Efforts to establish a Korean-style design culture is not only meaningful in terms of creating a new product value in the world design market but also in terms of reaffirming our national identity. Much like a national language, art is a viable medium of expression, and as such, it can communicate the sentiments and sensibilities of the nation to which it belongs. However, in order to formulate designs that are unique Korean, we must first install a new understanding of the plastic aesthetics inherent in our traditional cultural products. This is not the kind of enterprise we can ascribe to the notion of naturalism generally expounded by art historians. Rather it entails the establishment of a more precise concept of plastic art, which better addresses our own uniqueness. This is the reason that the aesthetic value of a craft society, entailed in the creation of a product, cannot readily assert itself as the aesthetic value of an industrial society. Furthermore, designers must be given greater first-hand exposure to traditional cultural products, so that they may accept the intrinsic plastic aesthetics as texts for their own creative endeavors to produce design products that are uniquely Korean. This is because conceptual language can only go so far in describing in sufficient detail the fundamental properties of a given shape. However, the potentials hitherto discussed is confined to short term prospects, for in the long run design products of countries around the world will eventually be marked by their similarities rather than by its differences. The concept of originality will inevitably involve individuality rather than cultural deviations, and it will become possible through group distinctions rather than through national distinctions.

국방부 병영생활전문상담관 운영과 관련된 문제점

본 연구의 목적은 2005년 도입된 병영생활전문상담관의 처우 개선에 있다. 병영생활전문상담관은 2005년 8명으로 시작하여, 2021년 641명에 이르고 있다. 이들은 군 내 사고를 예방하기 위해 헌신하고 병영 문화를 바꾸는데 기여하고 있다. 그럼에도 기간제근로자 지위에 있으면서 나타나는 각종 문제점이 존재한다. 그 결과, 2021년 공공부문 노동자들을 대표하는 노동조합인 전국공공운수사회서비스노동조합은 병영생활전문상담관 630명을 피해자로 하여 국가인권위원회에 진정을 제기하였다. 본 연구에서 문제점으로 지적된 두 가지 이외에도 생각할 문제가 많이 있지만, 치명적이고도 중요한 핵심 쟁점 두 가지에 관하여 집중적으로 살펴보았다. 병영생활전문상담관은 기간제근로자의 지위에 있으면서 다른 계약직근로자보다 2.5배 긴 기간 동안 해고의 위험이 유지된다. 더불어 병영생활전문상담관의 불안정한 지위로 인해 병영생활전문상담관과 그들의 가족은 5년 동안 생계의 위협에 노출될 소지도 있다. 따라서 병영생활전문상담관의 불안정한 지위의 장기화를 해소하기 위하여 군인복무기본법 시행령 제34조 제1항에에 따라 무기계약직으로 전환 가능한 기간제근로자 최대 근무기간 5년을 합리적인 기간으로 단축하는 것이 바람직하다. 그리고 병영생활전문상담관은 분기별로 근무평가를 받고, 이 평가 결과는 계약갱신·계약해지 등 심의자료로 활용될 수 있다. 그리고 이와 같은 엄격한 심사는 기간제근로자 신분의 5년이 지나 무기계약직으로 전환된 이후에도 여전히 분기별 근무평가를 실시하고 그 결과에 따라 계약 해지가 가능하다. 병영생활전문상담관은 매월 업무수행실적서를 제출하여야 하고, 이렇게 제출된 자료를 토대로 매 분기별 근무성적평가를 받고, 2차례의 상담사례평가, 이론 및 실기평가를 받는다. 이와 같이 근무 평가가 자주 있게 되면 병영생활전문상담관은 본연의 업무인 상담업무보다 재계약 여부가 달린 근무평가에 더 신경 쓸 우려가 있다. 한편 국방부를 포함하여 다른 정부기관 내 공무직근로자는 연 2회 근무평가를 하고 있다. 병영생활전문상담관 이외에 연 4차례 이상 평가를 받는 정부기관 내 다른 직종을 찾아보기 어려운 실정이다. 따라서 근무평가의 주기, 근무평가 결과가 근로자에게 미치는 영향, 다른 정부기관 내 직종들의 근무평가 방법 등 근로관계를 둘러싼 여러 사정을 고려하여, 외형상의 근무평가 횟수보다는 평가방법과 내용에 치중하여 병영생활전문상담관에 대한 근무평가 횟수를 축소하는 것이 바람직하다. The purpose of this study is to improve the treatment of military life special consultant introduced in 2005. The number of military life special consultant began with eight in 2005 and reached 641 in 2021. They are committed to preventing accidents in the military and contributing to changing the barracks culture. Nevertheless, there are various problems that arise while being in the position of a fixed-term worker. As a result, in 2021, the National Public Transport Social Service Labor Union, a labor union representing workers in the public sector, filed a petition with the National Human Rights Commission with 630 military life special consultant as victims. In addition to the two points pointed out as problems in this study, there are many problems to think about, but we focused on two key issues that are fatal and important. Military life special consultant are in the position of fixed-term workers and maintain the risk of dismissal for a period 2.5 times longer than other contract workers. In addition, due to the unstable status of military life special consultant, military life special consultant and their families may be exposed to the threat of livelihood for five years. Therefore, in order to resolve the prolonged unstable status of military life special consultant, it is desirable to shorten the maximum working period of five years for fixed-term workers who can be converted to indefinite contract workers to a reasonable period pursuant to Article 34 (1) of the Framework Act on Military Service. Military life special consultant receive a quarterly work evaluation, and the results of this evaluation can be used as deliberation data such as contract renewal and contract termination. In addition, such a strict review can still conduct a quarterly work evaluation after five years of fixed-term worker status and terminate the contract according to the results. military life special consultant shall submit monthly work performance reports, receive quarterly work performance evaluations based on the submitted data, and receive two counseling case evaluations, theory and practical evaluations. If there are such frequent work evaluations, there is a concern that military life special consultant will pay more attention to the work evaluation, which depends on whether to renew the contract, than the original work. Meanwhile, public service workers in other government agencies, including the Ministry of National Defense, are evaluated twice a year. There are few other occupations in government agencies that are evaluated more than four times a year other than military life counselors. Therefore, considering various circumstances surrounding labor relations, such as the cycle of work evaluation, the effect of work evaluation results on workers, and the method of evaluation of jobs in other government agencies, it is better to reduce the number of work evaluations for military life special consultant.

