 등 다양한 교육매체를 활용이 필요함을 제안하였다.

        유아의 사회⋅정서적 유능감 평가척도 개발

        Objectives The purpose of this study is to develop an evaluation scale to identify Social-Emotional Competence in young children. Methods To this end, 110 preliminary questions were developed through analysis of prior studies, Delphi survey by experts, and field survey. Validity was verified by analyzing item discrimination, validity, and reliability for the final draft. Results As a result of the study, the test results for each item, validity, and reliability of the children's social and emotional competence evaluation scale items were all found to be good, and the final result was 7 items for emotional recognition and understanding, 7 items for emotional expression, 9 items for emotion regulation, and social knowledge. An evaluation scale of 67 questions in a total of 6 areas was developed, including 6 questions on understanding, 9 questions on interpersonal skills, and 9 questions on social problem solving. Conclusions The evaluation scale developed through this study was developed to evaluate Young Children's social and emotional competency, which is the ability of young children to understand their own and others' emotions, establish amicable relationships in social relationships, express them appropriately, and solve problems effectively.

        유보통합 정책 추진 현황에 대한 부모의 인식 연구: 우선 이행과제와 실천방안 중심으로

        This study aims to analyze parents' perceptions of the priority tasks and action plans of the government's kindergarten integration policy, which is being promoted to prevent gaps in education and care from the infant and toddler period, the starting point of life. The results of an analysis of a total of 256 parents with children aged 0 to 5 are as follows. First, as a result of analyzing parents' awareness of the current status of the kindergarten integration policy implementation, overall awareness of the government's priority implementation tasks and action plans for kindergarten integration was found to be at a high level. In particular, the detailed implementation tasks include 'Providing integrated information on the status of kindergartens and daycare centers', 'Supporting improvement of indoor and outdoor safety, health, and hygienic environments and expanding safety education', and 'Using information on additional recruits to kindergartens and daycare centers, improving the convenience of applying for admission and admission'. Awareness was at the highest level. Second, as a result of analyzing the differences in parents' perception of the current status of childcare integration policy implementation according to background variables, the area of “Support for the healthy development of infants and young children” showed differences by parent age, education level, type of work hours at work, child age, and financial institution group. It was found that the area of 「Alleviating parental cost burden and support for raising children」 showed differences by parent age, type of work hours, child age, and financial institution group, and the area of 「Improvement of user convenience and strengthening of cooperation base」 showed differences by group. It was found that there were differences by parent age, child age, and funding institution group. Based on these results, it is recommended that, firstly, additional policy supplementation without discrimination in the area of 'healthy development support' is necessary for the group of parents whose children are attending kindergarten, and secondly, legal content that ensures a stable budget base needs to be included as well. Third, it suggests that systems and institutional improvements to improve the convenience of consumers using services should be continuously developed.

        초고압 합성법으로 제조한 리튬이온전지 음극활물질 Li4Ti5O12의 전기화학적 특성

        Using a high pressure homonizer, we report on the electrochemical performance of Li4Ti5O12(LTO) particles manufactured as anode active material for lithium ion battery. High-pressure synthesis processing is performed under conditions in which the mole fraction of Li/Ti is 0.9, the synthesis pressure is 2,000 bar and the numbers of passings-through are 5, 7 and 10. The observed X-ray diffraction patterns show that pure LTO is manufactured when the number of passings-through is 10. It is found from scanning electron microscopy analysis that the average size of synthesized particles decreases as the number of passings-through increases. LiCoO2-based active cathode materials are used to fabricate several coin half/full cells and their battery characteristics such as lifetime, rate capability and charge transfer resistance are then estimated, revealing quite good electrochemical performance of the LTO particles as an effective anode active material for lithium secondary batteries.

        널은 띠간격 묽은 자성반도체 CuAl<sub>1-x</sub>Mn<sub>x</sub>O<sub>2</sub> 세라믹스의 구조 및 전자기 특성

        We investigated the structural, electrical and magnetic properties of Mn-doped $CuAlO_2$ delafossite ceramics ($CuAl_{1-x}Mn_{x}O_2,\;0\le\;x\;\le0.05$), synthesized by solid-state reaction method in an air atmosphere at a sintering temperature of $1150^{\circ}C$. The solubility limit of Mn ions in delafossite $CuAlO_2$ was found to be as low as about 3 $mol\%$. Positive Hall coefficient and the temperature dependence of conductivity established that non-doped $CuAlO_2$ ceramic is a variable-range hopping p-type semiconductor. It was found that the Mn-doping in $CuAlO_2$ rapidly reduced the hole concentration and conductivity, indicating compensation of free holes. The analysis of the magnetization data provided an evidence that antiferromagnetic superexchange interaction is the dominant mechanism of the exchange coupling between Mn ions in $CuAl_{1-x}Mn_{x}O$ alloy, leading to an almost paramagnetic behavior in this alloy.

        유보통합 정책에서 지방정부 특수보육시책예산 및 관계자 인식 분석: 부산, 울산, 경상남도 지역을 중심으로

        본 연구는 유보통합의 주요 이슈인 지방정부의 특수보육시책예산을분석하고 주요 관계자들의 인식을 분석하고자 하였다. 이를 위해 부산, 울산, 경상남도의 특수보육시책예산을 분석하였으며 지역의 주요관계자인 공무원, 교사, 원장, 부모의 특수보육시책예산의 중요도 및실행도를 분석하였다. 연구결과 부산, 울산, 경상남도 지역 모두 보육교직원에게 지원하는 인건비 지원 예산비중이 가장 높았지만 다른 예산비중은 영역별 차이가 있는 것으로 나타났다. 중요도 및 실행도 분석에서는 이해관계자별로 유지, 집중, 저순위, 과잉 영역이 각각 다르게 나타났다. 본 연구는 향후 유보통합의 원할한 수행을 위한 지역단위 연구들을 위한 기초자료를 제공한 것에 의의가 있다. This study attempted to analyze the local government’s special childcare policy budget, which is a major issue at the time of integrated early childhood education and care, and to analyze the perceptions of key officials on the special childcare policy budget. To this end, the budgets for special childcare policies in Busan, Ulsan, and Gyeongsangnam-do were analyzed, and the importance and execution of the special childcare policy budgets analysis of the major regional officials such as public officials, teachers, principals, and parents. As a result of the study, Busan, Ulsan, and Gyeongsangnam-do all had the highest proportion of labor cost support budgets provided to childcare staff, but other budgets differed by area. In the analysis of importance and performance, maintenance, concentration, low ranking, and excess areas were different for each stakeholder. This study is meaningful in providing basic data for regional studies for the smooth performance of reservation integration in the future.
