In this Study, indicators for the evaluation of environmental amenity were determined through the investigation of the resident's consciousness in all thirty one cities and counties of Kyonggi. Also, environmental amenity that the resident feel in terms of recognition level was evaluated and based on the determined environmental indicators, environmental amenity for the physical environmental situation was evaluated. By analyzing the results, basic data for the planning of the future environmental management were prepared. The results of this study can be summarized as follows First, the developed indicators for the evaluation of environmental amenity consist of four intermediate evaluation items and fifteen individual evaluation items, and fifty four evaluation standards in total . Two to five evaluation standards were determined for the respective individual evaluation items. Second, using the developed indicators, the evaluation of environmental amenity were implemented based on both resident's consciousness and statistical data. Third, by analyzing the difference between two evaluation results, future research plan was proposed.

Strategic Environmental Assessment (SEA) is an assessment process integrated with policy and planning processes considering environmental impacts, not at the level of individual project, but at higher level of policy and plan. Presently, two systems for the SEA are being implemented in Korea. One is the consultation of environmental investigation into a change in national land utilization, which is to be pre-discussed with the head of the related central administrative organizations, based on the respective individual code. The other is the consultation of environmental investigation into an administrative plan and project, which is to be pre-discussed with the minister of the environments for the administrative plan. However, these two systems are not integrated procedures with the planning process. In other words, there is a separate post-environmental assessment after planning. Also concrete proposal is not yet prepared for the method and procedure of environmental investigation about details of the planning. Therefore, they do not play a role in taking precautions for environmentally sustainable development. In this study, for the effective environmental investigation at the level of planning, environmental assessment model to be integrated with urban comprehensive plans was developed. The results of this study can be summarized as follows : First, based on the analysis of systematic problems in environmental investigation of this country, the study compared and analysed the SEA method of foreign countries, derived the potential limitations in its applications to this country. Also, the new method in this study, is integrated into planning process by improving the limitations. Thus, we developed the SEA model for this country, which consists of seven steps; Phase 1; establishing a work program, Phase 2; defining the scope of the SEA, Phase 3; analyzing an existing environmental situation, Phase 4; examining the consistency with environmental policy, Phase 5; appraising and synthesizing the plan content, Phase 6; proposing recommendations, Phase 7; monitoring and feedback. Second, the two types of application program of the developed assessment model were proposed. One is to integrate this model into planning process, and the other is for the institute and ministry of environments to implement SEA after planning. An aim of this study was developing an environmental assessment model at the planning level which was not yet established in this country and was to apply the model to urban comprehensive plan for inspection. This research will make the effective operation of environmental investigation system possible at the planning level in this country and contribute to the environmental protection at the global level.
환경영향평가 대상사업별 중점평가항목의 도출에 관한 연구

Environmental Impact Assessment System, ever since its enactment in Korea fourteen years ago, has been steadily improved by introduction and implementation of new concepts and methodologies which include Environmental Impact Statement(EIS) preparation technique, selection of environmental factors, and the like. However, current guideline requires that every EIS, regardless of the specifics of the project type or characteristics of the site, must evaluate and study for all twenty-two environmental factors as set forth in the regulation. The situation causes many undersirable problems like; lack of site specific evaluation in most EISs, over-sized EIS drafts, consuming too much time and costs for EIS preparation, and so on. The objectives of this study are; - To establish a set of criteria to classify the types of the projects in terms of features of the project content and the cbaracteristics of the site area. - To establish a guideline for selecting major environmental factors of the project type criteria, and - To provide basic materials for the preparation of complets draft EIS of the Amendment of Environmental Impact Assessment Act.
환경영향평가 개선을 위한 무인항공기 기반의 산림공간정보 활용 방안 연구

UAVs are unmanned, autonomous or remotely piloted aircraft. As UAVs become smaller, lighter and more economical, their applications continue to expand. Researches on UAVs in the field of re- mote sensing show development methods and purposes similar to those on satellite images, and they are widely used in studies such as 3D image composition and monitoring. In the f 1) ield of environ- mental impact assessment(EIA), satellite information and data are mainly used. However, only low-res- olution images covering long distances and large-scale data allowing for rough examination are being provided, so their uses are seriously limited. Therefore, in this paper, we construct spatial information of forest area by using unmanned aerial vehicle and seek efficient utilization and policy improvement in the field of environmental impact assessment. As a result, high-resolution images and data from UAVs can be used to identify the location status of SEIA, EIA, and small scale EIA project plans and to evaluate detailed environmental impact analysis. In addition, when provided together with info- graphics about Post-environmental impact investigation, it was confirmed that the possibility of peri- odic spatial information construction and evaluation can be used throughout the entire project contents and project post-process.In order to provide sophisticated infographics for the EIA, drone photography and GCP surveying methods were derived.The results of this study will be used as a basis for improv- ing high-resolution monitoring and environmental impact assessment in the forest sector.