디지털 통신위성 중계기 기술

오늘날 다수의 빔과 주파수를 사용하는 통신위성은 고속디지털 신호 처리를 응용한 부채널 단위의 OBS(On-board Switching) 기술과 원하지 않는 간섭신호를 일정부분 제거하는 기능을 필요로 하게 될 전망이다. 본고에서는 위성통신 분야에서 현재 활발히 연구가 진행되고 있는 부채널 수준의 스위칭이 가능한 수동형 디지털 통신위성에 대하여 소개 한다. 아울러 위성 선진국의 디지털 통신위성 개발 현황, 부채널 증폭 및 스위칭을 위한 소요기술, 그리고 간섭신호 제거가 가능한 디지털 통신위성 기술에 대하여 기술한다.

Interior graphic design is a modern plastic style and also a form of a culture just as a supergraphic design. Especially, this functions to activate indoor space formative, exalts human's emotion and moreover it has a unction satisfying our esthetic needs with psycological stablity. Comparing with these significance of interior graphic design, they were introduced relatively late in our country, and its Quality is no good in the actual circumstance. In addition, on account that it is hard to find them except in some places like kindergardens or substitutional school니, we are actually not able to support a good quality educational fields through them. According to the construction of he new building for college of science and engineering in Myongji University, I am trying to present an interior graphic design corresponding to the point of producing better indoor educational space.
