Korea is developing a new public transportation system, the mountain railway. Mountain railways can operate on steep slopes and high-gradient tracks. They can also operate in areas with considerable ice and snow. Therefore, they are suitable for Korea, which has considerable mountainous terrain. The mountain railway is a new means of public transportation that has never existed before. The diffusion of mountain railways as a new technology requires the support of appropriate laws and social systems. Unfortunately, it is difficult to find research on the legal system related to mountain railways. This study analyzed the laws applicable to the location and construction of mountain railways. Specifically, the Tramway Transportation Act, Road Traffic Act, Forestry-Related Act, Environmental Impact Assessment Act, and Natural Disaster Countermeasures Act were analyzed.

The optimal estimation of a general continuous-discrete system can be achieved through the solution of the Fokker-Planck equation and the Bayesian update. Due the high nonlinearity of the equation of motion of the system and the measurement model, it is necessary to linearize the both equation. To avoid linearization, the filter based on Fokker-Planck equation is designed. with the unscented transformation update mechanism, in which the associated Fokker-Planck equation was solved efficiently and accurately via discrete quadrature and the measurement update was done through the unscented transformation update mechanism. This filter based on the Direct Quadrature Moment of Method(DQMOM) and the unscented transformation update is applied to the bearing only target tracking problem. The proposed filter can still provide more accurate estimation of the state than those of the extended Kalman filter especially when measurements are sparse. Simulation results indicate that the advantages of the proposed filter based on the DQMOM and the unscented transformation update make it a promising alternative to the extended Kalman filter.

Purpose: Transurethral resection of prostate(TURP) was the gold standard for the treatment of benign prostatic hyperplasia(BPH). BPH is the enlargement of the transition zone; so a TURP was the resection of the enlarged transition zone. The transition zone resection rate is important if a good result is expected. The effect of the transition zone resection rate of TURP was evaluated according to the prostate volume. Materials and Methods: Between January 2000 and December 2003, 61 patients with symptomatic BPH, who had undergone TURP by one surgeon, were enrolled in this retrospective study. 25 patients with a BPH less than 60cc(Group I), and 36 equal or greater than 60cc(Group II) were evaluated using the International Prostate Symptom Score(IPSS), uroflowmetry and post voiding residual urine volume (PRV) both before and after the TURP. The total prostate volume, transition zone volume(TZV), transition zone resection ratio(TZRR), total volume of resected prostate, operating time, period of hospital stay and complications were assessed. Results: In groups I and II, the TZV was 21.3±6.9cc and 38±19.5cc (p=0.43), respectively. The resected prostate volumes were 16.5±7.1gm and 26.6±10.34gm in groups I and II(p=0.050), respectively. The TZRR were equal, at 0.8±0.4, in both groups. The postoperative IPSS, voiding volume, PRV and maximal flow rate (Qmax) were significantly improved in both groups. Overall, the IPSS, VV and PRV were significantly improved after the TURP when the TZRR was greater than 0.5. However, the Qmax was significantly improved when the TZRR was greater than 0.7. There were no significant differences in the periods of hospital stay or complications between the two groups. Conclusions: With TURP, the transition zone resection ratio was important, without concern of the prostate size. Also, to obtain good results, more than 70% of the enlarged transition zone has to be resected.

On July 1, 2007, South Korea’s Medical Aid program for financially needy families introduced a major reform to dampen spending growth. The reform was comprised of two elements, which were simultaneously implemented: small patient copayments for outpatient services, and a financial incentive for patients to designate a primary health care provider (a gatekeeping arrangement). We test whether this reform led to reductions in health spending. Using 32-quarter region-level panel data for the entire South Korean Medical Aid beneficiaries from 2003 to 2010, we calculate difference-in-differences estimates of per-enrollee health care costs separately for outpatient visit, hospitalization and medication. We also test mechanisms through which the reform could influence health care spending. We find that the Medical Aid reform led to approximately 15.6% reductions in spending per quarter during the 3 1/2-year follow-up period, primarily due to a reduction in outpatient visits. There is no evidence that the reform led to reductions in hospitalization and medication costs. We conclude that even a small copayment, in combination with a gatekeeping arrangement, could lead to substantial reductions in outpatient spending in a government-funded health care assistance program.
