In this study, a structural health monitoring system for cable-stayed bridges is developed. In the system, condition assessment of the structure is performed based on measured records from seismic accelerometers. Response indices are defined to monitor structural safety and serviceability and derived from the measured acceleration data. The derivation process of the indices is structured to follow the transformation from the raw data to the outcome. The process includes noise filtering, baseline correction, numerical integration, and calculation of relative differences. The system is packed as a condition assessment program, which consists of four major processes of the structural health evaluation: (i) format conversion of the raw data, (ii) noise filtering, (iii) generation of response indices, and (iv) condition evaluation. An example set of limit states is presented to evaluate the structural condition of the test-bed and cable-stayed bridge.

■Background Overall prevalence of visual field loss after stroke was estimated at 31%, ranged from 5.5- 57%. Among them, homonymous hemianopia is the most common symptom of post-stroke visual field loss and leads to a decrease in the quality of life and therapeutic effect. However, standard treatment has not been established. ■Case report A 48-year-old male with right side homonymous hemianopia by a left occipital-parietal lobe hemorrhage was treated with Qu-Ji-Du-Huang-Wan, acupuncture and electroacupuncture for 20 days. We used confrontation visual field exam, automated perimetry and visual analog scale for evaluating symptoms. Following treatment, confrontation visual field exam and the subjective discomfort was improved. ■Conclusions The present case report suggests that combined Korean medicine treatment might be an effective treatment of post-stroke homonymous hemianopia. A number of follow up studies should be conducted to clarify the effectiveness of treatment.

시대적으로 바라본 마음과 몸의 수사학 : (편)두통의 사례

마음과 몸의 관계는 오랜 논의에도 불구하고 설득력 있는 답을 구하지 못하고 있다. 한편, 서구 의학이 유물론적 패러다임을 받아들이면서, 기질적 이상이 없는 증상들은 "의학적으로 설명되지 않는 증상"이라 하여 변방에 머물게 된다. 이러한 증상을 이해하고자 전문가들은 마음과 몸의 관계를 바탕으로 소위 정신신체의학이라는 해석의 틀을 내놓았다. 이 해석의 틀은 의사소통 방식뿐 아니라, 환자들의 건강추구 행위 및 증상을 경험하는 양식도 변화시켰다. 시대의 필요나 새로운 과학발견에 의해 해석의 틀은 변화되어 왔으며, 어떤 때는 마음이 어떤 때는 몸이 강조되었다. 특히 치료법이 부재할 때에는 마음이 강조되면서 환자의 인격이 비난 받거나, 환자의 책임이 더 강조되었다. 반면 약물치료가 등장한 후에는 마음을 강조할 필요성이 줄어들면서 환자의 책임 역시 면제되었다. 본 논고에서는 마음과 몸의 관계를 중심으로 해석의 틀이 어떻게 시대에 따라 변화했는지를, 두통과 편두통의 사례를 통해 살펴보고자 한다. 이를 통해 해석의 틀이 어떻게 증상을 경험하는 양상을 변화시켰으며, 그때마다 책임 소재가 어떻게 달라졌는지 고찰할 것이다. 이러한 통시적 고찰은, 전문가로 하여금 그들이 만들어내는 해석의 틀이 얼마나 큰 영향력을 가지는 지, 그것이 얼마나 시대 상황과 밀접한 관계를 맺는지를 고찰할 기회를 마련할 것이다. The relationship of mind and body has stimulated extensive discussion for a long time. However, answers are ambigous and not forthcoming yet. Meanwhile, after the western medicine had embraced materialistic paradigm, conditions which cannot be substantiated by organic change were pushed out to periphery under the banner of "Medically Unexplained Symptoms". Medical experts endeavored to understand these mysterious illnesses based on the mind-body relationship and provided a frame of interpretation called Psychosomatic Medicine. This frame of interpretation had influenced not only the communication practice but also the health-seeking behavior and even the subjective experience of patients regarding their illnesses. The frame of interpretation had been drastically changed many times keeping pace with the socio-economic situation and the new scientific discoveries. Accordingly, body or mind was given differential importance by medical experts. For instance, when treatment modalities were lacking, mind was given excessive importance and patients were blamed for their unconscious motives, characterological weaknesses and for their lack of responsibility. In contrast, after the discovery of effective drug, mind was given no more attention and patients were no longer blamed for their contribution to suffering. In this paper, the historical change of the frame of interpretation for understanding migraine and headache was presented as an example. By this, it can be demonstrated how the frame of interpretation has modified the subjective experience of patients, and how the patients' responsibilities were viewed differently. This observation can help to realize the enormous influence of the frame of interpretation provided by medical experts.

진동계측자료 기반 안전성평가 시스템을 활용한 건축물의 비틀림 분석 방법 개발

In this study, algorithms for analyzing the torsion of buildings under earthquake excitation are developed. The algorithm and formulations to account for the torsional angle are verified by analyzing the seismic acceleration time history data. The method was applied to the reference buildings to examine their operation and usability. The reference application demonstrated that the noise-canceling scheme successfully overcame various obstacles in the field measurements. The developed method is expected to be used as a tool to support a loss assessment system for determining the direction and priority of disaster response in the event of an earthquake.

특수교량의 진동계측시스템 적용에 대한 연구

우리나라에서는 지진재해대책법[대통령령 제 2136호] 제 6조 및 제 7조, 같은 법 시행령 제 5조, 같은 법 시행규칙 제2조, 제 3조를 근거로 지진재해로 인한 피해를 저감하기 위한 연구와 기술개발이 이루어지고 있으며, 주요 공공시설물에 대한 지진가속도계측기 설치가 이루어지고 있다. 진동기반의 계측자료는 지진의 특성 및 지진이 시설물에 미치는 영향성을 포함하고 있으며, 이를 분석하는 연구가 필요하다. 본 연구에서는 『지진가속도계측기 설치 및 운영기준』에 제시된 가속도계측기 설치위치를 활용하여 사장교의 구조적 안전성을 파악할 수 있는 분석지표들을 도출하였다. 자료의 취득 및 처리와 안전성 분석지표의 계산을 효과적으로 수행할 수 있는 알고리즘을 개발하였고, 이를 예제 교량인 거북선 대교에 적용하여 개발된 프로그램의 사용성을 검토하였다.

재난관리 네트워크 거버넌스 구조와 관계 전략에 관한 탐색적 연구: COVID-19 방역 마스크 공급 대란 사례

본 연구는 소셜 네트워크 분석을 이용해 재난관리 거버넌스 구조와 관계 전략(relational strategies)―중개(bridging)와 결속(bonding) 전략―의 특징을 탐색적으로 살펴보았다. 본 연구를 위해 COVID-19 팬데믹 시기의 마스크 공급 대란을 사례로 선정하였는데, 이 사례에서 관찰된 행위자들의 중개 전략은 1) 기존의 공식적 위계구조를 활용하는 확장과 2) 민간 행위자들을 유입을 위한 수평적(horizontal) 확장으로 요약된다. 결속 전략의 경우 1) 교육, 경찰, 검찰 등 기능적 역할이 뚜렷한 행위자들 간의 결속과 2) 특정 과업 수행자들로 구성된 결속의 두 가지 패턴이 관찰되었다. 이러한 중개와 결속을 기반으로 마스크 공급 네트워크는 소수의 핵심 행위자들이 전체 네트워크를 주도하는 중심-주변(core-periphery) 구조를 형성하고 있었으며, 이러한 거버넌스 구조는 신속하게 재난에 대응하기 위한 위계적 통제와 수평적 네트워크 확장을 가능하게 한다. Using social network analysis, this study explored the characteristics of disaster management governance structure and relational strategies, focusing on bridging and bonding strategies. For this purpose, the face mask supply disruption during the COVID-19 pandemic was selected as a case. Bridging strategies observed in this study include 1) expansion using the existing formal hierarchy and 2) horizontal expansion through the influx of private actors. Bonding strategies observed include 1) cohesion among actors with clear functional roles such as education and prosecutors and 2) cohesion among actors with specific emergent tasks. The network structure illustrates a set of typical characteristics of a core-periphery structure in which a small number of critical actors lead the entire network. The rationale beyond the network structure is the need for hierarchical control and network expansion in dealing with a crisis.

거래세가 자산가격에 미치는 영향에 관한 연구

본 연구의 목적은 취득세율과 양도소득세율이 번화할 때 부동산 자산가격에 어떠한 영향을 미치며 투자자의 행동에 어떤 변화가 있는 가를 분석하는 것이다. 연구목적을 수행하기 위해서 거래세가 주식가격에 미치는 영향을 분석한 Matheson의 모형(2011)을 부동산시장분석에 적합하도록 변형하여 사용하였다. 본 연구에서는 등기부등본을 통하여 모집한 개인의 거래에 대한 데이터를 사용하였다. 분석결과, 취득세율의 인상에서는 부동산의 가격이 증가한(이익)투자자들이 인상된 세율이 DACT(세율변화에 따른 자산가격의 감소)에 미치는 영향보다 부동산 자산을 오랫동안 보유하여 DACT의 값을 낮추는 것으로 나타났다. 반면, 취득세율의 인하는 이익투자자들과 손실부동산투자자들에게 확실성 효과를 일으켜 전망이론의 효용곡선에 따라는 투자행태를 보였다. 양도소득세의 인상과 인하 시의 경우에는 이익투자자들은 인상 시 보다 인하시에 위험회피적으로 반응하여 보유기간이 짧아지면서 DACT 값이 상승하는 것으로 나타났다. The objective of this study is to investigate whether changes in acquisition tax rates and transfer income tax rates have affected property prices k! Korea. In addition, we have tested the hypotheses on investors' psychology and reactions by applying a Matheson’s Model(2011) which has focused on the impact of transaction taxes on stock prices. Considering the difference between the stock market and real estate market,we have modified Matheson’s Model in order to analyze the data collected from the Korean real estate register system. The results show that the acquisition tax rate hikes have resulted lower DACT(decease of property price due to change in trade tax) values this means that the winning investors have increased their holding periods of property long enough to offset the impact of the higher tax rates. In contrast, acquisition tax rate cuts have generated the certainty impact on both winning and losing investors and have led them show irrational investment behavior according to the value curve of prospect theory in Kahnenman and Tversky(1979). As for the transfer income tax rate hikes and cuts, winning investors have reacted more strongly to tax rate cuts than to tax rate hikes, shortening their holding periods and thus raising the DACT values.
